In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

"Mining is an energy and water intensive activity. Increasing energy efficiency and reducing water consumption are two of the key requirements in moving toward a more sustainable mining industry. Water reduction, reuse and recycle options are reviewed, identifying cases where these options have been implemented. Then a novel mine water network design method is described, which analyzes a mine/mill water system in order to identify areas where water requirements and water system energy requirements can be reduced. First, a site water balance is determined and major water consumers and sources are specified. Next, multiple possible combinations of supplying water to mine and mill consumers are compared. Finally, low energy and water combinations are identified.INTRODUCTIONMining consumes vast quantities of energy: The whole mining and metals sector consumes over 12% of the world’s energy (DOE, 2009). Mining also requires large quantities of water, although mining water consumption is a relatively small portion of the overall world water use. Even in relatively dry, mining-intensive countries like Australia and South Africa, mine water consumption is only 2-3% of national water demand (Brown, 2003). However, at the local level, when mining takes place in areas where water is scarce, mine water consumption can severely impact local supplies. In addition, acid rock drainage, leaks from waste impoundments, or direct disposal of tailing into waterways can contaminate surface and groundwater (MMSD, 2002). Mine water systems can be large energy consumers, but better mine water systems can reduce both water and energy consumption. Improving water system design and practice are key strategic requirements in moving toward a more sustainable mining industry.This paper addresses conventional base-metal or precious-metal mine sites, which consist of an underground or open pit mine and a mineral processing plant, or mill. Ore is extracted and processed through the plant to produce a saleable product. Tailing, or waste material, is then deposited in a tailing storage facility (TSF). Any rock removed from the mine with no economic value, or waste rock, is stored without being processed."

This paper is based on observations made during a recent visit by the writer to three of the dust research laboratories .in West Germany, each .of which is mainly concerned with studymg the composition and character of the respirable dust produced in mines or at industrial sites. The three institutes are discussed as regards their orgamzat10n and duties, their methods of dust sampling and analysis, and recent trends in research and development. An extensive bibliography completes the paper. Introduction A RECENT trip to Europe to attend international conferences m Austria and m Belgium gave the writer the opportunity to visit a number of research laboratories and mines in Western Europe. The visits to the dust research laboratories in West Germany are the basis of this report. In Germany, cooperative associations formed prior to and since the turn of the 20th Century to promote the safety and welfare of their workers have recognized the effects of airborne dust on the general health of the labour force.

This bulletin traces the development of high-pressure, coal and tar hydrogenation technology, based on an intensive review of the pertinent literature. The bulletin was written as a part of the Bureau of Mines research program on synthetic liquid fuels. It covers the history and economics of the process; the chemical aspect of hydrogenation of coal, tar, and middle oil; the engineering aspect of converting coal and tar to liquid fuels, principally gasoline; and the equipment for the process. The literature covered includes documents of the United States and British Governments, journals, and other publications. Bureau results in the hydrogenation field are also incorporated.

On the basis of preliminary data, production was 1 Mt (1.1 million st) with an estimated value of $47 million. Production increased by 3 percent in tonnage from 973 kt (1.1 million st) with a value of $45.1 million in 2012. Tennessee was the leading producer state accounting for 64 percent of domestic production, followed by Texas, Mississippi and Kentucky. About 67 percent of total ball clay production was airfloat, 22 percent was crude or shredded and 11 percent was water-slurried.ConsumptionIn 2013, domestic ball clay producers sold clays to the following markets: ceramic floor and wall tile (44 percent); exports (21 percent); sanitaryware (18 percent); miscellaneous ceramics (9 percent); fillers, extenders, and binders, and unspecified uses (4 percent each), based on 2012 end use patterns and current markets. Other markets accounted for less than 1 percent of the remaining ball clay sales or use. Sales reported for the manufacture of fiberglass or most filler, extender, and binder applications were likely to have been mainly kaolin mined or purchased by the ball clay producers.PricesThe average value of domestically produced ball clay was approximately $47/t ($43/st) in 2013 compared with $46/t ($42/st) in 2012, on the basis of a preliminary survey of domestic ball clay producers. The unit values of exported and imported ball clay were $126/t ($114/ st) and $373/t ($338/st), respectively, in 2013, compared with $62/t ($56/st) and $314/t ($285/st), respectively, in 2012. Unit values for most large export shipments increased in 2013, and a larger number of low-tonnage, high-value export shipments were shipped in 2013 than in 2012, resulting in a doubling of the average export value. Two low-tonnage, high-value shipments in 2013 accounted for the increased value of imports."

This paper reviews progress in equipment design and in the techniques applied to mine lighting in Great Britain. The incidence of the disease miner's nystagmus, which was a major source of concern only a few years ago, has now diminished, largely owing to improvements in standards of lighting in mines. The reorganisation of the coal mining industry, involving increasing mech-anisation, together with new safety legislation, has brought about the widespread use of mains electric lighting underground. An account is given of some of the results of research to determine the lighting conditions needed for compliance with the compulsory legal requirement of "sufficient and suitable" general lighting at specific localities in British mines. Some details are given of the techniques applied and the results of recent research in the problem of glare from miners' cap lamps. Of the various factors in the working environment of the miner, it is true to say that lighting is seldom given attention comparable with that devoted to other factors, such as dust, heat and humidity, or atmospheric gas content. No doubt one reason for this lies in the ability of the human eye to adapt itself to low brightness levels. Be that as it may, the fact is that at the turn of the 20th century the miner's working light improved little throughout the centuries during which mining technology has developed. Indeed, in coal mines which encounter a methane explosion hazard, flame safety lamps, with a luminous intensity less than one candle power, were virtually the sole means of lighting during almost the whole of the 19th century. The 20th century has witnessed a substantial improvement in lighting techniques underground in coal and metalliferous mining. In Great Britain the general pattern has been one of standards periodically raised by the implementation of Statutory Regulations imposed under successive hlines Acts, but it is fair to add that the more progressive mining companies usually anticipated the Statutory Regulations, which when they have been put into effect have served to turn into general practice what was already being done at the better mines. In earlier years, official requirements were limited to the specification of approved lamp designs, with stipulated minimum values of luminous intensity and light output, but more recently the necessity of satisfactory maintenance of standards during service has been recognized, and the current regulations not only require that a maintenance organisation should exist, but also specify a maximum permissible depreciation below initial approval standards.'

THE Lehigh Valley Section is planning with a num-ber of other organizations a three-day conference, April 25, 26 and 27, with field visits to cement, slate and steel plants in the vicinity of Easton, Pa. W. B. Plank is chairman and D. Knickerbocker Boyd is sec-retary. Headquarters will be at Hotel Easton. Wednesday' will be cement day. In the forenoon A. S. T. M. Committee D-16 will meet and after luncheon the delegates will visit the Martin Creek plants of the Alpha Portland Cement Co. An evening dinner and general session on cement is being arranged. Thursday morning will be devoted to a technical ses-sion on slate, and the breaking of ground for the new John Markel mining building at Lafayette College. After luncheon various slate quarries will be inspected, the visitors being guests of the companies. In the eve-ning there will be a conference dinner at Hotel Easton with a number of distinguished visitors. Friday will be given over to steel and will include a visit to Lehigh University, an inspection of the plant of the Bethlehem Steel Corp., and a luncheon as guests of the latter.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. "The slurry density (pulp percentage of solids) and the size of the grinding media are often used for the optimization of an operating ball mill. In many cases a change of ball size is made at the slurry density used with the original ball size. But is the optimum slurry density changing with grinding media size? Laboratory grinding tests were conducted to answer that question and results indicate that more than likely there is no need to adjust mill slurry density when adjusting the size of a grinding media in a ball mill. Full scale behaviour could be different because slurry density affects the slurry transportation through the mill and the classifier operation.INTRODUCTIONOre preparation begins with a fragmentation step that liberates valuable minerals or exposes mineral surface to the environment. The size reduction step of a mineral processing operation is energy demanding and the optimisation of this process should always be an objective for the plant metallurgists. Various approaches could be considered for improving the operation of a grinding circuit. For a close grinding circuit an adequate tuning of the classifiers operation may lead to substantial savings (McIvor, 1988). Once a grinding mill is in operation, few variables remain to be considered for process optimization. The ball charge is usually maintained to achieve a target power drawn by the grinding mill motor. The rotation speed is seldom considered (McIvor, 1983; Bazin and Lavoie, 2000) as a change of mill speed usually implies a costly pinion change. If the liner and lifter configuration is critical for SAG and AG mills (Latchireddi et al., 2005), few discussions are available for ball mills (Fuerstenau and Abouzeid, 1985; McIvor, 1983). The mill feed size distribution can also be adjusted but this implies changing the upstream processes, which transposes the optimization process to another level. Modification to grinding media shape is a possible avenue (Cooper et al., 1994), but it remains that slurry density and grinding media size are probably the most frequently considered variables for the optimization of a ball mill."

The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

The Bureau of Mines, through its Minerals Availability Program (MAP), investigates the mineral supply potential of the United States and market economy countries (MEC's) for a number of minerals considered essential to the U.S. industrial base. Major activities include identification of important mines and mineral deposits, estimation of their mineral resources and production costs, and availability and sensitivity analyses. Products include data print-outs of geological and engineering information, discounted- cash-flow rate of return (DCFROR) analyses of individual mining operations, commodity availability appraisals, and analytic services to Government agencies. These products are used in assessing the mineral supply position of the United States: in setting priorities for research aimed at reducing production costs and minimizing adverse environ- mental impacts and regulatory compliance costs of mining and mineral processing operations; and in formulating and evaluating Government policies that affect minerals. Bureau MAP data and analyses have been provided to the executive and legislative branches to aid in consideration of trade, tax, and stockpile policy issues. A study of the economic potential of selected seabed mineral resources supports the regulatory responsibilities of the Department of the Interior in the U.S. Exclusive Economic Zone. Analytic studies of mineral project viability, industry competitiveness, and import dependencies were also undertaken for, or in cooperation with, U.S. and foreign government agencies, industry and trade organizations, and international lending institutions.

This Bureau of Mines report is devoted to descriptions of systems that provide in-mine wired telephone service. Although they may incorporate other features, each system described functions to allow one telephone to selectively access another telephone. Except for the paper on Conventional Telephone Equipment, the equipment described is newly developed and specifically designed to satisfy the requirements of underground mine communications.

A mathematical model of a decision is represented by the table in Figure 4. The numbers in the matrix are a measure of the effectiveness of each alternate for an objective. In this case, it is the per cent of desired profit that is satisfied by each alternate for each objective. By adding all of the values in a row, we have a measure of which alternative is best for both objectives. However, if you think that alternate 1 is necessarily better than alternate 2, you are wrong. Why? Because the weight of the objectives may not be equal. It could just be that this plant can sell more than it can produce, so that the loss in profit represented by increased sales is more than twice as important as reductions in costs. (See Figure 5). In that case, let us weigh objective 1 as 30 per cent and objective 2 as 70 per cent. It must also be obvious that the sum of all the "objective weights" must equal 100 per cent. The Bushveld platinum group metal deposits are two distinct, shallow-dipping stratiform tabular orebodies which strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 300 m. The mining method is a variation of planar open stoping. Pillars are widely employed to support the open stopes. In the deeper levels, in-stope pillars are required to fail in a stable manner soon after being cut, and the residual pillar strength is used to stabilize the hanging wall. These pillars are commonly known as crush pillars. Little work has been done in the past to determine pillar peak and residual strengths, and pillars have been designed using experience and formulae developed for other hard-rock mines. This has led to over and undersize pillars with consequential loss of ore, pillar bursts and potential collapses. This paper describes a crush pillar design methodology, and provides design charts. Three mining environments were incorporated in the investigations, which included underground and laboratory measurements, analytical solutions, numerical model sand back analyses. The results of the study are suitable for the areas where the research was carried out, and may also be applied with caution in other similar environments.

A common problem during the operation of the Kaldo furnace is the formation of accretions and blockage of the injection lance due to splashing. This typically occurs during the processing of anodic slimes for the production of doré. In this work, a 1:7 scale model of the Kaldo furnace currently in operation at Metalúrgica de Cobre, Mexico, was built in transparent acrylic plastic. Water and colored oil were used to represent the doré and slag, respectively. The model was used to determine the maximum penetration distance of the injection lance under a variety of experimental conditions at room temperature. Input variables included two types of oil, rotation speed, inclination angle, and the fraction of the vessel volume occupied by the liquids (φ). A mathematical correlation for the dimensionless maximum penetration distance of the injection lance d ∗ as a function of φ, the Froude number of the liquids in the vessel (Fr), the Reynolds number of the gas jet (Re), and the oil-to-water kinematic viscosity ratio (η)was developed. Reasonable agreement between the calculated and experimental values was obtained. Digital images showed that splashing was caused by the turbulent gas jet impinging upon the free surface of the liquids, whereas the cascade effect was negligible. The results of this work have been useful to improve the operation of an industrial Kaldo reactor.

"Preliminary examination of the Khayyam mine indicated that greater reserves of copper might be found by trenching, sampling, detailed geological and topographical mapping, and diamond drilling. The deposit seemed to be a potential source of sulfur, also, for use in the manufacture of paper pulp.Formal examination of the Khayyam mine by the Bureau of Mines was a follow-up of a preliminary examination made by W.S. Wright and the author on October 19-21, 1944. John Reed and W. S. Twanhofel, of the Geological Survey, visited the property during the summer of 1943 and suggested that the prospect be examined further.Preliminary examination of the Stumble-On claim was made July 1-3, 1945, concomitant with the formal examination of the Khayyam mine 11/2 miles to the west.In its program of exploration of mineral deposits, the Bureau of lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy, It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts pre¬liminary examinations, performs the actual exploratory work, and prepares the final report, The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches arc under the supervision of Dr. R, S. Dean, assistant director.Special acknowledgment is due Robert S. Sanford, acting chief, Alaska Division, Mining Branch, for his help in the preparation of this report and during the project work.The Khayyam property is situated at 550 18’ north latitude and 1320 24’ west longitude on Prince of Wales Island in Southeastern Alaska. (see fig. 1.) The mine adit is 2,350 feet above sea level, near the summit of a mountain ridge, and 2.8 miles in an airline southwest of the head of McKenzie Inlet, a southern branch of Skown Arm. Skowl arm is navigable by ocean-going vessels .to the mouth of McKenzie Inlet, where reefs and rocky islands limit the channel width to 50 yards. Beyond this point the inlet widens to nearly half a mile. Coast and Geodetic Survey chart 8142 indicates from 12 fathoms of water at this narrow neck to more than 30 fathoms throughout the remainder of McKenzie Inlet, The old ore bunker and dock at the head. of the inlet are beyond repair. A new ore bunker and dock would have to be built if a large-scale mining operation were established.The mine can be reached by trail along the western ridge that lies on the west bank of Omar Creek. The trail is approximately 4 miles in length. The grade is rather steep to an elevation of 1,500 feet, but the last 21 miles can be traveled over gentle slopes along the crest of the ridge.Ketchikan is 30 miles by air and 42 miles by water from the head of McKenzie Inlet. Feed, hardware, fuel oil, lumber, and explosives can be purchased at Ketchikan and delivered by boat to McKenzie Inlet. By using an airplane, all small equipment and camp supplies could be using an airplane, all small equipment and camp supplies could be dropped with cargo parachutes near the mine."

This publication contains analyses and related source data for 352 natural gas samples from wells and pipelines in 18 States and 5 foreign countries. All of the samples were obtained and analyzed during calendar year 1974 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economics. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. IN a paper published three years ago,' the term "silicic chemistry" was used for the first time to emphasize the increasing importance of the chemistry of silicon in science and technology. The development through which the colloid chemistry of siliceous matter has gone since then is in itself ample proof that the coining of this new term for this branch of colloid science was not presumptuous. Until quite recently, however, silicic chemistry concerned itself only with the composition and colloidal properties of natural and synthetic siliceous matter, but had not paid much attention to the genesis of this matter, particularly to that of the clay minerals. What is even more disturbing, particularly from an educational point of view, is the fact that neither mineralogy, geology, nor metallurgy has fully realized the important role colloidal phenomena must have played in the genesis of our planet and the formation of minerals generally speaking. Considering the importance of colloid chemistry today in the fields just mentioned, it is not surprising that the theories most agreed upon by geologists and mineralogists for the origin of clay minerals are not acceptable from a strictly colloid chemical point of view for the genesis of these most important and most abundant components of the earth. Of all the theories pertaining to the origin of clay minerals, those still most accepted by geologists and mineralogists are the "residual clay" and the "transported clay" theories.15 The former is based primarily on the assumption that the formation of clay minerals is the result of surface weathering of fresh rocks, or is due to the action of solutions. Taking the action of water on orthoclase as an example, the most recent ideas have been summarized by H. Jenny13 as follows:
