Bulkheads, also known as hydraulic seals, are used to seal abandoned workings and protect adjacent active mines from explosion and control unwanted inflows of water from poorly sealed shafts, water-bearing strata, and abandoned mine areas or gobs (1). At coal seam outcrops, bulkheads have typically been used to prevent access and to control acid mine drainage. Bulkheads have also been installed at outcrop openings located within the footprint of an embankment dam, or within the reservoir of an impoundment, to prevent stored water or slurry waste from flowing into active or inactive underground mine workings (2). Components of MICON Bulkhead Seal MICON bulkhead seals in mining applications refer to seals designed to impound liquids or slurry. The MICON bulkhead seal is comprised of two concrete block walls set in the front and back and a polyurethane/aggregate core (Figure 1). The two walls are usually dry-stacked, surface-bonded walls constructed with solid load-bearing concrete blocks (ASTM C90) or concrete building brick (ASTM C55). The surface bonding material used in the wall construction must be MSHA-approved. The type of stone, if any, used to fill the space between the walls is not essential. However, MICON generally uses No. 57 limestone in 50 lb. bags, specified to moisture control, shrink-wrapped and palletized. The polyurethane foam used in the construction of the bulkhead seal is engineering specified and formulated by density based on the optimization of cost, seal core thickness, required adhesive strength, the use of stone filler and other required physical properties.

In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analyzed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

This paper describes the use of post- tensioned rock anchors to reduce the risk of future damage to a residential structure as a result of coal mine subsidence. The project described in this paper was performed by the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the U. S. Department of the Interior. The OSMRE was created to administer Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. The responsibilities of OSMRE include "reclamation and restoration of land and water resources, adversely affected by past coal mining including prevention, abatement, control of coal mine subsidence. ?('l) Consequently, OSMRE has been addressing mine subsidence problems since its initial subsidence stabilization project in 1979. Stabilization activities have primarily consisted of supporting the overburden material by injecting materials through drilled bore holes into the underground mine voids. Injection of various materials into mine voids, including fly ash mixtures, coal refuse, cement grout, and gravel has proven to be a successful method of reducing mine subsidence-related surface movements, and has been extensively utilized in mitigating mine subsidence problems. However, the cost of drilling for injection can be extremely high in areas where the depth to the coal seam is great.

The numerous small high grade gold and silver deposits of the Front Range Mineral Belt have been uneconomical because of the high costs of mill construction, transportation, and smeltering. Processing of these ores must be simple, cheap, with satisfactory recoveries, and be environmentally acceptable. Vat leach with direct electrolytic recovery satisfies these parameters. A battery of testing was conducted utilizing bottle and bucket tests. A five ton vat leach with direct electrolytic recovery gave excellent results while a five ton heap leach proved impractical due to channeling.

"Quang Ninh province is located in the north east of Vietnam and the coal mining in the province generates two thirds of the province’s GDP. The coal is extracted from both open pit and underground mines for the country’s complete coal export and by a share of more than 90% for domestic coal usage. Overburden generated through open pit mines is piled up nearby in the form of large waste rock dumps. The side-hill fill dumping near open pit mines is the source of environmental degradation in the region. Among the current problems at solid waste rock dump sites are dust emissions during and after dumping as well as Acid Rock Drainage (ARD). One of the major existing problems at waste rock dumps is dump stability (comprising erosion, sliding and subsidence issues). The RAME R&D project (Research Association Mining and Environment in Vietnam) is - among other activities - actively involved in the research for stabilisation and rehabilitation of mine waste rock dumps in Vietnam in the form of several sub-projects. The Institute of Mining Engineering I of RWTH Aachen University is leading the sub-project of mine waste dump stabilisation in co-operation with Chair of Geotechnical Engineering and Brenk Systemplanung GmbH. Mine waste dumping in the form of layers as an alternative to the side-hill fill dumping is expected to bring up environmental and economical benefits by minimising the problems of dump sites with the contribution to a sustainable development. Reduction of the post construction settlements, long term stable dump profile with minimum erosion, improvement of material parameters for geotechnical slope stability through compaction from hauling trucks as well as economical evaluation of new dumping concepts are the areas of the current research. The project has been financed by German Federal Ministry for Research and Education (BMBF). The ultimate aim of the sub-project is the compilation of the project results in the form of a "Best Practice Guide" and software based "Decision Support System" for planning and management of solid mine waste dumps."

All persons and communities that have experienced strong-motion earthquakes are convinced of the importance and complexity of earthquake problems thatmust be solved in order to reduce the personal hazards and property losses to a reasonable minimum. It is also clear that absolute elimination of all risks is impossible. Reduction of existing hazards and precautionary measures which will minimize chances for disaster can be accomplished by realistic appraisal of the effects of recent earth- quakes on modern structures and installations. Localities that have reason to expect so-called strong- motion earthquakes can anticipate these effects by taking appropriate steps. Valid earthquake information can only be obtained from earthquakes. Each earthquake contributes to the body of knowledge by additional facts and by clarification of previous observations. Rational interpretation of the data followed by practical application of the conclusions can contribute greatly to the safety of persons and property. The general public expects the architectural and engineering profession to accept this obligation and render this service. Most earthquake hazards are man-made and arise from the imperfections of the works of man and his failure to anticipate the consequences when the natural characteristics of his environment are ignored. If it is not given to man to prevent such natural phenomena as earthquakes, it is sometimes within his power to control their destructive effects and to reduce to a minimum the toll of life and human suffering.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. Additional field evaluations of a modified continuous miner using a new spray system and modified scrubbers have been conducted by the authors. In this demonstration, a comprehensive package for dust control on a continuous miner which included previously developed modifications to the scrubber, scrubber intakes and the innovative chassis spray system was demonstrated. Side-by-side comparisons of the modified miner and regular miner indicated that the miner operator with the modified miner was exposed to 62% less respirable dust. Ram car operators with the modified miner had 38% less respirable dust exposure and the return air on the modified miner had 19% less respirable dust. The mining conditions during side-by-side testing were very comparable. These results support the findings of the modified spray system studies conducted earlier at different mines in Illinois on four occasions and the modified scrubber system field evaluation studies.

The success of steep slope (>20°) contour mining depends on many factors. Most important is the selection of the mining method that best suits the premining site conditions environmentally and economically. These conditions can be divided into three categories: • Geometric conditions - machine limitations, slope stability restrictions, erosion capacity; • Physical conditions - material properties, rock strengths, ability to dig, driving surfaces; and • Chemical conditions - acid-base relationships, blending or selective placement of overburden. This article incorporates these conditions by conceptually modeling compliance-oriented contour mining methods, particularly haulback methods, using the combined front-end loader (FEL)/ truck, tractor/scraper, and FEL-truck and scraper. Engineering analyses, including machine selection, sequencing, ease of varying production rates, slope requirements (for stability and running surfaces) and drainage requirements can be performed after the geometric constraints dictated by in situ conditions and regulatory requirements have been conceptualized. Once all generalized geometries have been established, reduction to idealized, three-dimensional views is achieved. These are then reduced to two-dimensional symbolic models, mainly plan views but also elevations and sections. Equipment activities and operations are then conveniently overlayed. Without this simple, two-dimensional reduction, technology transfer remains awkward and non-analytical.

Geotechnical design plays a key role in mine design. I A proper geotechnical design provides a safe working environment and facilitates efficient mining operation. There are mainly three design approaches I) judgmental, based on observational and experiential facts, 2) empirical, based on empirical design formulae, and 3) analytical, incorporating numerical analysis. Most design applications are based on the design methods one and two as mentioned earlier. However, complexities arise in deep underground mining operations and deep open pit mines. These complexities and difficult geological environment introduce more uncertainties and simple empirical formulae would not be adequate as a design tool. These situations require numerical modelling and analysis of the design problems including interpretation of the results obtained from the analysis. There are several tools available for performing the numerical modelling and analysis. A brief review of the available tools was addressed earlier (Basu and Kuruppu, 1995). The authors selected ANSYS (a general purpose finite element analysis tool) for use in mining geomechanics and geotechnical design. This paper includes several examples demonstrating the applicability of this software in designing structures applicable to mining geomechnics. The authors hope that the design examples will demonstrate the use of the numerical modelling and analysis application in excavation design.

So good are things that from April 23 to 29 more than 500,000 visitors involved in those two industries attended the bauma 2007 Trade Show in Munich, Germany. Bauma is an international trade fair for construction and mining equipment that took place at the New Munich Trade Fair Center. It is hosted by Munich once every three years. This year was the most successful bauma ever and further strengthened the shows position as the world leader in the field.

We still need to innovate, but it is getting harder. The real price of metals is declining, return on shareholder value is lower than other industries, and there is a shorter-term focus on staying viable in a capital-intensive industry where timeframes for implementation of new technologies can be long (+I5 years). In this environment, the levels of R&D spent by major minerals companies are remaining steady at around 0.2%-0.5% of revenue. This is not large and to remain viable in the future, we need to be smarter about the way in which we do R&D. The mining industry is a knowledge-based industry. Driving down the cost curve demands innovation, which demands knowledge. To be smarter and more effective in our approach to innovation, a new paradigm is required Generating, capturing and using knowledge has evolved from Mode 1 (discipline based and clear distinction between basic and applied research) to Mode 2 (multidisciplinary, team-based approached with flow between basic and applied activities). Mode 2 is now seen to be much more efficient and to deliver better appropriability (Tegart 2003). To survive, we need to innovate, and the best way to do this is collaboratively. Some examples and pointers for the future will be given in this paper. THE CURRENT SITUATION The Rand report and other recent studies have painted a grim outlook for the mining industry. The real price of metals continues to decline (Figure 1) and profit margins remain thin. This is reflected in shareholder returnwhich are well below other industries (Figure 2)-and current management strategies-which reflect something of a "survival mode." The reduction of accidents will play an ever increasing role in the mining of coal and hardrock ores as mining operations become more mechanized, the equipment becomes more costly and sophisticated, and as mineral production exploits deeper and more marginal coal and ore deposits. The most effective means to reduce accidents is through the design of mining systems and equipment. Results of safety research by the U.S. Department of the Interior, Bureau of Mines, to design safer coal extraction and haulage systems and to reduce electrical accidents are presented.

INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. Filtration of fine particles involves filter cake formation and removal of surface moisture by drawing air through the porous structure. Accurate assessment of the transport properties of porous media (in this case, filter cake) is of major importance in the development of improved filtration processes. Implications from these studies are important in the design and operation of filtration equipment in order to enhance the efficiency of this important solid-liquid separation process. The microstructure and connectivity of pore space are important features necessary to describe detailed fluid flow phenomena in filter cake during fine particle filtration. In this regard, 3D characterization of pore structure is essential. The pore structure has to be described by parameters which are of special relevance to the interpretation of fluid transport phenomena. These parameters should be based on directly measured variables of the pore system and not inferred from indirect variables (such as those determined empirically from transport processes) valid only for a particular pore structure. In this way fundamental relationships between pore structure and fluid transport at the microstructure level can be described. In order to achieve this level of sophistication the three-dimensional interconnected pore structure of filter cake must be determined. Study of fluid transport phenomena in filter cake using x-ray microtomography to characterize the complex three-dimensional pore geometry is discussed. On this basis the Lattice-Boltzmann (LB) method is used to simulate and to establish a fundamental relationship between pore microstructure and effective transport coefficients.

This paper describes the implementation aspect of a blast hole kriging system which has been developed for the purpose of daily ore-waste control in an open pit mine. The primary goal of blast hole kriging is to improve the ore-waste delineation procedure. A complete computer program package called Blast Hole Kriging (BHK) System was developed for IBM/PC AT or XT computer, using Fortran language and supplemented by a few Assembly language routines for bit-map manipulation. The emphasis of this paper is on the implementation aspect of the developed system. For this reason, the requirements for practical implementation and the system design considerations are discussed in the paper, as well as the main features of the University of Arizona's BHK System.

Coal mines in the eastern US often use sloped shafts as production beltways for ore removal, as means of access for supplies, and for ventilation. These structures are usually completed with the help of a contractor. In late 2011, Frontier-Kemper Constructors was engaged to build a slope for a coal mine in southern Indiana. Although the site was located in familiar Illinois basin formations, the geology proved to be very difficult. This paper describes some of the challenges faced during excavation of this slope and the methods used to overcome them, including changing the method from conventional drill and blast to cutting with a continuous miner.

The lack of integration of mining and metallurgical information with sufficient detail for analysis causes inefficient operation and hence sub-optimal energy and water use. It is difficult to analyze the performance of mining and metallurgical processes without an integrated view of mine transactions, stockpile inventories, process flows and assays. To take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. This paper presents an infrastructure with advanced tools that sift through available data, identify and eliminate gross errors, and transform the data into business information for continuous improvement and optimization. Collaboration is a key component of improving efficiency of energy and water use, and the evolution of Web technology enables collaboration and troubleshooting of plant information to more quickly act on issues to reduce wasteful operation.
