This report contains the Phase I findings of a study to select and test devices for preventing lack of alertness in haulage truck drivers. The extent of the problem was determined by visiting surface metal and nonmetal mines, interviewing drivers and safety personnel and reviewing accident reports. A number of devices for detecting a lack of alertness were considered and three were recommended for testing in actual operation.

The industrial hygiene and safety aspects with internal combustion engines in mining systems is truly interdisciplinary and encompasses many fields such as mine ventilation, exhaust gas and particulate analyses, mine atmospheric environment monitoring, mathematical modeling of generation, dilution and dispersion of pollutants in ventilation systems, and engine testing and approval. This bibliography, therefore, is a compilation of references from interdisciplinary sources pertaining to diesels and related areas. Related areas are defined as those concerned with: (i) mine ventilation system design and operation; (ii) description, measurement, modeling and monitoring of mine atmosphere contaminants, and (iii) tests, standards, selection procedures, and operational practices for internal combustion engines in underground mines. References cited from source materials span the years 1900 to early 1977. Total number of references cited is 511. Subjective criteria governed the definition and selection of references. Therefore, this bibliography is not claimed to be all-inclusive nor does it purport to be an exhaustive search of all sources.

The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

To provide better service to coal producers and consumers, the scope of this bulletin has been expanded to include important test methods used to evaluate coal properties for commercial processing. Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

As part of the development of the hot-carbonate scrubbing process by the Bureau of Mines, the corrosion rates of steel in boiling solutions of potassium carbonate saturated with carbon dioxide and hydrogen sulfide were determined, and the effectiveness of various inhibitors was evaluated by Bureau researchers. The highly corrosive solution of carbonate saturated with carbon dioxide can be inhibited with a 0.2-percent concentration of either potassium chromate or sodium metavanadate. Solutions of carbonate saturated with carbon dioxide and hydrogen sulfide are mildly corrosive, 0.01 inch per year. Complete absence of corrosion is obtained with 0.2 percent sodium metavanadate or 0.15 percent vanadium pentoxide. Oxidizing inhibitors such as potassium chromate are destroyed in the alkaline sulfide mixture, N-alkyl trimethylene diamines, at a concentration of 0.1 percent, lower the corrosion rate to about 0.005. Sodium metasilicate, at a concentration of 0.6 percent, completely inhibits the corrosion but may deposit free silica in the system. Commercial cladding materials such as the epoxy coatings also prevent corrosion.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. As recently as 1915, helium was available only in very small quantities at a cost equivalent to $2,500 per cubic foot. It was a laboratory curiocity, and its properties were of interest to a limited number of scientists (11).3/ During the past 30 years, however, helium has grown from a plaything of scientists to a factor of importance in the prosecution of the recent war. Navy blimps filled with nonflammable helium proved to be more than a match for German submarines operating in the Atlantic. American bombers were able to fly unheard-of distances to drop bombs on Tokyo, Nagoya, Yokahama, and other Japanese cities because they had been made lighter with magnesium, arc-welded in a helium atmosphere. The Army utilized helium-filled radio-sonde balloons to obtain vital information concerning weather conditions affecting D-day invasions and other military maneuvers.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

Long-haul dump (LHD) vehicles used in underground mining are known to expose workers to important levels of whole-body vibration1. These vehicles are generally designed without suspension and may be categorized as small or large LHDs depending on whether their respective load capacities are lower or larger than 3.5 cubic yards. While the majority of older vehicles are equipped with a rigid or unsuspended seat, more recent LHDs often incorporate a suspension seat. The objective of this study was to define the vibration spectral characteristics of most commonly encountered large and small LHD vehicles operating in mining operations. This was done in an effort to categorize the vehicles in terms of vibration spectral classes to be reproduced on a laboratory whole-body vibration simulator to assess the vibration attenuation performance of a typical LHD suspension seat. Methods Vertical vibration measured at the seat attachment point of 8 small and 8 large LHD vehicles operating underground in typical mining operations under loaded and unloaded conditions was considered as the basis for defining the spectral classes. By regrouping the data collected for each LHD vehicle size and load condition, the overall distribution of acceleration power spectral density (PSD) of measured floor vibration was determined over the 0.5 to 20 Hz frequency range. Mean and envelopes of maximum and minimum values of PSD spectra were computed to define the spectral classes, along with the corresponding values of frequency weighted rms acceleration determined in accordance to the ISO 2631-1 standard2. These spectra were further used to calculate the displacements needed to drive a whole-body vibration simulator consisting of a platform supported by two servo-hydraulic actuators having a total stroke of ±100 mm. For validation purposes, the vibration acceleration spectra measured on the simulator were compared with the target spectra representing the spectral classes. Finally, the vibration transmissibility characteristics of a typical suspension seat were determined under sine sweep excitation using both a rigid mass load and a human subject having a mass of 62 kg and 85 kg, respectively. The SEAT value, representing the ratio of seat to base frequency-weighted rms acceleration, was further measured under each of the defined LHD vibration spectral classes by loading the seat with an 85 kg subject. Tests were repeated three times and the mean SEAT values were determined to assess the seat’s ability to reduce exposure to whole-body vibration in LHD vehicles. Results Three spectral classes applicable to both loaded and unloaded conditions were defined as shown in Figure 1: one for large and two for small LHDs. The influence of load on frequency-weighted rms acceleration was found to be negligible for large and Class I small LHDs, while a shift of the peak acceleration PSD to lower frequencies was noted for the loaded vehicles. As part of the overall development of a borehole mining system -develop backfilling techniques to reduce possible damage to the environment caused by either the cavities or the piles of sand tailings that result from in-borehole hydraulic mining. (Borehole mining is described in technology News No. 56.) Approach Water filled cavities at the bottom of boreholes are rapidly and economically backfilled by jetting a sand-tailings slurry underwater. How It Works The Bureau of Mines borehole mining system creates a cavity having a horizontal diameter of more than 50 feet. (See photograph). This cavity can be backfilled with much of the sand previously mined. The sand tailings or similar backfill material is dumped by a front end loader into a slurry mixing tank at the rate of about one ton every three minutes. Enough water is added to give a thick, but pumpable slurry. The slurry is pumped down the borehole through a string of 4-inch pipe to the cavity. After passing through a right elbow at the end of the pipe, the slurry is ejected through a nozzle. The resulting slurry jet emplaces the backfill at the outer wall of the cavity. To obtain an even distribution of fill in the cavity, the nozzle is slowly rotated. The nozzle and pipe assembly is supported from a turntable on the surface. See diagram.

This report summarizes all work performed under U.S. Bureau of Mines Contract J0377014, "Development and Evaluation of Noise Control Techniques for Taconite Processing Equipment." Three areas of taconite processing equipment, grinding mills, fine screens, and crusher screens have been investigated. Extensive noise and vibration measurements have been made on grinding mills in which the process parameters that affect mill noise have been identified, and the level of shell impact noise around the mill defined. A multiplexing telemetry system was used to obtain shell vibration measurements from a rotating mill. Mill noise control methods were investigated and a partial mill barrier was built and tested on a semi-autogeneous mill. A noise reduction of approximately 3 to 6 dBA was achieved on the falling side of the mill. The use of rubber mill liners on autogenous mills has been evaluated. The noise sources on fine screens have been quantified, and noise control treatments developed. Noise reductions of 11 to 13 dBA were achieved at positions around the fine screen and some in-service testing has been done. Noise measurents of crusher screens were obtained and noise control through resilient screen decks appears to hold the most promise. Additional benefits might be lower life-cycle cost, since the service life of resilient decks is claimed to be longer than steel.

A survey showed that there were 24 bin-related fatalities in the 5 year period of 1975 to 1979 in the minerals industry. Only 4 victims wore safety belts and only 1 of these had a second person attending his lifeline, as mandated by Federal safety regulations. Not one victim observed the three main Federal safety regulations governing work in and around bins. A study was conducted on the force necessary to pull victims partially buried in sand and limestone. Recommendations are made on procedures and safety equipment that can minimize bin-related accidents. A Handbook, directed to the plant engineer responsible for bin design and safety, was also issued detailing bin designs and flow-aid accessories as a function of the flowability of the stored material to better maintain material flow from bins. A comprehensive table of the flowability of many materials produced in the minerals industry is presented and simple procedures given for determining the flowability of materials if not available.

This paper discusses the application of a training intervention that uses degraded images for improving the hazard recognition skills of miners. Method: NIOSH researchers, in an extensive literature review, identified fundamental psychological principles on perception that may be employed to enhance the ability of miners to recognize and respond to hazards in their dangerous work environment. Three studies were conducted to evaluate the effectiveness of the degraded image training intervention. A model of hazard recognition was developed to guide the study. Results: In the first study, miners from Pennsylvania, West Virginia and Alabama, who were taught with the aid of degraded images, scored significantly better on follow—up hazard recognition performance measures than those trained using traditional instructional methodologies. The second and third studies investigated the effectiveness of the training intervention at two mining companies. Data collected over a3—year period showed that lost—time injuries at mines in Alabama and Illinois declined soon after the training intervention was instituted. Impact on Industry: Further exploration of the hazard recognition model and the development of other interventions based on the model could support the validity of the steps in the hazard recognition model.

The U.S. Code of Federal Regulations (Title 30) requires that a methane monitor be placed on every mining machine to continuously observe and record methane levels at the face. The monitor must provide a warning whenever methane levels are 1.0 percent or higher. An effective monitoring system will indicate a methane concentration of 1.0 percent on the mining machine before methane levels at the mining face reach 5.0 percent. Where the methane monitor is located on the mining machine is one of the most important factors that determines how effectively face methane levels can be predicted. Any change in the sampling location will result in a change in measured methane concentration. To protect the methanometer, it is usually located on the cutting boom at least 1 to 1.8 m (3 to 6 ft) outby the front cutting bits. A face ventilation system using blowing tubing was simulated in a full-scale test facility. Methane released from the face area was monitored at multiple locations on a model mining machine as well as locations near the face. Based on the relationship between concentrations measured on the machine and at the face, criteria were developed for selecting the best machine locations for monitoring methane. Recommendations are given for revising methane action levels for alternative sampling locations.
