The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

Testing of in situ seals in underground coal mines is critical to determine seal integrity and to provide safe working conditions. In the wake of the 2006 Sago Mine explosion, the United States of America (USA) promulgated the Mine Improvement and New Emergency Response (MINER) Act (USDOL, 2006) which required mines to install 827 kPa (120 psi) rated seals or monitor and maintain the atmosphere behind existing 345 kPa (50 psi) seals. The purpose of developing the regulations was to prevent the breaching of seals in the event of an explosion in the sealed area.While seal design and construction is carefully regulated in practice, the construction of seals is difficult to monitor, as many are constructed under various mine conditions and the methods rely on prescribed placement of the seal material. Further examination of installed seals is limited to two-dimensional visual inspection and atmospheric and convergence measuring devices. These methods do not accurately reflect the integrity of the seal and cannot detect changes, deterioration, or defects within the seal.If detection of defects, deterioration and damage is not possible, unexpected communication between the active and sealed areas may result. Additionally, the ability of the seal to withstand explosions may be compromised. Non-destructive testing (NDT) of underground mine seals is necessary to investigate if the seal properties have been altered and if the seal remains functional as a barrier between active areas and sealed areas of the mine. Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

Judicious placement of a range of geotechnical instruments was employed at the Tasmania gold mine, Beaconsfield, Tasmania, as a key strategy in the monitoring of rock mass conditions over the past four years. The range of instruments employed included vibrating wire stress-meters and hollow inclusion cells to monitor changing stress conditions, resistance wire and multipoint borehole extensometers to monitor the impact of stress changes on the integrity of the rock mass, and instrumented cable bolts and threadbar bolts to monitor the static and dynamic impact of rock mass changes on the installed ground control system. Initially the monitoring was of a qualitative nature, monitoring change from the time of installation. The value of the output was considerable when considered in relation to the ongoing seismic record which was also being monitored. It was clear from the seismic record and the monitoring results that stope blasting was the primary trigger for changing rock mass conditions. However, it was unclear how well observed behaviour was reflecting conditions anticipated by elastic numerical modelling. The latter had predicted significant stress increase in the near field of man-access footwall development. Qualitative monitoring and visual inspection did not support the modelling prediction, and this led to a program of quantitative measurement being undertaken. Measurement of the absolute stress condition in the backs of footwall development immediately adjacent to monitoring hollow inclusion cells provided the benchmark for tracking quantitative stress change. The program provided insight into the evolution of principal stress field magnitude and orientation in relation to rock mass change observed with extensometers and instrumented ground control elements, as well as providing a degree of calibration between the elastic numerical modelling and the virgin stress field. Calibrated monitoring data has also provided a useful benchmark for finite element modelling which is to be used for future mine-wide design.

As the mining industry looks to new technologies for a safe work environment and increased production rates, so should emergency response teams when dealing with organisational incidents. Implementation of technology has transformed the nature of incidents within the international mining community with lower frequency, high impact events replacing high frequency, low impact incidents of the past. In turn the approach to mines rescue response and preparation has naturally diversified. New rescue technologies when applied effectively can only further advance preparation and the response of mine rescues teams. This paper discusses some of the changes associated with mines rescue as the industry embraces technology. It highlights some recent rescue responses and their approach and gives examples of some of the new technologies being used for improved mines rescue.

Arrium’s magnetite concentrator has recently completed a modification program to improve the process that has been in operation in Whyalla, South Australia for the previous seven years. The magnetite concentrate is pumped via pipeline to the coast and serves as pellet plant feed, eventually being turned into steel in the Whyalla blast furnace. With the addition of a new 3MW IsaMill at the concentrator, the plant has seen increased production from a reduced feed grade, enabling Arrium to treat ores previously stockpiled as waste. The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. In practice a sampling solution is a compromise of many requirements: the sample should be representative; the sampling system should also be reliable, less than 95 per cent availability restricts the use of the assayed sample for process control purposes; no sample is the worst sample, and investment costs and installation space/layout are frequently a restriction. For instance, online X-ray analysers for process control introduce a delimitation error by the nature of X-ray physics. Thus only in special cases a relative accuracy better than three per cent relative, as one standard deviation, is achieved. A sampling system for process control needs not to be, as representative, for so many sample properties, as one for composite laboratory analysis samples. Sampling system maintenance is also an important issue. There are many sampling systems in the industry which have been difficult to maintain and are in disuse for lack of resources or incentives to keep them running. Pierre Gy developed the most generally accepted sampling theory. One of the main principles is that all particles in a one-dimensional process stream should have equal chances of being included into the sample. A correctly designed and operated transversing cutter comes close to this goal but has limitations in temporal representativity. For slurries an acceptable solution in many cases is to use a fixed vertical cutter(s) in a position where the slurry is well-mixed by turbulence and other means. For online analysis, reliability problems are mostly related to faulty design or installation of the piping system to the analyser. Properties of material processed, process flow sheet and piping details before and after the sampler have to be taken into account when deciding on which sampling arrangement is appropriate. Guidelines and some solutions to these issues are presented in this paper.

Rio Tinto has embarked on a journey to use automation to improve the performance of its surface mines. The driver for automation is to improve the accuracy and consistency of mining processes and less to do with cost savings through labour reduction. A key task in most surface mines is blasthole drilling. The degree to how well this is done cascades through the downstream mining process. It impacts scheduling, excavation, slope stability, material handling, beneficiation and final product blending. Improved blasthole drilling was identified as an objective that has a significant business case in most of Rio Tinto's surface mines. This paper describes Rio Tinto's drill enhancement project that has developed a robust system for automating most of the functions on a Terex SKSS16 drill rig. Automated drilling is currently being used in production at the West Angelas iron ore mine in the Pilbara region of Western Australia. A description of the essential elements of the drill automation system is given together with an overview of how automated drilling is performed remotely from the mine office. A review of some of the benefits of the enhanced drill system is given together with the future plans to extend the functionality of the automated drill and the expected benefits.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. Conceptual studies of the run of mine stockpiling and reclaiming requirements commenced in 1975. Final selection of equipment was made in 1978 and the equipment was commissioned in June, 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world. The equipment selected is described and compared with the alternatives. Foundations were designed to minimise cleanup effort and to ensure stability of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

The ball mill in closed circuit with hydrocyclones is an industry standard, and well known methodologies exist for equipment sizing, selection and design. However, the potential to improve the capacity of ball mill circuits by replacing cyclones with screens has been recognised for many years and recently has been successfully realised, thanks to developments in fine screening technology. Proper methodology for equipment sizing and selection is required to capitalise on this opportunity, but there is currently insufficient information and few guidelines available on how to design such a circuit. This paper discusses the differences between ball mill circuits closed with cyclones and with screens. A methodology is described for equipment sizing and selection for a circuit closed with screens, and the laboratory testing requirements are described for low grade base metal ores and magnetite ores. The Ernest Henry mine is a transverse sublevel cave (SLC), which is relatively unique due to the 45 degree inclination of the orebody. To economically recover ore, each sublevel is horizontally offset from the previous level by around 25 m, depending on the orebody geometry. Mine development, slotting and initial production within this zone occurs in a high stress abutment that increases in magnitude at depth. These areas are seismically active and close to the hanging wall where cave propagation is yet to initiate. High stress conditions and the close proximity to the cave seismogenic zone results in challenging geotechnical conditions in the step out zone of each level and requires management of hazards including stress driven rockfalls, rock bursts and pillar failure.This paper outlines how these hazards were forecast using numerical modelling and geotechnical monitoring. Risk management techniques included dynamic ground support design, development of a new mine layout and extraction sequence as well as delayed re-entry into seismically active areas. Ongoing monitoring, instrumentation measurements and field observations were used to track the effectiveness of the controls.Future production levels are forecast to experience increasing stress and seismicity, which will increase demand on excavations and installed ground support. In heavy mineral sands ilmenite, rutile and zircon are present in economic concentrations. These minerals are important sources of Fe, Ti and Zr for various industrial uses. The beach sands of northern KwaZulu-Natal, along the Zululand Indian Ocean coastline in South Africa, have been mined for 30 years. The various processes involved in mining and processing these minerals have been controlled by time-consuming and labour-intensive analysis methods which, in some cases, can be replaced by X-ray powder diffraction (XRD)-Rietveld analysis. Heavy minerals are concentrated in the plant to produce a heavy mineral concentrate (HMC). The heavy mineral extraction plant is controlled and informed of the proportions of minerals in the HMC according to their magnetic susceptibility. The different fractions are called magnetic, paramagnetic and non-magnetic fractions and quality control is based on their magnetic fraction weights combined with X-ray fluorescence (XRF) elemental analysis. This current quality control process is very time consuming and labour intensive. We have aimed to show that we can, by XRD, identify and quantify all the minerals in the HMC and also in the magnetic separations. These results are then compared with results obtained by Mineral Liberation Analyser (MLA) as well as with the results from the physical separation. It was possible to detect all minerals present in the material by XRD and use the Rietveld method for a full bulk mineral quantification. A maximum of 15 minerals can be included in the Rietveld refinement due to computational restraints. Major minerals detected are rutile, ilmenite and zircon and minor minerals are quartz, epidote, anatase, amphibole, monazite, magnetite, titanite and augite. The XRD and MLA results correlate relatively well and detailed results will be presented for HMC and magnetic fraction samples. Small differences were observed for some minerals due to the different ways in which minerals are detected or due to preparation methods within each method. Rutile seems to be more abundant in the XRD analysis and the detection of Anatase is possible by XRD, but not MLA. Leucoxene (consisting of mainly microcrystalline anatase, rutile and titanite is not detectable by XRD since it is not a mineral, but ilmenite alteration phases are observed instead. There is, however, a correlation between anatase, titanite and rutile detected by XRD and leucoxene analysed by MLA.

As the mining landscape continues to transform, the challenge of accessing deeper orebodies quickly and safely is becoming a frequent topic of conversation amongst those in the mining industry. The rapid development of underground mine entries to gain earlier access to deeper orebodies is an ever-present challenge to mine owners and contractors. Overcoming this and providing economical solutions to unlock the value in these deeper deposits is a challenge that should be confronted.In 2013, Redpath Australia Pty Ltd (Redpath) commenced construction of what would be the first of two drifts excavated through the use of a tunnel boring machine (TBM) in Queensland’s Bowen Basin.The excavation and development of the two drifts (declines) was completed as part of a contract for underground mining services between Redpath and Anglo American at the Grosvenor Coal Mine Project in Central Queensland, located approximately 5 km north of the town of Moranbah. Gold rooms represent a high security area and preventing theft is a challenging task. Where gravity concentrates or high value unit intermediate products are present, particular and specific security procedures must be put in place. This paper describes the development and implementation which reflects best practice in gold room security. Procedures involving key holder systems, key locks, swipe cards and double locks preventing any one person having access to the gold room, including specific procedures for gravity gold concentrators, will be addressed. The use of monitoring and how to deal with alarms and potential hold ups will be reviewed. The use of cameras and archival DVD recorders is common in gold rooms. The use of electronic surveillance, movement detectors, seismic monitors and the two person policy and gold room entry procedures are described, including how to deal with visitors. The importance of confidentiality regarding smelting and gold pick-up days, plus strategies employed to minimise storing large quantities of gold on site will be presented. The role of metallurgical accounting in providing quality auditable information and the minimum standards of record keeping required is discussed. The role of the Gold Squad will be outlined. Regular auditing and risk analysis and several case studies are cited where security was deficient or improved.

IT is not intended that this paper should be regarded as an account of the geology of the Lyell district. It is merely a synopsis of some of the conclusions recently arrived at in regard to the stratigraphic and structural geology, compiled to act as a guide to those members of the Australasian Institute of Mining and Metallurgy attending the Queenstown meeting who are interested in economic geology. The attempt has been made to present certain salient features, omitting a mass of detail, which, although important in the complete investigation and understanding of the economic geology, yet would be confusing to a group of geologists making a short visit. PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations.
