Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43'S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. The distribution of mineralization within the ore body is variable, but can be considered as generally high grade at or just above the basement contact and diminishing towards the upper reaches of the ore body. The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (K. McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project will be completed in early 1998.

Mining companies and governments at both the local and national levels recognize that Participatory Environmental Monitoring and Surveillance Committees (PEMSC) are necessary mechanisms for meaningful engagement at the community level. In many cases, PEMSCs are established as volunteer initiatives by mining companies or by the mining communities themselves. In Peru however, they can also be recommended by the government as way to address social conflict. Most PEMSCs are launched while a mine is in operation and have the objective of monitoring both water quality and quantity. Many established committees are currently evolving and adopting a more comprehensive approach, as well as expanding their initial scope from a river or micro-basin focus and watchdog agenda, to a broader regional integrated resources management view. This paper examines the origins of Participatory Environmental Monitoring and Surveillance Committees in Peru. It also discusses the typology of these committees, and the scope of their work. Furthermore, it looks at the challenges faced by these committees, as well as existing opportunities for mining companies, governments, and civil society. Finally, this study presents a governance model that could contribute to the long-term existence of these committees. This discussion is further informed by the results of a national workshop that took place in October 2016 in Peru, in which over 200 representatives from 22 monitoring committees, government and mining companies participated.

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A. A relatively large sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B. When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves. C. Values are usually erratically distributed within the gravel mass. Therefore, some placers with a more uniform value distribution may be adequately assessed with a minimum number of samples whereas a deposit with a highly erratic distribution of values may not be adequately sampled regardless of how many samples are taken. D. The investigation of a placer deposit should be made by, or be under the direction of, a person experienced in the art of placer sampling. F) During a sampling program, items that must be observed and noted in addition to the sample size and valuable mineral content should include boulder size and number, clay content, bedrock conditions, water, frozen ground, false bedrock, and any other physical characteristics that would affect mining of the deposit.

Pastefill is being increasingly considered as a viable fill by underground mine operators. Mount Isa Mines (MIM) chose pastefill to fill their deep copper mine (>1200m deep) after considering various other types of fill in the feasibility studies. During the development of pastefill at Mount Isa (1996 - to date) the Mining research of MIM developed two cost effective, reliable and simple testing methods and used. With the help of these tests the behaviour of MIM pastefill was studied thoroughly and the most optimum mix design for pastefill was achieved. The MIM's pastefill plant, the largest in the world with a capacity of 450rph continuous pastefill production and unique in the process used, has been built (1998-1999) to produce pastefill to the specification developed through extensive testing program using the Flow Cone and Mini Slump cone Tests. As a consequence, it is now possible to select the optimum pastefill mix designs and predict their flow behaviour in bore holes or pipe lines using only these tests. MIM Blended Tailings Pastefill (BTPF) uses 3-3.55 Portland cement and the cost of pastefill is much lower than the total tailings pastefill, that could be produced from the same tailings.

After the war that was nearing an end In early 1945, regular consulting work for Bralorne, the Bradleys, Pennsalt Chemical Co., and a directorship and occasional consulting for Homestake Mining Co. made it almost certain that in spite of my 61 years I would have enough work to feed my family. But this routine work would not provide enough income to lay up funds for the inevitable future when I could no longer do arduous work. And it would not give me the adventure that had first lured me into mining. Therefore I was greatly relieved as well as pleased when, in the 18 months from April 1945 to November 1946, I was asked to make three of the most adventurous as well as profitable examinations that ever came my way. Pati[n]o Mines, Bolivia The first of the exciting jobs was an examination of the Pati[n]o tin mines in Bolivia. After I had unsuccessfully tried to induce Anaconda to purchase these mines In 1915, the World War I crisis that had forced the half-Indian accountant to try to sell the mines had come to an end. The European market for tin improved dramatically, and "Don Simon" was able to borrow money for expenses while the concentrates were still In Bolivia. He took advantage of the favorable conditions by buying adjacent properties and increasing development work until his Bolivian tin mines were the greatest in the world. And his daughter had marled the French Count de Boisrouvain and was cutting a swath In high International society. Pati[n]o wanted to get rid of the drudgery of running a complicated mining Industry in a remote area In Bolivia when the fleshpots of Paris were much more seductive. An added incentive was the fact that his miners had become unruly and had even threatened his 11fe.

The US Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu codeposited. Decreasing Cu codeposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A h/150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 msecs. Graphite, lead and stainless steel were evaluated as electrode materials. Square wave electrowinning at 70°C (158° F) gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10% to 30%, and a period of 100 msecs to 1000 msecs gave the following results: Ag concentrations decreased from 34 µg/mL to 0.1 µg/mL. Au concentrations decreased from 54 µg/mL to 0.2 µg/mL and Cu concentrations remained almost constant at 560 µg/mL.

The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. During the summer and fall of 1973 a series of Skylab and high-altitude aircraft overflights provided excellent hard-copy photographs of the Great Basin. These photographs, with a wide range of ground resolution were used by the NASA Project of the University of Nevada, Reno, to conduct specific geologic studies. The principal objectives of these studies were to: select individual areas covered by Skylab photography for detailed studies, develop mapping techniques using varied film-filter products with a wide range of ground resolution, compare the results of the mapping techniques to existing geologic maps at comparable scales, verify the results wherever possible by direct field observations. These studies were conducted by Jack Quade and Dennis Trexler and by graduates and undergraduates of the Reno campus under a contract with the Manned Spacecraft Center Houston, Texas.

Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

For the year 1985, the U.S. coal industry produced 881 million tons of bituminous coal and lignite. Domestic consumption amounted to 814 million tons. The electric utilities consumed 689 million tons, almost 85 percent of total consumption, over 78 percent of production. In May, 1986, the NCA forecast that with moderate growth rate averaging 1.9% per year from 1985 through the year 2000, production could reach 1,176 billion tons and domestic consumption 1079 billion. The estimate for electric utilities indicate 924 million tons for the year of 2000, about the same percentage of production and consumption as now experienced. Before we consider the main topic of this paper, the cost of using high sulfur coal, let us examine the coal use patterns of the last 25 years, the changes in those patterns and consider the reasons for those changes. Table I shows those changes.

Developing a mining venture in a foreign country, particularly in South Africa, can be a real challenge to those involved in the operation. The mining division of Southland Energy Corp. was asked to offer consultative support to the New Union Gold Mine, located in the Giyani District, Transvaal, Republic of South Africa, to aid in their expansion from an approximately 65 tonne per day exploration- exploitation project into a full scale mining operation of 300 tpd by January, 1987 with further expansion to 600 tpd by mid-year. This paper ad- dresses the development of the expansion plans, which are presently being implemented. History. Located in the Northern Transvaal, Republic of South Africa, the New Union Gold Mine is part of what is known as the Klein Letaba gold fields. Gold prospecting in the Klein Letaba gold field area dates back to the earliest years of European prospecting activities in the Transvaal where, reportedly, gold was discovered as early as 1887 (figure 1). The claims com- prising the present New Union Gold Mine have been explored by a number of individuals and relatively small mining groups since the early 1930's. The work done by these entities was aimed at recovering as much gold as possible in the quickest and cheapest manner possible and, as a result, the area was not explored in a systematic fashion. The long-term potential of the area, therefore, was not known until very recently.

Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.

It has often seemed to me that people are too prone to turn to new and untried materials in an effort to solve their problems, without giving sufficient consideration to the old stand-bys, except as a last resort, It?s a little like middle-aged men who are swept off their feet by the fresh beauty of a young girl without first considering the many advantages that a more mature woman has to offer. Maybe it?s because, like the older woman, the older materials have to make a determined effort to keep themselves looking young and attractive. T at?s just about the situation with which the lead industry is laced. We have to make a determined effort to keep lead looking young and attractive to industry. However, there is one difference and it is important, Lead can not only be kept looking young, but it can, in fact, actually be kept young, This results from two things. First, industry and technology are constantly changing. For example, we have known for years that the density of lead makes it ideal to stop gamma rays, but it is only recently that atomic fission as a source of gamma radiation has become an important tool of industry, That makes old knowledge about lead useful in developing a new market for it.

The Bureau of Mines is glad to have this opportunity to discuss its present Coal Research Program and its significance to the industry with a group which has for many years been representative of the coal producing community. We believe we have a dynamic program that will help our vast coal resources to find their proper place in the U. S, economy. The present coal research activities of the Bureau are conducted in three organizational subdivisions: Minerals Research, Mineral Resource Development, and Health and Safety. All investigations are carried out in Bureau research facilities located in different sections of the country, Since its creation by the Organic Act of 1910 and subsequent amendments, the Bureau has worked closely with the coal industry--first by providing assistance in mine safety for anthracite and bituminous coal mining, and since that time, in providing information on conservation, safety, mining, preparation, and utilization.
