INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.

Stratiform uranium deposits occur in Canada along the north shore of Lake Huron near the base of the Middle Precambrian Huronian Supergroup. Outcrop of the Buronian Supergroup extends for over 400 km from Sault Ste. Marie in the west eastward through Sudbury and then northeastward to Cobalt. Maximum stratigraphic thickness exceeds 5 km. The predominant Huronian rock type is metamorphosed sandstone (quartzite), with sub- ordinate argillite, conglomerate, mixtite (possibly tillite), volcanic rocks, and minor limestone, Much of the quartzite is highly feldspathic. Substantial uranium ore was first discovered in Huronian rocks in 1953 and has been exploited continuously since the initial mine-mill plant was constructed at the Pronto ore body, 30 km south of the present townsite of Elliot Lake. Only one ore body remains in production, however. It is shared by Rio Algom and Denison Mines 14 km north of the town of Elliot Lake.

The fluidized bed is an effective method for investigating retorting phenomena and possibly a commercial means of retorting oil shale. Both were examined by Sinclair Oil Corp. (now part of Atlantic Richfield Co.) in the period 1.965 to 1968. The results of the work show that presence of an oxidizing environment during retorting results in loss of oil yield which indicates that vapor phase oil burns in preference to combustion of coke on spent shale. This has implications for several types of retorts. Correlation of the results of this work with that of other investigators shows that the partial pressure of retorting products in contact with oil shale during retorting has an effect on yield. Consideration of hardware indicates that there are several possibilities for commercial embodiment. As a companion to shaft-type retorts the fluidized bed could have good potential. Realistic assessment of costs suggests that further development may have to await commercialization of another process. The existence of a plant in which to test prototype size would markedly reduce such development costs. Results Preliminary development work with the apparatus was carried out using a fluidized bed of sand, as explained later, with the entire system brought up to temperature and flows stabilized. The shale was injected rapidly in a slug (batch) which had small mass compared to that of the high temperature system to make the reaction approach isothermality with reasonable approximation of instantaneous preheating. Typically, the temperature in the center of the bed dropped from 900°F to 600°F one minute after batch addition. It returned to 750' within three minutes and 900° within seven minutes. Obviously, the bed was quenched but it recovered rapidly. Average bed temperatures of 700' to 1020°F were examined to compare the effect of temperature with published results. Yields In the 700°F range were only 10 to 15%, of Fischer Assay (FA). Above about 950'F, oil yields decreased and gas yields increased. Nitrogen was used first as the fluidizing gas to provide a chemically inert medium. Incept for an insignificant dip at 895"F, Figure 1, oil yield was not affected by retorting temperature in the 800° to 900' range as long as residence time was adequate (16 minutes). At 925°F, the oil yield was some 103% FA. With further increase in temperature, the yield decreased to 86% FA at 1015°F. Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector's primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. Industrial growth and survival in today's competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

The U.S. Geological Survey (USGS) in cooperation with the New Mexico Bureau of Mines is conducting an assessment of mineral resources in the 36,800 km2 Mimbres Resource Area, southwestern New Mexico. Included in the assessment is a literature-based evaluation of sand and gravel that utilizes third party geologic information. The USGS has developed a method based on existing 1:500,000 scale geologic maps supplemented by remote sensing, statistical models, and point data such as test hole or pit records. The method defines the areal extent, quality, and quantity of aggregate.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development, and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made, and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been- in progress for seven years and the writer of this chapter has been intimately associated with the project during the five years of exploration and seven years of exploitation. The Woodsreef mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and fiber. Because of the latter feature, much research has been undertaken by Woods- reef and other scientific organizations in Australia, England, and Canada regarding the Woodsreef fiber. The answers to some of the problems have negated some accepted concepts of asbestos ore milling and led to the development of new techniques. Some of these new techniques include the adoption of microscopic fiber counts as a routine procedure, the modification of accepted evaluation procedures, the development of new machines for dedusting fibers, and the recognition of a fiber with a unique milling behavior pattern and, possibly, properties. The problems experienced can be broadly divided into those associated with the geology and the physical properties of the fiber. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognized during the exploration stages, a feasiblity evaluation may be just a little closer to the actual. The Woodsreef chrysotile asbestos deposit (latitude 30°24' S, longitude 150°44' E) is located 80 km north of Tamworth, NSW, Australia. The mine has been in production for six years and has a present scheduled mining rate of 33.11 Mt/y. An eight rock line mill treats an average of 7000 t/day, after beneficiation, and yields fiber grades in the range of group 4 to group 6 with some floats. The estimated re- serves of 30.56 Mt, with an ore to waste ratio of 1:3.0, are contained in two main zones that are designated the North and South zones. Mining started in the South Zone in 1972 and then, be- cause of the higher ore value, moved to the North Zone in 1975. Presently, there are two distinct open cuts referred to as the South and North pits that will eventually be worked together. The Woodsreef mine is owned by Woodsreef Mines Ltd. and is operated by Chrysotile Corp. of Australia Pty. Ltd., and is one of only two producing asbestos mines in Australia. The second mine is at Baryulgil, (latitude 29°13' S, longitude 152°37' E), and is operated by a subsidiary of Woodsreef Mines Ltd. This operation produces about 500 t/y for a captive market. An exploration program is being conducted in the area surrounding this small producer with a significant degree of success. The concepts developed during the exploitation of the Woodsreef deposit are being incorporated in the evaluation of the Baryulgil area, and if the Baryulgil deposit proves to be eco- nomic it is hoped that this approach will eliminate some of the major crises that have beset the production at Woodsreef during the first four years of operation. In the present study, the use of horse residue as an alternative reducing agent in the roasting of a low-grade goethite ore containing 17.60% Fe was investigated. Additional roasting experiments were carried out with corn starch and without reducing agent for comparison. Each roasted product was characterized using X-ray diffraction (XRD) and magnetic hysteresis (MH) loops analyses. The optimum roasting conditions (roasting temperature [400, 500, and 600 °C], reducing agent/ore ratio [0.04, 0.08, and 0.12], and roasting time [10, 20, and 30 min]) were investigated based on the Taguchi approach. The magnetic susceptibilities of the roasted sample with the addition of reducing agents were higher compared to that of the roasted sample in the absence of reducing agent. Experimental findings indicate that the horse residue can be used as the reducing agent. Finally, an iron ore concentrate assaying a Fe grade of 62.12% with a recovery of 56.93% was prepared using wet magnetic separation at a magnetic intensity of 0.5 T from the ore roasted under the following roasting conditions: roasting temperature of 500 °C, reducing agent/ sample ratio of 0.08, and roasting time of 30 min.

Starting with rutile, containing more than 55% TiO2 and of the proper particle size, the commercial production of titanium tetrachloride via fluidized bed chlorination is relatively very simple and economical. As compared to shaft chlorination, it operates at a much higher capacity for given sizing of equipment, and appears more foolproof, requiring less attention. Operating data were obtained on a 53" diameter fluidized bed chlorinator using Australian rutile and petroleum coke of controlled particle size. Production rates varied from 20 to 50 tons of crude TIC14 per day for a campaign extending over one month. Close to theoretical yields and efficiencies were obtained from the viewpoint of chlorine and/or rutile consumption. Details of important equipment design, critical operating conditions and pertinent results are described.

Airflow in large-opening stone mines is largely dependent on the natural ventilation due to the large cross- section area of the opening. The openings of such stone mines are typically twice or thrice the size of typical underground coal or metal/nonmetal mines. Due to the influence of natural ventilation, air velocities as well as the static pressure drop in the mines are low. Mines rely on auxiliary fans to ventilate active faces to reduce contaminant exposure to mine workers. The National Institute for Occupational Safety and Health (NIOSH) is conducting research on ventilation of large-opening stone mines to reduce worker exposure to dust and other contaminants such as diesel particulate matter (DPM). In order to reduce worker exposure to dust and DPM, an understanding of the airflow pattern due to auxiliary fans in the mine is needed. Under this research, NIOSH researchers are exploring the computational fluid dynamics (CFD) modeling to understand the airflow behavior in large-opening mines. In this paper, the team is presenting the results from three-dimensional CFD modeling of airflow in a large-opening stone mine and investigating the effect of a fan placement with the movement of trucks.

The ever-increasing demand for steel and the subsequent depletion of high-grade ores requires the massive utilization of low-grade iron ores. In the present study, an iron ore slime sample containing 56.1% Fe was investigated using physical beneficiation, carbothermal reduction, and a microwave-assisted process; however, physical beneficiation and microwave exposure were found to be inefficient as they yielded lower iron recovery. Using coconut shell as an alternative reductant was found to be promising and does not lead to the formation of higher iron oxides, such as fayalite and wustite phases. The microwave-assisted carbothermal reduction was found at par with conventional reduction, saving time and heating. The optimum magnetic concentrate obtained in both carbothermal reduction routes (microwave and muffle furnace: Fe grade, Fe recovery, and yield of 64.3, 97, and 84%, and 67, 99, and 83%, respectively) are suitable for alternative iron-making or blast furnace units.

PROLOGUE Nowadays, where production costs and energy costs are increasing and at the same time requirements in fineness and purity of industrial mineral products are getting higher and higher, industry has to look for more efficient grinding systems and developments to produce these products more economically. Therefore lots of new developments in high energy jet mill pulverizing have been made. In the main, however, these developments involved more or less just the new principle of fluidized bed jet pulverizers but not the older spiral jet mill principle. In some cases, especially in the filler industry where laminar minerals are used and higher aspect ratios are required, the spiral jet mill principle has advantages in a better delamination of these minerals. To comminute minerals down to products with a d97 < 3 µm, the specific energy consumption increases up to 2,000 kWh/t – 3,000 kWh/t or even more, depending on the grindability of the mineral. So the production of these fine materials is quite an expensive task. But jet mill grinding is and will be the most favorable method to produce micro-products and in the near future nano-products, despite the high energy consumption.

The number of uranium in situ leach operations has increased significantly since 1975. As of May, 1980, there were a total of 27 active projects, including 16 commercial scale operations (or under construction) and 11 pilot scale operations. The south Texas uranium district and Wyoming have been the most prominent areas in early field experiments as well as in commercial application of this new recovery technique, although in situ leach tests are now being conducted in Colorado and New Mexico. The growing number of commercial-scale operations is accepted as prima facie evidence that in situ mining now offers a third option along with open pit and underground mining for winning uranium from sandstone host rocks. It is estimated that in 1979 about 9 percent of the nation&apos;s total uranium production was from in situ mining. However in situ mining of uranium is not without its environmental controls. The primary emphasis of environmental controls falls into two catagories; namely, control of the leach solutions during mining and demonstration of ground water restoration. Finally this paper briefly reviews the Bureau of Mines research program in uranium in situ mining.

Liebherr Mining Equipment Co., of Newport News, VA and Baxter Springs, KS, introduced the T282, a new two-axle, diesel-electric, AC drive haul truck with a payload capacity of 327-t (360-st). The T282 was unveiled at a press briefing in October 1998 at the company&apos;s Baxter Springs research and development1 manufacturing facility. In addition to an increase in pay- load capacity, the truck&apos;s AC drive system has been de- signed to allow for easy configuration to a trolley-assist system with minimal additional equipment. The T282 provides fuel savings, reduced maintenance requirements, and reduced downtime and maintenance costs, providing the mine operator with increases in productivity. The demand for sustainable and profitable/efficient projects within the tunneling and other underground engineering sectors grows rapidly. Construction tasks play a key role within the project conduction, whether as primary (tunneling), secondary (e.g., mine securing) or tertiary processes (e.g., workshops). The construction tasks of primary processes create the main structures, such as tunnels, which resemble the main project goal. For the secondary and tertiary processes, the purpose of the task shifts. The main goal is to provide structures, such as the securing of the cavity and workshops, that enable the project and enhance the efficiency of the primary conduction underground. To plan and optimize the conduction of construction tasks underground, whether they are identified as primary, secondary or tertiary tasks, the work preparation can be used. This method, known from the above ground construction, can be adapted and used underground. The approach of a digital work preparation tool combines, connects and adapts the main tasks “choice of procedure,” “logistics” and “site planning.” In addition, the digital tool is connected with digital models (construction, site, surroundings). With the adaption and forward projection of the work preparation, underground constructions (e.g., tunneling) can provide a more sustainable and efficient outcome.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government&apos;s basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

In the last five years Eldorado Resources Ltd. (ERL) has undergone a major expansion and modernization of its uranium refining and conversion plants. A new refinery for processing yellow cake to UO3 was constructed at Blind River in northern Ontario and started up in 1985. Its rated capacity is 18,000 t/a uranium as UO3. At Port Hope, Ontario, ERL&apos;s new UF6 conversion plant has been constructed. This plant started up in 1984. It utilizes the novel, wet-way process to produce UF4 and gives the company a UF6 production capacity of 14,500 t/a U. Also at Port Hope is Eldorado&apos;s ceramic UO2 powder production facility, commissioned in late 1980. It has a capacity of 1700 t/a uranium as UO8. With the completion of these capital projects, Eldorado has the largest and most up-to-date refining and conversion facilities in the western world. This paper reviews the refining process and process design. The methodology used to start up the Blind River plant is described as are some startup difficulties, solutions that were developed, and the resultant current operation.

Despite ongoing digitization and “hardware” technological advances, geotechnical uncertainty remains the most significant risk in underground and tunnel construction. And, whilst they are commonly held up as an example of the sophistication of the industry, the practice of drafting and using geotechnical baseline reports is subject to a wide range of influences, not all of which support good risk management. Uncertainties in predicting ground behavior, the gap between the pre-construction assumptions, and the systemic response to construction remains a significant technical and communication challenge. Accordingly, this paper presents a framework to quantify geotechnical uncertainty using geostatistics and translate these into practical tools for ground risk management throughout planning, procurement and construction. Adopting even some of the principles of this framework should provide improvements to contract risk management and should assist to minimize the potential for commercial losses.

The Phase I electrowinning system at KCGM's Fimiston Operation utilised the well proven technology of electrowinning precious metal values onto steel wool followed by calcining and direct smelting to bullion. The above process, while reliable and successful, was to some extent labour intensive. The Williams Mine in Ontario, Canada had published conditions under which precious metal values are electrowon onto woven stainless steel and directly removed using high pressure sprays. The current paper describes the testwork which was carried out to check the applicability of the Williams criteria to KCGM eluates arising from the elution of highly loaded carbon from the calcine circuit and lowly loaded carbon from the float tails circuit. Information is also given on the commissioning and opera­tional experience which occurred.
