Material and energy balances for stockpiled lignite were calculated by computer simulation techniques to determine the occurrence of spontaneous heating. Data on properties of lignite which affect spontaneous heating were required. In some cases, best values from reported data were utilized; in other cases, new data were developed. These include specific studies on the rate and conditions that influence oxidation, heat of oxidation, heat of wetting, specific heat, thermal conductivity, and permeability of stockpiles to air. These data are presented and discussed in detail for possible application to other studies. Results of computer simulations confirm past field experience on the storage of lignite containing as-mined moisture, and predict a greater risk of heat occurrence in stockpiles of dried lignite where experience is lacking. Successful storage was predicted for dried lignite of 20 pct moisture content, if it were cooled after drying and compacted to an interparticle void fraction of 9 pct (bulk density of 67 lb/cu ft) compared to 10 pet void fraction (72 lb/cu ft) for as-mined lignite.

The growing interest in beryllium as a structural material, and its in-creased use in recent years for atomic energy application, have led both government and industry to express concern over the inadequacy of the beryllium resources in the United States and the free world. Contemplated and proposed uses for this unique material will surpass the capacity of the domestic beryllium mining industry to supply raw material, which is presently extracted from relatively small deposits by hand sorting. The need for a simple beneficiation process for beryl ores has long been recognized by the Bureau of Mines, but to date no single process has proved satisfactory for treating deposits containing a sufficient tonnage of beryl ore to warrant commercial exploitation. As a part of the Bureau's continuing effort to develop an economical recovery process, this report describes flotation research on samples of beryl-bearing pegmatites from the George Roebling mine in Connecticut, and the Colony mine in New Hampshire. The study resulted in two methods of treatment to which the ores responded reasonably well.

Many significant events that began in 1990-91 continued to have a profound impact in the world minerals economy in 1992. The dissolution of the U.S.S.R. and the formal breakup of the Council for Mutual Economic Assistance (CMEA) had significant effects far beyond the geographic boundaries of Europe and Central Eurasia. CMEA's network of economic interdependence had relied on central planning, a variety of subsidies, and barter agreements that allowed its members to function without the pressures of productivity and efficiency. In the mineral sector, many decisions had been made based on the need for military planning and technology competition with the market economy world. Because of inexpensive oil available through subsidies and technology assistance from the former U.S.S.R., industries III CMEA member countries had been able to function and maintain production to supply minerals and materials required to support the policies of the central plan. In 1992, most of the former CMEA countries decreased their output of many minerals. In some cases, the network of production that had been in place was severed. Political and economic instability, destruction of infrastructure, and new priorities were affecting other mineral industries in the area. In late 1991, 15 independent countries replaced the U.S.S.R. and in early 1991 the former CMEA countries found themselves trying to adjust to the realities of economic independence and the need to compete with former allies for survival. Although 11 of the 15 former Soviet republics joined in the Commonwealth of Independent States (CIS) in December 1991, in 1992, individual economic needs exceeded the needs of the Commonwealth III importance. As a result, new mineral trade patterns emerged as minerals were used as a source of much needed capital.

Synopsis Underground stone mining Is an emerging sector of the U.S. mining industry. As this expansion takes mines under deeper cover, and as more efficient mining methods are utilized, effective stone pillar design methods will become even more Important. Current design practices are examined and a discussion of safe mine layouts is presented as a first approach towards weighing the demands for increased production against increased risk. Risks to underground stone-mine workers include rib Instabilities, pillar failures and roof falls. Seventy-two stone-mine pillar designs were examined. Pillars with width to height ratios of less than 1.5 appear more likely to fail when subjected to excessive stress levels. When width to height ratios fall below 1.0 defects in the pillars, such as through-running discon¬tinuities, can have a significant influence on stability. Discontinuity persistence, dip, material properties and orientation are also important determining factors in pillar strength. During the past three years the number of active underground stone mines in the U.S.A. has ranged between 90 and 100. This number is expected to increase as the crushed stone industry responds to growing demands for its products.1 As more of the industry moves to benefit from the advantages of underground mining production from underground stone mines is expected to increase above its current level of approximately 66 000 000 r/year. Parker2 identified four advantages of underground mining operations: (1) surface developments, zoning laws and environmental concerns are often less of an issue; (2) stripping and restoration requirements are eliminated; (3) additional reserves are often available beneath the quarry floor, under pit slopes or under an adjoining property; and (4) space is created for secondary use. Underground mines enjoy the added benefits of work in a constant underground climate, rather than in the variable surface climate, minimization of community concerns by placement of the crushing, sizing and stowing operations underground and reduction of surface vibration concerns through smaller blasts. The drawbacks of underground mining include added health and safety hazards for the stone miners, whose health can suffer from increased exposure to falls of ground, airborne contaminants and fog in large underground openings. Injuries from falls of ground in stone mines have occasionally exceeded the incidence rates for other mineral resources mined underground. 3 Existing underground stone operations, by comparison with stone operations a decade ago, mine more stone at a faster rate and with larger equipment. Because of high demand mines face increased pressure to yield more stone per production blast. A majority of the miners use the V-cut blasting pattern, which limits the depth or pull for each shot to about 4 m. Therefore, to produce more stone, either the mines must work more faces or existing faces must be enlarged. The enlargement of underground openings poses problems in the maintenance o€ strata stability, First, the widths of the mine entries partially control the amount of sag or deflection that any given roof beam can withstand before failure. This deflection can take pi ace quickly after an opening is excavated or much later as weathering processes form additional, thinner beams. Because increased deflection increases the potential for roof beam failure, there is a limit to how wide a room can safely be made. These limits depend on local geological and stress conditions and, to some extent, the cost effectiveness of roof-bolting. Given these room width limitations, underground stone mines have placed more attention on expansion of production through benching where mining thicknesses permit. The heights of rooms partially control the strength characteristics of adjacent pillars: as the room height increases for a given pillar width the pillar width-to-height ratio (w/h) decreases. In general, stone pillars are very strong, but when the width-to height ratio diminishes the potential for pillar rib instabilities and pillar failures increases (see Fig. 1). [ ] In the underground environment the desire to utilize wider rooms, higher benches and multi-level mining results in the potential for unstable ground conditions. Although the number of failed pillars is currently very low, the potential for additional failures will grow if more slender pillars are developed, especially under deeper cover, with wider mining sections and in multi-level operations. A sedimentation method involving the use of the Palo-Travis apparatus was found satisfactory for rapid determination of the size distribution of coal particles ranging from 10 microns in diameter to those passing an 840-micron opening (20-mesh sieve), The method is most useful for comparing the size distributions of samples of pulverized coal where the actual size of the particles is not required and is applicable to sieve and subsieve sizes of a wide variety of coals and chars that can be wetted and are heavier than water. An analysis, including all calculations, can be completed in 1/2 to 10 hours, depending on the time required for the finely divided coal to settle. A typical analysis requires about an hour, making this a rapid, precise method for routine size-distribution analysis of powdered coals. When used with coal particles smaller than 400 microns, the method is precise within 15 microns for wide variations in test conditions and within 5 microns for identical test conditions. The precision decreases as particle size increases, becoming unsatisfactory for particles larger than 400 microns (40-mesh). For precision within 15 microns, the samples must be equal in weight. Greater precision is obtained with 4-gram samples, but samples as small as l gram may be used.

SCOPE AND APPLICATION The rules cover the installation and use of electrical equipment in coal mines.- For generating stations, substations, lines, and equip¬ment aboveground, reference is made to existing rules covering such locations, viz, the National Electrical Code and the National Electrical Safety Code and any existing State or municipal regulations. The purpose of the rules is to set forth methods for safe electrical installation. In preparing the rules five basic measures for safe¬guarding the use of electricity in mines have been followed, viz 1. Remove the contributory causes of accidents or danger. 2. Remove from the vicinity of electrical apparatus all elements susceptible to the influence of electricity. 3. Keep the electric current where it belongs, if possible; if not, limit the area of its activity by protective devices. 4. Use a. large factor of safety in the selection, installation, and in¬ spection of equipment. 5. Have full control of the operation of electrically driven machines. This Bureau of Mines study was initiated to determine whether or not a large-scale investigation of 400-Hz applications in coal mines was justified as a means of increasing safety in operations due to size and weight reductions in portable and other mining machinery. Potential uses for 400-Hz power in mining operations are explored, and cost and size comparisons with 60-Hz systems are made. The use of variable-frequency motor drive is suggested for conveyors. The conclusion was reached that there is no significant potential safety increase due to a general size and weight reduction, as the fact of such general reduction cannot be demonstrated.

"With a view of elucidating the role of glutathione (GSH) in the biochemical pathways of the chromate-exposure related carcinogenesis, we carried out electron spin resonance (ESR) spectroscopic investigations of the chromate-GSH redox reactions. The ESR measurements, employing spin-traps, provide evidence for the involvement of the glutathione (GS•) radical, as well as an isolable Cr(V)-glutathione intermediate. These results indicater a new mechanism for the reduction of chromate by GSH in cellular environment and help understand the (unexpected increase in Cr(VI)-induced DNA strand breaks at elevated GSH levels.We report here indirect electron spin resonance (EGR evidence for the involvement of the glutathionyl (GS) radical and direct evidence for a Cr(V) intermediate in the reactions of glutathione ¬(GSH) with chromate for the first time.. This work was undertaken to clarify the biochemical pathway of the reduction of chromate by GSH, since this reduction process is thought to be a critical step in the pathogenesis of the chromate-exposure related carcinogenesis. This follows from the literature reports which show that (a) Cr(VI)compounds have been proven to be carcinogens in laboratory animals as well as in human studies2-4, (b) Cr(VI) and not Cr(III) compounds are mutagenic 5-7, (c) Cr(VI) and not Cr(III) compounds can penetrate cell membranes 8.9 (d) the final state of Cr(VI) in cellular reductions is Cr(III)', (e) by itself chromate (or Cr(VI)) cannot be directly mutagenic since Cr(VI) is known not to interact with isolated DNA under physiological conditions 10, suggesting the significance of Cr(VI).reduction processes. One of the major reductants in cellular environments is thought to be the GSH, both outside and inside the ce11s 11-13. Other evidence for the role of GSH in the chromate toxicity is seen from recent studies showing that exposure of hamster cells to non-toxic levels of added selenite increases the levels' of GSH as well as the Cr(VI)-induced DNA strand beaks 14, and thatsuch DNA strand breaks in hepatocytes also change in direct proportion to their GSH content 15,16. These observations wereinterpreted as implying that the reduction of chromate by GSH, to some reactive intermediate is an important step in the chromatecarcinogenicity 15,16. The alkali metals , sodium and potassium , and more particularly sodium , occur abundantly in chemical combination with other elements . The elements themselves are available in metallic form but are so active chemically that they oxidize rapidly in contact merely with the air . Potassium will even catch fire spontaneously in air , and both the metals will decompose water with explosive violence . Inasmuch as they are almost as soft as wax they are not suitable for the structural or other mechanical uses characteristic of ordinary metals , and consequently the uses of these elements even in the metallic condition are based upon chemical rather than physical qualities . Sodium metal is used largely as a commercial reducing agent , but potassium metal is rarely found outside of chemical laboratories . Numerous salts and other compounds of these elements enter largely into world trade and are commercially very important , but none of these compounds except sodium peroxide and sodium cyanide are made economically from the metals . Sodium is generally considered as rather an uncommon metal , but in point of annual tonnage produced it is far more important than mercury , magnesium , molybdenum , bismuth, cadmium, cobalt , gold , silver , or the various rarer metals .

Noise induced hearing loss continues to afflict workers in many occupational settings despite longstanding recognition of the problems and well-known methods of prevention and regulations. Sound levels associated with heavy construction equipment range from 80 to 120 dB(A) and power tools commonly used in construction produce sound levels up to 115 dB(A).(1) The focus of this research was to determine the noise exposures of heavy construction equipment operators while documenting the workers’ tasks, (i.e. hauling, moving, and/or pushing construction material). Time-motion studies were performed at the construction sites and were used to correlate the noise dosage with the work performed by equipment operators. The cumulative dose for the operator was then plotted with references to work tasks, to identify the tasks that caused the greatest noise exposure. Three construction sites were studied for this research located in the western Pennsylvania and eastern Ohio areas. The types of construction equipment studied included asphalt pavers, backhoes, bulldozers, compaction equipment, excavators, haul trucks, telehandlers, and wheeled loaders. The results showed that bulldozer operators consistently had the highest noise exposures, ranging from a NIOSH REL (Recommended Exposure Limit) dose of 844% to 25,836% and an OSHA PEL (Permissible Exposure Limit) dose of 139% to 1,397%.

The mine and mill of the Davis-Dunkirk Lines, Inc., are about 16 miles by road south of Prescott, Ariz., which is the nearest railroad point for receiving mine and mill supplies and for shipping concentrates to smelters. A good trucking road reaches within 2 miles off the property, but from that point the grade is very steep. Outgoing loads are limited to 2 tons. The topography near the mine is exceedingly rugged, and the area is slightly wooded. The climate is mild excepting in a few winter months, when the snowfall is heavy. Electric power is secured by way of a 4 1/2-mile, high-tension line connecting with the main line of the Arizona Power Co. The concentrator was intended to treat 60 tons or more daily of gold-silver-copper ore and make a single gold-silver-copper concentrate for shipment to a copper smelter.

Mr. Bockosh is an electrical engineer with the U.S. Bureau of Mines In Pittsburgh, and has devoted the last two years to research on underground illumination. He formerly was a mine maintenance foreman and worked two years underground. He is a graduate of the University of Pittsburgh, where he is now working toward his masters degree in mining. When Congress first legislated light in American coal mines, it was a little like mandating a walk on the moon before the first satellite had been put in orbit. It was never a question, of course, of whether it could be done. But no one knew quite how. It's one thing to string a few light bulbs, and quite something else to provide uniform, sufficient, safe and reliable illumination, with fixtures that will hold up under some of the toughest conditions in the world - in the life-and-death circumstances of a craggy, black cavern filled with dangerous, moving machinery. In fact, in 1969 when Congress originally mandated illumination standards for the work places of underground coal mines, no one even knew just how much light was needed. That question was answered within a year by the National Bureau of Standards. In a study commissioned by the U.S. Bureau of Mines, the Bureau of Standards determined that underground mine should be illuminated with a light intensity of 0.06 foot-lamberts, a measurement of light reflected from surfaces in the lighted area-as opposed to foot-candles, a measurement of light from the source of illumination-in order for miners to adequately see what they are doing. That study was followed by more detailed research done at the Bureau of Mines' direction by the Research and Development Department of the Naval Ammunition Depot in Crane, Ind. This work evaluated the specific lighting needs of miners engaged In more than 100 different job tasks in all three types of coal mining- conventional, continuous and longwall. The Naval Depot report brought forth nearly 300 pages of detailed lighting data and concluded that proper illumination of mine work areas would serve more than just the cause of mine safety.

The National Institute for Occupational Safety and Health (NIOSH), as part of a comprehensive program to improve mine safety through the widespread acceptance of careful excavation principles in drifting, have revisited standard drift round design concepts. Although the initial emphasis was on contour row design and providing improved design tools for blasting with de-coupled charges, the focus has broadened into the development of a general gas pressure-based drift round design approach. The concept of a damage radius (Rd) for a given explosive-hole-rock mass combination is introduced. With the damage radius as the basic building block, the blast holes are positioned on the face, beginning with the buffer row, to achieve the desired excavation size, shape and smoothness. The design of the contour row of holes is also performed using a pressure-based approach. The paper presents in some detail the overall approach and the required gas pressure-based design equations.

The objective was to obtain qualitative information on (1 ) the stress field in a core stub at the bottom, or face , of a cored borehole and (2 ) whether , and at what distance , in terms of core diameters from the face of the borehole , relief of stresses in the core is complete . The photoelastic and brittle lacquer techniques of stress analysis were used to determine the pattern of stresses in two- dimensional models , simulating the bottom of a borehole with a projecting stub of core . The core was stress- free at 1-1 /2 core diameters or more from the face of the simulated borehole . The analyses of the isoclinic and isochromatic patterns in the core near the face of the borehole reveal why core occasionally breaks into thin plates , when core or stress - relief drilling is attempted in highly stressed rock masses , such as heavily loaded mine pillars . stub broke away from the bottom in a hydrostatically loaded artificial rock specimen in a manner indicating that core " wafering" can result from tensile stresses developed in the core when a coring bit penetrates the highly stressed rock mass .

A basic precept in mineral exploration is that the best places to prospect are where minerals have already been found. The California desert has many old mining districts once thought to be "played out" that are currently producing more mineral wealth than at any time in the past. Because no "crystal ball" exists that will enable us to predict the Nation's future mineral needs, land management plans must be flexible enough to respond to these often unforeseen needs. MANAGEMENT ISSUES The California Desert Conservation Area (CDCA) (figure 1) encompasses 25 minion acres, nearly one-quarter of the total area of California. Passage of the Federal Land Policy and Management Act of 1976 (FLPMA) launched an intensive program by the Bureau of Land Management (BLM) to study this vast area. Painstaking scientific investigations were made of wildlife and plant populations, soil, air, and mineral resources, range use, and wilderness characteristics, among other environmental concerns.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. The objective of this investigation was to synthesize and investigate the properties of a high-temperature refractory material based on a combination of boron, silica, and magnesium. A magnesium-thermic reaction was used for the synthesis. X-ray examination of the product indicates that the crystalline portion of the composition is a combination of magnesium borides, magnesium silicate, and magnesium orthoborate. Chemical analysis of a representative sample shows, in weight-percent, boron 17.6, silicon 23.9, magnesium 17.8, and chromium 0.5. The balance is largely oxygen. The composition is resistant to high temperatures under oxidizing conditions and is stable in water, hydrochloric acid, and hydrogen. It has a low density (less than 3 grams per cubic centimeter) and a hardness value in the range of quartz. It has a melting point above 1,700° C. and can be hot-pressed to shape in the temperature range between 1,200° and 1,350° C. The properties described in this paper indicate that the material may have some uses as a high-temperature refractory, and because of its boron content it may have some value as a thermal-neutron-absorption material.
