Since the dismal performance of the Rand Mines management was called to account by its shareholders in 1994, the waves of change have continued to ripple across the South African mining industry .The number of listings on the gold board of the Johannesburg Stock Exchange, that once numbered 40 or 50-odd, have now dwindled to no more than a handful as unprecedented restructuring has taken place. The redefining of the industry has not been limited to the gold sector, but across the base metal, coal, diamond, platinum and industrial mineral sectors as well. At the same time the Mining Houses began to reconsider their funding strategies. Originally established in the early part of the century to ensure the long-term sustainability of their group mining operations by providing substantial financial muscle and technical support, the Mining Houses were faced with a rapidly changing political environment, which proved to be a critical catalyst in giving momentum to the change. Furthermore, the significant development costs and increasing risk profile for new projects, coupled with pressure from shareholders demanding respectable returns, opened the door to opportunities for banks to begin providing external debt by the way of project finance. However, the provision of long-term debt to the South African mining industry had generally not been common since mining companies had financed new projects with equity, or with the cash flows from existing operations. Those banks that had the appetite for exposure to the perceived high risks of the mining sector rapidly built up specialist resource banking divisions capable of addressing the increasing demands of the industry. The application of project finance, the principles of which were developed in the 1970s specifically for infrastructure projects and privatization, is now commonly applied in the financing of greenfield and brownfield mining projects. This paper outlines the approach that lending banks would typically adopt when arranging or providing mining project finance, their usual areas of concern and the way in which the finance is structured to mitigate the many inherent risks.

A critical review of the numerous test methods that have been devised for measuring the "plastic" and "swelling" properties of bituminous coking coals and the practical evaluation of the data obtained has long been needed. The author appreciates fully, first, the arduous problem of doing justice to the merits and limitations of the many original test methods and their manifold modifications and, second, the more difficult task of interpreting the test data obtained in their practical applications to the important problems involved in the coking process. It has been the constant aim of the author to point out the broader significance of the test principles employed in the different classes of test methods and the usefulness of the test data obtained in relation to the problem of coking bituminous coals, rather than to stimulate unduly a controversial criticism of the merits and limitations of any particular class of test methods or of individual test methods devised by different workers. The task has been quite difficult because of the almost total lack of accepted test standards and specifications.

Longwall mining and related subsidence, and watercourse diversion for surface mining operations have the potential to impact on fluvial geomorphic processes and the health of river systems. This is evident in the Isaac River in central Queensland. The scale and likelihood of these impacts are a function of the extent of existing and proposed mining developments and of the ongoing geomorphic, hydrologic and ecological processes within the Isaac River. Understanding the objectives for the river, the past and ongoing processes at work, the cumulative impacts of longwall mining development and the options for managing those impacts is essential for the development of an effective strategy to manage the health of the river system. An assessment has been undertaken to identify and understand the cumulative impacts of mining subsidence and other mining influences on geomorphic processes and waterway health in the Isaac River over a river length of approximately 100 km near Moranbah in central Queensland. The assessment included the development of a vision and objectives for waterway health. The assessment has identified mining and landuse changes that have impacted on the hydrology, geomorphology, ecology and hence the health of the Isaac River. The assessment has then sought to identify the cumulative impact of longwall mining and related subsidence on current stream condition and the proposed vision for the system. The primary impact of longwall mining on the river was found to be associated with sediment transport. The investigation included assess- ment of total sand available for transport, the volume of sand transported annually and the fluvial process response to subsidence. Recommendations have been developed for the management of the system and for longwall mining to increase system robustness and achieve the river health objectives.

ABSTRACT: This paper contributes to the study of underground structures in argillaceous media, especially Tournemire argillites (Aveyron, France). The basic results obtained over six years in two experimental drifts at the Tournemire site are presented. In situ measurements cover drift wall temperature, humidity and convergence. Delayed convergence represents around 50-65% of the total measured convergence. Analysis of the measurements has shown that delayed convergence is explained by the viscoplastic behaviour of the argillaceous formations. Lemaitre’s rheological model has been extended to the orthotropic case, as Tournemire argillite is naturally anisotropic. The triaxial creep test results on samples at different orientations enabled the parameters of the Tournemire argillite to be identified in terms of orthotropic viscoplastic law. A plane deformation model, using this rheological law and the initial stress field in the site, was developed to interpret the convergence measurements in the drifts. The computed results match the measurements well, especially during the excavation phase. KEY WORDS: Argillite, convergence, time-dependent behaviour, creep, viscoplasticity, modelling. ZUSAMMENFASSUNG: Der vorliegende Artikel ist ein Beitrag zur Untersuchung der unterirdischen Strukturen tonhaltiger Milieus, insbesondere der Tongesteine von Tournemire (Aveyron, Frankreich). Die wichtigsten Ergebnisse, die in zwei Forschungsstrecken am Standort Tournemine über einen Beobachtungszeitraum von sechs Jahren zusammengetragen wurden, werden hier vorgestellt. Gemessen wurden in situ Temperatur, Feuchtigkeit und Streckenkonvergenz. Von der insgesamt gemessenen Konvergenz sind etwa 50 bis 65 % auf zeitlich verzögerte Konvergenz zurückzuführen. Die Auswertung aller Messungen hat ergeben, dass die zeitverzögerte Konvergenz mit dem viskos-plastischen Verhalten des Tonsteinmassivs zu erklären ist. Aufgrund der naturgemäßen Anisotropie des Tongesteins von Tournemine wurde das rheologische Modell von Lemaitre auf den orthotropen Fall ausgedehnt. Triaxiale Kriechversuche bei jeweils unterschiedlicher Ausrichtung dienten der Ermittlung der einzelnen Parameter des orthotropen, viskos-plastischen Gesetzes. Zur Auswertung der Konvergenzmessungen innerhalb der beiden Strecken wurde unter Beachtung dieses rheologischen Modells sowie des ursprünglichen Spannungszustands vor Ort ein flächiges Deformationsmodell entwickelt. Die Rechenergebnisse zeigen eine gute Übereinstimmung mit den Messungen, insbesondere während der Vortriebsphase. RESUME : Cet article est une contribution à l’étude des structures souterraines dans les milieux argileux, notamment les argilites de Tournemire (Aveyron, France). Les principaux résultats obtenus pendant six années, dans deux galeries d’expérimentation au site de Tournemire, sont présentés. Ces mesures portent sur la température, l’humidité et la convergence des parements des galeries. La convergence différée représente environ 50 à 65% de la convergence totale mesurée. L’analyse de l’ensemble des mesures a montré que la convergence différée est interprétée par le comportement viscoplastique du massif argileux. Etant donné que l’argilite de Tournemire est naturellement anisotrope, le modèle rhéologique de Lemaitre a été étendu au cas orthotrope. Les résultats des essais de fluage triaxial, sur des échantillons à différentes orientations, ont permis de déterminer les paramètres de la loi viscoplastique orthotrope. Un modèle en déformation plane, utilisant cette loi rhéologique et l’état de contrainte initiale dans le site, a été développé en vue d’interpréter les mesures de convergence dans les galeries. Les résultats des calculs sont en bon accord avec les mesures et plus particulièrement durant la phase de creusement. The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.

BCT® - Belt Casting Technology is the new horizontal near-net-shape casting process to produce flat steel products. BCT is the revolutionary leap in casting technology, designed for the production of special and conventional steel grades. Within a partnership between Salzgitter Flachstahl GmbH and SMS Siemag AG, the worldwide first caster is now in operation. SMS Siemag AG (in cooperation with Salzgitter Flachstahl GmbH) has erected the first industrial-scale casting machine located at Peine steelworks. The lecture will start with an overview about the highlights of the BCT® process with regard to the mechanical engineering aspects, while the second part will present current commissioning results and operation experiences. Since December 2012, the BCT plant is running. Up to March 2015 more than 90 casts have been carried out, 26 with FeMn-alloys. Never before flat steel was casted in dimensions of 1000 mm * 15 mm and with casting speeds more than 14 m/min.

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

It has been noted in recent years that the pillars in some bord-and-pillar workings scale or spall. In due course this process may result in the collapse of the affected panels. This paper presents a methodology for assessing the long-term behaviour of such workings, employing a simple model of pillar deterioration by scaling. It is assumed that scaling causes a gradual reduction in pillar width, hence the safety factor of pillars reduces in time. It is also postulated that the process of scaling will be arrested if the coal rubble around the pillar reaches a critical height. The probability that the pillars will survive for a certain period of time, or indefinitely, can be estimated. This can be accomplished by using the log-normal distribution proposed by Salamon and Munro4todescribe the distribution of the apparent safety factor values at failure. If an estimate of the rate of scaling is known, it is also possible to quantify, using a Monte Carlo technique, the expected life of the pillars. The method also facilitates pillar design by specifying a probability of survival for a given number of years or, alternatively, for an indefinite period. Using the limited pool of available data, analyses show that the proposed model does not appear to be inconsistent with observed behaviour of pillars in the Vaal Basin. The crucial parameter is the rate of scaling. Back calculations from eleven cases suggest that the rate of spalling in the Vaal Basin is about 0.2 m/year. It is noteworthy that two further cases in the same area give significantly higher rates (0.85 m/year). Some underground observations in the Witbank area indicate considerably lower rates in the order of 0.02?0.04 m/year. Further areas for study are recommended. These include a study of old workings to determine the extent and rate of scaling in the various coal fields, an investigation into the possible relationship between scaling and the chemical composition of the coal. In addition, model studies will be required to assess the practical impact of the research findings.

"An introduction and case study of Mintek's latest generation of Milling Circuit controller, the MillStarTM with IES (Interpreting Expert System) is presented. This paper also describes as a case study its installation on a Southern African base metals concentrator plant which has demonstrated improved operation, greatly reduced variation in product quality, as well as increased capacity and availability of the circuit.In this case study, the MillStarTMw as installed along with several other enhancements, including hydrocyclone underflow monitoring, product particle size estimation and flotation circuit stabilisation. MillStarTM utilised the particle size measurement to control grind to within 2% of setpoint, all the while ensuring sump level control, density control as well as mill power optimisation. Mintek' s expertise in the modelling of tumbling mills allowed the development of a specialised optimising controller that ensured the mill was kept in the most efficient operating region.MillStarTM augments the automatic control with useful user interface features, such as on-line trends of any logged variables, historic data warehousing and retrieval and production summary reports.A novel feature that distinguishes the MillStarTMi s the IES (Interpreting Expert System). This is a feature of the software that works with the automatic control code to generate explanations for control actions made by the controller. Often complex control systems are mysterious in nature, reducing trust and eventually resulting in them being switched off. The IES method of exposing the heart of the controller has proved popular and is seen to have potential as a training tool. 314"

The Bureau of Mines has developed a unique new mine design procedure to determine the changing static load distributions imposed on under-ground support structures during the mining cycle. The procedure reduces the complexities associated with analyzing a three-dimensional problem. A combination of the multiple-seam displacement-discontinuity model and a two-dimensional finite-element window model produces refined results for a specific area of interest by assuming displacement compat-ibility between models. Input to the procedure includes the geometry of mined-out areas in up to two adjacent seams, the rock mass characteris-tics of the surrounding geology, the in situ stress conditions, and the mining sequence. The displacement-discontinuity program calculates ex-pected loadings for mine structures affected by the mining cycle and/or by overlying or underlying seams. Pseudoelastic finite-element analysis using a yield-factor approach determines the stability of coal pillars by simulating the degree and extent of nrogressive rib failure and sub-sequent load transfer. Application of the procedure is demonstrated on a field problem. In-duced stress changes predicted from the numerical model analysis are in reasonably good agreement with stress measurements obtained from an instrumented chain pillar affected by remnant workings in an upper seam.

Employees and dollars are necessary to all enterprises and any force, such as fire, which destroys either, can bring very serious consequences, including business failure. Since everyone acknowledges the necessity of conserving human life, we will devote most of our paper to the economic factors involved. A coal-mine fire is considerably more difficult to combat than a fire in a surface building because of the combustible surroundings in the mine, the explosive gases emitted from the coal, the suspension of explosive dust when mine timbers burn and the unsupported roof falls, the limited space in which approach to the fire can be made, and the limited avenues of escape. A survey of coal-mine-fire protection indicated that a rather low value was being placed on property and equipment. This prompted comparison with other industries. The comments made in this comparison are not intended as an indictment of the coal industry, since we do have mines that are well protected against fire, but the comments on conditions at the mines visited are factual and may help others to improve similar conditions. SURVEY PROCEDURES Plants of the steel, aluminum, rubber, chemical, and petroleum industries were surveyed, and all facets of the fire-protection scheme were covered. The industrial plant invariably had four times as much water readily available for instant use than the mine. In many mines where water is available, no equipment for applying it is provided, such as hose, nozzles, and adapters, so that time is lost in collecting this equipment. (See Table I.) EXTINGUISHERS Many more and generally larger portable extinpishers are available at the plant as compared to the mine. The extinguishers are generally placed nearer to sources of danger. In addition, respiratory protective equipment is always available at strategic points in plants but only in a few mines. (See Figs. 1 and Table 11) INSPECTING AND TESTING EQUIPMENT Plant water facilities are checked weekly and flushed at 6-month intervals, and hose is pressure-tested at least yearly; some mines check water yearly, but hose is not tested unless used. Fire extinguishers are inspected weekly in plants and completely overhauled yearly; one mine had monthly checks and overhauls only after use. FIRE BRIGADES AND TRAINING Every plant had designated fire-fighters and some complete full-time brigades; at one mine a chief mechanic was designated as being in charge of fires, and other depended entirely upon officials who might not be familiar with the equipment. COST OF FIRES AND PERCENTAGE OF CAPITAL INVESTMENT IN FIRE PROTECTION The direct cost of recent mine fires ranged from $128,000 to $240,000; indirect costs, such as lost tonnage, idled equipment, lost orders, and the like might run the cost to over $500,000. A new method, localized uniform conditioning (LUC), was proposed in 2006 for modelling grades of small blocks of ore when data spacing is too broad for their accurate modelling by the linear regression based techniques, such as kriging (Abzalov, 2006). It represents a modified uniform conditioning (UC) technique that calculates the grade distribution functions for the large panels. LUC uses partitioning of the panels onto the small blocks and then ranks them in increasing order of grade. Based on the block ranks, a single grade value can be deduced for each block from the UC model of the gradetonnage relationships of the corresponding panel. After being first presented in 2006, the LUC method has been implemented in ISATIS© (commercial software) and became one of the common approaches for grade estimation when data spacing is broad in comparison with the estimated block size. Several years of study on the LUC method and its application to different geological environments, have allowed identification of the strengths and weaknesses of the method, which are as follows: ? The method produces accurate grade-tonnage functions, which are in a good accordance with a volume-variance relationship principles ? An initial ranking of the selective mining unit (SMU) blocks can be made by direct kriging from the sparse data grid. Therefore, the LUC method can be particularly useful at the early stages of exploration and mining project evaluations when sparsely distributed data is often the only available information ? Accuracy of the local estimation depends on the SMU ranking techniques. When ranking performed by direct kriging of the SMU blocks their spatial distribution is approximate. When the variogram of the studied variable is characterized by a large nugget effect, the block ranks produced by kriging can significantly differ from their ?true? distribution ? Block ranking can be improved using auxiliary data, either geophysical or geochemical. This allows use of the LUC method for integrating different data sets. In particular, LUC can be used for grade control in open pits by integrating resource definition data (e.g. drill-hole assays) and blast-hole assays. The latter are used for the block ranking.

The extraction of lignite in open-cast mines has a severe impact on the landscape. Proper landscaping after the shut-down of the mines has always been the statutory responsibility of the mine operator. The large area of the land used for open-cast lignite mining requires special regional planning procedures well in advance of the permitting procedure stipulated in the mining law. The lignite plan determines, among other things, the objectives of land reclamation. These objectives will then be outlined in more detail in the mine operation plans and implemented accordingly. Apart from the actual mining laws and regulations, a large number of environmental laws also determine the process of land reclamation. The success achieved in the field of land reclamation in all mining regions during the recent decades has shown that the lignite mining industry creates new landscapes that do not leave any scars in the countryside and merge very well with it.

Amtrak made a decision to replace an aging bascule bridge with a vertical lift bridge for their crossing of the Thames River in New London, Connecticut. The new lift bridge occupies the same alignment and shares the same foundations as the bascule span. During construction the deep foundation caisson supporting the bascule span settled and tilted. Investigation into possible reasons revealed interesting historical facts, both of the construction of the innovative open well caisson foundations and of the state-of-the-art in tremie concrete placing methods in use at the turn of the century. This paper describes both of these topics.

The kinetics of sulfidization of hematite (Fe203) by H2S gas at various partial pressures have been determined over the temperature range of 170° to 500°C. The process was controlled by thin films of pyrite (FeS2) and troilite (FeS) which were protective and formed diffusional layers. At higher temperatures the thermodynamic drive to form FeS2 decreased, and consequently the rate of formation of FeS, decreased. Conditions for the development of thin layers of FeSz consisting of 10 to 100 atomic diameters are presented. Laboratory flotation results on synethetic ores indicate floatability identical to that of pyrite of normal xanthate flotation. The prospect of high-temperature sulfidization of metal oxides using H2S, S, or other sulfur bearing compounds is intriguing as a potential activation process for flotation since the thermodynamics are very favorable for a large number of systems. If the kinetic parameters are sufficiently well understood it may be possible to provide surface sulfide layers a few angstroms thick, thus imparting normal sulfide floatability characteristics to the oxide. For thin layers the total sulfur pick-up would be small except for very high surface area materials but in most cases this sulfur could be readily removed by roasting if necessary. The general reactions for the sul-fidization of metal oxide MxO, to a metal sulfide MpSq using H2S may be written for the three conditions py > xq; py < xq; and py = xq: A large thermodynamic advantage is obtained in many systems because of the relatively large negative free energy of formation of H,O compared to H,S. For the temperature range 2S° to 1500°C &apos; where AFOis the standard free energy and T is absolute temperature. As is evident from Eqs. 4 and 5, the free energy of formation of H ,0 is approximately 35 to 37 kilocalories per mole greater than that for H,S over broad variations of temperature. For oxide-sulfide systems as outlined above, sulfidization may be expected to occur for the conditions: Groups I and 111: that is, if the terms on the right are more negative than those on the left the reaction is expected to occur thermodynamically. The use of explosives to fragment rock generates ground vibrations which may have a detrimental effect on contiguous underground coal mine openings. Increased surface blasting by a burgeoning number of surface coal mines and quarries has caused considerable concern among underground mine operators. Ground vibration effects generated from surface mine blasting are also causing public concern. In response to this concern, the U.S. Bureau of Mines (Stagg and Engler, 1980) has measured and analyzed ground vibrations and their effects on underground and surface structures. Some of the complaints registered against the mining industry are claims of substantial material damage from vibrations generated by the blasting; others are nuisance complaints of minor damage or annoyance. In general, allegations of damage from surface blasting have been sufficiently numerous to constitute a major problem for mine operators engaged in blasting operations. They have recognized the need for more technological data to evaluate the vibration problems associated with blasting. Both the operators and the general public need adequate safeguards based upon factual data to protect their specific interests. The coal mine industry needs reliable information from which to change blasting operations to reduce the number and severity of major damage claims and eliminate the growing number of nuisance complaints. The problem is of major concern not only to coal mine operators and nearby property owners, but also to federal, state and local governments. At the same time, environmental control agencies responsible for blasting and explosives use require reasonable and appropriate guidelines to protect the miners&apos; lives.

The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

In order to deliver a quality shotcrete and concrete product underground for the extensions to the Cullinan Diamond Mine operations it was decided to develop a new, simpler concrete product to meet underground support requirements. The aim was to develop a concrete product that not only reduced costs but also met the performance criteria of the current range of concrete products used on Cullinan Diamond Mine, a 25, 45 and 60 MPa concrete and a fibre reinforced wet shotcrete. The concrete product batching and delivery system was to be from surface as opposed to the current underground batching systems. The operational principle was to include an automated surface batching plant with delivery of the concrete product to a borehole containing suspended pipelines delivering to an underground storage facility from where the product is delivered to the working area by further pumping or agicars.
