"The analysis of the mining laws of the different European States reveals big diversities and, often, remarkable complications. This is due, firstly, to the history and culture of different States and, secondly, to the assets of natural resources. It is therefore difficult to find a common line between the text of the various mining laws, but it can be observed that nearly all the States distinguish the mining resources in two categories: the materials whose importance is considered strategic belong to the first category; in the second category the materials whose importance (above all economic) is mainly local are comprised. The paper, analysing in detail the planning procedures in some important Countries, investigates the possible perspectives of arranging some guide-lines for a correct approach to the sustainable exploitation planning/programming of mineral resources (with particular reference to "quarry" materials, such as aggregates), considering both the environment protection and the production needs."

Lithium is a top-quality mineral in the energy market, with growing demand. It has many applications in medical, nuclear, and energy industries. The purpose of this article is to quantify and analyze the economic potential and projected global demand for lithium annually. It aims to determine Peru’s (specifically Puno) positioning in the global context in 2025 and 2030. The article also seeks to identify the main regulatory, environmental, and social challenges to sustainably exploit lithium in Peru. The study employs applied research (mixed approach), descriptive-correlational scope, and observational, crosssectional design. The methodology demonstrates the use of statistical techniques to model and make predictions about this energy-transition metal. Academic sources were reviewed to enable a comparative approach and projection into the future of lithium for development in the mining industry. In the last 10 years, lithium demand has grown, noting a 600% increase in the economy and projected annual growth of +26%. Exponential growth in resources is projected, where econometric, R-multivariable and R-linear models estimate that Peru could supply 1.5% in 2025 and 3% in 2030 of global lithium. Estimated growth of 5–15% in socio-environmental conflicts is projected with the start of lithium exploitation (Peru – Puno). The global potential of lithium demonstrates exponential growth. Lithium reserves in Puno - Peru would rank 13th between 2025 and 2030. It is necessary to establish a clear regulatory framework to avoid excessive increase in socio-environmental conflicts.

Interactions between human beings and their work environment require the body to regulate its temperature by balancing heat production and loss. Comfortable environmental conditions are crucial for keeping workers safe and healthy and to maintain a suitable level of productivity. However, achieving a proper core body temperature may become challenging under different conditions, especially in high heat-generating workplaces such as hot underground mines. Because hot underground mines have the potential to expose workers to heat stress, compliance with standardized and regulated indices and criteria is distinctly required. The objective of this paper is to provide an overview of the current research on heat stress and strain in hot underground mines, collected from published and specialized literature. General definitions, statistics of heat-related accidents in mining, overview of the indices, standards, and recommendations for heat stress are provided herein.

It is unlikely that improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel cost/shortages, and increasing haul distances as in the past. Therefore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this Bureau of Mines contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic, and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data were gathered from extensive literature searches, European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configurations.

The ability to efficiently process lowgrade ores has allowed the Gold Fields Mesquite Mine in Imperial County, CA to expand from a 2.1 Mt/a (2.3 million stpy) rate in 1986 to its present 7.3 Mt/ a (8 million stpy) processing rate. Increased tonnage demands led to the 1989 construction and startup of a dump leach pad to supplement the existing heap leach operation. This resulted in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. Gold Fields' Mesquite Mine is a gold heap leach facility located about 55 km (35 miles) east of Brawley in southeastern California. Five open-pit mines will be developed over the projected life of the property, covering a total area extending to a maximum of 5.5 km (3.4 miles) to the east and west, and 2.4 kin (1.5 miles) to the north and south. Mesquite will process 7.3 Mt (8 million st) of ore and produce more than 6.2 t (200 000 oz) of gold in 1990.

The dramatic increase in molybdenum prices from the low of less than $2.50/lb in 1999 to more than $40/lb in 2005 has caught the attention of molybdenum mine owners and exploration project developers. Between 2005 and early 2007, prices pulled back and stabilized within a trading range of $25/lb to $30/lb. This 1,000 percent price increase has motivated most existing producers to expand production and is motivating those with molybdenum prospects to accelerate the development process for earliest possible production. It is still unknown how much new production will come from existing mines, how much production will be needed from new mines if demand continues to grow and how many potential new mines might be available to meet future demand. And of course, the billion dollar question is whether molybdenum prices will remain high, or will they fall back to the low levels seen during the 1980s and 1990s? This article attempts to answer these questions in a way that will help molybdenum project developers and financiers plan for the future.

Some aspects of kerosene penetration into tar sand have been investigated. The natural tar sand porosity was measured and used to analyze the performance of the hot water process. Subsequently, pretreatment experiments, using 20 kg tar sand samples (Asphalt Ridge and Whiterocks, Utah), and kerosene as a diluent were carried out at the expected summer temperature (26°C) and the expected winter temperature (-14°C). The natural tar sand porosity accessible by diluent has a crucial impact on the reduction of bitumen viscosity, and influences the penetration time required for successful bitumen separation from tar sand by hot water processing. Thus the tar sand porosity is an important variable which determines appropriate operating conditions. Experimental results indicate that diluent penetration into the Asphalt Ridge tar sand (high porosity) is almost complete after 30 min, whereas for the Whiterocks tar sand (low porosity) the penetration process is much slower, and still not complete after 15 hours regardless of the ambient temperature.

"Since the United Nations conference on "environment and development" in Rio de Janeiro in 1992, the term "sustainable development" or short "sustainability" is used more and more in social-political discussions. Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. Water contact angles of talc powders were determined from the values of the heats of immersion measured using a flow microcalorimeter. The results were used to calculate the contact angles using a rigorous thermodynamic relation. In the present work, the calculation was carried out using the temperature coefficient of the contact angles determined experimentally using another method. The results obtained in the present work on several different talc samples are compared with those obtained using other methods.

The U.S. cement industry, including Puerto Rico, again set a record in terms of production and shipments. The increase in shipments came primarily from imports of portland cement as domestic production from produced and imported clinker gained only 1.9 Mt (2.1 million st). Clinker production as reported to the U.S. Geological Survey (USGS) was 88.6 Mt (97.6 million st), an increase of 1 percent. Gray and white portland cement production from domestic and imported clinker, estimated at 93.5 Mt (103 million st), was up 1.9 Mt (2.1 million st). Masonry cement shipments of 5.5 Mt (6 million st), which equates closely to production, was up 6.3 percent. Blended ce-ment shipments were up 35.9 percent from 2004 at 2.35 Mt (2.6 million st).

The technical parametrization of reserves is a technique which has made an important contribution to the definition and the calculation of optimal mining projects. Its applications to a new open-pit optimization program have already been presented in various papers (François-Bongarçon and Maréchal (1976); François-Bongarçon and Guibal (1981)). The present paper gives a brief description of the general problem of parametrizing reserves before going into the details of the practical algorithms used in two typical cases, i.e. open-pit mining and mining between hanging wall and foot wall.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." The floatation of niobite was studied using a number of collectors at various dosages and solution pH’s. Octyl diphosphonic acid was found to be an effective collector for niobite flotation with good selectivity. A flotation recovery of 91.2% was obtained with 140 mg/l octyl diphosphonic acid at pH’s less than 5.0. Infrared absorption spectroscopy (IAS) and X-ray photoelectron spectroscopy (XPS) were used to characterize the interactions of niobite with octyl diphosphonic acid. Species distribution diagram of octyl diphosphonic acid and niobium species was used to elucidate the flotation behavior of the mineral with octyl diphosphonic acid. The Rawah Ditch is a mountainous water supply diversion which supplies Larimer County, Colorado with water since 1903. The ditch includes two historic tunnels excavated by drill and blast through a gneissic rock buttress. Both rock tunnels were failing with annual convergence. After a snowshoe-accessed eld investigation, nite element modeling, and an alternatives analysis, a diameter DE pipe was inserted within each tunnel and the annulus lled. The proect was implemented in an Alternative Delivery contract lasting ve months from eld investigation through procurement and construction.

Missouri River Division (FORD), U.S. Army Corps of Engineers (COE), has completed (October 1982) a study for the U.S. Air Force Ballistic Missile Office, in which desireable and needed changes in contracting methods for underground construction were identified. Due to the importance of geotechnical considerations in such construction, a good number of the resulting recommendations relate to geotechnical considerations. Corps contracts have traditionally served as models for contract documentation by public agencies and in private enterprise. Several standard features of present-day contracting methods were Corps innovations. Corps officials are generally in agreement with the recommendations of the Better Contracting reports published by the U.S. National Research Council (NAS/NRC), through its U.S. National Committee on Tunneling Technology (USNCTT). However, the findings of the 1982 MRD study indicate that additional changes are warranted for underground construction contracting methods; changes that deal specifically with site geological conditions, both known and to be reasonably anticipated, as well as with their associated impacts on construction. The 1982 MRD report identifies the need for nine specific improvements in geotechnical aspects of contracting; improvements based on recognition of geological conditions.

The ordinary Portland cement (OPC) is the key pozzalonic component of the concrete mix, widely used as the construction material world-wide. Billions of tons of OPC are used in the construction industry each year. However, calcinations of limestone and silica that produce OPC also produce almost an equal amount of CO2 during the cement manufacturing process. Thus, OPC production accounts for nearly 7% of all anthropogenic CO2 emission each year. The main objective of this study was to develop a geopolymer-based composite to be used as a substitute for OPC in concrete application to significantly lower the carbon foot print of the construction industry. A waste material produced during the coal combustion process was used as the main raw material for the geopolymer-based composite. It was mostly the non-metallic content of the F-type fly ash produced from the combustion of bituminous coal. The authors envisioned to extract some of the valuable metal oxides from fly ash prior to using the major non-metallic portion of the fly ash for geopolymer concrete application. The results obtained from this study exhibited that the compressive strength of the geopolymer concrete compares favorably with that of the conventional concrete prepared using the OPC.

The goal of the drill bit consumption study was to develop an equation(s) based on various components that affect bit drill wear and use the equation(s) to estimate the consumption of bits during production drilling. Drill bit data from various geographic locations were compiled and used to develop linear regression equations using the Microsoft Excel Software. Multiple drill bit consumption equations were developed and statistical analysis was used to verify the accuracy of those equations. The equations will allow mining companies to more accurately forecast drill bit consumption when evaluating new mine properties. This capability becomes increasingly beneficial to forecasting as the cost of consumables increases.

Thermodynamic data has been obtained for oleate chemisorption at fluorite (CaF2) and calcite (CaCO3) surfaces using adsorption isotherms determined previously at room and elevated temperatures by in-situ Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS). Linear regression analysis was used to statistically derive free energy data as a function of temperature assuming oleate chemisorption followed Langmuir-type adsorption. Enthalpy and entropy changes were subsequently ascertained from the Clausius-Clapeyron equation and fundamental thermodynamic relationships. Essentially, no difference in the free energy of chemisorption at the two mineral surfaces was found; however, the differences in enthalpy and entropy values were significant. By comparison, the results showed that oleate chemisorption at fluorite surfaces was more extensive and more entropically driven due to more water being displaced. Results correlate well with values determined in the literature for other mineral collector systems. These findings help explain the greater hydrophobic character of fluorite than calcite in both the absence and presence of oleate.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing four-lane bridgetunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. As part of the design-build contract, a supplemental geotechnical investigation was completed to support the design. The investigation for the subaqueous tunnel segment consisted of over 48,400 linear feet of drilling and 7,100 laboratory tests. This paper discusses the challenges of planning and executing a large-scale geotechnical investigation for underground works in a marine environment and the use of big data for effectively managing, interpreting, and transmitting data to the design-builder consistently throughout the investigation.

Miners really are an optimistic bunch. Even with the dark clouds hanging over the global industry, mining professionals still turn out in droves at industry conferences. In February, more than 7,200 professionals attended SME?s Annual Meeting in Denver, CO, a record. And the following week, more than 30,000 people converged on Toronto, ON, Canada for the Prospectors and Developers Association of Canada (PDAC) meeting. For many small and junior mining and exploration companies the PDAC conference is a place to find potential investors in their projects. The Investors Exchange attracts several hundred companies, each showing off their properties to the many money types who wander the hall during the four-day conference.
