The indicator random function formalism allows a common coding of hard numerical data, constraint intervals, and soft qualitative information as prior probability distributions. The soft kriging algorithm allows interpolating these priors into posterior probability distributions of the unknown. The curse of ?negative kriged grades? is solved. The consideration of additional soft information, whenever deemed necessary, becomes possible within the framework of well-proven kriging techniques.

Each mining operation is unique in some aspect ownership; ore body location, size, geometry, grade, mineralogy, hydrology, or geotechnical parameters; or constraints such as environmental regulations. However, all mining operations are alike in one aspect; the prime objective of any mining project is to maximize the return on the investment. This is the golden rule, or in the language of mining, the investor?s law of conservation. A mineral resource, by definition, does not become a minable reserve unless the mineral or minerals can be extracted economically (and legally). The three preceding sections have covered the various types of surface mining options. The choice of the most economic method is dictated primarily by the type of de-posit to be mined, the mining rate, and the physical characteristics of the deposit.

In the aftermath of the September 11th attack on the World Trade Center, groundwater control was of immediate concern. Water in?ow from the adjacent Hudson River through the compromised slurry wall ‘bathtub’ surrounding the site, ruptured water and sewer mains, and saturation from fire hoses all contributed to an already critical situation, further hampering the recovery and rehabilitation effort. An extensive pumping and deep well installation program was initiated, focused on reducing the hydrostatic loading to the severely damaged perimeter slurry wall.

The study of soft soil (wastes above the rock bed) an issue of great importance in civil engineering, is usually addressed by drilling boreholes. This method is rather expensive and time-consuming and although the information obtained is usually accurate, on the other hand it is much localized. Recently published researches have demonstrated the ability of the combination of geophysical exploration methods to estimate the thickness of deposited wastes, which provides the layered structure of the study area and certain, method depended, mechanical parameters as well. By theory, the frequency of resonance of an upper layer is a function of its thickness and the average shear velocity in it. Furthermore, the application of H/V spectral ratios of micro-tremors is a fast, straight forward and cost effective methodology, yielding the determination of the main resonant frequency of the soil. Based on this framework, 20 microtremor measurements have been carried out in a Landfill in Heraklion-Crete. Some of these measurements were deliberately close to drilled sites, where the basement had been reached. Three electrical resistivity tomographies were also used, in order to define the landfill structure such as, thickness, determination of different wastes distribution in the study area and other parameters. In addition, estimation of predictive Vs using empirical relationship between shear velocity and penetration resistance (SPT?s) were also conducted. Knowing the thickness and the resonant frequency, we estimated the shear (Vs) velocity of the waste cover. The final Vs model was confirmed using the results from the Vs-SPT correlation. The combinative implementation of the above mentioned geophysical and geotechnical methods have successfully defined geometrical and geotechnical/geophysical characteristics of the area under investigation in a fast and cost effective way.

The Lucerne Valley limestone mining district is in the San Bernardino Mountains, one of the major ranges in the Transverse Range Province of southern California. Several large limestone mining operations are present along the north range front in Lucerne Valley, and the area is one of the premier limestone mining districts in the country. Resources are contained in Paleozoic carbonate rocks that are part of a thick late Precambrian and Paleozoic sequence that uncomformably overlies crystalline basement. The district has been affected by multiple episodes of metamorphism and deformation, as well as by a complex sequence of late Cenozoic structural events. Detailed studies, however, have demonstrated that these rocks can be divided into formations correlatable with late Precambrian to Permian strata of the Cordilleran miogeocline. The district is the leading producer of white, high-purity calcium-carbonate products in western North America. Pluess-Staufer (California) Inc. mines and processes high-purity white limestone from extensive deposits, and is one of the largest producers of high-quality limestone fillers and extenders in the western United States. Major factors influencing the genesis of economic carbonate deposits in the district include depositional environment, post-depositional processes such as diagenesis, dolomitization and/or silicification, regional and/or contact metamorphism and associated intrusive activity, faulting, folding, uplift and erosion, and preservation from erosion. Regional geologic studies, detailed geologic mapping, intimate knowledge of stratigraphy, and recognition of complex structural relationships have proven to be invaluable tools in the discovery of high quality calcium carbonate deposits in the district.

INTRODUCTION Increasing a miner's chance of surviving a disaster requires advance planning for emergencies, adequate training of personnel, and the provision of proper survival equipment. It is extremely important that fires and toxic gases be detected early, and that warning systems such as stench, audible and visual alarms, and communications systems be provided to allow timely escape. However, situations do occur where timely warning is not provided and immediate escape is not possible, regardless of the precautions that are taken. Under such circumstances, a combination of new per¬sonal protective devices and old techniques can provide protection that is adequate to save a miner's life. SELF-RESCUE EQUIPMENT Self-rescuers are devices which provide a short-term supply of respirable air under the potentially lethal con¬ditions following a mine disaster. Functioning either as filtration devices for the elimination of carbon monoxide (CO) or as oxygen supplies, self-rescuers allow an endangered miner a limited amount of time in which to effect an escape or reach a place of temporary safety. Carbon-Monoxide Self-Rescuers For almost 50 years, filtration self-rescuers have protected miners' lives following explosions or fires. Designed to eliminate carbon monoxide from inhaled air, the first of these devices was approved in the 1920s and has evolved into the two units that are approved today-the Mine Safety Appliance (MSA) W-65 and the Draeger 810. Both of these units rely on the cata¬lytic conversion of very toxic carbon monoxide to rela¬tively safe levels of carbon dioxide (CO,). As shown in Figs. 1 and 2, both of these filtration self-rescuers operate in the same manner. On inhalation, the mine air passes through both coarse and fine filters that remove the dust, preventing the dust from coating the chemical beds or entering the miner's mouth. The air then passes over a drying agent that removes water vapor; this is required to prevent the water vapor from poisoning the catalyst. Subsequently, the dried air passes over the Hopcalite catalyst, where carbon monoxide is converted to carbon dioxide. Then, the air passes through a heat exchanger that reduces the temperature of the inhaled air. Finally, the air is inhaled by the user. Air exhaled by the user passes through the heat ex¬changer and exits the device through an expiratory valve. Both units of this type are subject to certain limita¬tions: 1) The units do not protect the user against oxygen¬deficient air; when air is inhaled through this type of self-rescuer, the device only removes the carbon mon¬oxide. If the mine air contains less than 15% oxygen, anoxia is inevitable. Symptoms of anoxia include dizzi¬ness, shortness of breath, quickened pulse, and deeper and more rapid respiration while the victim is at rest. During heavy exertion such as would be expected dur¬ ing escape efforts, a 15% oxygen level can cause loss of consciousness. 2) The units do not protect against excessive levels of carbon dioxide. Available data on carbon monoxide and carbon dioxide concentrations following explosions or fires are limited, but there are indications that the carbon monoxide concentration can rise to 2% and the carbon dioxide concentration can reach 5 or 6% of the mine air (by volume). In some situations, the in¬haled air could contain up to 6 or 7% carbon dioxide. At a carbon dioxide concentration higher than 2%, breathing patterns can be affected adversely. At a con¬centration of 6 or 7%, the effects include severe respira¬tory distress, with unconsciousness resulting from exer¬tion such as that needed for escape activities. 3) The units do not protect against high inhalation temperatures. The catalytic oxidation of carbon mon¬oxide to carbon dioxide is an exothermic reaction that evolves a large amount of heat. As the carbon monoxide concentration increases, the temperature of the inhaled air also increases. Available data show that above 1.5% carbon monoxide, the air inhaled through some self¬rescuers can be as high as 90°C (194°F). At those

The nature of industry structure is examined and the structure of the aluminum, copper, lead and zinc industries are described by the use of factor analysis. Capacity is defined and the relationship between industry structure and capacity utilization is examined. It is demonstrated that excess capacity is possible in industries with competitive or monopolistic characteristics, but the effects of the overcapacity are vastly different in the two cases. In a competitive industry, cycles of overcapacity with attendant fluctuating prices are expected. A change in industry structure from monopolistic to competitive characteristics over time causes profits and economic rents to be transferred from the producer to consumers of the mineral.

Capital and energy are the dominant cost factors in nickel production from laterites. Since the 1973 energy crisis, pyrometallurgical developments have been oriented towards lower cost sources of energy and higher grade ores and hydrometallurgy towards higher recoveries and greater flexibility in types of ores treated. Energy recuperation offers some potential, but at a price. 'The lower energy acid leaching process is indicated to have the greatest potential, particularly with its inherently high cobalt recovery.

Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.

Large-scale use of CCBs in mine environments involves filling surface and underground coal mines with ash to address hydraulic problems, AMD, backfilling and subsidence. The environmental risk of land filling CCBs is generally evaluated by the Toxic Characteristics Leaching Procedure (TCLP) or the Synthetic Precipitation Leaching Procedure (SPLP). However, there is doubt regarding the applicability of these tests to long-term CCBs leaching behavior in groundwater associated with coal mines. The Mine Water Leaching Procedure (MWLP) was developed to provide a site specific risk assessment tool. The MWL Pprocedure is presented in this paper and compared with TCLP as a study.

This paper reviews the postwar changes that have occurred in the expenditure and financial behavior of mineral corporations, and in particular the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample in Section I, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail in Section II. Section III formulates an econometric model of mineral corporate financial behavior which is then estimated and reviewed in Section IV. Section V discusses policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector. Finally, the optimum financial structure of mining firms is discussed in Section VI, which analyzes the effect of corporate financial structure on the mining corporations' average Cost of capital.

Retech's Plasma Arc Centrifugal Treatment (PACT) system is a thermal technology that uses heat generated by a plasma torch to treat hazardous waste containing metals and/or organics. Metal bearing solids and soil are melted by the process, and organic contaminants are thermally destroyed. The molten material forms a hard, glass-like leach resistant mass after cooling in a mold. This paper discusses plasma processing in general and presents some results of treating mineral processing wastes using the plasma arc centrifugal treatment process.

INTRODUCTION Uranium mine inspection in Canada forms one element of the enforcement of the Atomic Energy Control Act; it is under this Act that all Canadian uranium mines and mills are licensed to operate. Inspection duties are carried out by a small core staff of federal government inspectors (working for the Atomic Energy Control Board (AECB)) largely supplemented by provincial mine inspectors working on behalf of the AECB. Unlike most resource extraction in Canada, uranium mining is under federal jurisdiction and consequently it was the AECB who decided in 1975 that changes in the Canadian uranium mining industry, particularly its expansion and the expanding role of the mine inspector in the limiting of exposures, warranted the offering of a special radiation protection training course. The Uranium Mine Inspector Training Course (UMITC) was first conducted in 1976 at the Elliot Lake Centre in Elliot Lake, Ontario. Subscription for the course was not limited to mine inspectors to enable union stewards, management personnel and provincial/federal labour inspectors to attend. This paper will present an outline of the course content, the format of its presentation and non-curriculum aspects of running a course of this type in uranium-producing community. The core lecturers for UMITC are drawn from the Radiation Protection and Uranium Mine Divisions of the AECB. In addition, guest lecturers are invited from universities and medical research centres together with industry professionals and government researchers. In all some twenty-four plus presentations are made over the first five days of lectures. The program topic areas, hazards, controls, measurements, record-keeping and health effects are preceded by an intensive half-day session on radiation fundamentals. TOPICS Hazards [Dust] A review of the dynamics of airborne particles including the effects of particle size, gravity and wake-turbulence on the behaviour of dust clouds. Associated topics are migrational aspects of dust particles and specific dust-generating mine operations. [Radiation] Canadian uranium mines are increasingly diverse in nature ranging from large scale low-grade underground operations in Elliot Lake to smaller high-grade open pits in Saskatchewan. Papers are presented on assessments of internal and external exposure, the metabolic pathways of ingested or inhaled radiation and the specifics of mine and mill hazards. Radiation hazards are further broken down into gamma surveys of uranium mines, radon daughter concentrations and problem areas. Controls The relationship between mining methods and the operating environment is critically important to ensuring safe working conditions. This refers to both the selection of machinery/devices, etc., and to engineering controls which are instituted to remedy problems created by new technology. UMITC examines a number of possible mining techniques, their criteria for selection and impact on the working environment. Control measures, ventilation practices and design, the need for continuous water misting and special open-pit precautions are presented. These lectures frequently conclude with suggestions for better operating guidelines for mine ventilation systems and the need for greater co-operation between the ventilation department and the underground crews. Measurements Uranium mining regulations stress the need for a high standard of exposure monitoring, statistical planning and record-keeping. [Statistics] Although many course participants are well versed in statistics, certain fundamentals are repeated and include, the concepts of mean, variance, standard deviation and standard deviation of the mean. Confidence levels, decision-making based on sample statistics and statistical records are also discussed. [Dust Measurement] Dust measurement is particularly critical in the mines where the high silica content of the ore body, such as those at Elliot Lake, results in the continuous generation of dust. Sampling practices, filtration, impaction, thermal impaction and electrostatic precipitation are explained together with the methods of counting samples to determine free silica. Konimetric and gravimetric techniques for dust sampling are compared and contrasted. [Radiation Measurements] Both collective and personal dosimetry systems are used in the Canadian uranium mining industry and lectures are presented on each. Techniques and possible sources of error are discussed for a variety of radon and radon daughter measurement methods - Lucas method, Tsivoglou and modified Tsivoglou, Kusnetz, Rolle. Instant working level meters and personal alpha dosimeters are explained in terms of calibration, maintenance, readout and estimation of accuracy. Widespread high-calcium limestones in New Mexico region are low -in magnesium, but some units include shale interbeds deleterious for sulfur removal usage. Thick limestones in Mississippian Escabrosa, Lake Valley, and Leadville, Pennsylvanian Madera and Hermosa, Pennsylvanian-Permian Horquilla, Permian Hueco and Capitan, Cretaceous U-Bar, and some Cenozoic travertines are high-calcium units. Significant outcrops are in mountains of southwestern, south-central, central, southeastern and north-central New Mexico, southeastern Arizona, southwestern Colorado, and northwestern Chihuahua. Coal-fired powerplants are mainly in northwestern New Mexico and eastern Arizona, thus transport is mainly by railroad.

INTRODUCTION Tunneling machines were introduced into civil con¬struction in the 1800s, but their practical applications were not realized fully until the 1950s. As of 1977, tunneling machines were being used on most tunneling projects of substantial size. As in civil construction, the mining applications of tunneling machines have included long drives such as tunneling for long ore-body develop¬ment drifts, long haulage tunnels, longwall access drifts, and long crosscut developments. Tunneling machines ranging from 1.75-m (5.7-ft) to more than I1.0-m (36-ft) diam are available from several manufacturers; machines for mining applications generally have ranged between 1.75 and 6.0-m (5.7¬and 20.0-ft) diam. Tunneling machines usually operate at or near horizontal grades and are supported by a rail-haulage backup system. However, declines and inclines have been made using alternative backup equip¬ment. Either circular or shaped tunnels may be bored, depending upon the particular equipment used. Using tunneling machines to bore openings through rock offers several advantages over the use of the drilling and blasting technique. These advantages include a rapid advance, continuous operation, uniformity of the opening size, smooth walls, and safe working conditions. Compared to drilling and blasting, boring reduces the disturbance of adjacent rock, thereby reducing the ground-support requirements and the exposure to water inflows. The smooth walls provide natural arching and present minimum resistance to the flow of air. A tunneling machine should be considered a spe¬cialized mining tool that is well-suited to certain mining applications. Properly applied and sustained, a tunnel¬ing machine contributes to realizing substantial econo¬mies in the development of underground mines. All costs herein are expressed in 1977 US dollars, unless otherwise noted. The mention of trade names and manufacturers is not intended to imply an endorse¬ment of any specific equipment. TYPES OF TUNNELING MACHINES As listed in Table 1, five principal types of tunneling machines were being manufactured in 1977. Each type of machine offers a special solution to a specific mining problem. Although each of these types of machines is described herein, most of this chapter is devoted to the full-face rotary rock-tunneling machine that has demon¬strated the greatest production in both civil construction and mining applications. Full-Face Rotary Rock-Tunneling Machines As shown in Fig. 1, a full-face rotary rock-tunneling machine consists of a rotating head that is fitted with rock-cutting tools and is forced into the tunnel face. This head is supported by a bearing on a structural support member that, in turn, is held in place by a hydraulically positioned wall-gripping mechanism. Both torque and thrust are reacted from the cutterhead, through the structural support and gripper mechanism, and to the tunnel wall. The rock cuttings fall to the invert at the tunnel face, and they are removed by means of cutterhead buckets or scoops that transfer the cuttings to a conveyor belt. After advancing the cutter¬head through a preset boring stroke, the tunneling machine is advanced by hydraulically pulling the gripper mechanism in from the tunnel walls, stroking forward, and resetting the gripper to the new forward position on the wall; the machine then is set for the next advance stroke. Full-face machines cut only circular openings. Ma¬chines with diameters as small as 1.8 m (6 ft) and as large as 6.1 m (20 ft) have been used in mining applica¬tions, excavating rock with unconfined compressive strengths in excess of 276 000 kPa (40,000 psi). Although special machines have been designed to turn on a radius of 30 m (100 ft) in both horizontal and vertical directions, the conveyors and backup sup¬port equipment generally limit tunneling machines to turns with a radius of more than 60 m (200 ft). The full-face rotary rock-tunneling machines have provided the fastest and most reliable production of any mining method or machine. These machines can be equipped to place any of a variety of ground-support systems, and they can be provided as "open" machines, as shown in Fig. 1, or as "shielded" machines, as shown in Fig. 2. The open machines have the advantage of allowing the ground to be supported as near to the tunnel face as possible. The shielded machines have been designed principally to allow placing precast con¬crete segments. The shielded machines completely pro¬tect the equipment and personnel at the heading, but they are economically limited to permanent long-life haulageways where full lining is required. Partial-Face Rotary Rock-Tunneling Machines As shown in Fig. 3, the partial-face rotary tunneling machine is equipped with a cutterhead that rotates slowly at about 0.21 rad/s (2.0 rpm). The single-disk cutterhead produces the tunnel section shown in Fig. 4 by means of an oscillating motion. These machines work on the undercutting principle, and they are avail¬able in spring-line dimensional increments of 0.1 m (0.32 ft) from 1.5 to 2.1 m (5.0 to 7.0 ft); the vertical dimensions are 2.4 to 3.2 m (8.0 to 10.5 ft), respec¬tively. Depending upon the tunnel width, the cutterhead disk may be fitted with from 8 to 16 drag-bit cutters. Penetration is achieved by means of hydraulic rams that force the tungsten-carbide bits into the rock mass. The operation is cyclic, with cutting occurring only on the upstroke. On the downstroke, the rotating cutter¬head draws the fallen muck from the invert into the panzer-type conveyor for rearward transfer. This feature allows time to either reposition ore cars or to exit the tunnel with muck trains while the machine is cutting, as shown in Fig. 5. The Jewett mine is a surface mine in central Texas, producing about 8,000,000 tons/year of lignite. The mine covers 46,000 acres of land. Approximately 430 people are employed by Northwestern Resources Company and through their efforts, the Jewett Mine is one of the most productive mining operations in the country. The Jewett Mine utilizes a unique structure of staff to convert Operations Research into plans which can be implemented at the "front line" level of the Operations Team. This planning not only makes the mine cost effective and efficient, but promotes creativity in mining, which promotes ongoing research to lower the cost of mining.

The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries' investment and production costs during the period studied.
