"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. With the advent of the First World Conference on Sampling and Blending (WCSB1) in Denmark in 2003 and the subsequent biannual meetings, together with other sampling conferences held on a regular basis, the central tenets of sound sampling practice and theory are spreading throughout the minerals industry. End-users and project houses, or groups who execute the projects, are all now better-informed about the principles of ?correct? sampling and preparation. To support this, many large mining companies now have their own in-house champion who will advise and ensure that the supply of sampling equipment is correct in terms of design and application, which further contributes to improved metallurgical accounting. The presence of a sampling champion also ensures that consistent and acceptable standards in regard to sampling practice are maintained throughout the group. This has, in turn, placed a greater degree of responsibility on the shoulders of sampling equipment suppliers, in terms of their equipment designs and product offerings, as well as applications knowledge for effective installation of equipment on client plants. This paper attempts to highlight the significant challenges that sampling equipment manufacturers often face with regard to complying with the newly understood requirements of best practice and sampling equipment design. Manufacturers invariably face issues with end-users or project houses, including project cost control, restricted headroom for samplers in plant layouts, and a lack of knowledge in certain quarters. These all have a potentially negative effect on the final outcome of a proposed sampling solution or implemented project. In reality, what is intended by all parties and what is ultimately installed are at times very different, with undesirable consequences for all concerned. Against this challenging background, there are, however, a number of instances where intent and implementation are complementary, with very satisfactory results. When coal properties are estimated geostatistically for mine planning in the hardcoal industry, there is one important supposition which influences the reliability of prediction of economically profitable parts of the deposit. This is the fact that activities in hardcoal exploration and mine planning are characterized by distinct levels of information and knowledge upon which decisions of economic import must be based, for example, whether exploration should proceed or not, or which methods and strategies should be used to maximize search efficiency. To get more reliable results for mine planning, in particular, advanced kriging methods (e.g. conditional simulation) have to be introduced and checked for their reliability in historical analyses (post-mortem studies). By using this feedback, kriging results from underground samples or production data can be compared with results gained by advanced geostatistical methods from exploration boreholes.

The effect of high solids concentration and coarse particle sizes (d50 ranges 90?300 µm) on the viscosity of a suspension of water and silica sand was investigated. The experiments were designed to include conditions that have been tested by other authors and those encountered in the operation of tumbling mills. The rheological data was measured using a tube rheometer with operating pseudo shear rates of up to 1500 s-1. The rheograms obtained depicted dilatant behaviour. The Otswald-de Waele, Bingham, Herschel-Buckley and Casson models were fitted to the experimental data. The Herschel-Buckely model, which approximates the yield point and gives an indication of the shear thinning or shear thickening behaviour of the suspension, was found to provide the best description of the flow curves for all slurries. The Herschel-Buckely model was then used to determine the apparent viscosity of all the tests. The apparent viscosity and yield stress increased with solids concentration and particle size at the different pseudo shear rates. The increase in slurry viscosity with solids concentration was attributed to increased frequency of particle-particle interactions. The increase in slurry viscosity with particle size was attributed to increased inertial effects. At low shear rates the sand slurry exhibited shear thinning behaviour for all solids concentrations. At higher shear rates above 1000 s-1the high solids concentration suspensions exhibited a transition from shear thinning to a shear thickening behaviour.

At Tapira Mine (Tapira/MG/ Brazil), the largest phosphate concentrate producer in Brazil, the mining is fully mechanized and carried out using open pit mining. This work presents a review of the sampling protocol used for short term mine planning at different stages. Sampling is carried out in two steps. Firstly, diamond drill cores are sampled at 50 x50 x5 metre pattern. Fosfertil analyses grades of P2O5, Fe2O3, CaO, MgO, SiO2 and TiO2 plus geological logging. This information feeds the long term block model. Secondly, drill cuttings are collected at the mining faces released for blasting. The drilling pattern is staggered and when blasting is not necessary, a drill hole is made centered in the block area (25 x 25 x 5 m). The primary samples have mass approximately 60 kg and the same chemical parameters are analysed. Metallurgical and mass recovery tests are performed as well. These samples are used to build the short term block model. At the final stage, the short term mine planning model is used to build a stockpile blending model which is simulated using a spreadsheet to match the goals established by the process plant.

In this study the applicability of a batch press to predict the energy consumption and particle size distributions for medium-pressure roller presses was investigated. The relationships between energy consumption, feed size and product size are discussed with reference to Hukki?s interpretation of Bond?s and Rittinger?s laws, as well as the particle size parameter used. It was found that the comminution laws have limited utility for the characterization of the performance of the medium-pressure roller crushers or the batch press used, and also depend on the particle size distribution indicator used. It was also found that the batch press is not a suitable simulator for medium-pressure roller mills as it was notable to predict the energy requirements, or to predict the size distributions that would be obtained for the ores evaluated.

A simple mineralogical regression model is described, which was devised in order to help the flotation plant cope with rapidly changing headgrades and feed mineralogy. Minerals in the feed were determined by means of quantitative X-ray diffraction and compared with plant performance parameters and flotation reagent consumption rates, using regression analysis. A mineralogical regression model for predicting recovery served to motivate flotation plant personnel and also set standards whereby flotation performance could be measured. The reagent consumption model indicated in which direction any or all of five flotation consumption rates should be altered. All practically measurable parameters, even those showing poor or no correlation, were included in the model, provision being made for the continuous update of a batch of data of 30 lines. Compared with the method of multiple linear regressions, the r2 is poorer at 0,41 (versus 0,50), but the mean standard error of estimate for both methods is identical at ± 6,6 units. The regression model is simpler than the method of multiple linear regressions, and although the accuracy of prediction is not high (41%), the mineralogical regression model proved to be successful in practice. Flotation efficiency, as measured by the mean ratio of head to tails grade, for the 9 month period after the mineralogical regression model was implemented on an hourly basis, improved from 2,8 to 3,2, which is equivalent to an improvement in average flotation recovery of 5% relative.

"A number of conventional and advanced analytical techniques (proximate and ultimate analysis, low-temperature oxygen-plasma ashing, X-ray diffraction, X-ray fluorescence spectrometry, coal petrography, and lightelement electron microprobe analysis) have been integrated and crosschecked to provide detailed characterization of coals from the Highveld coalfield in South Africa, as a basis for better understanding of the mineralogical and chemical properties of the individual coal sources that are blended as feedstocks for combustion and carbon conversion processes. The techniques included methods to quantify the abundance and composition of the mineral matter (minerals and non-mineral inorganic elements), and also the abundance and chemical composition of the individual macerals in the individual coals concerned.Kaolinite is the most abundant of the minerals in the coals studied, with lesser but still significant proportions of quartz, mica and/or illite, dolomite, calcite, and pyrite. Small but variable proportions of anatase, goyazite, and siderite are present in some coal samples. Electron microprobe analysis, based on a special configuration for light-element study, shows that the vitrinite contains less carbon and more oxygen, and has significantly higher concentrations of nitrogen and organic sulphur, than the inertinite macerals in the same samples. Minor proportions of organically-associated inorganic elements, including titanium, were also identified in some of the maceral components.A comprehensive knowledge of the minerals and non-mineral inorganic elements in the coals used for feedstock preparation, obtained by integration of data from these advanced analytical techniques with more conventional analyses, may be of benefit in understanding the processes that take place during coal utilization, and also in avoiding or ameliorating some of the operational and environmental problems that may occur in different sectors of the coal utilization industry."

As a result of the rising electrical energy costs in South Africa, a method was sought to reduce the overall electrical consumption of typical shaft systems. A typical shaft configuration was analysed and the primary energy consumers were identified. The ventilation fans for this system were found to consume 15% of the total energy of the shaft system. It was calculated that more than 50% of this energy is consumed by the shaft itself, more specifically, by the pressure losses that occur in the shaft as the ventilation air passes through it. In order to ensure that the theory being used for the evaluation of these shaft systems is accurate, a total of five shafts were instrumented and the actual pressure losses over the shafts plotted against time. These shafts were then analysed from a theoretical perspective. Finally, in order to ensure a thorough understanding of the behaviour of the ventilation air in shaft systems, the systems were simulated using computational fluid dynamics (CFD) techniques. There were significant discrepancies between the theoretical analysis and the CFD simulation during the initial comparisons. This discrepancy lessened as the complexity of the CFD models increased, until when the complete shaft was modelled using the full bunton sets, the pipes, and the flanges, the difference between the theoretical evaluation and the CFD simulation was small. This result demonstrates that the theory is insufficient and that the interrelated effect of the buntons and fittings has not been fully appreciated by current theory. The final phase of the work presented here was to evaluate the costeffectiveness of using different bunton shapes and shaft configurations. It is shown that the increase in the pressure losses and therefore the direct operating costs of the shaft can vary by as much as 80%, depending on the bunton configuration chosen. The placement of the piping in the shaft can increase the pressure losses, and therefore the direct operating costs of the shaft, by as much as 12%, depending on the placement of the piping in the shaft; this effect includes the use of flanges. The use of fairings on a large cage can reduce the resistance that the cage offers to the ventilation flow by as much as 30%. This, however, does not translate into a direct saving because as the cage moves through the shaft, the overall effect is transitory. Kriging estimates of geological resources are sometimes conditionally biased because the kriging plan contains too few samples. This may be done purposely in order to match the variance of the estimates to the true block dispersion variance. This work aims at evaluating the influence of conditional bias over the ultimate optimum pit design in relation to its shape, size and NPV (Net Present Value of profits). It has been restricted to two real case studies: a ‘carrot shaped’ gold porphyry in northern Greece and a manto-typeexotic copper deposit located in northern Chile. The methodology applied to each deposit consisted of generating a ‘real block model’ and four resource estimates by the use of conditional simulation and the application of four different kriging plans to the drillhole databases respectively. The estimation models vary in smoothness and conditional bias. Ultimate optimum pits were determined for the ‘real’ and the four different kriging models. Pit comparisons lead to the following conclusions: •In the worst case, conditional bias overestimated the project's NPV by 32% and 5% for the gold and copper deposits respectively. •The overestimation of high grades is more relevant than the underestimation of low grades. This resulted in a tonnage over-extraction of 148% and 1% for the gold and copper deposit respectively. This difference was attributable to the vastly different geometry of the deposits. •The smoothing effect of kriging, without or very little conditional bias, produced open pits that were different to the ‘true’ (ideal) ones and furthermore, underestimated the project's NPV by 10% and 6% for the gold and the copper deposits respectively. •Other factors that influence the optimum open pit design and to some extent control the effect of conditional bias are: the cut-off grade, the orebody geometry and distribution of grades within it and the amount of over-burden. The advancement in Information Technology has resulted in a change in workflow practice in our Mineral Resource Management (MRM) offices on the mines and at our corporate office. This paper discusses the AngloGold approach in defining an IT strategy for MRM, a brief overview of systems usage and benefits. AngloGold has gone through a transformation phase and has positioned itself as a world-class, low cost producer. To support this objective, an initiative has been launched to provide the MRM division with an integrated MRM technical suite of systems with support of a Management Information System. Technical systems for a tabular orebody are not freely available and hence it took AngloGold almost seven years and a significant amount of capital to develop an integrated suite of technical systems. AngloGold MRM IT adopted the typical Zachman framework (value chain) approach in the analysis process and formulated the final deliverable in terms of AngloGold’s strategy. Major benefits have been realized through the ability to change planning scenarios in a short period of time and hence be able to increase reserves and NPV. The development of MRIS, which will become the flagship in AngloGold’s portfolio of systems is in phase two and this system will allow AngloGold to publish Resources and Reserves as per SAMREC and the JORC Code at will. The availability of information at all levels of the operations has made making decisions easier and hence some specialized reports such as the Basic Mining Equation were developed from the Corporate Data warehouse and from the MRM reporting database. Decision Support Systems(DSS) such as Business Objects and Oracle Express are now being used to assist in the process. The decision to use Business Objects to replace SAS reporting as the core reporting tool has resulted in the empowerment of the user and major cost saving as far as the use of consultants to set up standard reports.

One of the most critical and complicated steps in mine design is a suitable mining method selection based upon geological, geotechnical, geographical and economical parameters. Since there are many factors involved in mining method selection, the decision-making process is very difficult. In this paper, the Analytical Hierarchy Process, with 13 criteria, is used to develop a suitable mining method for the Golbini No. 8 deposit in Jajarm (Iran). Six alternatives (conventional cut and fill, mechanized cut and fill, shrinkage stoping, sublevel stoping, bench mining, and stull stoping) are evaluated. The studies show that the suitable mining method for this deposit in the present situation is the conventional cut and fill method.

"Underground coal gasification (UCG) is a fast-emerging, in situ mining technology that provides access to low-cost energy through the utilization of coal reserves that are currently not technically or economically exploitable by conventional mining methods.Groundwater monitoring for conventional coal mining in South Africa is well established, with SANS, ASTM, and ISO standards for the specific environment, location, and purposes. South Africa’s groundwater is a critical resource that provides environmental benefits and contributes to the well-being of the citizens and economic growth. Groundwater supplies the drinking water needs of large portions of the population, and in some rural areas it represents the only source of water for domestic use. Implementation of, and adherence to, groundwater monitoring standards are thus non-negotiable.The groundwater quality management mission, according to the Department of Water and Sanitation in South Africa, is set in the context of the water resources mission and reads as follows:‘To manage groundwater quality in an integrated and sustainable manner within the context of the NationalWater Resource Strategy and thereby to provide anadequate level of protection to groundwater resources and secure the supply of water of acceptable quality.’ (SABS, 2016).In this paper we propose fit-for-purpose groundwater monitoring standards for a commercial UCG operation. It is important to proactively prevent or minimize potential impacts on groundwater through long-term protection and monitoring plans. Scope of study / standard proposal The purpose of this paper is to set out a National Standard Proposal to emphasize groundwater monitoring as one of the five strategies of the ‘Policy and Strategy for Groundwater Quality Management in South Africa’ (Department of Water Affairs and Forestry, 2000) and to align it with the National Water Act, Act no. 36 of 1998 (Republic of South Africa, 1998).The focus of this standard is directed solely towards groundwater monitoring during underground coal gasification (UCG). Groundwater in this context refers to water as sampled from dedicated monitoring wells around the targeted site, which will include the shallow aquifer referred to as groundwater, and water flow at the level of the underground gasifier, referred to as ‘coal water’."

The Samarco pipeline, the longest in the world for iron ore slurry transportation, started operation in 1977 to transport concentrate from the Germano facilities, in the state of Minas Gerais, to the pelletizing plant, located 396 km away, in the state of Espirito Santo, on the south-east coast of Brazil. Designed for a nominal capacity of 12 million tons per year, the pipeline reached 15.5 million/year due to operational improvement and, in late 2005, it was resized to transport 16.5 million tons per year, with the installation of a booster station. In order to ensure the accurate performance of the system, a pipeline cleaning programme was carried out and, since it has been29 years from the operation start-up, precise knowledge of the pipe condition would be fundamental to guarantee the success of the project. The cleaning programme demonstrated the potential of operational gains from this initiative, and its effect on the corrosion control and future measures, which should be permanently adopted to maintain the improved capacity. The intelligent pig runs provided essential data used to establish a pipeline integrity programme that allowed Samarco to develop a pipe repair plan based on the severity and significance of the features and to implement a future pipe replacement plan.

Managers need quality information for effective decision making. This demand, at the present time, is being fulfilled by the increased use of computers via information systems, decision support systems and management information systems. The idea of incorporating intelligence into computers to aid decision-makers has been evolving for over two decades. In recent years, significant progress is reported on applications to business and sciences. In engineering functions, the Artificial Intelligence approach that seems to have great potential is the application of Knowledge Based Systems. The primary objective of this paper is to identify domains in mining engineering where application of knowledge based systems could be beneficial. In- corporation of the expertise required during the analysis and interpretation stages of an engineering design problem through knowledge based systems is recognized as an area of significant benefit. To this end, the components of knowledge based systems for mine ventilation and strata control design are described. The potential applications and limitations of knowledge based systems are outlined.

Orebodies that contain more than one economically important mineral are generally evaluated by parametric cut-off grades. This approach often leads to mis-valuation of mineral deposits because cut-off grades are not based on the grades of each individual mineral and, because of the parametric formulation, are only indirectly related to the individual grade distributions. The only realistic approach is a formulation that accounts separately for each component mineral. The grid search method can be used as a means of multi-mineral cut-off grade optimization in this context. This paper describes the use of the grid search method in cut-off grade optimization for multi-mineral deposits. The authors introduce the general concepts of the method and formulate its application to cut-off grade optimization; they describe a software implementation of the method that can accommodate cut-off grade optimization for mineral deposits that contain up to three economic minerals. Preg-robbing activity of the carbonaceous matter negatively impacts the process of precious metals recovery from gold-bearing ores and concentrates. In this paper, ore heap leaching (HL) using a blinding agent which inhibits ‘preg-robbing’ is a promising method. A carbonaceous ‘preg-robbing’ gold ore with head gold grade of 1.92 g/t from a Russian deposit was studied. Corg was 1.12%. In accordance with the Irgiredmet technique, preg-robbing activity was 65.3%. Surfactant reagent DN was used as the blinding agent. Column tests on the ore HL were conducted using two options. They were: a conventional flow sheet (Column 1) and a flow sheet with the reagent addition (Column 2). Gold recovery in Column 1 was 55.39% while gold recovery in Column 2 was 68.48%. The monitoring of rock slopes is a common procedure in the management of hazards associated with slope instability. Slope stability radar has become widely accepted as the state-of-the-art method for management of hazards associated with unstable slopes in open pit mines. This is confirmed by the rapid adoption of the technology since inception in mid 2003, with over 70 GroundProbe slope stability radars now in use at open pit operations throughout the World. The use of a monitoring system such as slope radar to identify slope hazards is only part of the solution to minimise the consequences associated with slope instability. The presence of the hazard must also be effectively communicated to the mine personnel, so that the correct response to the hazard can be enacted, and the risk mitigated to an acceptable level. In some surface mines, due to the geotechnical characteristics of the rock mass, hazards can develop rapidly; with slopes progressing from stability to ultimate collapse in just hours. In these situations, it is vital that efficient systems are developed to evacuate the area of the pit affected. Such a system has been developed by GroundProbe in South Africa, with the vital driving force for the project being provided by the Anglo Platinum Mogalakwena mine operation based at Mokopane. The mine based development of the system was perceived as an essential aspect in the development of the successful system. From an early stage, the mine provided essential input on both hardware and software developments to allow the system to be rapidly integrated into the mining operation. This paper describes the pit evacuation alarm system that was developed and discussed the benefits obtained from a mine based development program.

Kumba Iron Ore?s Zandrivierspoort (ZRP) magnetite-haematite project aims to mine and beneficiate a magnetite resource with low contaminant levels to produce from 1 Mt/a to 2.5 Mt/a product, which will be either a concentrate, micro-pellets for direct reduction, or blast furnace pellets. Anglo American Technical Solutions Research conducted a number of piloting campaigns to validate the process design flow sheet, demonstrate process performance, and to generate data for use as a design basis. Secondary to this, the pilot plant was to produce approximately 7 t of magnetite-haematite concentrate with low enough SiO2 to be used as feedstock for pelletizing studies. The pilot plant achieved 34.2% mass yield, at 69.0% Fe, 2.2% SiO2, from an IsaMill grind of 80% -45 µm. This product quality will compare favourably to other leading direct reduction (DR) pelletizing concentrates. However, two-stage comminution to 80% -75 µm and beneficiation of ZRP ore will produce a blast furnace (BF) quality pelletizing concentrate, indicative quality being 67.6% Fe and 4% SiO2, at higher mass yields. An economic evaluation between producing a DR and a BF pelletizing concentrate will have to be conducted prior to finalizing the concentrate production flow sheet..

Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in1983 with the formation of De Beers Marine. Full-scale commercial mining commenced around 1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geo-survey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. DeBeers operates across the entire value-chain spectrum from geology and geo-survey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in DeBeers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities are also available to support R&D and projects activities. Hydro transport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet-pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.
