This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

The low-grade nickel laterite ore used in this study was successfully upgraded through selective reduction by industrialized rotary kilns followed by magnetic separation. The results indicated that both iron metallization extent and nickel metallization extent showed obvious linear correlation. In addition, rational roasting temperature and prolonged grinding time could enhance the overall fineness level of reduced laterite nickel ore. The moderate roasting temperature at a range of 1100–1150 °C should be suitable enough to a conversion of total nickel to metallic nickel and partly inhibited the conversion of total iron. Ultimately, the obtained ferronickel alloy with a nickel content of 7.32% and an iron content of 84.15% was prepared successfully from the lowgrade nickel laterite ore containing a nickel content of 1.92%. In 1992, the United States economy grew at a rate of 2%. The Gross Domestic Product rose to $5,946 billion. With 257 million people - 635,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose I 1 % to 1.2 million units. New car production rose 4% to 5.7 million units. Truck and bus production rose 20% to 4 million units. The rate of inflation was 3.5% and the prime rate of interest was 6.25%. The Producer Price Index (1982 =100) was relatively unchanged from 1991 as follows: fuels and related products and power 80, metals and metal products 119, chemicals and allied products 126 and nonmetallic mineral products 117. Energy Imports of crude and refined petroleum, costing $50 billion, rose 3% to 455 Mm3 (2.9 billion bbl). Domestic petroleum production fell 1 % to 582 Mm3 (3.5 billion bbl). Petroleum supplied about 41 % of US energy, natural gas 24% and coal 23%. Coal production, 60% from surface operations, rose 1 % to 914 Mt (1 billion st). About 78% was used to generate electricity and 3% was coked. Exports valued at $4 billion included 57 Mt (63 million st) of metallurgical coal and 39 Mt (43 million st) of steam coal. Ura¬nium mining, including recovery from phosphates, fell 18% to 3 kt (3300 st) U308.

The paper highlights development of tunneling methodology in the UK during the years 1990-2000 using the example of two major tunneling contracts where there solution of difficult tunneling problems during construction has benefited the industry as a whole. The paper deals with specific difficulties on two Contracts. The London Water Ring Main 80 kms (50 miles) long tunnel average internal diameter 2.54 m (9 ft4 in) and the Brighton Stormwater Tunnel 5.2 km (3.2 miles) long tunnel with an internal diameter of 6 m (19 ft 8 in). The results of human endeavour and technological innovations will demonstrate the giant strides made in tunneling methodology in the last decade of the 20th Century.

Mining has one of the highest annual average fatality rates among major US industries. Health and safety dangers have been inherent to mining since the early days of picks and shovels. Even though miners’ health and safety has improved over the years, mining is still one of the most dangerous occupations. Mining was traditionally a low tech industry. It is now driven by competitive pressures to go high-tech by using programmable electronics (PE) for machine control, atmospheric monitoring and material processing. The industry’s experience with the functional safety of PE is limited compared with other industries. Thus, PE is an emerging technology for mining that can potentially create or worsen hazards.

The largest Spanish kaolin deposits formed on granites occur in Galicia (NW Spain) due to a widespread kaolinization of Variscan granitoids. This paper provides insight of the origin of this kaolinization process on the basis of a mineralogical and geochemical study carried out in two kaolin deposits, presently mined to be used in the paper industry. Mineral composition of the deeply kaolinized rocks is dominated by well-ordered kaolinite with minor quartz, K-feldspar, mica (illite/muscovite), locally gibbsite, and traces of resistant accessory phases (rutile, ilmenite, zircon and monazite). The content and structural order of the kaolinite decrease with depth. Kaolinite formed by extensive replacement of feldspars (plagioclase). Differential mobilization of major and trace elements during kaolinization has been inferred by using a mass-balance approach. Significant amounts of Na, Ca and minor Mn, Sr, P and U were removed from incipiently leachable minerals (plagioclase and apatite), and K, Rb, Cs and Ba were released from K-feldspar and mica. On the contrary, Ti, Zr, Th, Hf and the REE are retained in the resistant trace minerals that are concentrated in the fine fractions of the kaolins.

Nile sediment was collected as a waste from one of the water treatment plants in Cairo, and subjected to petrographical investigation and granulometric, chemical, and mineralogical analyses. It was expected to find diatomite in that sediment but it was a surprise to find that the diatomite content amounted to about 52.01% by volume in addition to quartz, orthoclase and clay minerals. The latter are represented by montmorillonite and illite minerals. The sediment is light gray in color, soft and has low density and high surface area, such density and surface area generally decrease with temperature. The sediment absorbs 317% of its weight in water. The diatomite skeletons are the main factor responsible for its high porosity producing microporosity and low density, and these particles are concentrated in the very fine silt size fraction (11x2µm). The common diatoms in such sediment include Cyclotella ocellata Pant, and Melosira granulata (Ehr.) Ralfs. It seems that this Nile diatomaceous sediment has many advantages over the fossil diatomite, such as Fayium diatomite in Egypt, with the absence of carbonate minerals that require grinding and calcination those cause destruction of the cellular structure and energy consumption. This Nile diatomaceous sediment can be processed using sequential classification to obtain diatomite concentrate of 88.8% grade at 90.6% recovery, and a middling product of 19.4% grade and 5.8% recovery. The suggested flow sheet is quite simple to produce diatomite product for different industries at a low cost. The unusual particulate structure and chemical inertness make diatomite an ideal mineral to be used as functional filler in a wide range of industries, and as catalyst carriers and insulating material. Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.

Primary cementing is the process of placing cement in the annulus between the casing and the formations exposed to the wellbore. Portland cement was first used in 1903 in the Lopoc Field in California for well cementing. Since then, the major objective of primary cementing has always been to provide zonal isolation in oil, gas and water wells, i.e. to exclude fluid(s) in one zone from another zone in the well. To achieve this objective a hydraulic seal must be created between the casing and cement and between the cement and the formations, while at the same time preventing fluid channels in the cement sheath. This requirement makes primary cementing the most important operation performed on a well. Without complete isolation in the wellbore, the well may never reach its full producing potential. The industry knowledge on cements relies heavily on empirical data, but the chemistry, physics and structure of cement are not fully understood yet. The strength of concrete can be increased essentially by reducing its porosity through optimizing the size distribution of its components and filling the residual porosity of the hydrated cement phase with inorganic fillers. This approach has successfully utilized in different ways and several technologies for placing high performance oil and gas well cements have been developed over the last few decades. There are reasons to believe that the next source of improvement will lie in the fine-tuning of the hydrates themselves and of the different parameters that drive short (ionic?covalent bonding) and long (ionic correlation) interactions.

The US Geological Survey (USGS) is currently conducting a coal resource assessment of the coalbeds and zones that are projected to provide the bulk of the nation’s resources for the next few decades. The Pittsburgh and Upper Freeport coals are the first two beds in the northern and central Appalachian basin region to undergo fully digital coal assessments. The bed-specific assessments are being carried out in partnership with the state geologic surveys of West Virginia, Ohio, Pennsylvania and Maryland. Comprehensive stratigraphic and geochemical databases have been developed for both of the beds. The extent of the bed with mined areas, structure contour, isopach, and overburden thickness maps for the Pittsburgh coal bed have been released as USGS open-file reports.

India’s steel vision of 2030 requires a huge amount of quality iron ore. The utilization of low-grade iron ores such as banded iron ores will play an important role to achieve the same production. The absence of alumina impurities in the banded hematite jasper (BHJ) ore provides it an edge over other low-grade iron ores. The conventional beneficiation techniques such as magnetic separation and washing were found to be ineffective to produce suitable feed (Fe ~ 60%) for the blast furnace. It was found that microwave exposure provides significant enrichment to the low-grade iron ore and can be used as a pretreatment step in the beneficiation of similar low-grade iron ores. The above study reveals that hematite phase is susceptible to microwave exposure which enhances the separation of iron values from impurities. Under optimum conditions, an iron-enriched concentrate with 61% Fe, 85% Fe recovery at 50% yield can be achieved from BHJ feed ~ 38% Fe. The pretreatment process for BHJ beneficiation includes only microwave exposure without any chemical additive and may prove economical and industrially feasible.

Hydraulic coal mining is being successfully practiced in China, U.S.S.R., Japan and Canada and in each country, excepting Japan where suitable sites are not available, the system is being expanded to either existing conventional mines or new mines. Productivity levels and economics at these mines are in all cases better than the productivities achieved in conventional mines in the same general localities. In the U.S.S.R. face productivities approaching 50 tons per man shift have been reported while in Canada the latest statistics show average face area productivity levels are in the region of 200 tons per man shift production monitor. In the United States hydraulic mining has not been actively pursued to the same degree and consequently there are no full scale hydraulic coal mines in operation or construction. Because many of the coal measures in the Western U.S.A. are generally somewhat similar to those being successfully hydraulic mined in Western Canada and parts of Siberia it is realistic to believe that successful hydraulic mines can be designed and developed in the Western U.S.A. Particularly if the vast technological base that already exists is used to improve on other people's ideas, systems, methods and equipment.

Mining companies require accurate short-term mining forecasts to meet budget targets and customer needs. Challenging mining conditions along with employee turnover and lack of standard geologic modeling and mine planning processes can result in time-consuming and inconsistent mine plans. Documentation and automation of the processes involved in mine planning, as well as proper software utilization, are critical in overcoming these challenges. This paper discusses the steps involved in achieving an optimized mine planning system to accomplish productive and cost effective operations. In addition, a case study is included to describe the process of implementing a semi-automated system whereby the geologic model and mine scheduling database are updated monthly to incorporate changes in geology in a relatively complex open-pit coal mine. This case study proves that the ability to update geologic models based on the latest information gathered from production drilling and mining activities can greatly enhance the ability to accurately predict short-term mining production.

LKAB’s Kiruna Mine, located in northern Sweden, produces about 24 Mton of iron ore yearly using sublevel caving. For efficiency, the mine must deliver planned quantities of three ore products. We use mixed integer programming to schedule Kiruna’s operations, specifically, which production blocks should be mined, and when they should be mined to minimize deviations from planned production quantities while adhering to mining restrictions (e.g., sequencing). A new production block database and a well-formulated mixed integer programming model dramatically reduce the size of the original problem; in less than ten minutes we generate five-year schedules with time fidelity of months.

[ ] In November 2005, Essroc Cement, part of the Italcementi Group, commissioned a long overland conveyor at their Nazareth plant in Pennsylvania. This conveyor, tagged CV-105, was designed to transport 1000 tph of limestone from the quarry to the kiln, and 400 tph of hot clinker (at 300°F) at back from the kiln to a handling facility about halfway back. Conveyor CV-105 is 8969 ft (2733 m) long. It gains 152 ft (46 m) of elevation in the first 1570 ft (480 m), then is mostly flat for the remaining 7400 ft (2250 m) (Figure 1). After the limestone is discharged at the head pulley, hot clinker is loaded onto the return side of the belt. This clinker can be discharged at one of two locations.

Rosario Dominicana, S. A. operates an 8,500 tonne per dayopen pit gold/silver mine in the Dominican Republic on the Caribbean island of Hispaniola. The mine is located in an agricultural area which is also an earthquake and heavy rainfall zone. In the 64 years from 1910 to 1974 there were 19 earthquakes within 300 km of the mine in the range of 6 to 8 on the Richter scale and the most recent earthquake in this range occurred in March, 1979. Average annual rainfall in the area is 1.7 m and is distributed throughout the year. Safe and environmentally sound tailings disposal in such conditIons has demanded the buiIding of an extremely strong dam wall and use of a fail-safe system of tailings disposal and solution reclaim. The type of dam, the system of tailings disposal and solution reclaim comprise an interesting example of the manner of handling tailings for a medium tonnage mine. The system is relatively costly but does assure a long-term, safe and trouble free structure and operating system. General views of the dam wall and tailings pond are shown in Figures l through 4.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Twin bore running tunnels driven approximately 4,500 route feet by a Mitsubishi Heavy Industries (MHI) EPB Tunnel Boring Machine link the West Portal and East Portal on this complex Light Rail Project. One third along the way, the TBM arrives at the Beacon Hill Station which is the deepest underground “binocular” station of its kind in North America and then “walks-across” the station to be re-launched on the other side to complete the drive. This paper discusses briefly the layout and design considerations but then focuses more deeply on the approach by the Contractor to drive and supply the tunnel. The paper addresses the approach used to launch, re-launch and recover the TBM and touches briefly on muck volume control and monitoring plus settlement monitoring and the performance achieved. Also of interest is a unique solution to a difficult launch situation involving a secant pile tieback wall designed with several rows of double I-beam steel walers spanning the eye at the West Portal under the I-5 freeway.

Microorganisms are finding more use in the mineral industry, with extensive research efforts being reported in 1991. Most of these research efforts were presented in two major meetings, the SME Annual Meeting in Denver (February, 1991) and the Engineering Foundation Conference about Mineral Bioprocessing in Santa Barbara (June 1991). In addition, several articles were published in the IMM Transactions, Minerals and Metallurgical Processing and Water, Air. and Solid Pollution Journal. The literature can be categorized as: • Review articles presenting an overview of the activities in the use of biotechnology in mineral processing. • Research efforts into genetic manipulation of microorganisms to perform a specified job. • Studies in bioleaching of metals from different types of ores. • Biotreatment of wastes from the mineral industry including acidic mine waters, uranium tailings, cyanide destruction, etc. • Investigations into the role of microorganisms in the energy materials, such as oil, coal, tar sands, oil shales, etc. Smith (Mineral Bioprocessing Conference) presented a review of research efforts as well as practical applications of biotechnology in the mineral industry. In another article, Smith et al. (Minerals Engineering) emphasized that extensive fundamentals and applied research work should be pursued to explore the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering.
