Federal lands often contain extensive mineral resources and decisions affecting access to those lands are made with knowledge of the possible minerals-related consequences. Information is provided to the Bureau of Land Management (BLM) in this report for use in preparing environmental impact statements on the Western Mojave Management Area (WMMA) and the Desert Tortoise Priority Habitat (DTPH). To augment U.S. Bureau of Mines (USBM) efforts such as the Mineral Assessment of the Planned Foil Irwin Expansion, Modified Silurian Valley Alternative, San Bernardino County, California which is in progress, and the Economic Analysis of the Minerals Potential of the East Mojave National Scenic Area; California, the USBM studied mineral deposits and estimated the potential impacts of mining in a segment of the California desert; the 8.7-million-acre WMMA, an area which includes the 1.2-million-acre Desert Tortoise Priority Habitat (DTPH). In addition, this information is intended to assist administrators, legislators, and the concerned public in understanding the economic importance of mineral resources in the California desert, especially that portion designated as the WMMA. "According to accident statistics, issued from time to time by the Department of the Interior, Bureau of Mines covering fatalities in coal mines, between the years 1870 and 1921 there were 4,897 deaths caused by explosives. The legislatures and safety commissions of the various mining States have Elected and formulated many excellent regulations in regard to the handling and use of explosives in an endeavor to keep this class of accidents as low as possible. An analysis or comparison of the explosive, regulations issued by over thirty States would make a very long paper, however, by subdividing according to phases and issuing several papers it is believed that the material will be more readily available. The first phase was treated in Serial No. 2405 of the Bureau of Mines (""State and Federal Electrical Shot-Firing Regulations,"" issued in October 1922) which gave a compilation of such regulations as apply strictly to electric shot-firing. The second phase under consideration is ""Who may set off blasts in coal mines.""In some States, the person who does the firing must be an ""authorized shotfirer,"" while in other States he must have proved his ability to do this work, and again in other States he is ""any person."" The present paper covers rules and regulations relating to this phase of shotfiring, and those States having similar regulations have been grouped as follows."

Lower costs associated with hands-on training in donning and using a CSE ,self-contained self-rescuer (SCSR). Background In June 1987, the Mine Safety and Heath Administration (MSHA) issued an Emergency Temporary Standard (ETS) requiring that all persons entering underground coal mines must be given bands-on SCSR training. The ETS will shortly be replaced by a new standard requiring this hands-on training. Bureau of Mines research has shown that the most effective means of delivering this training is to have the trainee go through a six-step training procedure while in a kneeling position. Once the miner has looped the neckstrap over his or her head, he or she completes the donning sequence in this order: 1) activate oxygen; 2) insert mouthpiece; 3) put on nose clips; 4) put on goggles; 5) adjust neck and waist straps; and 6) replace miner's cap and prepare to move out. This procedure is repeated until the miner demonstrates that he or she is proficient at the task.

In May l942, the Bureau of Mines started exploring for manganese on the Black Poch manganese property, Esmeralda County, Nev., to determine possible reserves of manganese in the deposits. The work was done by the Bureau in cooperation with the Federal Geological Survey and comprised a study of the geology, mapping the area, and exploring by trenching, test pitting, and sampling. All ore bodies were examined and sampled, and the three most important areas were explored by trenching and test pitting. This report notes the location, ownership, and history of the deposits; explains the physical features of the district; mentions briefly mine workings and metallurgy; and describes the geology and ore bodies. The Bureau erected a temporary camp, repaired 5 miles of temporary road, constructed 1,000 feet of new road, dug 3,173 foot of trenches with a vertical crone section of 4 x 10 feet and 91 test pits with a cross section 3 x 6 feet, averaging about 6 feet deep, and cut 134 samples.

"This report is () expansive test program by the Bureau of Mines to determine methods from various and ferrous manganese-grade product () widespread () and manfniferrous iron ores. Among the samples received for testing was one from the pits of the Barytes Mining Co., 1-1/ 2 miles northeast of Cartersville, Ga.. The property is approximately in the center of the Cartersville manganese district and shares a common corner with properties of the New Riverside Ochre Co. and the Etowah Development Co., both producers of manganifereus ores. The deposit is typical of the district and occurs in residual clays resulting from weathering of the Shady limestone and Weisner quartzite. 7/The property is developed by a number of open pits ranging to 60 feet in depth. In 1918 several carloads of manganiferous iron ore was mined from an alit on the property. Since then mining operations have been negligible. The ore is known locally as calico ore.A 4-ton sample representing -re as it occurs in the -pen pits vas furnished for testing. The sample consisted of a mixture of red iron oxides, wad, and clay, with small pebbles of manganese oxides and siliceous fragments scattered throughout."

The Bureau of Mines studied two Pennsylvania anthracites using low-temperature carbon dioxide adsorption. A modified form of the Brunauer-Emmett-Teller equation was used to calculate specific surface areas. Two mesh sizes of each anthracite were used to determine how gamma irradiation at 106 and 108 rads, both in vacuum and in the presence of air, affected the carbon dioxide surface areas. Results show that anthracites have a system of pores that are essentially all interconnected rather than isolated; that anthracites differ from one another in specific surface, which may correlate with density; and that irradiation in vacuum has no discernible effect on specific surface of anthracite, but irradiation in air does produce changes in specific surface.

Aid mine operators as well as mine inspectors in making quick but sufficiently accurate measurements of the rock dust content of coal/rock dust mixtures. The Problem Past research has shown that accumulations of volatile coal dust in underground coal mines can be rendered non-explosive by dilution with chemically inert rock dust (usually limestone). Consequently, rock dusting is required by law in U.S. underground coal mines. However, mine officials and inspectors have no quick and reliable means to determine whether enough rock dust has been applied to achieve a mixture that is in compliance with the law. Even the compliance tests used by the Mine Safety and Health Administration (MSHA) are slow and involved. MSHA assures that a mine has been rock dusted adequately by collecting samples from rock dusted areas of the mine and sending the samples to a laboratory for analyses of the inert-dust content. The analyses may not be completed for more than two weeks, during which time the mine in question might be inadequately protected against coal dust explosions. To solve this problem, the Bureau of Mines devised a quick, simple and reliable device that can immediately determine the rock-dust content of a mixture of coal and rock dust.

This report was limited to a search of available literature on under- ground methods to combat acid water pollution. From this review it is evident that very little work has been done in this specific area. It is also evident that there are specific areas of mining engineering and mining related hydrology and geology that need further research efforts to solve the many water problems. They are: (A) Composition, variation and availability for oxidation of sulfur in strata. (B) Rate of oxidation of sulfuritic materials. (C) In situ limestone and its influence on underground acid drainage. (D) Structural, stratigraphic and hydrologic character of old mining areas as a basis to make decisions about adjacent new mining areas. (E) Operational changes in mining methods to prevent pollution. (F) Sealants for underground coating to exclude water from contact with pyrite to inhibit formation of the contaminants. Such a program has been initiated on refuse piles. The prime purpose of this report is to investigate those practices which have been used to regulate or control water accumulation and prevent harmful mine drainage. A supplemental purpose is to indicate those areas which need further research to prevent underground mine water pollution.

In 2006, a total of 741 nonmetal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 These mines (e.g., potash, gypsum, salt) comprised 5.0% of all operations. ? Mines producing common clay comprised 25.2% (n=187) of all nonmetal mining operations. ? Nonmetal mining operations were located in all states and territories except Alaska, Delaware, Hawaii, Maine, New Hampshire, Rhode Island, Puerto Rico, and the Virgin Islands.

"As the result of the work of an efficient safety organization, the Midwest Refining Co. at its various operations and particularly in the Salt Creek field has been able to show a definite accident reduction. Lost-time accidents during the past year have been reduced to a small number as compared with previous years, and infection cases have been almost eliminated.The accident-prevention work of the Midwest Refining Co. is in charge of the department of industrial relations, with a director as the administrative head; two safety men handle the work directly at Midwest, Wyo. A competent medical staff with a well-equipped hospital at Midwest is also an important factor in the prompt and proper treatment of injured persons when an employee is injured, he is given first-aid and then taken to the hospital with minimum delay.About 1,450 persons are employed in the 4 departments (production, gas, pipe lines, and electrical) and in the 34 districts of the Midwest Refining Co. The work at Midwest spreads over a considerable area, and new drilling operations, pipe work, and similar activities require the services of many small gangs of workers. Complete supervision, of each job, whether shall or large, is possible through the large number of superintendents, foremen, and gang pushers employed; thus, there are 20 superintendents, 78 foremen, and 115 gang pushers. The largest number of men under any one toss is approximately 15, and it is probable that much of the good safety record is due to this intensive supervision. These company officials, including the gang pushers, have been impressed with the idea that it is their duty to see that the men under them do not get hurt; the responsibility of instructing new employees in safety practices is placed directly upon them. Monthly meetings of the field officials, including superintendents, foremen, and gang pushers, and as far as possible the men, of each district are held with the safety engineer. Both officials and men are encouraged to bring up for discussion any practice or proposals looking to the changing of any conditions that will"

The Bureau of Mines conducted laboratory batch beneficiation tests on a waste granite sludge from New Hampshire to determine the feasibility of recovering a reusable silicon carbide product. The granite sludge responded to attrition scrubbing, desliming, and flotation in either alkaline or acid circuits using fatty acid as a collector. Recovery of over 80 percent of the contained silicon carbide at grades of up to 96 percent SiC was obtained.

This Bureau of Mines report presents a mathematical model for heterogeneously catalyzed chemical reactors operating under turbulent conditions. The model includes reaction kinetics on the catalyst surface as well as diffusion of the reacting components within the reactor. Three applications of the model to tube-wall methanation reactors are discussed. The first application is a computation of catalyst activity from measured reactor data. This result is then used in a reactor sizing problem and a problem of reactor simulation with recycle. In addition to the reactor model, a novel approach to solving the recycled reactor problem is given.

1.0 FRAMEWORK FOR COMPARISON This document describes the decision factors that bear on the selection of the modulation process for the wireless underground medium frequency (MF) communication system. The selected modulation process must satisfy the Bureau of Mines stated objective of improving general communications within an underground mine. The improvement being sought includes the development of a wireless communication technology of measurable benefit to both mine safety and mine productivity. The improvement will allow wireless communications paths to exist between roving miners. The wireless communication paths will also be made compatible with the existing underground telephone system to extend paging and voice communication throughout the underground mine. The new wireless equipment will include man-pack, vehicular, repeater, and base station transceivers. Repeaters and base stations will feature coupling networks for interfacing with the existing telephone circuits. Frequency modulation (FM) and single sideband (SSB) modulation processes are analyzed in view of the special conditions associated with underground mining. Of primary importance is the tremendous electrical noise generated in an operating mine that could adversely affect communications quality. High noise coupled with high attenuation rate of near field signals forces the communication system to be inherently short range. Purchasing a new set of longwall shields requires a substantial investment. A poor shield design can lead to economic hardships, safety concerns for the mine workers, and closure of the mine. This paper addresses several key points that should be considered in the procurement process: (1) understanding your goals and the logic in selecting a higher capacity shield, (2) the importance of completing performance testing before production shield fabrication begins, (3) making sure performance testing is properly done, (4) measuring load(stress) development during performance testing, (5) testing a shield to failure, and (6) the value of buying extra shields. In addition, several challenges are proposed for consideration in future shield designs. These include (1) 100,000 life-cycle expectancy, (2) improved hydraulic diagnostic capability, (3) smart load control by optimizing setting pressures, (4) lubricated link joint design concepts, (5) composite material applications to reduce shield weight, (6) incorporating periodic weighting predictive algorithms into the data-processing software, (7) advanced component load measurement on two to three specially instrumented shields to detect loading in the structural components, and (8) constant set leg cylinder design.

By the USB of X-ray diffraction methods, scientists have learned how the atoms in a diamond crystal are arranged and how the atoms are tied together by chemical bonds. They have found that, even though the bonds between all atoms of the diamond have equal strength, they are so distributed that there are more bonds in certain layers or directions through the crystals than in others. The unequal distribution of the bonds in certain directions creates planes, within the diamond, of unequal strength and resistance to abrasion. The location and disposition of the directions that are relatively harder than the others were determined by Slawson and Kohn 3/ in 1950. By plotting these directions on stereographic projections they delineated the hard regions on the surface of the diamond, but only those trained in the methods of crystallography can readily interpret their diagrams. The principal purpose of this report is to present information that will help individuals without previous training in crystallography to learn to recognize the special features of the surfaces of diamond crystals that are definite guides to the location of the various hard directions of the stones. A crystallographer trained in using various precise laboratory instruments might consider such rudimentary criteria as rather unscientific, but these simple characteristics of diamond crystals are practical clues which anyone equipped with a magnifying lens can find and recognize. The use of the special faces, points, edges, and growth lines as a gui.de in orienting a diamond will allow it to be placed in a position reasonably close to the optimum. Preliminary results of experimental work conducted by the Bureau of Mines indicate that this is all that is necessary in setting diamond-bit crowns. This experimental work demonstrated that setting bits with the hard vectors of the diamond as cutting points greatly reduces the diamond loss and increases the efficiency of the bit.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. "INTRODUCTION The Pennsylvania anthracite industry produced 53 million net tons of anthracite during 1945. Fifty-one million tons was prepared for the commercial market (3), 3/ and 2 million tons (consisting of fine sizes) was used for colliery power consumption. Of the number of tons prepared for market, 17 million tons (33 1/3 percent) was prepared by the use of acid mine water treated with lime.Mine water from underground workings is pumped, drained, and stored in huge quantities. The mine-drainage systems in the anthracite region handle over 200 billion gallons of water annually, of which 150 billion gallons is pumped to the surface. More than 69 billion gallons of water is impounded in underground pools (1). Much of this water is employed for breaker use, dust-control installations; hydraulic backfilling, combatting mine fires; and aiding in the transportation of anthracite in gently dipping places where sheet iron is used Roos(4) estimates that 1,100 gallons of mine water is utilized in the preparation of anthracite mined."

Cylindrical plastic scintillators were investigated for efficiency in detecting neutron-induced prompt gamma rays. Scintillator performance was compared on the basis of half-resolution and peak-to-trough ratios for gamma spectra obtained from Co-60 (1.17 and 1.33 MeV), Th-228 (2.62 MeV), and PuBe (4.43 MeV). Various sizes of Pilot Chemical scintillators (types B, F, M, and Y) were tested. The best half-resolution, 7.7 percent for PuBe, was achieved with a 5-by 5-inch Pilot Y?scintillator and dual photomultipliers. Comparison with sodium iodide (NaI) scintillators and the use of plastic scintillators for on-stream analysis of sulfur in coal is discussed. Plastics were found to be unsuitable for on-stream analysis of materials having complex prompt gamma ray spectra; however, they could conceivably be used for those yielding Simpler spectra.

A simple , quick, and relatively accurate device is needed for determining the presence of very small concentrations of organic halide gases in various atmospheres . Such a device would enable safety engineers , health officials , and others to discover quickly the presence of these gases in a suspected atmosphere and thus be able to apply protective measures promptly. This detector should prove useful in detecting leakage of halide gases from refrigerating and air - conditioning systems and in determining the presence of halide solvents in the atmosphere of dry - cleaning and degreasing establishments where organic halide solvents are used . Virtually all poison war gases are halide compounds . Because of the high toxicity of these gases , even in very low concentrations , a detector having the proper sensitivity should be useful in civilian defense for determining when atmospheres are relatively free of poison gases .
