Since becoming a public company in October 2005, Neptune Minerals has continued to advance its primary aims. "This paper explores the option of direct reduction smelting of the nodules from the German license area in the equatorial NE Pacific in a submerged arc furnace (SAF). An optimized slag design is proposed to separate the larger Mn-bearing stream from the valuable metals (i.e. Ni, Cu, Co, Mo). The slag optimization allows a maximum of Mn to be retained in the manganese-silicate slag on the one hand and a maximized metal recovery in a FeNiCuCo alloy on the other. This way, the goal is to make use of the complete nodules (“zero-waste”) instead of extracting only the metals Ni, Cu, and Co, which make up about 3 wt%. The process closely relates to the “Inco Process” by the Ocean Management Inc. (OMI) of the late 1970s, which was a consortium of INCO (International Nickel Company, CAN; today Vale Canada), Preussag AG & Metallgesellschaft AG (GER), DOMCO (JPN), and Sedco (USA). However, the manganese containing slag is investigated in more detail to recover FeMn, FeMnSi and/or SiMn. To optimize the process modern tools such as thermo-chemical modeling in FactSage™ have been used. [1,2]Polymetallic deep-sea manganese nodules may offer a decreased dependency of raw material imports for Germany and the EU. Currently, four European countries (United Kingdom, Belgium, Germany, and France and an Eastern European consortium (InterOcean Metal)) hold exploration licences for these nodules in international waters in the equatorial NE-Pacific. The license areas each cover 75 000 km2 of the seafloor and are located in the Clarion Clipperton Fracture Zone (CCZ) south east off Hawaii at water-depths between 4000 and 6000 m. The nodules may be used as a resource for industrially important metals such as Cu, Ni, Mn as well as for technology metals like Co, Mo, V and Zn. The average chemical composition of nodules from the German license area is presented in Table 1. [3,4]"

Diamonds were discovered on the coast of Namibia in 1907 but it was not until 1962 that the first gems were produced from offshore by a barge employing an airlift. Geophysical surveys and a sampling program were initiated and an understanding of the diamond distribution was gained. Several vessels, some with multiple airlifts, were used until the early 1970's. Some spectacular production results were achieved, but generally the systems failed to retrieve the gravels efficiently from beneath the overburden and off the bedrock. Various companies continued working with mixed outcomes until the mid-1980's, when new regulations were enacted by the authorities. The local Southern sea conditions dictate the present mining methods which are now applied over several hundred kilometers of the west coast. In shallow waters divers operate from small vessels, suctioning the diamondiferous gravels to surface with gravel pumps. In water depths of up to 50 m airlifts of various designs continue to be utilized with recovery plants installed on the vessels. Beyond 100 m depths a remote controlled, tracked, vehicle is used, together with a large drill mounted on swell compensator. Each system is deployed from a separate ocean-going vessel. Production of diamonds from the offshore is rising rapidly, with expectations of further increases. The coastline is likely to be the scene of new developments in marine mining techniques.

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

In late 1988, the Committee for Coordination of Joint Prospecting for Mineral Resources in South Pacific Offshore Areas (CCOP/SOPAC), Suva, Fiji, consulted the Continental Shelf Division of the Marine Minerals Technology Center regarding low-tech, low-cost, reconnaissance sampling systems for a variety of nearshore needs. Materials of interest to several member island nations included silica and calcareous aggregate for cement manufacture, sand for beach replenishment, heavy minerals, and precious metals. A principal criteria of the system was that it be of low-tech design, and as far as possible, suitable for construction on the islands from available materials. It should also be operable with SOPAC personnel on island vessels of opportunity. The system selected to satisfy these requirements was a convertible drill of basic airlift design, capable of operating with easy modification as either a vibralift or airlift, depending on the desired application. The basic system included a drill pipe constructed of heavy duty 76 mm (3") black iron pipe, divided into three 3 meter sections (for ease of transport), fitted with an air intake manifold and bit at the lower end. A 25 mm (1") galvanized pipe assembled in three similar sections and clamped to the drill pipe served as a water jet to assist in cutting. Air was supplied to the manifold by means of a 12 mm (1/2") pipe also clamped along the length of the drill pipe. INTRODUCTION Metal components contained in deep-seabed mineral resources are being highlighted as “energy metals”, which are widely utilized in the entire fields of energy: harvesting and generation, storage and transportation, and saving. Those are mostly trace and rare metals, and rare earth elements as well: manganese, nickel, cobalt, copper, molybdenum, tellurium, selenium, platinum, etc. Toward low carbon society, for global sustainability, the role of metals and minerals is growing up in industries of energy and transportation [1]. In this context, the production and supply of energy metals from deep seafloor have to be approached also based on sustainable development. In deep-seabed mining activity, the sustainability is focused on potential impacts on ecosystems in benthic area and water column. The environmental impacts in deep-seabed mining are caused basically by intervention in benthic zones and transportation of materials. Those are, in particular, removal of benthic habitats, generation and dispersion of sediment plumes, surface transportation of seawater and sediment, tailing from mining vessel, sound and light noises, and chemical leakage, etc. This paper is aiming at fundamental guidance towards sustainable mining of polymetallic nodules.

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

SUMMARY The Clarion Clipperton Zone (CCZ) hosts the most valuable deposit of polymetallic nodules yet discovered. Understanding the geology of this deposit is key to its effective exploration and mining. Nautilus Minerals (via its subsidiary Tonga Offshore Mining Limited; TOML) has been progressing its understanding of the relationship between seafloor morphology/structure and nodule abundance/morphology, both locally (within its contract areas), and globally (across the CCZ and the span of its contract areas of almost 70% of the CCZ). We present the first results of a project with the aim of developing a method to quickly and accurately map seafloor morphology/structure (Tectonic Subcomponent scale) without the necessity for high resolution seafloor multibeam data. Furthermore, the results presented here will allow a first attempt in understanding the relationship between seafloor geomorphologically-defined zones and plate-scale tectonics of the CCZ and adjacent plate segments. INTRODUCTION A relationship between the type of geochemical active layer and nodule abundance/morphology has long been understood (ISA, 2010). Consideration of the range of differing nodule types found within, but especially between, the TOML contract areas allowed Parianos and Pomee (2017) to refine this relationship further via interpreted thickness and dynamism of the geochemically active layer. The scale of the deposit, both in terms of space and time is staggering (a 10-20 cm thick deposit, spanning almost 4500 km, varying within a circa 10 Ma period), but a segment wide geological map may one day prove to reflect controls on nodule formation and distribution.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. One of the numerous challenge for underwater mining is the positioning. This paper describes an architecture for the integration of an Ultra Short BaseLine (USBL), an Acoustic Synthetic BaseLine (ASBL) operating in Sparse Array mode and a Doppler Velocity Log (DVL) closely coupled with an Inertial Navigation System (INS) for precise subsea positioning in severe environments. By using such architectures, the INS can help to reduce the noise on the measurements coming from acoustic sensors. Another advantage is the capability to reduce the number of required transponders on the seabed, and as a consequence, reduce the time for the deployment and calibration of each transponder. The paper further describes sea-trials performed to assess the ability of a complete positioning system to provide decimetric positioning precision even with a single beacon deployed in the navigation area.

The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Basically, one of the vibracore units is employed where core liners are required, utilizing a special jet bit designed to reduce the cutting pressure on the bit while not affecting the integrity of the core. In 1995 the Marine Minerals Technology Center (MMTC) of the University of Hawaii conducted a sidescan sonar survey and sampling expedition of the submarine geology and hydrothermal systems surrounding the active volcano White Island. The island is located in the Bay of Plenty, within the geothermally active Taupo Volcanic Zone off-shore of the North Island of New Zealand, and is the site of numerous shallow-water hydrothermal systems. The survey system, an EdgeTech DF1000 sonar, was a dual frequency 100 kHz & 500 kHz sonar capable of imaging the seafloor at better than 1 m resolution and possibly detecting gas bubbles within the water column. Sidescan imagery clearly shows sand channels, debris slumps, submarine landslides, and volcanic ridges all around the island to roughly 800 meters offshore. However, analyses of the both raw and processed acoustic data indicate that the sonar was not able to image any of the shallow-water hydrothermal gas seeps known to exist around the island. Vents were located using a commercial fish finder and knowledge from local tour guides and divers. Eleven gas samples from three different sites were collected by divers for analysis of chemical and isotopic composition. Rock samples were collected from thirteen underwater outcrops for correlation with existing data on subarial island flows sampled by previous investigators. Thin sections and XRF analysis were done for each rock to determine mineral assemblages along with major and trace elements, which were used to tie submarine samples to specific subarial stratigraphic layers.

The future exploitation of crust deposits will require a dependable characterization system. The U.S. Department of the Interior, Bureau of Mines (Bureau) initiated research to develop a new sampling dredge by conducting a series of cutting and physical property tests on previously collected cobalt-rich manganese crust and substrate samples. Using the engineering parameters derived from these tests, a large, heavy dredge was designed and tested. This heavy dredge was capable of fragmenting and collecting in situ crust, but it created handling problems for the research vessel, thus an aggressive cutting, light-weight dredge was conceived and fabricated. The light-weight dredge is capable of fragmenting and collecting crust and some talus. This dredge can be used on flat or rough seabed terrains. It can be easily retrieved from hang ups and reset to sample again.

This is a framework study financed by the Maritime Innovation Programme of The Netherlands and several institutions actively involved in the research of the environmental impact of deep sea mining; IHC Mining, MTI Holland, Delft University of Technology, NIOZ, IMARES, Boskalis Westminster, AllSeas and TNO. For this framework study the following mining activities have been identified to be relevant to assess the ecological impact of a deep sea mining operation: a) excavation, b) tailings return, c) vertical transport, d) vessel operations, e) ore transport and f) general operations. For this paper, only one mining activity has been selected as an example for the assessment of ecological effects. This is one of the main activities introduced by the new technology envisaged for developing deep sea mining: tailings return.

This paper discusses operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable underwater activities. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources in international waters is coming closer. Presently regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

There is increasing recognition that in order for a development project to proceed successfully, it must first obtain a ?social licence to operate? from concerned stakeholders. Obtaining this ?licence? is in many ways a separate process to the legal one which involves, among other things, submitting an environmental and social impact assessment (ESIA) to the appropriate regulatory authority for review. Essentially, the function of an ESIA is to present a project?s technical, financial and social benefits, together with its environmental and social impacts in a transparent way to enable regulators to make an informed decision about whether the benefits outweigh the impacts, and thus whether or not the proposed project should proceed. The focus in the early days of ESIAs was primarily technical and was aimed to answer two fundamental questions: ?Can the project be built?? and ?Can we minimise impacts to a level that is acceptable to the community?? Basically, the ESIA process was a technical test of competence, but more recently, ESIAs have become much more than this. The main ESIA risk is now more akin to a test of a project?s legitimacy ? i.e., with more weight placed on the social licence, or the political test of moral authority ? with the process involving stakeholders from multiple backgrounds and disciplines, including some anti-development NGOs/civil society groups with their views on mining, (particularly in developing nations), often already pre-determined. Within the backdrop of this potential maelstrom, now enter a proposal for a new industry (such as deep sea mineral extraction).

"SeaTech Solutions International (S) Pte Ltd, Singapore are the designers of world’s first seabed mining ship. The ship is now under construction and expected to be delivered next year. The Deep Sea Mining industry is eagerly awaiting commencement of her seabed mining operations and the success of this story will go a far way in accelerating investment in Deep Sea Mining and hopefully we should see many such projects take off and many such ships launched in the near future.Based on own experiences SeaTech discusses in this paper, various important issues that need to be considered for design of such Deep Sea Mining ships, the challenges faced and possible solutions to address them.From a ship designers’ perspective, there are not many direct previous references available, the seabed mining methods and associated equipment are also a new technology & products are still developing, there is no standard method and equipment for processing of mineral ore onboard, and above all there is the huge challenge of loading, storage and discharge of ore cargo efficiently in the confines spaces. Associated with the uncertainties of such issues is the uncertainty of weight, space, power, services and maintenance requirements, which can vary through the design and construction period and put the initial ship design at huge risk. Sufficient design margins need to be provided and a constant & strict control is absolutely necessary to ensure that the budget on each technical aspect is not exceeded. The local strength of the vessel particularly needs to be robust to take ultra-large loads due to huge equipment and their lifting /handling equipment/winches and tall mining process modules."

Introductory remarks will be made by the speaker, chiefly on recent and current developments in the industrial, agency and academic sectors that relate to the status of marine mining and mineral exploration programs and to recommendations for strengthening and continuing these programs. Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

Marine Mining Inc. is currently exploring for marine alluvial gold and diamonds on a prospecting licence over a concession that covers 10,000 km2 of the continental shelf of Ghana. The boundaries of the concession extend from 0 30'W to 2 40'W, and between the shoreline and approximately the continental shelf edge north of 4 30'N. This concession extends from Kikam Beach in the west, to Senya Beraku in the east, a distance of approximately 240 km, and seaward an average of about 40 km. The concession is entirely underwater, with the exception of the estuaries of the Ankobra and Pra Rivers. Ghana has been a large source of alluvial gold, with historical production exceeding 25 million ounces. Southwestern Ghana is characterized by Precambrian rocks, which have been folded into a number of NE-SW trending synclines and anticlines. The most significant feature of the Birimian rocks is the presence of evenly spaced gold-bearing greenstone belts. They are 10-15 km wide, separated by about 90 km, separate basins filled by folded metasediments and granitoids. The rivers that enter the concession drain most of the exposed gold-bearing belts of Ghana. Given that approximately 2 km of erosion has taken place since the Mesozoic, and that gold mines on these belts boast proven reserves of over 55 million ounces, it is likely that large amounts of gold have been eroded out and carried to the sea. Coastal fractures, related to Precambrian structures reactivated during Mesozoic rifting, are responsible for the physiography of the coastal area, which consists of high-relief horsts separated by grabens that have been occupied and infilled by rivers or by finer sediments during times of elevated sea level. These fractures were loci of gold mineralization during the Precambrian, and are the source of alluvial gold in rivers confined by them.

The Company Bauer Maschinen is very well known in the field of specialist foundation equipment. In the diaphragm wall market, we have experiences both in manufacturing and executing projects all over the world since 1984. We have a population of more than 300 units working all over the world in all climate and soil conditions. Especially for hard soil and rock conditions, we have developed several cutting tools and systems to optimize the performance, e. g. the “flipper tooth” Besides the execution of land based foundation projects, we have performed our firs offshore project with the trench cutter in 1994. Our task was to take samples out of the alluvial soil off the coast of Namibia in a water depth of max. 200 m. We converted a drill vessel and launched the cutter thru the moon pool. The samples had a cross section of 3,40 m² and a max. depth of 5 m. They were used to estimate the content of diamonds. The first time, we reached the seabed of the deep sea was together with our seafloor exploration rig MeBo, where we can take cores up to a length of 160 m in a maximum water depth of 4000 m. With our customer MARUM, we have done several expeditions since 2005. The last expedition took place in the Black Sea to explore gas hydrates.
