The ISASMELT? top submerged lance (TSL) bath smelting process was developed in Mount Isa, Australia by Mount Isa Mines Limited (now a subsidiary of Xstrata plc) during the 1980s. By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 8 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, in which role it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and platinum group metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

The construction of refineries and gas conservation plants in the general Edmonton area in the early 1950's made available large quantities of by-product liquified petroleum gases (LPG). These gases, together with discovery of increasing reserves of natural gas in the Edmonton area, provided Canadian Chemical Company with two of the necessities for petrochemical production, namely, available and reasonably priced raw materials and fuel. This paper outlines the development of the $83 million Edmonton plant from its origin, together with a brief description of the processes and some of the interesting features involved. Several economic aspects of the petrochemical industry are high-lighted including its importance to the local community and the province. The paper reviews the relationship between the oil and gas industry and petrochemical manufacturing and indicates some of the factors that may affect the future growth of the petro-chemical industry in Wes tern Canada.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Battelle Memorial Institute participated in a program for the General Services Administration aimed at developing a nickel-cobalt separation process that could be integrated in the Nicaro nickel plant. At the time the programwas being carried out, the Nicaro process was a straight-through operation, in which the ore was reduced and leached, after which the pregnant solution was boiled to produce a so-called "bulk precipitate" which contained virtually all of the nickel and cobalt which had been dissolved in the leaching step. The weight ratio of nickel to cobalt in Nicaro ore is approximately 15 to 20:l. The weight ratio of nickel to cobalt in the finished product had to be 100:l or higher to meet specifications. Because the Nicaro process embodied no nickel-cobalt separation step, the only way that a bulk precipitate of the specified nicke1:cobalt ratio could be produced was to so adjust roasting and leaching conditions that nickel would be selectively leached and most of the cobalt would be rejected with the tailings. The required selectivity, however, was achieved at the expense of nickel recovery, which was 5 or more per cent less than might have been obtained with the existing equipment, utilities, man power, etc., had selectivity been no object. The over-all purpose of the program was to develop a separation step that could be fitted into or onto the Nicaro facilities and which would permit the manufacture of a product that would meet the desired specifications and still permit the recovery of a maximum amount of nickel. Battelle suggested that this might be accomplished by reprocessing off-specification bulk precipitate and specifically suggested the process based on ammonium sulphate leaching followed by hydrogen reduction of the leach solution according to techniques developed commercially by Sherritt Gordon Mines Limited. Such a process would not only satisfy the objectives of the research but would present two additional advantages. (1) It would produce a separate cobalt product which could be further processed into metal, alloys, oxides, or salts. (2) It would yield nickel in metallic form which might be more generally marketable and command a slightly higher price per unit of nickel than the Nicaro oxide product. "The start-up of new plants, extending from the commissioning of equipment to the production ramp-up, is a critical period where the processing circuit operation must be done in a structured and well controlled way to enable the gradual, safe and rapid achievement of production targets. The magnitude of the many risks associated with this pivotal period is accentuated in the actual context of low commodity prices. However, the implementation of a method that analyzes risks associated with a start-up, their probability of occurrence and their impacts leads to the identification of a series of preventive actions that can be applied in order to reduce potential negative impacts.Soutex has been involved in numerous start-ups over the last few years and has developed a structured methodology to assess this crucial period, maximize the pre-start-up preparation, ensure a smoother and safer ramp-up period and minimize the time needed before reaching commercial production.This paper describes a method to identify preventive actions to apply in order to reduce risks related to a plant start-up. Then, the various steps of the method are demonstrated using the industrial case study of the Canadian Malartic gold plant situated in Abitibi, Québec. The specific preventive actions, during start-up, the organisational measures and the ramp-up plan are detailed as they were effectively achieved. Finally, the post start-up actions are presented as well as some key results illustrating the achievement of their prior defined objectives.IntroductionPlanning a new plant or new circuit start-up in a mine installation involves various risks, both at the economical and safety levels. Unprepared staff and equipment can lead to safety issues that could threaten plant staff as well as the environment. Moreover, a poorly prepared start-up could often lead to equipment break-down, production stoppages and delays, leading to important economic impacts, delaying commercial production and therefore affecting directly the profitability of mining projects.It is common in the industry to have structured commissioning procedures for major equipment taken separately. Technical personnel from the equipment manufacturing company would usually come on site in order to perform the pre-operation verification, dry runs and the first hours of operations. This kind of assistance is usually focussed on one piece of equipment and neglects the interactions between the various equipment of the production chain. The commissioning phase is usually maintenance oriented and the information given by the manufacturing representative seldomly flows through the operation staff (in the case of this paper, the denomination “staff” refers to both managing and operating employees). The global process is usually not taken into consideration by the technical personnel sent on-site by the manufacturer during the commissioning phase. Many papers can be found describing the commissioning of new equipment focussing on the technology (Côté and Adante (2009), Wells et al (2007)) but without dealing with its integration process in the complete production chain."

"SynopsisThis paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation.The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.IntroductionIn 2011, the Chamber of Mines commissioned the Centre for Sustainability in Mining and Industry (CSMI) to evaluate the progress and effectiveness of the rollout of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH). CSMI, based in the School of Mining Engineering at the University of the Witwatersrand, is an independent research centre conducting health and safety research relevant to all major stakeholders in the mining sector. The purpose of the evaluation was to identify the factors that enabled or hampered the adoption of new technologies or practices. The timing of the evaluation, two years before the deadline for the 2013 safety and health milestones, allowed time for adjustments to be made. This paper summarizes the results of the evaluation and includes further analysis and discussion of the nature of the programme and the conditions that act to advance it or it hold back."

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

"As part of an investigation into flotation modelling of industrial scale operations, Falconbridge Ltd organised a “blind” test of the SUPASIM flotation model developed by Eurus Mineral Consultants (EMC). Two sets of rougher rate data, a flowsheet and the number and size of cells in the rougher bank were supplied from a plant that had been previously surveyed in November 2003. The name of the plant, cleaner circuit details and circuit mass balance were, at the time, unknown to EMC. With only these data, flotation performance was simulated and the cleaner circuit sizedFalconbridge then compared predicted and actual float performance and mass balance and found that final concentrate recovery and mass and circuit cell volume matched closely. Simulated recoveries relative to actual were +0.4% Cu, +0.1% Ni and -0.7% Co. However, prediction of metal distribution in the internal streams making up the various circulating loads showed some sizeable errors. On this initial success, the trial was extended and additional float test data for rougher feed, cleaner feed and cleaner scavenger feed was generated on site in April 2005. Further simulations significantly improved prediction accuracy for metal distribution in the internal streams. The average difference between predicted and actual recovery for all streams was reduced from 10.5% to 0.4%. This updated simulation was then used to ascertain the impact on final recovery, grade and plant circulating loads of increasing feed tonnage from 114 to 150t/hr. A number of scenarios were simulated in order to understand the contribution that (a) the fast and slow floating fractions and (b) regrinding of cleaner tailings are making to overall plant recovery.Simulation was then used to determine how much the flotation kinetics of both rougher feed and cleaner scavenger feed have to increase in order to deliver a 1.5% improvement in overall plant recovery. These improved kinetic values provide a target for laboratory testwork and operating conditions can be varied to determine how best to achieve these new values of fraction and rate."

Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

A process was developed to produce electrolytic manganese dioxide, suitable for use in high quality dry cells, from Risdon anode mud. ImpurItIes present In the anode mud were removed prior to the electrolysis which was performed from a manganese sulphate bath using the following conditions.Temp. 95°CH2S04 50-55 g/l.Mn2+ 55-60 g/l.Anode c.d. 10·0 A/sq. ft.Operation under these conditions yielded current efficiency and power consumption figures of 95 per cent and 0·8 kWh/lb respectively. The product conformed to battery manufacturers' specifications as regards physical and chemical properties and performed satisfactorily in a battery testing programme.

The massive use of deep foundations had a remarkable influence in the building industry in the 20th century. Piles and micropiles made possible to erect thousands of civil structures around the world, changing quintessentially the urban and rural landscapes. Especially in urban areas, the ongoing development requires not only new infrastructure, but also to increase the capacity and/or to extend the serviceability of existing structures (buildings, bridges, etc.). Factors such as the change of use of existing facilities or the requirement to comply with updated building regulations confront Civil Engineers with the question, whether to tear down and build new structures, or to reinforce the existing structures from their foundations. Micropiling has enabled designers to come up with technical feasible solutions to retrofit the existing deep foundations, making the structural reinforcement a real option, even under considerable changes in the loading conditions. The following article presents an overview of an intervention project, where micropiles were designed to reinforce the original pile foundation of an existing building, enabling it to be reused with a different structural function. This paper will focus mainly on the analysis of the interaction between the existing piles and the reinforcing micropiles, especially in terms of settlements’ compatibility. Finally, the adopted solution, with its correspondent design considerations and execution process will be presented.

Published or available data on safety in quarries are few except those pertaining to blasting issued by manufacturers of explosives. During the past 25 years the quarrying industry (including various types of quarries producing many different materials) has had a markedly improved accident experience. The downward trend has not been phenomenal or has it been uniform from year to year, owing to occasional major disasters; but from the information at hand it appears that improvement during the 25-year period has been definite.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. The Search Minerals Foxtrot project in Labrador represents a significant Canadian resource of rare earth elements rich in the sought after heavy rare earth elements (19.8% HREE/TREE). A preliminary economic assessment of the project indicated that the project is technically feasible and economically attractive. A variety of metallurgical test programs have been undertaken which have led to significant streamlining and simplification of the process flowsheet. The improved flowsheet should allow Search to reach production earlier and will use conventional processing equipment. The results of these test programs are presented and discussed in this paper.

This paper will review the latest innovations in the TBM industry and explain in detail the results of these innovations followed by a forecast where the technology will take the tunnelling industry in the future.

Mining Lease SML 57 was registered to Mount Kasi on 5 January, 1995. The Mount Kasi gold mine is located in Vanua Levu, Fiji's second largest island and operated from 1932 to 1946 producing 261,000t of ore at an average grade of 7.5g/t Au. The deposit represents a structurally controlled style of high sulphidation copper gold mineralisation with peripheral low sulphidation mesothermal vein type gold mineralisation. The resource consists of 1,048,000 tonnes of residual soils (eluvium) containing 1.9 g/t Au at 0.5 g/t Au cut off and 1,240,000 tonnes of hard rock at 3.0 g/t Au and 1.0 g/t Au cut. 94 drill holes, 298 auger holes and 85 pits were modelled to outline the resource. 29% of the pits bottomed in mineralisation and it is likely the full thickness of eluvium has been understated. The pit is scheduled to produce 500,000 tonnes of ore per annum to yield 35,000 ounces of gold with an initial 2 years of eluvial ore followed by a further 2 years of hard rock ore. Total capital costs are estimated to be less than 10.0 million dollars with construction planned to commence in 1995. The likelihood of locating further ore is high.

Everybody has an opinion what the quality of a grinding mill head casting should be, yet extremely few take the time, or get the opportunity, to compare their opinions against fitness-for-purpose data. The real question is not how flawless the casting should/could be, but rather how long will ?this? casting survive in operation. To validate an opinion on this topic one needs either extensive historical data, or comprehensive experimental data, or preferably, a combination of both. The same data can also be used to establish the conservativeness, or lack thereof, of analytical prediction methods.
