In March, the Prospectors and Developers Association of Canada (PDAC) held its annual conference in Toronto, Ontario. This is the third PDAC meeting the author has attended. The following are some impressions of the meeting. And the author looks forward to the joint meeting of the PDAC and the Canadian Institute of Mining, Metallurgy and Petroleum to be held March 5-10, 2000, entitled Mining Millennium 2000. One of the features of next year’s gathering is a proposed forum of world mining ministers, the first ever to be held anywhere.

This report analyzes the availability of chromium in the form of ferroalloy products (high-carbon and low-carbon ferrochromium and ferrochromium-silicon) and chromite products (metallurgical, chemical, refractory, and foundry sands) in market economy countries (MEC's). A total of 873.5 Mmt of in situ material, containing 202.5 Mmt of chromium, in 10 MEC countries was analyzed for availability as of the January 1989 study date. Extraction and beneficiation of this in situ material would result in 475.4 Mmt of marketable chromite products. As analyzed, 288.5 Mmt of these chromite products would be available for export or for internal chemical and refractory use and 186.9 Mmt would be smelted in-country to produce 74.3 Mmt of high-carbon ferrochromium, 3.9 Mmt of low-carbon ferrochromium, and 2.0 Mmt of ferrochromium-silicon, all available for export. A network flow model, which includes centrally planned economy countries (CPEC's), was also constructed to analyze world chromium supply and demand interactions for the period 1986 through 1994 and to address a hypothetical North American embargo on direct imports of all South African chromium products beginning in mid-1990. The model shows capacity constraints developing in the MEC high-carbon ferro chromium industry in 1987 and a possible subsequent overreaction by the industry in terms of new capacity additions. The results suggest that sufficient chromium is available to North America should an embargo on direct imports from South Africa be imposed by its governments. However, the effect on export revenues in South Africa is relatively small, and timely increases to world ferrochromium, chemical chromite, and foundry sand chromite capacities would be required.

Keywords: Pyrometallurgy, Pretoria University Substantial research in pyrometallurgy at the University of Pretoria started in 1980 with the appointment of Rian Dippenaar to the Iscor Chair, a position that he held until 1996, when Chris Pistorius became the leader of this pyrometallurgy group. This paper reviews the main research themes over the quarter-century from 1980 to 2005, as well as some of the industrial developments that have shaped the research approach. The main topics have been the use of electrochemical sensors for equilibrium measurements, ilmenite smelting, steel processing, and reduction.

Iron oxide red pigment powders of high quality were synthesized from pyrite cinders. Iron ox-ide red pigment powders were synthesized by hydrothermal method from the precursor of Fe(OH)3 and Fe(OH)2 colloid, which were obtained after ammonia solution reacted with acidic leaching solution produced by the reaction of pyrite cinders with sulfuric acid. Effects of reaction concentration, reaction temperature, reaction time, pH value and n(Fe2+)/n(Fe3+) on main properties of oxide iron red were studied by experiments. The prepared particles were characterized by means of X-ray diffraction (XRD) and scanning electron microscope(SEM). The results revealed that the synthesized iron oxide red particles were _-Fe2O3 and pseudocubic with particle size of 0.50~0.75µm. Furthermore, the quality of iron oxide red pigment powders reached the first grade of national standard (GB1863-89 ).

MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury's applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury's unusual combination of physical and chemical properties, there is no ideal substitute.

The extractive industry has been faced with a situation where there has been no systematic and formalised training and education structure available. Previous structures which were available, e.g. the quarrying diploma and the mining papers as a part of an engineering degree, have suffered the same fate as the Dodo. They are now extinct.   In providing for a training strategy, the past strategies need to be examined and reasons behind their demise examined. This paper examines the reasons for past failures in education and training in the extractives industry, the factors that need to be taken into account in creating an education and training culture, the strategies required, the Government regulations and trans-Tasman agreements, and the quality management which must surround the entire training programme.

Abandoned coal mines cause subsidence and structural damages. Shallow abandoned mines induce the most severe and harmful damages. In addition, they produce time-dependent subsidence which is difficult to predict. Backfilling of underground cavities with waste materials have been used to prevent the time-dependent subsidence or to mitigate its effect. However, this procedure is expensive. A new drill and blast technique has recently been proposed to prevent surface damage from time¬dependent subsidence over abandoned mines. It utilizes the principle that blasting in the caved rock and roof in the vicinity of a cavity will dilate the ground and create a self-supporting effect owing to increase in the volume. Physical modeling has demonstrated that artificial dilation of caved rock using the drill & blast technique creates positive effects due to the following sequence of events: the dilated rock creates a supporting effect for the suspended rock strata and reduces its span which decelerates 3.4 times the process of caving. The roof span is reduced by the next caved layer, which causes the hole boundaries to incline to each other. This effect converts the process of caving from a developing mode to a reduction mode. Finally, the sinkhole zone assumes a triangular shape with a negative angle of draw 64-700 in contrast to a rectangular shape of the chimney zone for natural caving. Vertical dimension of the triangular zone is 3.87 times of the room height. Final surface subsidence decreases at least 2.09 times; displacement 1.31 times, slope 2 27 times; curvature 3.42 times, horizontal strain 1 21 times in comparison to natural caving of the ground over an abandoned mine.

The paper looks at the basic theory of tri-bological wear and the role played by the lubricant and its additives. It presents the argument that the “real cost of lubrication” is not the purchase price of the oil or grease, but rather the costs associated with not using the correct lubricant. A number of examples are presented, covering oils, greases and additives, in which a detailed evaluation of the application has shown that when all of the benefits of using the best lubricant/additive are evaluated, the savings achievable greatly surpass the incremental cost of the superior lubricant. One of the emerging classifications of costs in industry today are those associated with environmental protection. Two of the examples used describe the replacement of more conventional lubricants with environmentally acceptable products, compounded to compete in all aspects of serviceability, but which have the added bonus of being not only biodegradable but also of being of low toxicity.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.

The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. There has been a substantial increase in the use of rubber-tired front-end loaders in the mining industry in recent years. Concurrent with this increased usage, in the period of 1966 to 1970, there were at least 74 mining industry fatalities involving front-end loaders, or (on the average) in excess of one fatality per month. When the usage of front-end loaders by the construction industry and other industries, organizations, and agencies, such as the Government (i.e., Department of Defense), along with the uncounted numbers of serious, but non-fatal accidents, are included in the picture, the safety record for front-end loaders, of necessity, becomes a serious subject for study. There is an urgent need for attempts to be made to eliminate or reduce the number of safety hazards; to decrease the confusing diversity of controls designs found on present front-end loaders; to improve the maintenance and operating procedures; to formulate better personnel policies; to increase management and official awareness of the extent of the problem, in both industry and the Government; etc.; in order to decrease the number of accidents. Part of the problem may be traced to the fact that the operator of a front-end loader is frequently designated a "heavy equipment operator." This implies that he is automatically qualified to operate any model, of any manufacturer's, wheeled or tracked, front-end loader as well as many other types and classes of heavy equipment. Contrary to automotive practice, the complement of primary operating and emergency controls varies widely from model to model, as well as from manufacturer to manufacturer. Not only are certain controls present on one front-end loader model and absent on others, but there are significant differences in the modes of control operation, in the functions performed by superficially similar controls, in the location of the various controls, etc.

State ownership of mineral in the ground is not newthe Regalian Right is an ancient concept. And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. "The Vanuatu island arc and its adjacent back-arc basins form part of the southern New Hebrides subduction system in the southwestern Pacific Ocean within a triangle defined by the Solomon Islands, New Caledonia and Fiji (Meffre & Crawford 2001). The back-arc region east of the volcanic front is characterized by three structural depressions namely Vate, Erromango, and Futuna (from N to S), also known as the Coriolis Troughs. Earlier studies of lava compositions reveal the occurrence of highly evolved alkali-rich dacites as well as ankaramite basalts within the individual troughs (McConachy et al. 2005).Here we present the first mineralogical and geochemical analyses of hydrothermal fluids and precipitates (sulfides, sulfates, Fe-oxyhydroxides), sediments, and volcanic rocks, sampled during the "Coriolis Volcanism and Vents" (COVOLVE) cruise SO229 in July 2013 aboard the German R/V Sonne. The samples were retrieved during several ROV Kiel 6000 dives directly from the newly discovered active vent sites at the neovolcanic Nifonea Ridge, and from multiple sites at water depths ranging between 200 to 2800 m within the Vate and Futuna Troughs as well as from the shallow water Epi Caldera NNE of the Coriolis Troughs (Fig. 1)."

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.
