Phosphate deposits on the southeastern U.S. coastal plain have long been the major force in world phosphate markets. World markets continue to grow, but the role of U.S. resources is rapidly declining. This situation results from a complex interaction of economic, political, and environmental factors. Causes for this ongoing erosion of the U. S. market include 1) escalating costs, 2) changes in land-use patterns, 3) environmental pressures oh conventional mining techniques; 4) exhaustion of shallow, high-grade resources in Florida, and 5) increased, low-cost production in other countries throughout the world. In fact, some agencies and commodity personnel predict that the U.S. will become a net phosphate importer early in the next century. If this projection is correct, the U.S. industry must look towards major changes in the near future in order to continue to compete in the world market. One possible change includes development and application of unconventional mining techniques to cheaply recover vast 'new' potential resources in areas with lower land-use pressures. These 'new' resources include 1) deep phosphorites within major sediment basins of the southeastern coastal plain and 2) subsurface phosphorites on the continental shelf and within the U.S. EEZ. These latter resources include extensive deposits in Onslow Bay, N.C.; broad regions offshore of Savannah, Ga. and Cape Canaveral, Fla.; and the central portion of the west Florida shelf. The Intertropical Convergence Zone (ITCZ), where the southeast and northeast trade winds converge, is the effective climatological barrier that separates the southern and northern hemispheres in terms of dust budget. Asian and N. American dusts dominate in the Pacific north of the ITCZ, while Central and S. American dust prevails south of the ITCZ. In order to understand the nature of latitudinal and depth-related variations of mineral composition in terms of position relative to the ITCZ, deep-sea core sediments were collected from 9°N to 17°N at a 2° intervals along the 131.5°W meridian and analyzed for mineral composition. The amount of illite in surface sediments decreases gradually from 65% at 17°N to 31% at 9°N. In contrast, smectite increases from 11% to 56% southward. The observed mineralogical variation toward the ITCZ is attributed to the increased supply of volcaniclastic material transported via the southeast trade winds from the Central and South America source regions. Smectite-illite transition, a phenomenon that the amount of smectite increases over illite, occurs at around 10°N, the northern margin of the ITCZ. This result indicates that the change in latitudinal position of the ITCZ in the geological past could be recorded by the smectite-illite transition in deep-sea cores. The cores studied show down-core variation of mineral composition from illite-rich at the surface to a smectite-rich clay suit at depths, similar to the latitudinal variation. The smectite-illite transitions observed in these cores are likely the records of changes in latitudinal position of the ITCZ. The depth and age of the smectite-illite transition is getting shallower and younger towards the equator, implying that the ITCZ was located farther north during late Tertiary and has shifted southward to the present position of 5°N~10°N.

Drilling into an active hydrothermal system linked to convergent-margin felsic magmatism is a listed priority of the Ocean Drilling Program that addresses several fundamental geoscience issues. Solid and fluid products of felsic rock-water interaction, and the consequences for global chemical fluxes and for ore deposition, should differ from those in basaltic mid-ocean ridge environments already successfully tested by Legs 106, 139, 158 and 169. So, too, will fracturing controls on fluid pathways, and sources for metals and ligands. Researching the subsurface volcanic, structural/hydrologic, and mineralisation/alteration architecture of a drilled felsic-hosted system also has economic implications, especially for land¬based mineral exploration. A first-order hypothesis to be tested states that fluids derived from volatile-rich magmas are more important than recirculated seawater in convergent-margin hydrothermal systems - economic geologists increasingly appeal to this for creating "world-class" massive sulfide orebodies. Another hypothesis proposes "subhalative" massive sulfide deposition within hydraulically expanded volcanic products as a factor in generating large orebodies. Many second-order hypotheses such as leaching fractionated volcanics to cause gold enrichment in back¬arc systems also need testing. The thoroughly surveyed, active, PACMANUS hydrothermal field in the Eastern Manus back-arc basin of Papua New Guinea will be the site for ODP Leg 193 commencing in November 2000. It lies near the crest (1655-1750 m) of high-standing Pual Ridge, a 40 km-long edifice of dacite/rhyodacite with basal andesite all having geochemical and isotopic affinities with modern arc volcanoes of nearby New Britain. PACMANUS includes at least three focussed, high-temperature "smoker" sites with Cu+Au-rich massive sulfide deposits, and a field of diffuse, lower temperature venting through intensely altered dacite where modelling indicates significant subsurface mineralisation. Isotopic characteristics of deposits and vent fluids suggest magmatic contributions to the mineralising fluids.

Sedimento II oceanographic cruise, on board of the B/O El Puma, shows a new high anomaly or phosphate associated with shelf sediments from the south Mexican Pacific. Recently, were found two anomalies in the Gulf of Tehuantepec, that are located to the east of this new anomaly, that is related to muddy sands and rock fragment debris. The latter shows values of 17% P205. The phosphate occurrence is probably associated with red tides locations that usually are found in sites where sediments are phosphates enriched. These findings suggest that south Mexican Pacific is of potential interest for P205, in waters with high nutrients values. The possibility of a more regional occurrence of phosphate, from California to Chile is suggested.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

As we enter into the 21st Century, miners are looking more attentively at new mining technologies allowing decrease environment damage along with operational cost. This technic would allow developing of poor and difficult mineral deposits, including the World Ocean offshore zone. Borehole Mining is an underground/underwater remote method of mining carried out from floating platforms or vessels. Definition of Borehole Mining (BHM), working schematic, main technical data and its advantages are given. The method is currently in use in mining of different type of raw materials, such as: uranium, iron ore, quartz sand, coal, polymetallic ores, phosphate, gold, diamonds, rare earths, amber and more. It is also in use in oil and gas stimulation, salt domes storages building and environmental problems solution. Recently recorded data of Borehole Mining productivity (80-100 t/hour/hole) and a depth of mining (over 1 km) has been achieved in a last couple years. Remoteness of method not only secures complete safety of operations but also allows wide sector of underwater applications. The World leaders in Borehole Mining are Russia and the United States. Based on previous experience the Universal Tool for Seabed Borehole Mining has been developed for wide sector of usage: from exploration and mining - through oil & gas stimulation to souterrain storages construction and lake's bottom cleaning.

The Brothers hydrothermal system is host to two very contrasting vent fields and to date, is the only known example of this kind for any submarine arc volcano in the world. Firstly, there is the NW caldera field. It is perched on the caldera walls and is up to 1,200 years old, and represents a more ?mature? system dominated by water/rock interactions, though there is also evidence for magmatic contributions to the hydrothermal fluids. It is host to relatively high temperature (~300°C), focused venting of metal-rich fluids. Large Cu- and Zn-rich sulfide chimneys occur at this site, with high concentrations (up to 90 ppm) Au apparent in some chimneys. Vent fluids of the NW caldera site show sub-seafloor phase separation is occurring at this site. Silica concentrations in these vent fluids are consistent with the vent fluid temperatures. Secondly, there is the cone vent field that is much younger, and which sits atop the summits of a main cone (the Upper cone) and an adjacent satellite cone (the Lower cone) that occur inside the caldera, near the southern caldera walls. This field is dominated by S-rich vents with vent fluids more diffuse, lower in temperature (<120°C), very gassy and acidic (to pH 1.9), and relatively metal-poor. Fluids of the cone site have Mg and SO4 concentrations higher than seawater values, indicating these ions have been added to the hydrothermal fluid and are not being depleted via normal water/rock interactions. Variability occurs between the two cone vent fields, with the diffuse discharge observed at the Upper cone volumetrically small and chemically different from the Lower cone. For example, from the vent fluid Mn, Li, Rb, and Cs concentrations, it is apparent that the Lower cone has experienced a lower degree of water/rock interaction (i.e., more reaction) than the Upper cone. Vent fluid pH is higher for Lower cone, consistent with more reaction and neutralization of acidic gases. Fe/Mn is lower at the Lower cone due to decreased Fe solubility at the higher pH. The lowest pH sample (1.9) is from the Upper cone that has 39.4 mmol/kg of SO4, consistent with input of magmatic SO2 and disproportionation to sulfuric acid and S or H2S. Thus, the Upper cone site could be interpreted to have a shorter reaction path and residence time between the point of magmatic degassing and the seafloor venting than the Lower cone site. Isotopic compositions of the NW caldera and cone vent fluids show evidence for magmatic water with negative dD and d180 values, while 3He/4He values show the Brothers hydrothermal system has shifted towards more magmatic conditions over the past several years with both sites affected by magmatic events. Similarly, vent fluid sulfide d34S values and those for sulfide minerals from NE caldera chimneys also indicate disproportionation reactions involving magmatic SO2. Minerals such as chalcopyrite, bornite, chalcocite, covelllite and euhedral grains of hematite occurring in high temperature chimneys from the NW caldera site are consistent with a more oxidizing, magmatic fluid, while bulk sulfide geochemistry data show evidence for a higher temperature suite of elements (e,g., Mo, Co, Se) associated with Cu-rich chimneys. Gold mineralization occurs in these high temperature chimneys and is associated with the most recent deposition of high concentrations of Cu, where d34S values are most negative. Geophysical evidence suggests that the top of a magma chamber occurs ~2.5 km below the caldera floor, beneath the cone site in the SSE quadrant of the volcano. Very low velocities of <1 km-2 are seen in the seismic data between the magma and the seafloor, and are indicative of gas release. Harmonic tremor data provide evidence for a 500 m pipe-like ?conduit? located above the magma chamber (and below the cone), linking it with the overlying hydrothermal system, providing a mechanism for magma-derived metals to enter the hydrothermal system under the cone site. The NW caldera and cone sites are considered to represent stages along a continuum between magmatic-hydrothermal and water/rock-dominated end-members.

Texture and geochemical composition of hydrogenous ferromanganese crust from relatively adjacent three seamounts (OSM2 at 157°35&apos;E, 13°55&apos;N, Lomilik at 161°37&apos;E, 11°42&apos;N and Lemkein at 165°05&apos;E, 9°18&apos;N) near the Marshall Islands in the western Pacific (Figure 1) were investigated in order to elucidate their growth history. These seamounts, located in different latitudes, are along a line that is parallel with the direction of Pacific plate movement. Thick crusts commonly have three or four distinct layers (Figure 2): (1) layer 1, uppermost layer, is black, dense, and has a botryoidal, columnar, or laminated texture; (2) layer 2, overlain by layer 1, is Fe-stained, porous to vuggy and filled with sediment; (3) layer 3, phosphatized layer, is black, massive, dense, and impregnated by CFA, (4) layer 4 shows parallel to undulatory laminated texture and cut by CFA-filled veins. Layer 1 and 2, unphosphatized young layer, are observed in crust samples collected from all seamounts. However, lower part of the crust shows different textures in different seamounts. Both layer 3 and 4 are found in thick crust from OSM2 but layer 4 is absent in crust samples from Lemkein and Lomilik. All the uppermost layers (layer 1) from three seamounts have similar textural and geochemical characteristics. Layer 2 is overlain by layer 1, is porous, partly Fe-stained, and sediment-infilled. In previous studies, layers 1 and 2 have grown in different oceanic environment. Textural and geochemical properties show that layer 1 has grown under relatively higher bottom water activity and lower productive environment than layer 2. Carbonate and detrital materials in layer 1 are not abundant compared to layer 2. Layer 2 can be assumed to have grown under equatorial high productivity zone (EHPZ) while layer 1 has started to grow when the seamount left from the EHPZ.

"This study presents the first catalogue of marine mineral deposits and energy resources along the continental margin of Spain. Aggregates, oil and gas and metalliferous mineral areas have been defined and mapped. The catalogue, implemented in a geographic information system (GIS), is conceived as a first national database within the European network, which is being built as part of the EMODnet-Geology project. It comprises 8 types of mineral and energy resources for the Spanish margins: aggregates, hydrocarbons, evaporites, placer deposits, phosphorites, polymetallic sulfides, polymetallic nodules and cobalt-rich ferromanganese crusts (Figures 1 and 2). The catalogue stores a total of 409 marine mineral deposits and compiles information such as name, deposit type, main morphology, main minerals, setting or area extent for each mineral deposit. By number of deposits compiled, the aggregates are the most abundant (286) followed by hydrocarbons (62), cobalt-rich ferromanganese crusts (32), evaporites (9), placer deposits (8), phosphorites (5), polymetallic nodules (4) and polymetallic sulphide deposits (3). Considering the total extension, hydrocarbons (32,386 km2) and cobalt-rich ferromanganese crusts (24,951 km2) represent the biggest areas.The Geological Survey of Spain (IGME) is developing a new tool in the catalogue, according the International Seabed Authority (ISA) Database parameters, for individual samples on each ferromanganese deposit. The database includes an extensive collection of records that comprise five information groups: general cruise and sample data, physical properties, mineralogy, geochemistry and acronyms used. New attributes have been incorporated, in example: geophysical, sedimentological and petrological data in the deposit area, sample weight, porosity, morphology, textural and structural features, geochemistry of major, minor and trace elements (included REEs and PGEs) and supplementary cruise and laboratory reports. This new database complements the EMODnet-Geology project minerals catalogue, offering a deeper level of information for the areas with major potential for mineral or energy resources as they are the Canary Island Seamount Province, the West Margin of Galicia and the Gulf of Cadiz."

Manganese nodules, as metal ores, have for the most part been cast aside from further consideration within this century. However, in the decade of the 90s, rising demand at all levels of society, for clean air give nodules a new - lease on life as a stack gas cleaning agent. Further, the Clean Air act of 1990, mandates enormous outlays to bring systems into compliance with new stringent standards. Quick corrective actions are imperative. Research beginning in the 1960s proved nodules possess unique qualities to remove acid compounds from stack gases. Early this year, the National Science Foundation awarded General Electric an $83 million contract to design a system to extract oxides of sulfur and nitrogen from coal fired power plants. Environmental damage is abundantly evident on the ground, from the air as well as form space. A dirty pall of yellow-brown smog is smothering both animal as well as plant life around the globe. Losses run into billions!

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

An extensive ferromanganese nodule field south of New Zealand (Fig. 1) has existed beneath the flow of the Deep Western Boundary Current (DWBC) and Antarctic Circumpolar Current (ACC) for at least the past 15 m.y. West of 174°E, between 59°S and 48°S, the field is 300-500 km wide, but east of 174°E, where current flow impinges on the eastern slope of the Campbell Plateau, the field narrows from ca. 200 km at 55°S to ca. 120 km at 51°S. This narrowing coincides with deflection of current flow eastwards, and consequent reduction in bottom-current velocity and eddy kinetic energy. Based on sea floor photographs, dredge samples and 3.5 kHz profile data, six distinct seafloor substrates are delineated, forming broadly parallel zones eastwards from the lowermost Campbell Slope (Fig. 2).

The primary objective of this study was to establish the fate and distribution of material rejected during marine aggregate dredging, and the extent to which this is associated with spatial changes in biological community composition. Two actively dredged sites in the southern North Sea (Licence Areas 430 and 106) were selected in order to provide a comparison of impacts between sites subjected to different levels of dredging intensity and of contrasting environmental conditions. Dispersal of material rejected during the dredging process was monitored by means of acoustic doppler current profiling techniques (ADCP). Composition of the substratum and benthic invertebrate assemblages were investigated by the analysis of seabed grab samples. It was found that dredging in both areas had an impact on seabed bathymetry in the form of dredge furrows and also led to a reduction of the coarse gravel-sized components of the worked area. Sand sized particles were shown to increase in the surface deposits of both dredged areas. This is likely to reflect both the removal of coarse particles as cargo and the settlement of finer particles rejected during overboard screening. Dispersion and settlement profiles of material rejected by dredging vessels suggested that the majority of the suspended sediment load resulting from overboard screening settles to the seabed within 500 m. Some evidence of suspended sediment loads above background levels were noted at distances of up to 2 km from the working vessel. Analysis of the particle size composition of the deposits, along the axis of transport of material from the dredged sites, suggested that the impact on the sediment composition outside the boundaries of the dredged sites is dependent on the strength and direction of net sediment flux at the seabed. Benthic invertebrate communities within the dredged zones of both areas were found to differ significantly from communities in nearby undredged deposits. A major suppression of species richness and abundance was noted in the dredged sectors of both sites when compared to control locations. A ?footprint? of potential impact on the benthic fauna was noted in samples taken along the axis of sediment transport at distances of up to 1750m outside the boundaries of Area 430. In contrast, impacts on benthic community structure at Area 106 appeared to be confined to the immediate vicinity of the dredged zone itself. This apparent difference in impacts, beyond the boundaries of the dredged sectors between the two study sites, was thought to be a reflection of the smaller quantities of material rejected at Area 106 and the weak seabed sediment flux which is characteristic of this area. These findings, along with those of numerous dredging impacts studies, were then used to make generalised predictions of macrobenthic community recovery following marine aggregate extraction in a variety of seabed habitats.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. Analysis of the relationship between environmental parameters and the content of Mn, Ni, Co, Cu, Fe and Zn in ferromanganese crusts permits improved identification of locations to prospect for crusts with commercially valuable concentrations of these metals. In this study we asked whether a statistically significant relationship exists between primary productivity of the overlying surface waters, the concentration of O2 in and depth of the O2 minimum layer on the metal content of non-hydrothermal ferromanganese crusts in the Pacific Ocean between 130o W and 175o E and 0o to 30o S (the study area). To further develop the interpretation of the results of the statistical analysis and to assess in detail the geographical expression of these parameters in terms of metal content in crusts, a geostatistical technique (kriging) was used to generate contoured values for metal content, primary productivity and O2 concentration in and depth of the O2 minimum layer in the study area.

This study was investigated about physico-chemical parameter such as water temperature, salinity, inorganic nutrients and total organic carbon (TOC). CTD (Model: Sea-Bird 911 Plus) castings were carried out on two transects in the northeast equatorial Pacific Ocean. As a part of the Korea Deep-sea Environment Study (KODES), inorganic nutrients and TOC were determined at 41 stations located from 131° to 136°W along 10.5°N and from 17° to 5°N along 131.5°W (Fig. 1). We particularly chose KODES Long-term Monitoring Station (St. KOMO) to observe for the annually environmental baseline study in the contract area. [ ]

Barite and Fe-Mn-oxide deposits that occur along faults in the Southern California Borderland formed by low-temperature hydrothermal processes. The Borderland region consists of block-faulted continental crust within the broad transform boundary of the North American plate. The fault-bounded basins are anoxic and partially filled with hemipelagic and turbidite sediments. Barite was collected from four dredges and a submersible dive (DSV4-355) in the southern California Borderland, and was collected from two sea-cliff sites along the Palos Verdes Headlands near Los Angeles. Barite at these seven locations occurs along strike-slip and basin-margin faults from the shoreline to 1800 m water depth. Submersible observations showed a series of mounds up to 10-m high composed of friable, white barite associated with diffusely venting milky fluid; the mounds support large benthic colonies, including tube worms (Lonsdale, 1979). Barite samples recovered from dredges are brown, green, and white and range from porous, vuggy fragments to massive fragments cut by banded barite veins. Samples from two dredge sites contain fossil worm tubes 1-3 mm in diameter and >10 cm long. All the samples are nearly pure barite, with only minor to trace amounts of other minerals. Chemical analyses show 94-98 wt. % BaSO4, low total rare-earth element (REE) contents (<45 ppm), Sr contents from <2 to 10,000 ppm, and Hg contents up to 1 ppm. Chondrite and shale-normalized REE patterns show light REE enrichments and large positive Eu anomalies. These REE pattern characteristics are typical of marine hydrothermal fluids and minerals. Sulfur isotope ratios (d34SCTD) from +21.6 to +67.4? range from seawater values (+21?) to exceptionally high positive values. Strontium isotope ratios are lower than the modern seawater ratio as well as the seawater ratio that existed at the time of deposition of the host rocks.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State&apos;s continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State&apos;s continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. The extension of the Mid-Atlantic Ridge north of Iceland has collectively been referred to as the Arctic Mid-Ocean Ridges (AMOR). The AMOR extends from the northern shelf of Iceland, to the Siberian shelf in the Laptev Sea, passing en route through the Norwegian- Greenland Sea, the narrow gateway of the Fram Strait, and across the Eurasia Basin. The AMOR is 4000 km long and is divided into six super segments: 1) the Kolbeinsey Ridge, 2) the Mohns Ridge, 3) the Knipovich Ridge, 4) the Molloy Ridge, 5) the Lena Trough, and 6) the Gakkel Ridge. After continental rifting at 60-50 million years ago, around 2.5 million km2 of oceanic seafloor has formed by seafloor spreading - resulting in the formation of the Norwegian- Greenland Sea and the Eurasian Basin. This northernmost part of the global ridge system is anomalous in several ways: The seafloor spreading takes place at an ultraslow rate (less than 2 cm/y) with spreading rates decreasing northward to around 1 cm/y at the Gakkel Ridge - which is the most slow-spreading ridge on Earth. As a result, the volcanic activity along the northern part of the AMOR is low, the oceanic crust is unusually thin (around 3,5 km at the Knipovich Ridge, Kandilarov et al.2010), and the rift valley is deep (average water depth > 3 km). In the southern part of the AMOR, the ridge system is affected by the Icelandic plume and a hot spot below Jan Mayen. The ridge-plume interaction results in higher volcanic productivity, unusually thick oceanic crust (9-11 km, Kandilarov et al. 2012) and shallow ridge segments (1500-100 m). The AMOR also display contrasting spreading regimes, whereas some super segments are dominated by orthogonal spreading (Kolbeinsey and Gakkel Ridge) others are characterized by highly oblique spreading (Mohns and Knipovich ridges). Some ridge segment displays asymmetric spreading, like the Mohns Ridge where core complexes preferentially form along the northwestern flank. Together these variations in ridge characteristics results in large diversity of hydrothermal systems and associated mineral deposits.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero&apos;s studies and recommendations for developing marine manganese nodules in the late 1950&apos;s interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960&apos;s was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time.
