This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

"Milling operations in northern Saskatchewan’s Athabasca Basin have produced uranium continuously since 1975. Over that period, the Athabasca Basin has been one of the world’s premier uranium camps, yielding more than 660 million lb of U3O8. In this paper, the author describes former and current milling operations and discusses why and how the milling process has changed and developed over the past 35 years. The author’s considerations for the future of uranium extraction in the Athabasca Basin close out the paper.INTRODUCTIONThe roughly oval Athabasca Basin in northern Saskatchewan occupies nearly one third of the surface area of the Saskatchewan Shield. Its sandstone-like deposits lie unconformably on the older basement. The basin hosts many high-grade unconformity-type uranium deposits(Saskatchewan Energy and Resources, 2010) for which the Athabasca Basin is world famous. Uranium production in the Athabasca Basin has come from four mills. In the order of startup these are Rabbit Lake, Cluff Lake, Key Lake and McClean Lake. General data (AREVA, 2010; Cameco, 2010; Denison 2010) for each mill are shown in Table 1."

As we enter the new millennium, the South African mining industry has to ensure that it becomes more competitive if it is to survive in the ever more demanding global environment. Traditionally, mechanization in narrow stopes has been limited to the use of scraper winches, and numerous mechanization attempts have been restricted to pilot projects operated on an extremely limited scale (with varying degrees of success). The benefits of hydropower are well documented, and Northam Platinum has shown these benefits to be achievable on a mine-wide basis. However, the equipment originally developed for hydropower systems has followed the traditional labour-intensive approach commonly used in deep level narrow stoping operations. The problems experienced with the hydropower system are discussed and the rationale for developing alternate technologies is explored. The hydropower system has shown to be a versatile powering medium which can be harnessed for a diversity of uses. It (hydropower) enables the mining engineer to change traditional paradigms and to design an entirely new approach for optimizing the mining operation based on explosive techniques. The system developed for Northam consists of the following: ?Purpose-built stope drill rig operated off the hydropower system with special features to ensure accurate drilling patterns throughout the length of the blast hole ?Purpose-built high rate cleaning system for rapid transfer of fractured ore to the stope orepass ?Redesigned stope layout to facilitate in-stope water control and to recover fines from the run-off water ?Purpose-built drill rig for rapid establishment of reef raises and advanced strike gullies ?Purpose-built drill rig for flat end development. On both types of development end rig, emphasis is placed on ensuring accurate drilling patterns throughout the length of the hole to maximize linear advance per blast. The paper discusses the implementation of the Northam system on a large scale as well as current initiatives to further improve on the efficiencies of mining operations. It concludes by emphasizing that mechanized hydropowered stope technologies are in their infancy and thus offer unlimited scope in progressing beyond today?s paradigms to present as yet unthought of solutions for optimizing deep level ore extraction.

For many tunneling, deep shaft and deep excavation projects ground freezing is one of the best if not the only technique available to create a watertight and load bearing temporary support system in soft ground conditions. When appropriate attention is given to the details of the ground freezing system design, ground freezing is a very safe method and is economically viable with competing techniques and combinations of techniques. Recent innovative uses of the technique in Europe are highlighted in this paper and compared with current uses in North America.

The utilization of blast furnace and BOF slags has long traditions and well-known applications in the building and road construction industries and in soil conditioning. The starting point for product development has been the basic physico-chemical properties of slags. This development has led to the almost 100% utilization of blast furnace slags and also considerable amounts of steel slags. While new methods and applications are continuously being looked for and developed in order to recycle and utilize all types of slag, there is at the same time an increasing debate over the exact nature of the slags, whether they are products or waste material, and whether they should be considered substances or preparations. These questions have emerged as a consequence of the environmental effects of the slags and current environmental legislation. The environmental effects of slags can be seen to be both beneficial and less beneficial. There is no doubt about their benefits in the road construction industry, as they allow significant savings in terms of natural materials and in transportation. It is also a known fact that using slags as fertilizers and in the cement industry leads to reduction in CO2emissions. The less favourable effects are the possible harmful emissions into the soil and groundwater. In this paper we describe the properties of slag products and their environmental effects according to investigations carried out in Finland. This iron ore mine site, located in the Pilbara region of Western Australia, commenced operations in 1998, with ore derived by mining of open-cut pits in Channel Iron Deposits (CIDs). A portion of the ore extracted at the mine is processed at wet processing plants that produce both ore saleable product and waste fines (i.e. tailings) slurry. The waste fines produced at the wet plants are presently stored within Waste Fines Cells (WFCs).Waste fines cells A (WFCA) and B (WFCB) are located within an Autonomous Haul System (AHS) area and consist of embankments that span the width of the pit in east-west alignments. Technical studies and design analyses were carried out to support embankment raises and ongoing development of the WFCs. During operation and development of the WFCs, a multitude of simultaneous activities took place to the immediate north and south of WFCA respectively. These activities included the construction of the embankment raises using the AHS fleet, mining of the CID to not only mine the ore but to also create future deposition space for WFCB, blasting next to the WFC embankments as part of the mining activities, seepage collection and dewatering of the pit in the vicinity of the WFC.This paper discusses the material characteristics, design approach, construction staging and equipment requirements, blasting near embankments, water management, facility consequence category and closure concept.CITATION:Boshoff, J J, 2018. Laser surface alloying was used to develop copper and molybdenum aluminides by injecting premixed copper and molybdenum powder particles into a laser-generated melt pool on an aluminium substrate. Different laser processing parameters were used to produce the composite thin layers on the substrate material. The microstructure and phase constituents of the composite layer were studied by means of scanning electron microscopy (SEM), energy dispersive spectroscopy (EDS), and X-ray diffraction (XRD) techniques. Experimental results show that the matrix structure of the metal matrix composite layer consists of ?-CuAl2and MoAl5. Surface hardness was increased by a factor of 3.

This paper presents the results of a unique study conducted by the National Institute for Occupational Safety and Health (NIOSH) from 2016 to 2019 to evaluate the effects of longwall-induced subsurface deformations on shale gas well casing integrity and underground miner safety and health. At both deep and shallow cover instrumentation sites, surface subsidence measurements, subsurface in-place inclinometer measurements, and underground pillar pressure measurements were conducted as longwall panels were mined. Comparisons of the deep and shallow cover test site results with those from a similar study under medium cover reveal an interesting longwall-induced response scenario. Under shallow and medium covers, measured horizontal displacements within the abutment pillar are one order of magnitude higher than those measured under deep cover. Conversely, measured vertical compressions under deep cover are one order of magnitude higher than those under shallow and medium covers. However, FLAC3D simulations of the casings indicate that, in all three cases, the P-110 production casings remain intact under longwall-induced deformations and compressions, which has serious implications for future mine design in areas where shale gas wells have been drilled ahead of mining.

A pipeline syphon can be a simple and reliable alternative for water conveyance as compared to otherwise more complex pumping systems or low-level outlet conduits through earthfill dams. In a simple form, it consists of a pipeline constructed over the top of a dam or other high topographic feature, connecting a source pond to a receiving pond or channel (Fig. 1). The syphon action is initiated by removing air from the pipeline (priming) using water pumps, vacuum trucks, or simple devices that can be purchased “off-the-shelf.” Once primed, the syphon flow rate can be controlled or stopped using conventional gate, valve, orifice plate, or other devices. Repriming is not required even if the flow is stopped, provided the syphon was not drained. A limiting factor in considering a pipeline syphon as a design option is the maximum lift (i.e. vertical distance from source pond water level to summit of pipeline syphon) which is approximately 9 m or less, depending on pipeline syphon features and site conditions. A pipeline syphon can be quickly constructed from readily available materials including steel, concrete, polyethylene, or PVC pipe. It is particularly well suited to many of the unique conditions often encountered at mine sites. This paper identifies situations that can sometimes be best resolved using a pipeline syphon. It provides basic principles for pipeline syphon design and includes case histories of their successful application.

Sphalerites from Devonian cassiterite-sulphide deposits and Pb-Zn-Ag fissure veins have similar ranges of Cd contents, but the average Cd and Fe contents could indicate a small initial difference in availability of Cd between the Zeehan-Renison Bell district and the Mt. Bischoff-Waratah district. Sphalerites from banded Pb-Zn deposits (Rosebery and Hercules) are characterized by low Cd content which is a world-wide feature of such deposits in exIrusive rocks, and may indicaIe a genetic relationship between ore deposition and vulcanism.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. "In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale.The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP’s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed assufficient justification for the formation of INAP.INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage.This paper will explore the international efforts and activities of INAP."

During August, 1926, with the consent of Mr. Schell, mine manager, the writer conducted a mill test on this company's concentrators. Mr. Schell not only gave him his permission, but rendered all possible assistance. Although it was impossible to take all the samples one could have wished to obtain, yet the salient points of the mill flow-sheet were sampled for a continuous period of eight hours, and from these samples and separate data supplied by the manager, valuable information was collected.THE MINEThis is a true vein-type of mine; the lode formations, striking almost due north-south, cut the large porphyritic intrusion at right angles. Errors in ore reserve estimation can occur during drilling and sampling, sample preparation and analysis, geological logging and modelling, database construction, statistical or geostatistical evaluation, selection of economic parameters, selection of ore reserve method and assessment of mining constraints. Core sample recovery can be a major source of error, and it is proposed that the modelling of grade, metal accumulation and thickness should be accompanied by the modelling of core recovery (or core loss) so that for each ore block a weighted block recovery factor is obtained. This gives a good indicator of the reliability of a reserve estimate. It is suggested that a resource reliability rating (RRR) system be established to quantify what is meant by geological assurance and to combine this with an estimate of the precision of estimation as gained by geostatistical analysis. Proven and probable minable reserves would be those with an RRR better than 50% and a precision of estimation better than 20%

The competitive adsorption of xanthates on sulphide minerals in a binary mineral system (pentlandite and pyrrhotite) was studied using the pseudo-in-situ technique of attenuated total-reflectance FTIR spectroscopy. The minerals were placed in the same collector solutions, either separated by a glass wall or in direct contact with each other before magnetic separation and separate analysis. The effect of mineral interaction on xanthate adsorption was clearly demonstrated spectroscopically for the first time. At low concentrations of xanthate, its adsorption on pentlandite was activated by physical contact with pyrrhotite; the effect may be attributed to the enhancement of electron transfer through electrical contact between the two minerals. The results emphasise the need for caution in extrapolating results obtained from single-mineral studies to flotation practice

Straits completed its Feasibility study on the Whim Creek Copper Project in 1996. At this stage WCCP provided Straits with an open pit mine - heap leach - SX-EW copper project to follow on from its successful Girilambone Copper Operation (GCC). Since this time Straits has continued to review WCCP investigating a number of development and production scenarios. The development of Whim Creek, early 2004 and is on schedule to commence copper production in the final quarter of 2004. On current reserves Whim Creek will produce approximately 17 000 tonnes of copper cathode per annum for three to four years, at cash costs of The paper will cover a general description of the project, the project development and key design issues. As part of a $3.5 billion program to improve the antiquated waste water system in the city of Atlanta, the Nancy Creek Tunnel is being constructed across the northwest portion of the city. This tunnel is over eight miles long and is being constructed using Tunnel Boring Machines (TBM) for the majority of the tunnel and conventional drilling and blasting for three shafts, starter and tail tunnels and four connecting tunnels, totaling 2400 feet in length. An extensive public relations program was developed for this project. A group effort by the owner, engineer and contractor produced a public relations program that both informed and educated the public of the anticipated perceptions and effects of the blasting and TBM activities.
