Railroads are cost competitive with trucks for hauls greater than 500 miles - WRONG. Today I will tell you about many rail movements of less than 100 miles throughout the country. Rail is a short haul transportation alternative you must consider. Transportation today is the largest controllable cost in the total cost of production of goods. In fact it is the one cost area where aggressive management, using new tools, can achieve significant reductions. You can't control the price of metals in the world market, you can't control labor rates since they are tied to industry norms, and the price of raw materials are relatively insensitive to specific price reductions to your firm. Transportation is the one area where major savings are now being realized. Sample Movements First, I will give you several examples of short haul rail moves to make you a believer that they do exist. Then I will show you the reasons why railroads suddenly "like" short hauls.

This paper describes the development of a new method and device for determining the in-situ mechanical properties of rock masses. The method involves a self-recording mechanical deformation gauge for sensing-recording she deformation of the borehole wall when loaded hydraulically. The self-recording feature of the gauge eliminates the difficult technical problem of transmitting signals over very long cables for measurements at great depths. Adopting a mechanical gauge instead of electronic, electrical, optical or grid techniques eliminates delicate instrumentation and installation problems. Moreover, mechanical gauges are inherently rugged and suitable for use in severe borehole conditions including very high temperatures. The technique was tested in limestone, basalt and granite specimen. The calculated mechanical property values for 1 the tests agree with those obtained by conventional testing methods. The self-recording mechanical deformation gauge has a minimum reading of 50 micro inches (1.27 x 10-3mm), comparable with electrical resistance strain gauges, capable of reading deformations over a range of 0.25 inches (6.35mm). The sensitivity, ease and accuracy of the method recommends it highly for in-situ rock modulus measurements.

The effectiveness of the new DuPont Passivation Technology in eliminating acid generation from iron sulfides is presented. Passivation is achieved by treatment with a dilute basic perman­ganate solution. This treatment produces a thin impervious layer of iron/manganese oxide on the sulfide surface, providing a bar­rier to the environment so that the sulfide is not available for undesirable reactions such as the production of acid.

The International Network for Acid Prevention (INAP) was formed in 1998 by 17 international mining companies to promote significant improvements in the management of sulphidic mine materials and the reduction of liability associated with acid drainage through knowledge sharing and research and development of technology. Since its inception two panels have been formed to identify and move forward with research projects and eight networks have been constituted to initiate interaction and knowledge sharing within the membership in specific areas of technical interest. An INAP web site has been developed to facilitate the sharing of information and to encourage the exchange and development of new ideas.

Following lip on a USBM-sponsored research project, the authors have utilized the knowledge-base structure and system concepts from the Sun Sparcstation-based worker scheduling system of the Mine Management Support System to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, their availability on a shift, and work priorities for a shift as well as to allocate manpower optimally on a work shift and delineate supervisory training responsibilities. The various components of the software are described in detail, along with enhancements made to the original system.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. Geological and hydrological conditions in the strata overlying the Salado Formation vary considerably in the Carlsbad, New Mexico area. The first four shafts sunk at international Minerals and Chemical Corporation's property have been located in competent and essentially dry conditions, while other shafts on adjacent properties have had such adverse conditions that ground freezing has been chosen as the water and ground control technique for shaft sinking. At the location of the IMC No. 5 Shaft there has been extensive-erosion and salt dissolution in the Rustler Formation which has led to collapse of some zones of the strata. Both ground freezing and pregrouting were considered as alternative methods of stabilizing the extremely poor ground conditions and controlling the potentially very heavy water inflows it was decided that pregrouting the shaft was feasible and would offer substantial cost and time saving over a ground freezing technique. This paper describes the pregrouting techniques used and illustrates the requirement for flexibility in a grouting program so that it can be codified to reflect any new or additional information which is obtained during the progress of the grouting.

By the time coal was discovered in Newcastle, Australia in 1791, it was already a most important industrial commodity in European countries. Coal was the first mineral to be discovered in Australia and the first to be mined. Today, coal remains Australia's most important mineral in terms of local use and international trade. The first mechanized longwall in Australia began operation in 1963. It contained self-advancing hydraulic supports and was installed at Coalcliff Colliery, located in the Southern Coalfields of New South Wales. After nine months and production of 53 kt (58,000 st), the unit was withdrawn, largely because of uncontrollable roof weight and with the problems of airborne dust and large coal still unsolved. Basically, roof support was insufficient. The European design of the Coalcliff longwall was inadequate for Australian conditions. Another type of support with modifications was installed and began operation at Kemira Colliery at Wollongong, New South Wales, in 1964.

Hindered-bed separators are often used in the minerals processing industry to classify particles according to size and density. A new technology, known as the CrossFlow, was recently developed to overcome some of the limitations associated with hydraulic separators. The innovative feature of this unit is a novel feed presentation system that improves separation efficiency and capacity. In the present work, a detailed process engineering evaluation was conducted to determine the basis for the improved performance of this unit. The evaluation included controlled separation tests using well-characterized feeds, particle and liquid tracer experiments, and mathematical modeling studies. Data obtained from this work show that the new separator is capable of maintaining good separation efficiencies at higher solid feed rates than traditional designs due to improved hydrodynamics in the separation zone. This paper reviews the operating principle of the CrossFlow separator, discusses the results of the tracer experiments and modeling studies, and presents test data obtained from recent laboratory and plant trials.

In 1993, the United States' economy grew at a rate of about 3%. The Gross Domestic Product rose to $6.4 trillion. With more than 258 million people - 599,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose 7% to 1.3 million units, new car production fell 3% to 5.5 million units and truck and bus production rose 21 % to 4.9 million units. The rate of inflation was under 3% and the prime rate of interest 6%. The Producer Price Index (1982 = 100) was unchanged from 1992 for fuels and re¬lated products and power at 80 and met¬als and metal products at 119, while chemicals and allied products rose 2% to 128 and non-metallic mineral prod¬ucts rose 2% to 120. The merchandise trade deficit rose 27% to $116 billion.

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. The success of the heap leaching process for extracting precious metals from low grade ores in many cases depends on successful agglomeration of clay fines. This paper relates the development of a new agglomera­tion agent, named Leachit, that has demon­strated an ability in some ores to decrease leaching time. Data from a commercial test­ing laboratory is presented to illustrate a comparison of leaching efficiencies with other agglomerative agents, such as lime and portland cement. Conclusions will point out certain advantages of Leachit to the heap leaching gold recovery industry.

A new coarse cleaning device, the Stripa, has been developed for processing of coal in the size range of -100+10 mm. The Stripa is an auotogenous heavy medium separator originally developed for processing of iron ores. Although it has been employed in concentrating ores such as chromite, it has not been applied in coal cleaning. In this study, a pilot plant scale modified Stripa and its counterpart alternative, a diaphragm jig, are compared using subbituminous and lignitic coals. The separation performance of the Stripa and the diaphragm jig has been established in the light of washability properties of the coal samples. Comparison of the performance of the Stripa with that of the jig indicates that the Stripa can be used in coal preparation circuits as an alternative to jigs in the size range of -100+10 mm. Simplicity, low initial investment, and low operating and maintenance costs make the Stripa a plausible candidate for coarse coal cleaning. More importantly, Stripa due to its short residence time, has a superior capacity over jig.

Mineral resource classification is described in both the SME and CIM Standards for Mineral Resource Reporting. The CIM Standard states “… sampling … is sufficient to assume geological and grade or quality continuity between points of observation”, thus is a function of continuity and sample spacing. Continuity can be measured by use of a variogram model, but average sample spacing in three dimensions is more difficult to measure. The declustering algorithms provided with Geostatistics software, are commonly used to weight data for statistical analysis due to the sometimes-irregular spacing between drill holes during exploration. The weights are lower when data is closer, reflecting shared influence between samples, and higher for isolated samples reflecting independence. This paper will discuss the potential to use estimates of the declustering weight as an inverse relative measure for average sample spacing to gauge the confidence of the estimate independent of the single nearest sample. PROBLEM The classification of mineral resources and reserves has long been a combination of science, past experience of the estimator, judgment, and feeling. All of the definitions as presented in the standards of the various countries that participate in CRIRSCO are similar and deal with “sample points sufficiently closely spaced to support confidence in the continuity of …” This has been interpreted as the distance between the block estimated and the nearest sample (or samples). Geostatistics gave us the calculation of the estimation variance of the block, an implicit part of the calculation of weights in Kriging, to account for the confidence in the estimate. More recently, “Kriging Efficiency” has been used, however it is still dependent on the estimation error and responds in a similar fashion to the distance to the closest sample. It is also sensitive to the variogram nugget. Many of these methods result in very low distance/high confidence measures for blocks adjacent to a sample point with confidence decreasing (sometimes rapidly) as the distance to one nearest sample increases. This results in the “spotted dog” phenomenon where individual samples are surrounded by a higher classification near each sample decaying into pattern of decreasing confidence halos. In addition to the visual image of the spots, this raises the more practical problem of mine design when the classification changes between measured, indicated and inferred. This has led to ad hoc methods to classify material within the mining block so all of the stope receives that classification. These manual methods re both labor intensive and subjective. A popular technique is a multiple search method, where the estimator defines a minimum of number of samples from a minimum number of holes within a nested set of search distance that are used to classify estimates. These specified set of increasing distances are usually proportional to the variogram range. While this is generally a good technique and overcomes the spottiness of the closest sample or kriging error, it has certain issues including:

This paper is a case history of a subsurface exploration program conducted for a system of sewer tunnels in upstate New York. The focus of the discussion is a non-technical outline of how the exploration process was organized to efficiently produce a large body of geological and geotechnical data. A brief description of the project and geological setting is provided, the scope of the exploration program is summarized, the logistics of collecting, processing and reporting subsurface data is outlined, and recommendations for management of explorations applicable to any rock tunnel are provided.

Ore and waste cannot always be visually separated. The distinction between ore and waste may need to be made on the basis of blasthole sampling. Hand drawn dig limits or computer-generated contour lines do not account for uncertainty, economics or equipment. Geometric methods for interpreting grade information such as the polygonal or triangulation methods share the same limitations as contouring. Geostatistical techniques exist for the realistic modeling of grade variations and uncertainty. Decision analysis techniques exist for the binary classification of ore, and waste blocks in the presence of this uncertainty. Block-by-block classification is not enough; mining equipment cannot exercise free selection of blocks. There is a need for procedures to determine optimal dig limits that account for (1) the uncertainty in the grades, (2) the economics of risk-qualified decision-making, and (3) the ability of the mining equipment to dig to specific limits. This paper presents a procedure for optimal determination of dig limits that account for these constraints. Simulated annealing (SA) is used with modest computational requirements because the number of variables is relatively small. The solution of the optimization problem is dig limits that maximize profit under multiple constraints. The method is illustrated with different constraints and tested against hand drawn dig limits in a "Dig Limit Challenge," which illustrates the efficacy of the new method.

If one considers that prehistoric man's first house may have been a limestone cave, calcium carbonate may be the most timeless of all building materials. Fanciful history aside, CaCO3 has been used for countless applications in human habitats. After all, tine marble block and tiles have always been the hallmark of eloquents and style. Mortars and cements derived from limestone have held together the very blocks of our civilization. In modem times, synthetic polymers are blended with ground limestone to produce everything from pipe, floor tile, cultured marble and house siding. All of these miracles of our technology contain CacO3 of various sizes and in varying amounts. This paper will discuss some of the critical attributes of CaCO3 which make it suitable for the new building products that have helped increase our standard of living. The vehicle of discussion will be a residential, single family house.

During the 1980's. the Mine Safety and Health Administration (MSHA) proposed new regulations for the use of diesel equipment in underground coal mines, and the National Institute for Occupational Safety and Health (NIOSH) recommended that whole diesel exhaust be regarded as "a potential occupational carcinogen", and that reductions in exposure to exhaust pollutants would reduce excess risk. During the same time, the Bureau of Mines tested new emission control technology to minimize diesel emissions. The objectives of this paper are to discuss the major issues regarding diesel exhaust emissions. especially diesel particulate matter (DPM) , and to highlight emission controls that will be available. DPM is a potential health threat because it is respirable in size and is composed of nonvolatile carbon with adsorbed or condensed compounds. These compounds include potentially mutagenic or carcinogenic hydrocarbons such as polynuclear aromatic hydrocarbons and sulfates. DPM contributes to the degradation of air quality in mines with typical mean concentrations ranging from 0.2 to 1.0 mg/m3. In addition to adequate ventilation, control of DPM can be achieved by implemention of improved work practices, regularly scheduled engine maintenance, and emission controls.

Steel mesh has been used successfully for many years to control friable roof conditions and prevent loose roof and rib material from caving into the roadway. Despite its extensive use, the installation of steel mesh is difficult to automate and many other products have been evaluated as an alternative for skin control. Ideally, the properties of these new products should be similar or better than those of the steel mesh. In particular, development of a strong and resistant shell that minimizes movement along the fractured rock and coal surfaces between the bolt anchors is recommended. A strong surface adhesion and the strength of a reinforced polymer skin can provide the necessary toughening mechanism required to enhance roadway surface support by forming a reinforced polymer/rock surface layer. Most of the Thin Spray-on Liners (TSL) evaluated in the mines are weak with slow curing times, and the plastic mesh currently used to support the coal ribs is relatively weak. Therefore, neither material can seriously compete with steel mesh. Currently, a new polymer product that cures in seconds and forms an instantaneous strata binder that surpasses the properties of steel mesh is under development at the University of Wollongong.
