The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

Hibbing Taconite Company is located by the cities of Hibbing and chisholm near the center of the Mesabi Range, approximately 169 km (105 miles) from the Canadian Border. The plant site is equidistant from these two communities, about 6.4 km (4 miles) from each. A 169 km (105 mile) railroad connects us with the port of Superior, Wisconsin, where the pellet production is loaded into lake carriers for lower lakes destinations. Immediately to the south of the mine area is the world famous Hull- Rust-Mahoning Mine which produced more than 700 000 000 million tons of red ore between the years 1893 and 1973.

The image-based On-line Particle Size Analyzer (OPSA) system has been developed at the University of Utah to measure particle size distributions under plant conditions where overlapped and segregated particles are being transported on a moving belt conveyor. Evaluation of the OPSA system at several plant sites has been completed. The results show a consistent agreement between the particle size distributions obtained from the OPSA system and those obtained from laboratory screen analysis of belt samples. These results and the stable performance of the OPSA system during the field tests suggest that continuous quality control of crushed products is possible using the OPSA system.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

This paper presents the opinions of three engineering professionals who are well established in their sectors of heavy civil underground public works construction. This paper will outline and summarize the considerations that the three principal contracting parties of Owner, Engineer, and Contractor need to make to obtain good price quotes at the time of bids.

During the past decade, a general awareness of the need for and subsequent development of increased safety in United States coal mines has taken place. Government and industry alike were stimulated into accelerating their actions through unacceptable accident statistics and costs (in terms of human misery dollar values). Those of us who work in the United States coal industry are aware of the development of governmental controls on nine safety. Both Federal and State regulations have placed increased responsibility upon mine owners and operators to insure a safe working environment and to provide training for miners. No other industrial group of workers has received such attention or, in our opinion, deserves it more.

GEOLOGICAL NOTES The area under discussion is situated approximately 150 m north of Loraine No. 3 shaft at ± 1500 m below surface. The block being mined extends from about halfway between 50 and 52 levels to just below 48 level (see Fig. 1). The EB reefs form the lower portion of the EB zone of the Elsburg series and in the 81 line area the various conglomerate bands show the best development. Up to 18 separate reef bands are developed and the distance from the bottom conglomerate band to the top is ± 26 m. The thickness of the quartzite which forms the middling between the various reef bands varies from 0.1 to 2 m. The strike is roughly north-¬south. The reef bands are payable individually. However, owing to the steepness of the reefs and their close prox¬imity, conventional mining would prove very difficult. The nonpayable reef bands all carry varying amounts of gold and the whole area is a massive payable reef body approximately 26 m wide and 60 m high at 300 to 400 m on strike. The major structure of the area consists of a north¬-south trending syncline. The western flank of the syncline has a steep easterly dip, in places approaching the vertical. This flank cuts out against the overlying rocks of the EA zone. The latter forms a noncon¬formity with the underlying EB zone. The eastern flank of the syncline dips to the west at an average dip of 0.17 rad (10°). The 0.1 rad (6°) north-plunging syncline was sub¬jected to severe faulting. The most important are the Nos. 4 and 10 faults, both of which have a roughly north-south strike. The No. 4 fault dips to the west at an angle of 1.04 rad (60°) with a downthrow of approximately 150 m to the west. The dip of the No. 10 fault is 0.69 to 0.81 rad (40° to 50°) west, with the western block having moved 150 m updip relative to the eastern block. The EB reefs are being mined by the sublevel stoping method down from the sub-outcrop position to the cutoff against the No. 4 fault. On the downthrow side of the No. 10 fault, that is just above the 54 level, two reef bands are payable and will be mined conven¬tionally. ROCK MECHANICS From the section in Fig. 1, it can be seen that the area under consideration is surrounded by stoped-out areas. This will naturally change the stress distribution extensively. The only way to calculate the stress field for such a geometry is to use the finite element method. It was established that this method worked for the present geometry and so the method was applied to predict the stress behavior of the final geometry. From the results, it appeared that the effect of the old stopes was to destress the area. There are, however, some areas-such as the 50 and 48 north footwall haulages-which will require continuous attention. The organization and operations of the information gathering system, and examples of the products prepared for the commodity phosphate rock by the Division of Nonmetallic Minerals, U.S. Bureau of Mines, are used to describe the Bureau's commodity program. Selected examples from publications about phosphate rock are used to illustrate the program. The Commodity Divisions reporting to the Office of the Assistant Director-¬Metals, Minerals and Materials, have the responsibility in the Bureau of Mines to maintain commodity records, understand the present supply and demand status of the commodity, and forecast future supply, demand, and problems. Within the Divisions, commodity specialists have the broad charter of acquiring as much information about a commodity as is necessary to characterize its history, current status, and future. This information and understanding are the base for the development of mineral policies. To accomplish these objectives, the commodity specialists acquire data and information about each commodity and produce a number of standard publications each year. In addition, as circumstances dictate, each specialist will prepare or participate in the preparation of special documents for specific purposes or problems associated with his commodity. In the preparation of reports and publi¬cations, he may communicate with industrial organizations and other Government agencies.

There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

With the exception of the development of large scale mining equipment (haul trucks, draglines, shovels, etc.), there are likely few other candidates responsible for the ability to exploit large tonnage, low grade deposits, than the development of large capacity comminution equipment and circuits; crushers and grinding mills. Ball mills are often the final step in the comminution process and are responsible for providing what should be the optimum particle size distribution of ore to subsequent mineral concentration steps in the flowsheet. Because comminution processes are such high cost centers for milling operations, both capital and operating costs, an enormous amount of research has been conducted to study and model their performance, in order to improve efficiencies (Kelsall, et al., 1969; Austin et al., 1984; Napier-Munn, et al., 1999; Powell and Smit, 2001). With respect to modeling ball mills, estimates of the breakage rates for individual size classes of ore particles are fundamental, as are the particle size class breakage functions (the progeny of particle sizes produced from breaking a coarser particle size class), also termed appearance functions. Fundamental research into particle breakage in tumbling mills focuses on how much energy is input into single particles versus how they break and what size distribution of particles results. Several test methods, including JKMRC?s well known dual pendulum test and drop weight test, have been developed for the breakage of coarse particles down to 6 mm in size (Napier-Munn, et al., 1999). Work on the breakage of finer particles is still an area of intense research and single particle breakage is being investigated as are multiple particle, fixed bed methods (Hoffler and Herbst, 1990; Bourgeois et al., 1992; Whiten, 2007).

Banded ironstone and associated fine-grained carbonaceous sediments near Jardine, Montana, are enriched in gold, arsenic, and tungsten. The mineralized sediments lie within a thick sequence of quartz-mica schists cut by a 2.6 b.y, granite. Surface, underground, and drill hole mapping are used to construct structure contour maps of individual ironstone lenses. Each lens is then unfolded by triangulation of minimum surface path distances between drill hole penetration points. Major and minor element abundances in composite ironstone samples are interrelated through R-mode factor analysis. Results indicate five significant element groupings thought to reflect coarse detrital, fine detrital, sulfide-rich chemical, iron-rich chemical, and epiclastic ultramafic sediment. Ultramafic factor scores are highest in a previously undefined rock type rich in cummingtonite, biotite, and chlorite; lacking in quartz; and closely associated with at least one ore horizon. Detrital dilution of ironstone, calculated from chromium and nickel content, drops off significantly as ore-bearing ironstone is approached. This observation may indicate that centers of gold precipitation have protected themselves, either topographically or by rapid deposition, from detrital contamination. Gold mineralization correlates most strongly with the sulfide- rich factor. Gold may have been introduced through hotspring activity as a bisulfide complex.

Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

The sillimanite group includes the aluminosilicate minerals sillimanite, kyanite and and alusite, all of which have the same chemical composition (Al2SiO5). This discussion also includes the closely related mineral, mullite(about Al6Si3O15), which, although rare in nature, is produced artificially for industrial use. All of the minerals in this group have a low coefficient of thermal expansion and high corrosion resistance. This makes them desirable for refractory applications, especially in the steel and foundry industries. Other uses include electrical insulators, abrasives and household ceramic products. The minerals in the sillimanite group decompose with an irreversible expansion at temperatures between 1,300° C and 1,600° C (2,372° F and 2,912° F). Sillimanite and and alusite have relatively small expansion on decomposition (4 percent to 6 percent) and, therefore, can be used as aggregates in refractory products. Kyanite’s expansion on decomposition is large (18 percent). So it is sometimes used to balance shrinkage of other materials such as clays in refractory mixtures. For applications requiring high-temperature volume stability, mullite is more desirable. As an additive, mullite improves resistance to creep and corrosion, and imparts thermal and electrical insulating properties.

In 1993, CONSOL began investigating new methods of permanently filling coal mine shafts, which after ventilation is stopped, may contain a potentially hazardous atmosphere. Fill materials such as fly ash/cement can be pumped, are non-combustible and non-incendiary but tend to flow into the mine entries. A non-flowable mixture has been developed that minimizes the volume of fill used. The paper presents our recent shaft filling experience including fly ash material properties, mix designs, field problems, placement success, and gas testing techniques.

PolyMet Mining is developing the NorthMet property near Duluth, MN. Laboratory investigations have led to the development of the Platsol process to dissolve in one step the base metals (copper and nickel) as well as the gold and platinum group metals (PGM). To complete the prefeasibility study, a fully integrated, 10-day pilot plant trial was undertaken. The trial consisted of high-temperature (>220ºC or >428ºF) pressure oxidation in the presence of 5 to 10 g/L chloride (the Platsol process). This was followed by solid/liquid separation, gold plus PGM recovery from solution, conventional copper solvent extractions/electrowinning (SX/EW) and recycling of the copper raffinate to the autoclave. The concentrate tested during the trial period was a NorthMet bulk flotation concentrate. It assayed 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t (0.041 oz/st) Au, 2.2 g/t (0.064 oz/st) Pt and 9.9 g/t (0.289 oz/st) Pd Laboratory results were confirmed and, with minor adjustments of the laboratory Platsol conditions, the following leach extractions were obtained during the pilot plant trial: 99.6% Cu, 98.9% Ni, 96% Co, 94.6% Pd, 96 % Pt and 89.4 % Au.

On January 5, 2012, the Mine Safety and Health Administration ordered the closure of the Silver Shaft, the primary underground access to Hecla?s Lucky Friday Mine, for removal of built up backfill material that accumulated over time on the shaft walls and furnishings. Lucky Friday and Cementation USA personnel worked quickly to identify the most effective means to get the mine back into production. The team developed a fast-track procurement and refurbishment plan utilizing shaft sinking winches, headframe modifications, a partial shaft sinking Galloway, and modified cages to not only complete clean-off of buildup, but also replace pipe brackets, shaft steel, and power and communications cables as needed in the 1,860 m (6,100 ft) deep shaft within 14 months.

When it comes to safety in the mining and extractive industries, success is literally a matter of life and death. Anything short of perfection is not acceptable. In recent years, the mining industry in the United States has made tremendous strides in terms of health and safety for its workers. Part of that success has come with an increased focus on the issues of safety, an intense examination of procedures, liberal sharing of best practices and a focus on the synergy between safety, reliability and environment. During his closing keynote address of the Safety Management & System Reliability Conference in Minneapolis, MN on Nov. 15, Joe Driscoll, vice president of Great Basin Gold, showed a calendar from the coal fields in Pennsylvania from the early 1900s. The calendar marked the number of mine-related deaths each month. Some months, the number was as high as 50. It was an illustration of how far things have come, but there is still much more work to be done.
