Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

"Gowest Gold Ltd. is in the process of developing the Frankfield East gold deposit located along the largely undeveloped Pipestone fault northeast of Timmins, Ontario. In addition to resource development and environmental permitting work the company has had an ongoing program of metallurgical and engineering studies aimed at evaluating options for processing the Frankfield East ore. Mineralization at the Frankfield project contains arsenopyrite and pyrite as the major sulphide minerals. Bulk flotation of all sulphides results in extremely high gold recovery. However, the gold is almost entirely associated with the arsenopyrite fraction of the ore and is refractory in nature requiring preoxidation treatment. Selective flotation was investigated to recover a gold-arsenopyrite concentrate thereby reducing the mass which would be subjected to further gold processing. As part of this work, a pyrite concentrate low in arsenic content was also recovered that would be suitable as a source of sulphur for a smelter (or other pyrometallurgical facility). Production of separate arsenopyrite and pyrite concentrates is frequently examined but rarely adopted due to the distribution of gold between the two products or the inability to achieve adequate separation. Several flowsheet options were investigated in the study. The best results were achieved following a sequential flotation flowsheet. The flowsheet configuration was key to meeting the targets for the two products. In this paper, the various options investigated are reviewed and the results of the final flowsheet are presented. The overall plan by Gowest was to evaluate all process options to bring the Frankfield East deposit into production. The ability to effectively separate the arsenopyrite and pyrite components in the ore provides Gowest with added opportunities to pursue both short and long term production scenarios."

The McArthur lead-zinc-silver deposit is of the stratiform type. It consists of a mineralised bituminous shale sequence containing some tuffites, numerous graded beds and isolated slump breccia horizons. The principal sulfides; pyrite, sphalerite and galena, are essentially restricted to the shales and the genetically unrelated turbidites contain only minor mineralisation. The geochemistry of the deposit has been investigated with respect to the stratigraphic column and mineralogy of the sediments. A sedimentary origin is advocated for the deposit. Volcanism, thermal spring activity and high salinities, perhaps related to the Emu Fault, are considered as contributing factors to ore genesis. The metallurgy of this deposit is discussed in relation to its geologic history.

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. Reference is made to the operating experience of contractors at a number of sites and feedback from the resource companies as managers of the projects.CITATION:Connelly, D, 2013. "Mine decommissioning is the final phase in a mining project. Planning for decommissioning must commence for a proposed mine even before the government approves it. Queensland mining approvals require proponents to commit to completion (or closure) criteria defining successful rehabilitation. Queensland mining project statutory environmental authorities must also specify how progressive rehabilitation is to occur throughout the mining project. Final landforms with graded banks together with creek and run-off diversions are often required and constructed early in the life of a mining project. At closure, mining projects must demonstrate that future medium-term risks are not significant, or failing this, a residual risk financial payment must be made to the state. CSIRO climate change projections indicate that Queensland is likely to become warmer this century with less rainfall in parts and with extreme rainfall events likely to occur more frequently. This project was undertaken to?determine: if current rehabilitation planning tools assist in determining the environmental risks from mining closure not adequately addressing climate change if these risks are addressed by current rehabilitation outcomes.The north-west Queensland mining region and the central Queensland coalfields were represented in this project by five study sites. Local data sets for temperature, rainfall and rainfall intensity were produced using conservative greenhouse gas emission scenarios representing likely future atmospheres, and using the SimCLIM climate model, Evaporation data sets were also derived from available climate parameters. These projected climate variables supported equations and models used in Queensland to determine mining project rehabilitation completion criteria. Storm intensities and return intervals were directly applied to assess the likelihood of failure of engineered structures such as stormwater diversions and banks. Plant cover change determined by an existing growth model together with rainfall intensity and changes in the R and C factors of the universal soil loss equation (USLE) erosion model enabled estimates of long-term erosion rates. Flood estimates were undertaken using regional rated catchments.The study found that stormwater diversions and banks on recontoured rehabilitated landforms, if constructed to currently accepted completion criteria, would likely fail within 30 years and with the likelihood of failure steadily increasing thereafter. The change in likelihood of failure was able to be estimated and could be applied to the determination of residual environmental risk for approval of a surrender application involving rehabilitation. The USLE model showed that long-term erosion rates increased as a consequence of climate change from north to south across the Queensland mining precincts. Because the growth model did not consider carbon dioxide fertilisation affects, results would likely be worse-case.Likely climate change outcomes have consequential residual environmental risks of mining project rehabilitation failure. This increased risk may result in increased payments to the state from mining projects where high consequences exist. The approximately 2800 Ma old Ventersdorp Contact Reef is a unique Witwatersrand orebody, from which about 6% of the world?s gold production is derived. A major portion of this production is mined at depths exceeding 2500 m and deepest levels of mining are at about 3600 m. The orebody?s hangingwall consists of volcanic rocks. This differs from the older Witwatersrand orebodies, which have quartzitic hangingwalls. The thickness of the Ventersdorp Contact Reef is generally about 1.20 m, but is highly variable, at an average dip of about 18°. A pronounced unconformity beneath this orebody is also expressed by varying footwall rock type characteristics and frequent rolling of the reef plane. These rolls follow topographic variations of the palaeo-surface. More geological than rock mechanics studies were performed on the Ventersdorp Contact Reef prior to 1992. Recently, however, a multidisciplinary team comprising various rock engineering and geological disciplines has delineated geotechnical areas by a novel technique. Geotechnical areas are defined by distinct footwall/hangingwall rock assemblages. The presence of three footwall and two hangingwall rock types results in the definition of six geotechnical areas across a distance exceeding 60 km, including about 10 gold mines. Distinct rock mass behaviour has been documented in three of the six geotechnically defined areas. Different rock mass behaviour is expressed by features such as mining-induced fracturing, closure rates, fall of ground characteristics and seismic character. Some geological features override the rock mass behaviour as defined for the individual geotechnical areas. These are undulations of the orebody or the frequency, characteristics and attitude of major discontinuities. It is concluded that the concept of geotechnically subdividing orebodies is not only important for facies delineation and the associated grade, but also needs to be considered for safety aspects, in determining factors such as the appropriate support to be employed.

The South East Transit Project is a $520 million project in Brisbane, Australia which includes the construction of a 32 km Busway to access the south-eastern suburbs. Close to the centre of Brisbane, tunneling techniques have been used to minimise surface disruption. This paper describes some of the features of the longest driven tunnel on the project, the Vulture Street Tunnel. The Busway is a two lane expressway for buses which requires a 10.2 m finished width and a 12.6 m excavated span of driven tunnel. The Vulture Street Tunnel carries the Busway at minimal cover beneath the operating Vulture Street Railway Station, beneath a three storey office building and beneath the roadway to the Mater Hill Busway station. Halfway along the route, a Y-junction has been constructed to enable future connection with a light rail route. Key features in the design and construction of the Vulture Street Tunnel include: Use of canopy tubes to drive a 12 m wide tunnel beneath operating railway tracks with less than two metres of cover in highly weathered rock. Underpinning the office building in the route of the tunnel construction from within the building carpark. Construction of a 24 m span Y-junction with 7 metres cover of weathered and faulted rock. Use of predictive analysis as an adjunct to traditional back analysis to estimate the tunnel settlements from pressuremeter test results. This paper describes the design methodology with particular reference to settlement prediction, as well as construction innovations used to complete the tunnel. This paper will be of interest to all designers who have to create large spans in minimal cover in weak rock in urban areas and who have to predict the settlement

"The Kudremukh Iron Ore Company Limited, a government of India enterprise, has constructed iron ore mining, crushing, handling and concentrator facilities at Kudremukh, in southwest India. Concentrate produced is pumped 65 km to dewatering, storage and ship-loading facilities which were built at the same time at the sea port of Mangalore.A computer-based distributed process control system was implemented for all operations at Kudremukh and to interface with and monitor the Mangalore plant.The control system is examined from various standpoints, beginning with a description of its architecture, method of process input/output connection, and major hardware items.Software considerations and process applications are then looked at, with a review of the integration of the computer vendor's system software with user-developed applications programming. A control example of crusher operations is provided.Following the descriptive segment is a discussion of the design considerations and decision factors involved in the implementation of such a system considering the type of process and the remote nature of the installation site. It ends with a review of actual operating experience and conclusions regarding both this system and future similar applications.ScopeThe following is a discussion of the computer-based process control system applied for the Kudremukh Iron are Company Limited's ore handling, concentrating and shipping facilities located in South India.A general description of the process and plant equipment will be followed by an examination of the control system from the points of view of hardware and signal flow, software requirements, design considerations, implementation logistics and operating experience. "IntroductionSteel Core Piles are used extensively in Scandinavian countries, where hard rock is found within reasonable depths. A steel core is cast into a drilled steel tube casing and a rock hole is extended below the casing. This pile type is considered a very reliable type of pile, and for urban environment it has several advantages compared to other types of piles. One critical phase of the installation is the drilling of the casing. Usually a DTH (Down The Hole) hammer is used. Drilling in fine grained soils, e g silt, below the ground water level, may give rise to an excessive volume of soil material flushed up from the point of the casing, resulting in unacceptable settlements around the pile installation area.Using a new method for drilling of the casings, the ELEMEX-method has proven to significantly reduce the risk for such problems. In the paper a case record from a ground improvement project in central Stockholm is described. Ground settlements around the drilling area were carefully monitored over a longer period. Both the new drilling method and the conventional DTH casing drilling method where used, so that the corresponding ground settlements could be compared. Settlement records and comments are included in the paper.The paper also gives a description of the project. The installation of new piles and foundation constructions cover a whole city block in Stockholm downtown. The reason for the replacement of the old, damaged wooden piles were due to their destruction caused by a long time lowering of the ground water table. The City of Atlanta Water Department required the construction of a two sludge tanks and a wet well at the existing Chattahoochee Water Treatment Plant. Western Summit won a design build contract to build the project and proceeded to evaluate the wet well size options, and construction procedures. The final design required the construction of a 1 million gallon tank. The proximity of the underground tank to adjacent roads and existing plant structures ruled out laying back the excavation. As a result a tied back sheet pile retaining wall was initially proposed.

This Bureau of Mines report reviews the information presented at the Sixth Mineral Waste Utilization Symposium cosponsored by the Bureau of Mines, U.S. Department of the Interior, and the IIT Research Institute. Environmental scientists and engineers from nine countries participated in the symposium, which was held May 2-3, 1978, at the Chicago campus of IIT Research Institute. The 56 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial wastes, and scrap metal are summarized herein.

Mining Details 6. Filling 7. Pillar Extraction 8. Costs HISTORY Noranda is a relatively young enterprise, with much of the personal character of its founders woven into it. The name Noranda is an abbreviation of Northern Canada and the name has been a happy one for an enterprise based on northern resources, tenacity and courage. The discovery credit goes to Ed. H. Horne. This intrepid prospector returned again and again to his sulphide discoveries on the shores of Osisko lake and, in 1922, after ten years of prospecting, succeeded in interesting S. C. Thomson and H. W. Chadbourne in his discoveries. The early exploration by L. K. Fletcher, from 1922 to 1925, for Thomson and Chadbourne, indicated promising, but somewhat perplexing, ore conditions. Mr. E. Hibbert and Mr. H. L. Roscoe rook on the task of preparing the mine for production and building a smelter in 1926, and this difficult task in this isolated area made steady progress and the smelter was blown-in in December, 1927.

The objectives of this study are to: (1) Assess current signing regulations and practices; (2) Develop effective signing guidelines; and (3) Evaluate the applicability and appropriateness of the proposed signing guidelines through field demonstration at representative mines. A literature search was conducted to determine the state of the art for signing applicable to surface mine haulage roads as well as survey of existing MHSA regulations and review of MSHA accident records. Nine representative mines were visited to gather information on current signing practices. Preliminary signing guidelines were then developed based on the abovementioned data. Field demonstration of the preliminary signing guidelines was conducted in which signing programs were implemented in two selected mines. Signing requirements were first assessed at each of the two participating mines. Subsequently, the necessary signs were designed, purchased, and installed at the two mines. Evaluation of the signing program as to its adequacy, appropriateness, and effectiveness was solicited from both mine management and operations personnel. Experiences gained from field evaluation were then incorporated into the final signing guidelines as presented in this final report.

Development of the Batu Hijau copper project was completed in the fourth quarter of 1999 with the formal handover and start-up of ore processing facilities. The project began in August 1996 when the owner, PT Newmont Nusa Tenggara (PTNNT), awarded an engineering, procurement and construction (EPC)contract to Fluor Daniel (FD) for the development of the project. This included a copper concentrator, port, power plant, town site and infrastructure. PTNNT managed the development of the mine and the procurement of the mine equipment. In 1996, Batu Hijau was the largest mining project ever undertaken. Developing the Batu Hijau Mine was complex. It involved the work of thousands of people in all parts of the world to plan, engineer, procure, fabricate and manufacture equipment, supply and deliver materials and equipment, and build the plant.

In a previous paper the writer dealt -with the jasper bar formations and their relationship to the structural geology of older pre-Cambrian rocks in the goldfields districts of Western Australia (24). He has pointed out in this ahd other papers that jasper bars, or banded iron formations, banded hematite or ,magnetite quartzites, jaspilites and related banded ferruginous or non-ferruginous cherts, occur in abundan'ce in the Older Greenstone Series of Western Australia (22), (24), (26). They are considered to represent special forms of banded ferruginous sediments, and are usually fpund in the field interbedded with more or less metamorphosed pasaltic 01' andesitic lavas and tuffs, now amphibolites, together with occasional thin bands of normal pelitic sediments, which go to make up a large proportion of the Older Greenstones in thfs State (26).Great thicknesses of fiat-bedded ]:landed ferruginous cherts are also found associated with cherty' carbonate rocks; quartzites, shales and thin-bedded dolomite whicIi constit'ute the Nullagine (Pl'oterozoic) system in the northwest of Western Australia. In the Hamersley Range district these banded ferruginous chert beds are the hosts of important deposits of blue amphibole asbestos.In the paper mentioned above brief reference was> made to the importance, of geological structure in relation to economic geology, particularly in the goldfields regions of Western Australia, and it was shown that jasper bars may have an important role in the study of 'the structural geology of many of these regions. Of possibly more immediate economic importance is the part that these rocks play, both directly and indirectly, as host rocks for mineral deposits-the chief of Which are gold, iron ores, blue asbestos, and manganese ores. The blue asbestos bearing banded iron formations mentioned above are confined to the younger pre-Cambrian Nullagine formations. They have been described in detail elsewhere (23). In this paper it is proposed to discuss the economic geology of the jasper bars found in the older pre-Cambrian series.The jasper 'bars have in themselves little or no intrinsic value except perhaps some of the more highly coloured and banded varieties which may be utilised for ornamental and decorative purposes. Probably the best known of such varieties is the so-called "marble bar;" a belt of, strikingly coloured banded chert occurring just south and west of the famous town of that name (see Fig. 1t). This consists of a hard, very fine, even-grained rock with alternate individual stripes varying from the thickness of a sheet of paper up to an inch or more in width, and ranging in colour from clear white to yellow, from various shades of pink to brilliant...

Control of the particle size distribution of a muckpile after blasting is always an important subject for mining industry. Blasting has a significant impact on downstream processes such as loading, crushing and grinding. Improvement of blasting results provides increase in loader and excavator productivity due to increased diggability capacity, and increased bucket and truck fill factors. Suitable and uniform particle size distribution results increase in crusher and mill throughput and decrease in energy consumption in size reduction process. Digital image analysis technique has been used for many years in mining industry in order to determine blast fragmentation. The images of muckpile surface can be used to determine the mean fragment size (x50). The source of digital images can also be haul truck, leach pile, waste dump, stockpile, and conveyor belt. The screening that is conventional method to measure blast fragmentation is time consuming and expensive. Digital image analysis is a cost effective and faster method (1).

Many high-grade iron ores are considered to result from the supergene enrichment of banded iron formations. The secondary processes may be related to either present-day or ancient erosion cycles and may reach a considerable depth. Other high-grade ores hosted by banded iron formations are regarded as either sedimentary or metamorphic in origin although often also subjected to the secondary processes. The evidence for this multiplicity of origins is reviewed with descriptions of selected deposits: Kedia d'Idjil and M'Haoudat in Mauritania, Bomi Hills and the Nimba Range in Liberia, the Itabira district in Minas Gerais, Brazil, and El Pao in eastern Venezuela. Emphasis is placed on the recognition of textures that show that some ores are tectonites, the precursor materials having undergone pervasive deformation accompanied by metamorphism. The question whether such ores are pre- or syntectonic is difficult to resolve, the evidence being inconclusive, but a diagenetic/early deformation origin is preferred. The possible range of origins has to be taken into account in exploration, particularly as regards the depth of drilling, and in the characterisation of ores for metallurgical use

THE death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its, earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. -His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William Blake, who settled in the Massachusetts Bay Colony about 1630. He was prepared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, lie started the Department of Mineralogy of the World's Fair at New York City. In 1854, 1855 and 1856, he was mineralogist and geologist of the United States Pacific Railroad Surveys of Williamson, Pope, and Whipple, and for the War Department at Washington. His writings, during this period comprise reports on the geology and mineralogy of California and other parts of the Southwest, and constitute well nigh the earliest scientific accounts of the regions described. One of them. was a translation of the Resume and Field Notes of Jules Marcou, of Whipple's expedition. From 1856 to 1859, he was engaged in explorations of the geology and mineral deposits of North Carolina, :and other parts of the country. In 1859, he became editor and proprietor of The Mining Magazine. This was a monthly periodical, founded in 1853 by W. J. Tenny, who conducted it until 1858, when it passed into the hands of Thomas McElrath, a New York publisher, and appeared in May of that year as The Mining and Statistic Magazine, with the name of

"1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."
