BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. Reactivation of highwall slope failures during adverse weather had intermittently impacted haul road access into a previously mined open pit. These impacts ranged from limited access to full closures; however, the greater impact was to an underground mine that was developed within the open pit. Following several significant precipitation events, a rapid snow melts greatly accelerated movements finally closing the haul road and destabilizing other past failures. In addition to re-designing the overall pit access, the decision was made to relocate the primary portal to a more stable highwall. An accelerated surface geotechnical review was required to advance the portal relocation; however, only existing information from past investigation, existing geology model, visual inspections, and slope monitoring data were available for the assessment - no new investigations or data collection could be completed within the allowable timeframe. The evaluation included a review of the geology, an assessment of the current highwall condition and previously observed performance, and a rockfall analysis to evaluate existing catchment above the proposed new portal location.

In the first place, let me thank you for inviting me to appear before you today to speak to you on "Mineral Industry Problems - Present and Future". It is a distinguished honor for me to have this opportunity, and I am highly appreciative of this distinction. The beautiful surroundings of Gatlinburg and the pleasantness of a summer occasion are a wonderful tonic for all of us, yet they should not blind us to the seriousness of our Industry's problems No doubt, because of my past appearances before members of the Society of Mining Engineers, at which I discussed wholly scientific topics, or research in the Applied Sciences, you may be expecting me to revert to these subjects. But I intend to venture in a field that is new to me, yet old to all of us, the field of Economics.

Few issues pose quite as profound consequences to the quality of life and the creation and distribution of wealth as how we protect the natural environment. No longer a peripheral but a global concern, the environment, once almost nobody's business, has now become everybody's business. It is also the single biggest issue facing mining and mineral activities. This heightened ecological awareness and sensitivity have spawned a new commitment to restore, protect, and preserve nature. But that very commitment poses difficult socio-economic trade-offs, such as: What and how many resources can be given up to prevent and reduce pollution? What are the opportunity costs associated with meeting higher environmental standards? What problems are more important or pressing than others and should be given priority? Choices have to be made that may entail unintended consequences for other societal goals.

This paper presents a framework for analyzing the theory and industrial practice of coal flotation and gives some examples of its use for understanding flotation phenomena and optimizing/controlling flotation circuit performance. It is based on extensive laboratory and in plant test work conducted over the past several years by researchers at MTU as well as an analysis of the literature. Previous researchers have usually considered either the surface chemistry or the kinetics of coal flotation behavior, only rarely have these factors been considered together. However, these factors must be considered together in order to gain a clear understanding of the theory underlying coal flotation such that its practical application can be optimized. Fortunately, this complex objective can be achieved by considering the recovery and rate of recovery of the different types of particles present in the feed to coal flotation circuits and the fundamental mechanisms responsible for these recovery phenomena. The influence of three major groups of variables must be considered: control variables (reagent additions, aeration rate, etc.); disturbance variables (feed pH, percent solids, etc.); and circuit design variables (number of cells, circuit arrangement, etc.). Each of these groups of variables affects process kinetics in a clearly understandable manner, which, once determined, is extremely useful in circuit design and optimization. This paper includes a discussion of the use of the proposed framework to explain the effects of some coal characteristics on flotation performance. In addition, an example of using this analysis to optimize the performance of a coal flotation circuit using frother and collector addition levels is included.

"This paper reports on computational and experimental research, performed at the Collaborative Research Center “Interaction Models for Mechanized Tunneling” at Ruhr-University Bochum, Germany. Research covers a broad spectrum of topics relevant for mechanized tunneling in soft soil conditions. This includes advances exploration methods and models for the characterization of the in-situ ground conditions, the interaction of the face support and the tail gap grouting with the porous soil, multi-scale models for the design of fiber reinforced segmental linings with enhanced robustness, computational methods for the numerical simulation of the tunnel advancement, the soil excavation and the material transport in the pressure chamber, logistics processes and risk analysis in urban tunneling.INTRODUCTIONMechanized Tunneling has proven itself as an economical and flexible construction method that continues to undergo a dynamic evolution process. Shield diameters continue to increase, and the application range of tunnel boring machines is being extended to an ever-increasing variety of geotechnical conditions. In order to maintain economic viability and to ensure an environmentally friendly construction process, realistic and reliable numerical models are required in order to make informed decisions during planning and construction. To provide a reliable numerical prognosis, it is necessary to accurately assess and understand the interactions between the components involved in mechanized tunneling with the surrounding site, the ground, and any pre-existing structures. Heterogeneous geological conditions and often only approximated ground parameters create, in contrast to other engineering projects, special demands. This necessitates new insights to new problems that can only be effectively solved through truly interdisciplinary research. To address these challenges, the German Research Foundation (DFG) has established the Collaborative Research Center “Interaction Models for Mechanized Tunneling” (SFB 837) at the Ruhr-University in Bochum in 2010. Collaborative Research Centers are interdisciplinary scientific research groups in which cooperative research is conducted under the umbrella of a central research theme. With a research budget of ca. 10 Million Euros for the second 4-year funding period, and a research team composed of 13 project leaders along with approximately 35 scientific assistants the SFB 837 is currently one of the largest research groups conducting fundamental research in tunneling related topics worldwide.RESEARCH TOPICSThe research topics of the SFB 837 encompass a number of relevant planning and construction related aspects in mechanized tunneling (Figure 1). These research themes are each supported by computational models and laboratory investigations and are all included in an SFB overarching Tunnel Information Model (TIM). Interaction groups integrate and combine the results of different submodels through prototypical cause-and-effect relationships, and through the analysis of the Wehrhahn metro line (WHL) project in Düsseldorf, which has been adopted as the reference project for the SFB 837."

The Wobbler Feeder is a comparatively new materials handling and separating device. It is essentially a materials separating or scalping machine, particularly adaptable to separation of oversize particles from mine-run ore and to the separation of oversize materials from overburden, where the removal of oversize materials is necessary, as is the case in conveyor stripping. In construction, the Wobbler Feeder is simply a set of transverse bars of manganese steel, or other wear-resisting alloy steel, each having an elliptical cross-section with the major axes of adjacent bars displaced by ninety degrees so when rotating in unison, the pre-determined space between the bars remains constant.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. An insufficient hydrologic data base exists for most large and small coal basins in Alaska owing to the lack of need in the past to collect data. The runoff process is insufficiently understood which is complicated by specifically northern phenomenon, and the lack of understanding of hydrologic relationships in permafrost environment. This paper presents an understanding of the hydrologic effects of frozen ground and presents methods by which the influence of surface mining upon the hydrologic balance can be analyzed.

Mr. Chairman, members of SME, and guests It is indeed a pleasure to have the opportunity to appear before this group. The topic of this paper is, "Current Trends in Related Industries and Their Influence on Electric Shovel Design and Size". Before getting into the major items, it is well to point out that this text will deal with loading shovels primarily, since their application is almost universal in major open pit mining operations throughout the world. Related industries influence our design in many ways. For the sake of simplicity, these industries will be broken down into two major categories. The first category to be discussed will include industries that will indirectly influence design and size, while the second category will include industries whose products can directly be incorporated by the engineer in the design of shovels.

Large diameter autogenous and semi-autogenous grinding mills represent the primary thrust of the expanding grinding technology. In spite of initial difficulties, large autogenous and semi-autogenous mills have reached an acceptable level of technology which provides the mineral engineer with a reliable, low cost means of ore comminution. A successful milling installation begins during the design stage of the grinding mill and the plant it is to be installed in. This is particularly true in autogenous and semi-autogenous mills. Critical mill and plant design factors should be considered while the mill and installation are still only ?paper.? Various current liner designs will be discussed ranging from lifter bar/plate to integral types. Modes of operation such as "high-low" will be considered. Liner maintenance procedures ranging from laydown area in plant design, proper mill shutdown methods, to installation and bolt tightening complete the equation to yield optimum performance possible for any particular grinding application. The objective of this paper is to discuss trends in wear materials, designs and operating practices, and provide some guidelines for good practice as we move through the 1980's. We will put together concepts that relate to the designs, materials and applications so that higher performance can be obtained by the operator for his specific application. The concepts are shown as being in series because they are dependent on each other to achieve the desired performance.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

In 1939 the Geological Society of America published a summary of the geology of the ore deposits of the Mississippi Valley region, This volume, edited by E. S. Bastin, contained contributions from the foremost students of the area which described theregionalgeologic setting of the various deposits as wel as the detailed geology as then known. The various ideas as to the origin of the ores were discussed with the general, though not unanimous, conclusion that the deposits were hydrothermal products, Only those deposits in the immediate Mississippi Valley area were considered without any attempt to introduce evidence from other districts generally accepted as being of the "Mississippi Valley type." Since 1939, much new information has come from extended studies of two of the important districts described in the 1939 report andimportant extensions of the known ore have been found. Likewise, concentrated geologic efforts have been fruitful in severa "Mississippi Valley type" districts - both U. S. andforeign - not treated in the 939 paper. The wealth of new field information on the structural and stratigraphic relations of this interesting ore type, coupled with the results of theoretical and laboratory studies of the past 18 years, makes desirable a review of our present knowledge and interpretation of these important deposits which for many years have yielded over 20 percent of the world's annual production of lead and zinc, together with large amounts of fluorspar and barite. No restatement of the details of the geologic evidence willbe attempted here; the interested student is referred to the papers cited. Slide No. 1 shows the distribution around the world of the deposits under consideration. A principal thesis of my remarks is that there is so much similarity in all these deposits that it seems necessary for all of them to have had a similar mode of origin, whatever that may be. Variations in the shape, size and mineralogy of the orebodies give each district some individuality, but there are enough of the "typical" characteristics present in all cases to make classification in the "Mississippi Valley type" agreeableto most geologists. Thus the overall process giving rise to the ore solutions surely was the same for all in the group. Either they all have igneous affiliations or they all do not. Acknowledgment of this kinship between deposits in the various districts offers many advantages in trying to arrive at a decision as to just what the origin may have been, for the amount of guiding and limiting evidence which must fit into the hypothesis is greatly increased over that available in any one district, To a certain extent this was recognized by the authors of Special Paper 24 in treating all of the immediate Mississippi Valley areas together; by expanding the consideration to include ore deposits of this type all over the world the changes of success, i.e., arriving at the correct answer, are improved several fold. Since most of these districts are quite simple structurally, a number of hypotheses might fit the facts in any one of them, but if the facts to be met can safely be drawn from all the districts, then the explanations which will fit all the data are much less numerous. One purpose of this paper is to call attention to the field facts that have been reported from the .various areas which seem to have an important bearing on the kind of ore fluid that was responsible for the ore and on the way it circulated.

Modern ash handling systems exist in considerable numbers and a great deal of design and operating experience has been accumulated, It is the endeavor of this paper to point to a number of frequently recurring problems, A general appreciation of these problems will be helpful in both design and operation of systems. The light fly ash and the heavy bottom ash present different problems, and each will therefore be treated separately. Fly ash is collected in the ducting from the furnace to the stack and beneath the mechanical and electrostatic dust collectors. The greatest amount of dust is collected beneath the mechanicals and electrostatics. Hoppers are generally provided as integral parts of the collector. Suitable valves and piping are connected to these hoppers for removal of the dust. The size and shape of these hoppers are important factors in determining frequency of handling and the capacity of the system.

During the last decade various modifications of room and pillar and sub-level methods have been tried in an effort to eliminate gob-fires, dangers from roof falls, surface subsidence and to increase efficiency of extraction in the Armutcuk Mine, Turkey. It was eventually decided that the most likely system to give maximum benefits in view of existing geological conditions and coal seam characteristics was a system of cut-and-fill stoping employing hydraulic stowing. This paper has attempted to examine the trends of working techniques of hydraulic stowing. In addition, the results achieved and technical problems involved are discussed.

"In mechanized tunneling the annular gap between the segmental lining and the surrounding soil caused by tunnel driving, must be backfilled almost instantaneously with an adequate grouting mortar. The objective of this research is to perform a fully three dimensional modeled parametric study using FLAC 3D and evaluate the effects of backfill grouting on the tunneling performance. The research focuses on comparisons between different injection materials and state-of-the-art Bi-Component grout and their effects on the settlements on the surface. The research consists of testing a regular situation of tunnel excavation using a shielded machine with face under pressure. The tunnel dimensions and the soil properties are selected as close as possible to the reality and based on Turin Metro case. 1 INTRODUCTION Excavation of tunnels in urban areas can induce ground movements, which have negative effects on existing structures. In such scenarios, shield tunneling has become a well-accepted construction method in various ground conditions. It is characterized by relatively complex interactions between the soil, the tunnel boring machine (TBM) itself, the tunnel lining and the tail void grout. The problem to control the settlement depends on the face pressure, ground properties and back filling procedure and material of the tail void. The face pressure acts against the front to guarantee the face stability. In case of EPB TBMs the stability of the tunnel face is ensured through the excavated soil itself, which is conditioned and is maintained in compressed state within the excavation chamber. When excavating with TBMs a tail void is created between ground and the lining (Fig.1) after the TBM excavation and ring assembly that must be backfilled instantaneously by injecting the backfill material through the TBM’s tail shield. The process is of primary importance as it reduces the surface settlements and creates an immediate link between the ground and lining, sealing against ground water and leakage, reducing the differential movements between segments and providing long-term stability. The most used backfilling materials are: Inert mixtures that do not contain cement instead sometimes they are replaced by fly ash or other substitutes. A typical design of an inert mortar consists of sand, fly ash, bentonite and water. Pea gravel, which is constituted of granular materials with grain size ranging from 8 to 12 mm. This mixture is highly recommended for tunnels being constructed in rock mass with little deformation rates.Cement mortar is composed of cement, water, aggregates and sometimes bentonite. Cement controls the principle mechanical property of the mix, which can reach high values of 15-20 MPa in 28 days. The aggregates contribute towards the shear strength and reduce the pumpablity of the mix (Thewes and Budach, 2009). The reduced active systems have a cement content of 50-100 kg/m3, whereas the active system the binder component derives full hydration with cement content of over 200 kg/m3 ."

Application of an SEM-based methodology suggests a reason for past contradictory results on the relationship between quartz and coal workers' pneumoconiosis (CWP). Results indicate that coal seams with the same bulk analysis of quartz have different amounts of surface-available quartz. Our research shows that the amounts of pure and surface-available quartz in a respirable dust vary directly with the rank of a coal seam, except in the case where rock materials are mined. The estimated amount of surface- available quartz therefore provides a measure of the quartz-related fibrogenic potential of a respirable dust.
