Bureau of MinesThe Bureau of Mines studied the development of practical methods for recovering manganese from the extensive domestic resources of low-grade ores and open hearth slags. A one-step operation was developed on a laboratory scale in which manganese and iron compounds are treated with chlorine, volatilized, and separated by selective condensation. Manganese recoveries of 90 to nearly 100 percent were obtained from 9 of the most important domestic ores. Analyses of the manganese chloride product indicated that it was suit-able for aqueous electrolysis with little additional purification. A complete, integrated process that provides for the recovery and recycling of chlorine is proposed. This process appears to have distinct advantages over previously proposed manganese recovery processes, and, in sharp contrast to leaching procedures, it is applicable to practically any manganese-bearing material.

"The third annual safety contest for plants producing sand and gravel, which was conducted in 1911 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association, registered further progress in safety as compared with the two previous annual contests. Both the accident-frequency rate and the accident-severity rate were reduced.The period covered was the calendar year 1931; sixty plants participated, and 17 States were represented by the participating companies.The contest covered accidents and man-hours worked by all men at the participating plant who were employed by the same company; and it included work up to the point of delivery of the material directly to the consumer or to an independent agency of transportation--in other words, to the point of relinquishment of control of the material by the producer.The purpose of the yearly contests for producers of sand and gravel is to aid in the promotion of safety among the employees and in the reduction of accident costs to the companies. The contests develop friendly rivalry among the various plants and among the employees of individual plant in a concerted effort to prevent accidents.Two safety trophies are awarded annually, both of which are provided by Rock Products magazine. One of the trophies is for the host safety record among plants that were in operation the contest year 100,000 or more man-hours; the other trophy is for the best among plants that were in operation lees than 100,000 man-hours. Awards and the relative standing of the various plants are based upon statistical compilation by the Bureau of Mines of accident reports and employment reports furnished by the enrolled companies. are summarized at the close of each year, and the summaries are submitted to each company concerned for certification as to the accuracy of the summary and the completeness of the company's reports from which the summary was prepared. When the summery is returned signed by an official of the company, the records are considered to be a trustworthy basis for determining the relative standing of the various plants. The position of each plant is determined by its accident-severity rate; that is, the number of days of disability resulting from accidents for each 1,000 men-hours of work done by all employees at the plant."

"This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. The Oronogo-Webb City-Duenweg district is in the northeastern part of the Tri-State zinc and, lead field. Its metal-mining history dates from the early 1850's. For some years prior to 1918 it ranked as the leading producing area of the entire Tri-State field, but by 1920 most of its mines had been abandoned and allowed to fill with water. Its mine operators had-been attracted, to the newly discovered and richer deposits around Picher, Okla. In 1943, the Orenogo Mutual Mining Co. was exploiting the Oronogo Circle deposit in the northern end of the district, and the Federal Mining & Smelting Co. was preparing to mine on its holdings in the southern part near Duenweg. The area between these two operating units ranked as the largest single block of ore reserves under water in the Tri-State field. In 1942, engineers of the Bureau of Mines, in collaboration with the William Stewart Engineering Co. of Joplin, collected all available mine maps, mine reports, and logs of old drill holes in the inundated area. From a careful study an appraisal of these data, the reserves in the block were calculated at 20,647,800 tons of ore containing 606,440 tons of 60-percent zinc concentrates and 46,970 tons of 80-percent lead concentrates. The ore was estimated to contain 1.76 percent recoverable zinc and 0.18 percent recoverable lead.

The Bureau of Mines is conducting research to develop methanation catalysts for converting synthesis gas derived from coal to synthetic natural gas. This report describes a method to prepare supported Raney nickel coatings by dipping screen-covered nickel sheet in molten aluminum-nickel alloy. Coatings were formed at 1,050° C that were comparable in thickness, composition, microstructure, and catalytic properties to flame-sprayed commercially pre-pared Raney nickel. A molten salt comprising cryolite-8 wt-pct LiF was employed over the molten metal bath to clean and preheat the substrates, to protect the metal bath from oxidation, and to heattreat the coated specimens. Immediately following heat treatment, specimens were quenched to 700° C in a molten salt bath containing CaC12-34.5 wt-pct NaCl, which also functioned to remove the insoluble occluded fluoride salt.

This Bureau of Mines report presents a method for the computer solution of the equilibrium compositions of any complex, multiphase, chemical system for which appropriate thermodynamic data are available. The method describes in detail the computation of systems in which solid or liquid species can form by heterogeneous chemical reactions where these species do not occur in any equilibrium equations. Also described are the calculation of phases formed by condensation (pure or solutions) and the inclusion of other system restrictions such as electroneutrality. The method is being used to compute the equilibrium composition of mixtures of an electrically conductive plasma and a liquid slag phase arising from the high-temperature combustion of coal for magnetohydrodynamic power generation. These mixtures can contain up to 65 species including gases, liquids, free electrons, and ions.

A retort was constructed in which fine particles of shale, entrained in steam or other gaseous media, could be retorted at controlled temperatures and residence times and the effects of retorting variables upon quality and quantity of products could be determined. Studies of the effects of temperature upon products obtained from Green River (Piceance Creek Basin, Colo.) and Chattanooga (Tenn.) oil shales were completed. The feasibility of using the retort to process a shale of extremely high moisture content from Brazil also was investigated. Air was used as the entraining medium in a series of studies in which combustion of some of the products of retorting within the retort tube supplied a major portion of the process heat. In another series, shale oil from a conventional retort was cracked thermally to obtain data for comparison with results of retorting en-trained shale. In still another series the effects of rates of steam flow and solids feed upon rates of heat transfer from the furnace to the process stream were studied. Crushed quartz rather than oil shale was charged to the retort in this series. A study was begun in which raw shale was partly retorted, the products separated, and the partially retorted shale recharged to the retort. The shale was to have been recycled until it was completely retorted in an effort to improve oil yield by recycle retorting; however, the project was terminated before the investigation was completed.

Consumption and intensity of use trends for 12 metals, by industrial end use, were estimated for 1972 through 1982 by the Bureau of Mines and U.S. Department of Commerce. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following 4 of the 12 metals increased from 1972 to 1982 as follows: aluminum, 1.00%; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83%; titanium, 7.82%; and tungsten, 6.09%. Consumption for the remaining eight metals decreased at average annual rates ranging from 0.58% (copper) to 5.37% (manganese).

Spontaneous oxidation and combustion of sulfides and resultant fires are serious problems in underground mines. The Bureau of Mines has con-ducted fundamental thermal gravimetric analysis (TGA) research to deter-mine the mechanisms and factors governing the rate of low-temperature pyrite oxidation, and to identify possible inhibitors to spontaneous oxidation and combustion. The mechanism of low-temperature pyrite oxidation was found to be topochemical, meaning that the oxidation process is controlled by the chemical reaction at the interface between pyrite (FeS2) and iron sulfate (FeS04)' An activation energy of 8.9 kcal/mol FeS2 was obtained for oxidation of minus 500-mesh pyrite in an atmosphere of 60 vol pct water vapor and 40 vol pct . Water-vapor content of the atmosphere was found to be the critical factor in the rate of spontaneous oxidation of pyrite, with a water-vapor content greater than 20 vol pct needed for accelerated oxidation. An atmosphere of pure oxygen resulted in negligible oxidation. The rate of pyrite oxidation is also greatly affected by the particle size of pyrite. Pyrite-oxidation rate increased drastically for particles less than 40 ~m. Room-temperature pyrophoric behavior was observed for freshly ground unoxidized pyrite (55 pct minus 5 ~m) upon exposure to air. Addition of water-adsorbing materials such as activated alumina (Alz03) decreased the rate of pyrite oxidation.

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . The Bureau of Mines has investigated podiform chromite deposits in three ultramafic bodies in the Caribou Mountain and lower Kanuti River areas of central Alaska. The investigation, reported in two parts, was done as part of the Bureau's mission to help insure an adequate supply of minerals to meet the Nation's needs. Part I describes an extensive field investigation and mineralogical studies by personnel from the Bureau's Alaska Field Operations Center. This report, part II, describes the mineralogy of 11 samples that were high-graded from surface exposures at 10 sites and presents the results of laboratory batch beneficiation tests designed to concentrate the chromite. The 11 samples, peridotites and chromitites that consisted of variable amounts of chromite or chromium-bearing spinets, olivine, and serpentine, were beneficiated by grinding and sizing, gravity concentration, and electrodynamic separation. Three high-chromium chromite concentrates, two high-iron chromite concentrates, and one high-aluminum chromite concentrate were produced. Three other concentrates were marginal, and two were submarginal. Chromium recoveries ranged from 54 to 92 pct. These results indicate that the areas may be significant chromium resources. Potential platinum association with the chromite was also investigated. Analysis of these 11 samples indicates that the areas are not good platinum resources.

The Hopper-Feeder-Bolter (HFB) is a prototype multifunctional machine designed to improve productivity by minimizing continuous miner place changes. It is designed primarily to work beside a two-pass continuous miner, bolting on one side and then place changing to bolt the other side while simultaneously providing a surge car and lump breaker located directly behind the continuous miner. Surface testing was conducted at the Bureau of Mines Mine Equipment Test Facility (METF) to evaluate overall system performance and reliability. Tests were conducted to evaluate place changing, tramming, lump breaking, roof bolting, drawbar pull, conveying, temporary roof-support (TRS) capacity, lighting, and noise. Surface test results indicate the HFB is ready to be tested and evaluated underground in a production mode.

This Bureau of Mines report proposes a new methodology for estimating industrial dust explosion hazards in terms of three probabilities or co-factors: The dispersion of the dust, the existence of a flammable dust concentration, and the presence of an effective source of ignition. This method or rationale is proposed as a replacement for the "explosibility index" that was first suggested 25 yr ago, but which, by consen-sus among leading researchers in the field, is now outdated. This report presents a detailed critique of the deficiencies of that old, material-oriented index, and develops the logical rationale for its re-placement by an approach that is better suited for quantitative hazard evaluations. A variety of such evaluations are illustrated, which show how a quantitative prediction of explosion frequencies can be obtained from laboratory measurements and operating conditions in a given indus-trial facility. The method has some pitfalls, particularly as they re-late to the correlation of events or their randomness. These are discussed, as well as the method's other limitations and uncertainties. This work is intended to provide a beginning to a quantitative approach to explosion hazard assessment. To that end, a new method is proposed for estimating thermal ignition probabilities in terms of the measured laboratory autoignition temperature of a dust, its relationship to the operating temperature, and its distribution within a given industrial system.

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry's concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation's capacity for producing essential minerals.

The lack of an iron-smelting industry in the Pacific Northwest places the ferrous metals industries under an economic handicap. No iron-smelting enterprises, now dormant, had been operated successfully. Iron made at both of hoes installations proved to be satisfactory for normal pig-iron uses. Electric power and reductants acre available in the area. Power from the dames now completed and. those being constructed insures present and future needs for basic industries. Subbituminous coal, close to the main supply of iron ore, insures ample reluctant for all smelting requirements.

This report presents the results of washability examinations of seven coals from the principal coal-producing fields of Montana. A complete performance test of the Baum-type jig operated at one of the mines is included, as are the results of cleaning tests made on two of the coals in a dense-medium pilot plant. The coals examined from the Red Lodge, Bull Mountain, and Forsyth fields are comparatively easy to clean. Ash contents of 5 to 10 percent can be obtained at yields of washed coal ranging from 90 to 95 percent. The coal from the Great Falls field, however, could not be cleaned readily to less than 14 percent ash, and the rejection of impurity would amount to over 25 percent. The two coals treated in the dense-medium pilot plant were characterized by sharp separation of impurity, high recovery efficiency, and satisfactory reduction in ash content.

The Baum-type jig used so widely to clean bituminous coals has not been adopted for anthracite. If proved suitable for anthracite, its use might lower preparation costs in some plants. Cleaning trials on a Pennsylvania anthracite in a laboratory-size Baum-type jig were undertaken by the Bureau of Mines to provide indicative information that would be helpful in determining whether the cost of a full-scale installation would be justified. Clean coal surpassing standard anthracite specifications was obtained in all sizes from Stove through No. 5 Buckwheat. Recovery effi¬ciencies were acceptable down to 3/16-inch size, but there was excessive loss of coal in the finer sizes. Thus the fine refuse produced in a commercial plant might re¬quire retreatment. A comparative cleaning trial in a dense-medium pilot plant provided a recovery efficiency only l percent higher than obtained in jigging.

This report describes the preparation characteristics of the three significant coal beds in Greene County, Pa. It is one of a series planned to determine which coals are suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 12.5 million tons of coal was produced in Greene County in 1956, of which approximately 10 million tons was cleaned mechanically in 8 cleaning plants. The Bureau of Mines has estimated that 3.5 billion tons of recoverable coal remained in the county as of January 1, 1954.

Coal production from underground coal mines has been important to the development of the industrial economy of the United States. Environmental problems have developed from some abandoned operations. These problems include: mine and refuse pile drainage, subsidence, unsafe mine openings and to a lesser extent mine gases, slope stabilities, mine and refuse pile fires and abandoned equipment and structures. Field investigations in three eastern coal mining districts, two in Ohio and one in Illinois, were performed to document the mine closure procedures used and subsequent problems that developed. The purpose was to identify, evaluate, and rank the seriousness of these problems. Based upon this evaluation, the undesirable present day situations could have been avoided or at least minimized by varying certain mining practices or mine closure procedures. It was found that federal regulations address all of these problems during the pre mining, active mining and post mining phases except for abandoned equipment which is the least threatening problem category. Ideally current practice would prevent future problems. However, the extensive and complicated nature of the legislation, environment and mining practices will necessitate adjustments to the law. The investigator recommends the following: 1) Goal oriented legislation encouraging complete resource extraction, standardization and compilation of mining generated hydrological data, periodic review of the coal mining regulations, and improved communication and cooperation between coal interests, regulators and the public. 2) Permitting effluent limitations to accurately reflect natural conditions. 3) Solidly back filling shafts and individual assessment of sealing or capping requirements. 4) Installing shaft vent pipes into the fill material to intercept and vent methane.
