Enhance hydraulic fragmentation technology by developing alternative grout sealing methods. Traditional grout scaling methods rely on chemical adhesion and require large contact areas to restrict high-pressure fluids. Fluid injection into rock requires economical and effective seals. With economical and effective seals, rock is easily fractured in tension by high-pressure fluid injection (fig. 1). Approach An innovative grouting technique was developed and tested by the Bureau. Slowly hydrating expanding chemicals are placed within a borehole and around a section of high-pressure tubing. Testing was conducted using 9/16-inch-OD smooth-walled injection tubes in 1.5-inch-ID holes. Seal lengths weir less than 10 inches and curing times were less than 24 hours.

To inexpensively monitor the ventilating airflow anywhere in underground working places. The Approach: The Bureau has developed a small self-contained monitor which sounds an audible alarm and energizes a flashing lamp if air velocity decreases below normal. How It Works: The sensing element of this inexpensive monitor is a thermistor, which is self-heated by a constant-current electrical source. Airflow over the thermistor increases heat removal and lowers the thermistor temperature. Since the electrical resistance of a thermistor is a function of temperature change, the voltage across it varies with temperature, and, therefore, the air velocity. Changes in the voltage across the thermistor are amplified, and can be used to trigger the alarms.

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees' working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees' working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees' working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees' working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

The construction of explosion-proof electric mine equipment for operation in gassy coal mines of the United States was begun as early as 1903. In 1.906, similar equipment with special protective devices was built for export. An investigation of explosion-proof motors was conducted by the United States Bureau of Mines during 1910 and 1911. In other words, this was among the first efforts of the Bureau directed toward the saving of life and property subsequent to its establishment by act of Congress in 1910. In these early motors, those with special devices for relief of explosion pressures predominated. At that time it was generally considered that, by providing for pressure relief, the enclosures could be made lighter in weight because of the lower explosion pressures developed within.

They must be able to understand many terms that are new to the industry and must be familiar with the use of various types of photometers. The Beckley mine is one of five new mines in a heretofore unmined portion of the Beckley coalbed. The remoteness of these new mines from prior mining and their greater overburden preclude applying methane emission experience obtained in the old mines. Four sections of the Beckley mine were monitored. The data gathered show that variations in methane emission cannot be explained by variations in coal production. Although overburdens varied by as much as 30 pct, no correlation with methane emissions could be determined. The rib emissions increase with increased length of rib from a section advancing into virgin coal and do not decline over a prolonged idle period (32 days) whereas some decline has been measured for a section not mining into virgin coal. The indication is that degasification prior to mining will reduce the hazard of methane emissions in this area of the Beckley coalbed.

ORE CONCENTRATION PROCESS-PATENT OIL FLOTATION PROCESS. The invention of the patent issued to Sullman, Picard & Ballot November 6, 1906 (United States Letters Patent No. 835120), is based upon the discovery of an wholly unexplained phenomenon arising from the agitation of ore pulp containing oil and air in certain proportions. This was a discovery in an art in which it was well known that the elements of oil, air, and agitation possessed certain characteristics and produced certain results. As early as 1860 a British patent first suggested the use of oil in water concentration of ores by pointing out the affinity which oils have for metallic sub- stances in preference to gangue. Subsequently many patentees employed the known affinity of oil for metal in ore concentration proc- esses by using oil in proportions varying from 2 per cent to 300 per cent of the ore and recovering the oil-coated metal particles by causing them to rise to the top or sink to the bottom of the pulp. In these processes the agitation was either gentle or thorough but never great, and though always employed to produce thorough oiling of the metal it was used in different degrees for the sole pur- pose of causing the metal particles to rise or sink. In the prior art the oil was used for its known selective affinity for metal, agitation was em- ployed to mix the oil with the metal, and air was introduced to supple- ment the buoyancy of oil in raising oil-coated metal particles to the surface. To this extent had the art of oil flotation advanced when the patentee entered it, having reached the commercial stage in only two processes, representing respectively metal-flotation and metal-sinking processes, and having reached the stage of success in none. In the line of experiments by the patentee when the proportion of oil to ore was reduced to 1.5 per cent a "float" appeared; at 1.04 per cent still more "float" appeared; at 0.32 per cent the "float" again vastly in- creased; at 0.1 per cent the "float" again vastly increased. It thus developed that in using oil at 0.1 per cent or even at 0.05 per cent of the ore and after violently agitating the pulp from 24 to 10 minutes, there arose to the surface when the pulp was brought to rest, a thick froth or foam of oil-coated air bubbles carrying oil-coated metal particles to the extent of about 90 per cent of the metal con- tent, the foam being sufficiently stable to permit removal and metal recoveries. This was a new result based upon phenomenon then unknown and still unexplained and constituted discovery and promised a change in the art of oil flotation from laboratory experi- ments and mill failures to commercial success. The patent referred to covering the points mentioned has been sustained by the District and the Circuit Courts of Appeals and by the Supreme Court. Miami Copper Co. v. The Miami Copper Co. in its process of concentrating ores by the oil flotation process used three distinct processes that were either the processes included and covered by the Sullman, Picard & Ballot patent or their fair equivalent and which were clearly an infringe- ment of the patent, and the company can not escape liability for such infringement by taking an additional step, although such additional step if taken alone would not constitute an infringement of the Sullman, Picard & Ballot patent. Miami Copper Co. v. Mineral Separation, 244 Federal, 752, p. 768. ORE CONCENTRATION PROCESS-VALIDITY OF GREENWAY PATENT. The patent issued to H. Greenway, June 9, 1914 (Letters Patent No. 1999699), is valid. The process disclosed in this patent was a substantial departure from processes of the prior art. The heating of water is a matter of large moment and the use of acids is a matter of constant and considerable expense. By wholly dispensing with both by the use of a minute quantity of hydroxy compounds, the patentee has disclosed an original and novel plan which has broad- ened and made more simple the agitation process of air flotation. The novelty and inventive character of Greenway's discovery is patentable.

The Bureau of Mines undertook this investigation to study methods of utilizing red mud residues from production of alumina from bauxite. Pilot-plant tests were conducted using Jamaican and Surinam red muds. Both the carbon-lime-soda sinter process and electric-arc smelting with coke and limestone were employed to recover iron and alumina. Alumina recoveries of 85 to 90 percent were obtained by the sinter process; although iron recovery was about 80 percent, the magnetic product was finely divided and difficult to separate from the gangue. Smelting red muds in the electric-arc furnace produced a pig iron with 98-percent recovery of iron; up to 84 percent of the A1203 was recovered by leaching the calcium aluminate slag with Na2C03 solution. A titania product assaying 96 percent TiO2 was recovered from the nonmagnetic portion of Surinam red mud sinter by extraction with H2SO4. Leached calcium aluminate slags and brown mud (from the combination Bayer process) are possible raw materials in the manufacture of portland cement.

The thermodynamic properites of petalite (Li2A12Si8O20) were determined by the Bureau of Mines. The enthalpy of formation was determined by hydro-fluoric acid solution calorimetry. The values from the elements and from the oxides are ?Hf°298.15 = 2,335.8 ± 3.0 kcal/mole and ?H°295 (from oxides) = -50.60 ± 1.20 kcal/mole. Low-temperature heat capacities were determined by adiabatic calorimetry from 10.69 to 302.11 K. The derived standard entropy is S°298.15 = 111.0 ± 1 cal/deg-mole. Enthalpy increments above 298 K were measured by copper block calorimetry from 298 K to 1,193.6 K. The various experimental data were combined with other data from the literature to calculate the Gibbs energies of formation and equilibrium constants of formation over the temperature range of the measurements. Tables of enthalpies of formation and Gibbs energies of formation are given as a function of temperature from the elements and constituent oxides. The Gibbs energy of formation is ?G°f298.15 = 2,203.8 kcal/mole.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. A self-sealing brattice intended for use during coal mine rescue and recovery operations has been designed and tested by the Bureau of Mines. The major design difference between self-sealing and conventional brattice is that the fabric is cut and sewn BS a hemisphere instead of as a flat sheet. This new type of brattice offers reduced weight, leakage, and installation time. Preliminary testing indicates that the concept is worthwhile, but that further developmental research is required.

This study examines the patterns and trends in noise exposure documented in data collected by Mine Safety and Health Administration inspectors at U.S. coal mines from 1987 through 2004. During this period, MSHA issued a new regulation on occupational noise exposure that changed the regulatory requirements and enforcement policies. The data were examined to identify potential impacts from these changes. The overall annual median noise dose declined 67% for surface coal mining and 24% for underground coal mining, and the reduction in each group accelerated after promulgation of the new noise rule. However, not all mining occupations experienced a decrease. The exposure reduction was accompanied by an increase of shift length as represented by dosimeter sample duration. For coal miners exposed above the permissible exposure level, use of hearing protection devices increased from 61% to 89% during this period. Participation of miners exposed at or above the action level in hearing conservation programs rapidly reached 86% following the effective date of the noise rule. Based on inspection data, the occupational noise regulation appears to be having a strong positive impact on hearing conservation by reducing exposures and increasing the use of hearing protection devices and medical surveillance. However the increase in shift duration and resulting reduction in recovery time may mitigate the gains somewhat.

In the past several years, there have been a number of blasting-related carbon monoxide migration incidents. In each case, there have been some common factors that appear to be related to carbon monoxide migration. Geology, heavy confinement of the blast, close proximity to the affected structure, and open pathways into the affected structure are just a few. Prince William County, VA is an area undergoing a boom in suburban development. In the year 2001, more than 4,050 new homes were constructed within the county.1 In the new housing development located in Bristow,VA, trench blasting was utilized to excavate proposed sewage and utility lines. On November 8, 2002, a trench blast was conducted for the installation of utility lines. Later that evening a carbon monoxide detector alarmed in a nearby house. The gas company and fire department sampled for carbon monoxide and measured 100 ppm and more than 200 ppm on the first floor and in the basement respectively. Subsequent efforts to prevent migration of CO into the nearby homes met with mixed results. The only reliable technique for protecting neighbors from CO appears to be the placement of CO monitors in the homes. The events are presented and discussed.

While less than 1% of reported accidents are associated with slope stability problems, slope failures were responsible for about 15% of all U.S. surface mine fatalities between 1995 and 2001. Small rockfalls, which may involve hand-sized rocks weighing only a few kilograms, can cause fatal injuries to workers away from the protection of large machinery. Massive highwall failures containing a million cubic meters of material or more can be fatal even for heavy equipment operators. As part of an ongoing study at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health, several remote-sensing technologies are being evaluated as tools to monitor slopes for hazards and to assess slope stability. Field tests of a hyper spectral imager were conducted to assess its value for improving geologic maps of potentially unstable alteration zones on mine slopes. An interferometric radar device capable of detecting very small displacements on slopes awaits final assembly and field testing. Computerized monitoring methods using images from digital and video cameras are being assessed for application to mine slope surveillance. These and other techniques will eventually provide new tools to augment current methods for monitoring ground control hazards in mines.

For the proper control of gasoline treating plants there is need of a quick test for corrosion. In "sweetening" gasoline that is, in treating it to remove evil smelling mercaptans or to convert them to disulphides or sulphides the sodium plumbite ("doctor") method is generally used. This method involves agitation of the gasoline with "doctor solution's (sodium plumbite made by dissolving litharge in a solution of caustic soda) in the presence of free sulphur3. One of the common mistakes in the technique of this process is the addition of too much free sulphur, which will dissolve in the gasoline and cause it to be corrosive. In the operation of a continuous sweetening; or treating plant, a check on the corrosiveness of they product is imperative at all times. The copper-strip test commonly used in specifications take, so long to perform that the plant may fail to function properly for some time before the operator discovers it. The writer has investigated a rapid corrosion test method involving the use of metallic mercury, recently developed by Messrs. G. T. Granger, refinery superintendent, and A. B. Comstock, chief chemist, of the Barnsdall Refineries, Inc., Okmulgee, Okla. They have used this test successfully for several months in controlling the operation of their continuous treaters any have come to the conclusion that it has several advantages over the copper-strip test. Chief among these is the time caved, as the copper-strip test takes at least one-half hour, while the mercury test can be wade in about five minutes. It is very evident that this is an important item in controlling a continuous treater.
