"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

With silica making up more than 27% of the earth's crust, its oxides amounting to more than 59% of the igneous rocks and quartz the most prevalent of the main free oxides, it follows that the mining engineer' is in constant contact with quartz, mainly as a gangue material to be removed as completely and economically as possible and sometimes as a valuable mineral to be purified' for the chemical,, ceramic or glass industries. Water scarcity under desert or semi-arid conditions, dwindling water supplies and difficulties of wet waste disposal in many locations and trouble from freezing in arctic locations make dry benefication more and more desirable. Advances made during the last few years in apparatus and methods and a steadily increasing knowledge of solid state physics are widening the field open to the economical application of electrostatic separation.

Gentlemen: I am pleased and regard it as a priviledge to give you a report on rapid roadheading with heading machines in the coal mining industry of Western Germany. Importance of Heading Operations in the West German Coal Mining Industry Every year about 770 km of headings are driven In the seams of the West German coal mines, most of them gate roads, the rest rise headings, to open new faces. In thick seams the heading operations are carried out entirely in the coal, in thin seams the country rock has to be ripped. The total length of 770 km corresponds to a rock volume of roughly 9.5 million m3; this figure underlines the importance of the heading operations in the coal mining industry of our country.

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). Dewatering of ultra-fine clean coal slurry to a low moisture level of20 percent is difficult using the conventional techniques. A novel approach, which utilized mixing of fibrous waste material, such as paper, carpet and wood, with coal slurry prior to dewatering was developed. It was found that addition of about 10 Kg/t of carpet fibers or 5 Kg/t of raw paper pulp lowered the filter cake moisture from 22.5 to 18 percent. The compressive strength of the filter cake improved from 0 to 4.5 Kglcm2 and impact resistance from 0 to 4. The experimental data indicated that the handling character of the dewatered fine coal was improved significantly.

Recent research has demonstrated the utility of the FTIRIIRS adsorption density equation for in-situ study of surfactant adsorption phenomena at the surfaces of reactive internal reflection elements (IREs). The FTIR/IRS adsorption density equation is given by (formula) where r is the adsorption density, A/N is the absorbance per reflection, e is the integrated molar absorptivity, 4 is the bulk concentration of the surfactant, d. is the effective thickness, and dP is the depth of penetration. Previously, the validity of the adsorption density equation had been confirmed only from solution depletion measurements with high surface area powders. Now, FTIR/IRS studies of Langmuir-Blodgett (LB) monolayer films of fatty acid transferred to the surface of a calcium fluorite IRE .clearly validate the reliability of the FTIR/IRS adsorption density equation for quantitative analysis of surfactant adsorption. In addition, it was confirmed from the observed absorption band at 1550 cm-1 that the first monolayer of the transferred fatty acid chemisorbs at the surface of fluorite.

A five-year effort by the ASTM subcommittee E10.14 on Uranium Resource Evaluation has culminated in the approval of E901-82, Classification System for Uranium Resources. The standard classification was prepared with participation of representatives from the Dept. of Energy, the Dept. of Interior's Geological Survey and Bureau of Mines, utilities, and consultants. The classification of a resource is based on level of knowledge and the economic producibility of the resource at a given time. Alpha-numeric identifiers are used rather than words to avoid confusion with existing terms, definitions, and classifications. An effort is underway to develop estimation criteria to guide users in classifying a resource according to the above format.

Manganese is about twelfth in the list of the most abundant elements in the earth's crust (Reidies, 1981). More than 150 known minerals contain manganese as an essential constituent (Mellor, 1932). In general, ores containing at least 35%Mn are classified as manganese ores, ores with 10-35%Mn are called ferroginous manganese ores, and ores containing 5-10%Mn are known as manganiferrous ores. One very important class of manganiferrous ores are manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the Western United States. Silver is very often associated with manganese oxides which in some ore deposits are dispersed through calcite, causing the black color of the host rock, which is known as black calcite. Black calcites can occur in carbonate rocks (10-1500oz Ag/ton) and in volcanic rocks (less than 1.0oz Ag/ton).

Oil based drilling fluids utilize a number of industrial mineral products to accomplish oil and gas drilling in several environments where water based drilling fluids are less effective or inappropriate. These industrial minerals include: organically modified bentonite, organically modified lignite, barite, hematite, mica, calcium chloride and other salts. A variety of organic products are also utilized in oil based drilling fluid formulations. Oil based drilling fluids are preferred in several drilling situations because: they can be used to drill through water sensitive formations; they produce holes that are very close to the drill bit gauge; they exhibit high temperature stability; they are more environmentally acceptable; they minimize producing formation damage; they provide faster drilling rates when used with new polycrystalline diamond drill bits; they minimize pipe sticking and lost rig time.

Two major Inco matte constituents, chalcocite and heazlewoodite, are separated by differential flotation with diphenylguanidine as collector. A new reagent system involving the use of dextrin as a modifying agent which provides better selectivity has been studied for the last three years. Adsorption tests reveal that while dextrin exhibits high affinity towards heazlewoodite, the adsorption isotherm for dextrin on chalcocite shows only weak interactions. Our electrokinetic measurements confirm such conclusions. Since dextrin interaction with solid surfaces seems to be especially strong when such surfaces are covered by hydroxide layer, our electrokinetic measurements are in line with other researchers' findings who postulated that copper hydroxide is not a stable product on the surface of copper sulphides.

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests.

Asbestos is not the name of a distinct mineral species, but rather the commercial term applied to the fibrous form of several minerals differing widely in composition. There are some 30 known varieties of asbestos but of this number only 6 are of economic importance, and these, in order of economic significance are chrysotile, crocidolite (or blue asbestos), amosite, anthophyllite, actinolite and tremolite. Chrysotile asbestos was formed by the introduction of hydrothermal solutions into fractures in serpentinised ultrabasic host rocks. These solutions dissolved magnesium silicate from the wall rocks, and with subsequent lower temperature and pressure they became supersaturated, and crystals of chrysotile asbestos formed. The chemical composition is variable but is classified as a hydrous magnesium silicate, containing a high percentage of magnesia and water, plus varying amounts of alumina and ferrous and ferric iron. Other asbestos minerals are formed by a similar process but with a different host rock e.g. crocidolite occurs only in iron' formation. The chemical composition of asbestos minerals other than chrysotile, shows a wide variation, but in general may be classified as silicates, or metasilicates, containing varying amounts of calcium, magnesium, sodium and iron.

A large number and a wide variety of chemical reagents are used in flotation processes for wettability and Eh control, particle agglomeration/dispersion and bubble stability. A historical account of the use of flotation reagents through the years since flotation was introduced as a viable and economic process for the concentration of sulfide minerals is given and a review of old and modern postulates of their interaction with minerals is presented. Although the results of surface and colloid chemistry studies with well characterized mineral/flotation reagent systems have advanced our understanding of the role played by these chemicals in the flotation process, many questions remain unanswered. Moreover, new flotation reagents are needed to solve the challenge posed by the treatment of problematic-type ores and fuel deposits that have increasingly become the source of our raw and energy materials. Because of the depletion of high-grade and relatively easy-to-process ores, flotation scientists and engineers are confronted with finding more specific and selective flotation chemicals to effectively and economically concentrate minerals. The development of new flotation reagents is vital for cleaning fine coal and processing polysulfide, polymetallic ores, and mixed oxide/sulfide ores.

Due to falling metal prices and depletion of ore reserves, lead-zinc mining in the Leadville, Colorado, area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Company and ASARCO with ASARCO being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Company of Salt Lake City in conjunction with the Central Engineering Department of ASARCO. The plant was constructed by Stearns-Roger Corporation. Construction began in the spring of 1970 and the plant went onstream in April, 1971. Flow sheets and equipment lists are attached. This paper will describe the flow sheet very briefly and discuss in more detail those aspects of the design which may be of interest, particularly the provisions for expanding the capacity of the plant.

This investigation (Bowles, 1990) involves consideration of technology utilized by three separate fields of metallurgy and materials science: 1) The recovery of metals employing the use of solvent extraction, 2) The fabrication of materials using powder metallurgy, and 3) The use of composite materials in fabrication of engineering materials. The research considers each of the processes in order to realize the benefits of each. In light of the fact that materials have an intended use -it does seem plausible to simplify the process required between "mother earth" and final use. For instance, a primary copper producer that already employs a solvent extraction and electrowinning process could produce value added products directly. Part of the existing extractant flow could be diverted into a pressurized hydrogen stripping process in order to produce specialty composite powders. Innumerable methods have been employed for the recovery of metals; solvent extraction, the one considered in this study, was used due to the possibility of it providing a pure powdered metal. The use of solvent extraction in the recovery of metals has gained wide acceptance and its use proves beneficial in many applications (Ritchey and Ashbrook, 1984). Pressure hydrogen stripping of solvent extractants may provide the benefit of flowsheet simplification compared to conventional solvent extraction followed by electrowinning. It may also provide the benefit of direct production of high purity metal powder (Demopoulos and Distin, 1985).

"Hecla's Greens Creek silver-gold-lead-zinc mill began using carbon dioxide rather than sulphuric acid to control pH in April, 2015. High pH levels in the grinding and lead flotation circuits are caused by the presence of re-mined cemented paste backfill in mill feed and need to be lowered to achieve good flotation response. Carbon dioxide has proven to be quite effective at controlling pH in the lead circuit with greatly improved pH target attainment. The allowable amount of carbon dioxide used is not limited by effects on lead-zinc selectivity and by poor froth characteristics, as was the case with sulphuric acid. Startup and implementation went smoothly, with few operational issues needing to be resolved. Early results from implementation of the system and its effects on mill performance will be presented. INTRODUCTION Hecla Greens Creek is a silver-gold-lead-zinc mine producing flotation lead and zinc concentrates, as well as a gravity gold concentrate. Besides their base metal contents, both the lead and zinc concentrates carry precious metals. The circuit is largely conventional, with SAG and ball mill grinding being followed by graphite removal preflotation, then conventional lead flotation and conventional zinc flotation. Both rougher concentrates are treated in regrind steps, followed by cleaner flotation. The cleaners tails are treated in an unorthodox bulk circuit to produce a low-grade zinc-lead concentrate marketed to Imperial Process smelters (1). BACKGROUND Backfill and Flotation pH The Greens Creek mine is an underground operation in which mined areas, after ore extraction, are backfilled, using rammed paste or pumped slurry. The backfill consists of mill tailings to which approximately five percent Portland or similar cement is added to enhance its compressive strength. Later mining near backfilled areas inevitably results in a considerable amount of old backfill being mixed with new ore before being shipped to the mill. Depending on orebody geometry, mining methods etc., the amount of backfill in mill feed is often 20% to 25% and sometimes even higher. Commercial cement, and consequently backfill prepared using it, contains excess lime. Because of this, backfill in mill feed is indistinguishable from the addition of a large amount of lime, so mill natural pHs often range above 10 or even 11. Similar situations have been recognized for many years at mines throughout the world (2)."

Phosphate mines in Florida are continuing to encounter higher dolomitic content host rock with the phosphate pebbles(1) necessitating a change in grinding conditions and/or circuits, One of these changes is to install hydrocyclones and close circuit the mill as opposed to the traditional open circuit grinding plant. Close circuiting of the grinding mill with hydrocyclones allows one to take advantage of reduced process mill power requirements by circulating the coarse mill discharge back into the mill for multiple chances of particle breakage. Additionally, as in this case, the hydrocyclones de-slime the pebbles, allowing for more efficient use of grinding power by reducing the amount of dolomitic material recycled to the mill.

The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) established a Technical study panel (the Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the belt evaluation laboratory test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 91 - 107 cm (36- to 42-in.) wide conveyor belt. Due to today’s coal haulage capacity, the mining industry is using 183 cm (72 in.) and wider conveyor belts. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

"Image-based rock fragmentation sensing in mines and quarries includes an important rock boundary delineation step, commonly referred to as rock segmentation. This paper presents an artificial intelligence-based solution to this challenge. The proposed technique encodes prior knowledge of previously analyzed images into mathematical/statistical models. Human-labeled images are used as inputs to train neural networks through an optimization process. The networks can then be used in real time for rock delineation. To build the models, special deep artificial neural networks are used as a pixel classifier. The proposed classifier labels each pixel (edge, rock or fine) by analyzing a plurality of pixels within the image. Advances in machine learning allow the network to contain many parameters. The increased number of parameters is a strong factor in the classifier’s ability to correctly classify each pixel. Deep learning-based segmentation, combined with 3D imaging followed by post processing, provides a unified fragmentation sensing solution. Results from automatic segmentation are compared to human labeled segmentation using the percentage passing curves for 64 rock images. INTRODUCTION Mines and quarries can see significant productivity and performance benefits by controlling material sizes (McKee, Chitmobo, & Morrell, 1995; Sellers & Gumede, 2012). During the past decade, image-based fragmentation analysis has been applied to estimate rock size distributions in order to optimize procedures in mines and quarries. Using a roving camera and operator assisted analysis Maerz, Franklin, and Coursen (1987) measured the size distribution of the blasted rock and eliminated the need for manual sieve analysis. Since then, many others have introduced automated and manual methods for fragmentation analysis and improved upon existing approaches (Girdner, Kemeny, Srikant, & McGill, 1996; Smith & Kemeny, 1993; Palangio, Palangio, & Maerz, 2005; Tafazoli & Ziraknejad, 2009; Raina, 2013). In image-based fragmentation, rock boundaries are identified in the image, and an image scaling is applied to transform rock pixel sizes into real world dimensions. Usually geometric references, such as regularly shaped objects (discs and basketballs) (Siddigui, Ali Shah, & Behan, 2009), or the known size of an excavator bucket (Zeng, Chow, Baumann, & Tafazoli, 2012), are used to determine the proper scaling factor. In recent years, 3D imaging and sensing have also been incorporated to improve rock delineation. Specific methods include using camera-laser combinations and stereo imaging to measure rock fragmentation on conveyor belts (Noy, 2013; Thurley, 2013; Dislaire, Illing, Laurent, & Pirard, 2013) as well as portable fragmentation analysis devices with 3D imaging sensors (Sameti, et al., 2014)."
