This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1982 (October 1, 1980 -September 30, 1981) under its Minerals Health and Safety Technology program. Contingencies may require that a significant port ion of the program be deferred into fiscal year 1983. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the systems technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

The platinum mining industry has experienced a significant increase in fatal accidents. Mine accidents are in principle preventable, and there is enormous pressure on employers to reverse this trend. This paper reviews safety management systems (SMS) as well as behaviour-based safety (BBS). Based on the review, SWOT analyses are performed on the SMS and BBS processes and a model of an integrated safety management system (ISMS) is introduced. A number of fatal accidents is analysed to identify factors that contributed to accidents in the mining industry. Thereafter the potential weaknesses of an SMS of a platinum mine are exposed and the potential benefits of implementing the ISMS for this case study are demonstrated.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

The Denali Prospect (147° 08' 20" W, 63° 08' 50" N) is located on the south flank of the Alaska Range in the Clearwater Mountains in south central Alaska. (See Figure 1). The mineralization was discovered in 1963 and surface explora¬tion began the following summer. Surface trenching and diamond drilling were used to locate and sample the mineralized zones. In 1969, an adit totalling approximately 1400 feet was completed. In 1970, a -15% grade decline approximately 1800 feet long was completed. Further diamond drilling was done along with both underground programs. Although much work remains to be done to properly evaluate the prospect, results from all the work to date are quite encouraging. This paper will consider the geology of the prospect and the surrounding area, some- aspects of the geochemistry of the sulfides, and the origin of the sulfide deposits. This paper includes data from this writer's Ph. D. dissertation, "Geology and Geochemistry of the Denali Prospect, Clearwater Mountains Alaska" from the University of Alaska and subsequent work.

INTRODUCTION Measurement of certain data associated with nuclear testing necessitates the reception of waves at the instrument location which are unaffected by reflection off internal structures or tunnel surfaces. Therefore, in order to provide necessary facilities for the fielding of experiments in support of the underground nuclear testing program, the Defense Nuclear Agency (DNA) commissioned a cost and feasibility evaluation pertaining to the design and construction of large underground cavities in Rainier Mesa. The effort included research into past experience pertaining to the excavation and support of large underground caverns, assessment of the geological conditions which exist in Rainier Mesa, preliminary design of the chambers and their rock support systems based upon the geological setting, development of mining plans for the excavation of the caverns, and estimation of the cost and manpower schedule to complete construction. This paper summarizes the results of the feasibility evaluation. The investigation was limited to modified hemispherical configurations ranging in size from 24.4 to 91.4 m (80 to 300 ft) in diameter. Two cavity support systems were considered. The first employs internally installed rockbolts as the means of primary rock support while the second involves the use of annular tendon galleries located above the chambers from which primary support members are introduced prior to general excavation. The internal support configuration was considered for cavities with spans of 24.4, 36.6, 48.8, and 54.9 m (80, 120, 160, and 180 ft) while the external support configuration was considered for cavities with spans of 54.9, 73.2, and 91.4 m (180, 240 and 300 ft).

With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

MANY investigations of the rate of the sulfur transfer reaction between carbon-saturated iron and blast furnace type slags have been made." It is evident that the reaction is complex, the rate being affected by the presence of elements dissolved in the metal that are readily oxidized and therefore capable of existing in the slag phase. Thus Goldman, Derge, and Philbrook- have shown that carbon, silicon, manganese, and aluminum, in order of increasing effectiveness, accelerate sulfur transfer from iron containing these elements to blast furnace type slags. Quantitative information is still, however, not available on the relation between what have been termed side reactions, such as silicon transfer and CO evolution, and the sulfur transfer reaction itself. In other words, the stoichiometry of the reaction has not been investigated. In the present investigation, the transfer of all reacting elements and the evolution of CO have been measured simultaneously in order to establish the mechanism of the reaction which occurs in practice. Information of this nature cannot be deduced from equilibrium studies. It should be pointed out that in kinetic studies of this type quantitative conclusions are applicable only to the system studied. This restriction should be borne in mind when attempts are made to compare results from different investigations. Apparatus The apparatus used enables slag and metal samples to be taken at frequent intervals and also provides a continuous record of the amount of gas evolved. A sketch of the apparatus is given in Fig. 1. It may be considered in three sections: 1) furnace section, 2) blank volume section, and 3) pressure measuring section. Chemical states of fluorine in CaO-SiO2-CaF2glasses in a composition range of CaO/SiO2=0.5?1.3 and 5?25 mol%CaF2have been investigated by 19F solid-state NMR with and without MAS. The isotropic chemical shifts of the glasses are close to those of cuspidine crystal (59.4 and64.3 ppm with respect to C6F6) and CaF2crystal (58.6 ppm). The fluoride ions are coordinated with four or less than four calcium ions in this composition range. The chemical shifts move to the lower frequency with an increase in the CaF2content, whereas those are not affected by theCaO/SiO2ratio. The ionic distance between calcium and fluoride ions increases with an increase in the CaF2content. The chemical state of fluorine is not disturbed by the degree of polymerization of the silicate network. Comparing the MAS and static NMR spectra, the second moment attributed to 19F-19F dipole-dipole interaction has been estimated. The values of the glasses range over 3.1?7.3107Hz2andthose are larger than the calculated value of cuspidine crystal. This indicates that fluoride ions form Ca-F clusters in the glasses and that the size of clusters increases with increasing the CaF2content. The underground ventilation system at the Waste Isolation Pilot Plant provides unparalleled ability to ensure safety of the workers, public and environment. Although small spatially, it can vary the airflow from 66,000 acfm to 460,000 acfm. It can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and can be adjusted from the surface if necessary. A ventilation remote monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based-real-time mine ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. nonmetallic mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and sand and gravel mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the cool mining sector.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Itmann No. 3 Mine, located near Mullens, West Virginia. The electromagnetic environment created by 250-volt-dc and 550-and 950-volt-ac machinery in two longwall panels was measured and is reported. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. It is recorded using broadband analog magnetic tape, and the noise data is later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

A facility to evaluate the fire endurance of mine stoppings was constructed by the Bureau of Mines in the multiple entry section of the Bruceton (PA) Experimental Mine. Stoppings up to 6 by 18 ft can be tested in a manner simulating mine conditions. The stopping is subjected to a 70-min liquid fuel tray fire with an energy output of 75,000 Btu/min. The stopping and adjacent areas are instrumented with thermocouples and heat flux gauges. Data acquisition is by an automatic data logger capable of continuously recording over 100 channels of information. Two 8-in-thick concrete block stoppings and a galvanized steel stopping were tested. A crack developed on the fire side surface of the block stoppings where the flames were most intense. However, the temperatures of the unexposed surfaces of the stoppings never exceeded 800 C and the surfaces were undamaged. The steel stopping retained its structural integrity during the test. The temperature of the unexposed steel surface reached 5000 C, but combustible materials located 1 ft from the surface did not ignite. A 3/4-in-thick coating of construction plaster was applied to the fire side of the previously tested uncoated steel stopping. The quantity of heat energy transmitted across this coated metal stopping was reduced approximately 50%. All stoppings prevented the passage of flame and smoke.

Concrete is one of the decisive construction materials, also for the AlpTransit Gotthard Tunnel. The client has many requirements, and many are the solution possibilities that concrete systems can offer. Cement producers and concrete admixture manufacturers have been challenged to design and test jointly concrete systems for cast and sprayed concrete. The testing operation followed the scenario laid out by the Gotthard AlpTransit Project management?s instructions ?Testing system for concrete mixes.? Various supplier teams have applied for the concrete systems for sections Amsteg/Erstfeld, section Sedrun and/or sections Bodio/Faido and have also followed through with the tests. As was to be expected, the rate of failed mixes matched the level of the requirements. Thanks to this system, it was nevertheless possible to test complete concrete systems for all sections and to get them approved. The joint ventures tendering for the contracts were allowed to include only approved mix designs in their bids. Workability and durability are of paramount importance for cast and sprayed concrete mixes. Durability is influenced by the chosen mix design where binder concept and well-defined water content, i.e., impermeability, are determinant. Aggregates for AlpTransit are to be considered as given. The concrete mix design also determines workability. Because ambient conditions and also requirements with respect to workability are subjected to change, it is necessary that the mix designs include control measures. The choice and number of components for the concrete systems (cement, additives and admixtures) allow adaptation to changing conditions. For AlpTransit such adaptive measures must meet very strict requirements.

The decrease in quality of Australian iron ore, coupled with the demand for more efficient energy use, necessitates closer monitoring and optimisation of process conditions for iron ore sinter production. Sinter properties are correlated with the mineralogical content and traditionally, quality control has relied on methods such as Fe2+ determination, point counting via optical microscopy and automated electron beam techniques such as QEMSCAN; these can have a typical turnaround time of several days between sampling and reporting of results. As well, there is additional uncertainty around quantifying some of the complex mineralogical phases in sinter such as silico-ferrite of calcium and aluminium (SFCA) and SFCA-I, which are key phases influencing sinter quality. There is a clear need for the implementation of alternative analytical methodologies that offer a turnaround in hours or even minutes to provide information to accurately maintain production conditions.X-ray diffraction (XRD) is a technique widely used for the quantitative mineralogical phase analysis (QPA) of ores and processed materials in the iron ore industry. Partial least squares regression (PLSR) analysis methods have recently been suggested as an indicator of sinter Fe2+ content from powder XRD data without the need for rigorous and often time-consuming mineralogical analysis by the operator. In this study we provide results from the implementation of PLSR to predict the strength of iron ore sinter. Results are sourced from a well-constrained data set comprising strength properties (as quantified by a tumble index (TI)) from a series of compact laboratory test samples. The Cowarra gold mine is at latitude 36°O'S. and longitude 149°19'E. which is roughly 20 miles north-north-east of Cooma.The deposit was· originally worked towards the end of the last century, but the presence of sulphides associated with the gold in the primary zone caused cessation of work when that zone was reached.GEOLOGY AND MINERALIZATIONThe principal country rocks are sandstones and shales of Silurian and Ordovician age, both very strongly folded with structural pitches ranging from a few degrees to almost vertical. The mine proper is within Silurian rocks and the main orebody (there are several minor parallel bodies) is developed within a shear striking approximately north, dipping approximately 70° east, and ranging in width from 2 ft to 15 ft but averaging about 4 ft.This shear is impregnated with quartz and sulphides with which the gold is associated. The predominant sulphide is pyrite though pyrrhotite is commonly present in quantity.Arsenopyrite and bornite are present in smaller amounts.Stillwell (1936, 1937a, 1937b, 1938, 1941) has published five mineragraphic reports on the ore.The various levels have been mapped in detail (Figs. 1-3) and the No. 2 level plan (Fig. 1) shows the general relationship of shearing, as now indicated by mineralization, and faulting. The scope of this study is to simulate the behaviour of a layered rock sample under standard laboratory Brazilian Disc test using an innovative combined finite-discrete element method (FEM/DEM) research code. The influence of layering and the direction of loading on the samples behaviour are studied through various layering and loading configurations. A parametric study including the effect of loading rate on the tensile strength of samples has been carried out. This paper demonstrates the suitability of the numerical approach to explicitly model rock deformation and failure.

The beginning of 21st century has heralded the global strategic importance, as evidenced by increase in energy prices and energy generation-emission-utilization dilemmas. In January 2008, the South African energy supplier, ESKOM had tabled the concept of power conservation and acknowledged the energy crisis until 2016. The concept is required of all energy users to reduce their electricity consumption, intensify energy efficiency and cautiously proceed with new projects. The generation of energy results in by-products called ?green house gases? (GHGs). To make a positive response to climate change and their effect on the environment, every energy user must ensure efficient energy use through technical and administrative means referred to generally as energy savings. This paper identifies mine ventilation engineering, in particular the electricity consumed by main fan units, as an area of potential energy savings. For a major mining company, electricity consumed by main ventilation fans alone can be in the order of 120 MW. Although a known fan engineering technique but scantly applied technology identified as the Hermit Crab can be seen as a ?quick win? project, due to its success in other industries such as cement and steel. The ?Hermit Crab? technique® involves upgrading or replacement of an impeller - whatever its origin - with a design impeller to suit the actual ventilation requirements, resulting in increased fan efficiencies. The cash flow benefits associated with a case study and its rollout of this technology have been calculated. For a 10% increase in main fan efficiency, would have a net present benefit of US$ 16.08m over 10 years. With the inclusion of carbon credits, this benefit rises to US$ 29.40m in total. Application of other available technologies, viz., composite materials, ventilation-on-demand and variable speed drives are discussed.

The design methodology of the planned Second Avenue Subway Project (SAS) led to development of the initial support design to estimate cost and quantities in the Preliminary Engineering (PE) stage. Careful selection of the cavern design rules that recognized the impact of rock quality, rock cover, excavation geometry, and excavation sequence helped to overcome the design challenges of large, shallow caverns for the initial ground support. In the course of the design verification process prescribed by the design methodology, the design team was continuously reviewing and updating the support quantities. The design procedure includes methods using different approaches of empirical, continuum, and discontinuum analyses, which are currently advanced in the Final Engineering (FE) stage. The paper is a continuation of the RETC 2005 “Trials and Tribulations” and focuses on the procedures that led to the changes in the initial support as a result of the ongoing design development.
