"Over the past twenty years, there have been numerous studies which have attempted to correlate the prevalence of Coal Workers' Pneumoconiosis (CWP) with different characteristics of the coal seam. Some investigators have tried to find a relationship, or the lack of a relationship, between the rank of coal seams and the incidence of CWP. Others have attempted to show that there is a positive correlation between the mean mass of respirable dust in the mine atmosphere and the prevalence of CWP. Still others have tried to determine the influence of the quartz content of respirable dust on the incidence of CWP. Unfortunately, many of these different investigations have conflicting conclusions.One area of research with conflicting conclusions deals with the relationship between the rank of the coal and the incidence of CWP. For example, an inves¬tigation conducted in Pennsylvania and West Virginia coal mines concluded that the prevalence of CWP increases with an increase in coal rank (1). A study in Great Britain also observed a close relationship between the rank of coal and the prevalence of CWP (2). However, another study involving 312 Appalachian coal miners concluded that the association between coal rank and CWP might be fortuitous and that other factors may be more important (3). In addition, an investigation involving 2,600 miners during a period of twenty years in Great Britain established that there is only a weak correlation between the prevalence of CWP and the rank of the coal (4). Consequently, it appears that there is still uncertainty as to whether or not the rank of the coal seam has an influence on the development of CWP.Another area of investigation concerns the relationship between the mean mass of respirable dust present in the mine atmosphere and the prevalence of CWP. A study involving 4,122 miners over a period of ten years in Great Britain noted a high correlation between the mean mass of respirable dust and the incidence of CWP (5). Another investigation involving 3,154 British face workers con¬cluded that the overall mass of respirable dust is the factor most closely related to the ten-year attack rate of CWP (6). However, a study conducted in thirty-one mines in the United States concluded that it is doubtful that the quantity of respirable dust alone is responsible for the difference in the prevalence of CWP (7). Even though there are conflicting conclusions, there are many more investigators who confirm, rather than deny, the relationship between the mean mass of respirable dust and the development of CWP.The third subject of investigation is the role of quartz in the incidence of CWP. For example, two studies in Great Britain concluded that the quartz content in coal mine dust has no relationship to the prevalence of CWP (8,9). But a study involving 312 Appalachian coal miners revealed that the level of exposure to free silica plays an important role in the development of CWP (10). Once again, the conclusions reached by different researchers are conflicting.Probably the most important factor in the discrepancy among the studies is the variability among different coal mines. A mine operating in an inherently ""dusty"" seam may have a low concentration of respirable dust while a mine operating in a less dusty seam may have a high concentration of respirable dust. This discrepancy is a result of variables such as the effectiveness of ventilation or the efficiency of the water sprays. Consequently, it is very difficult to compare the dustiness of different coal seams by in-mine measurements of the respirable dust concentration. A laboratory test would more accurately characterize a coal seam according to its respirable dust production."

Cooperative efforts by the Bureau of Mines and Agapito & Associates, Inc., Grand Junction, CO, achieved the research objective of showing that data from measurements of the rate and change in rate of mine roof movement can be effective in detecting roof instability. Several instruments and techniques have been used to monitor roof movement and to detect imminent roof caves during pillar robbing. Early detection of unstable conditions can provide time either to withdraw personnel and equipment or to allocate supplemental support to prevent injury or down-time. Critical convergence rates were determined both manually and electronically. The detection of critical rate of movement has been shown to be an effective tool in ground control efforts.

This paper, describing the mining method at the Black Butte quicksilver mine, is one of a series of papers being prepared by the U. S. Bureau of Mines on mining practices, methods, and costs in the various districts of the United States. It is presented to show the mining practice and costs in the successful treatment of low-grade quicksilver deposits. The operation discussed is an excellent example of w1-pat can be done in working a limited tonnage of low-grade ore under sound management. The Black Butte mine is situated at Black Butte, Lane County, in the southern part of the State of Oregon, 17-1/2 miles from Cottage Grove -- a station on the Siskiyou branch of the Southern Pacific Co. The Black Butte mining district lies in the foothills of the Calapooia Mountain Range, which connects with the Cascade Range on the east and with the Coast Range on the west. The elevation at '.lie reduction plant is 1,000 feet above sea level. The apex of Black Butte Mountain, or which the mine is situated, has an elevation of 2,700 feet. The district possesses exceptional natural facilities infrequently met with elsewhere for the mining and reduction of cinnabar ores. The methods used and the results obtained in the application of high-expansion foam on a recent fire in an operating mine in western Pennsylvania were reviewed. This is the first instance where foam has been applied extensively to a fire under actual mining conditions although considerable research has been conducted and experimental fires have been controlled. The Bureau of Mines began investigating the foam-plug technique in 1957 in its experimental coal mine, following reports of successful trials in Eng-land, where the basic methods, using the normal ventilating current, were developed. Early in the research it was apparent that the normal ventilating current in mines in the United States would not provide adequate air pressure to drive a foam plug the distance that might be required. Subsequently, the Bureau of Mines developed a portable high-expansion foam generating unit consisting of a fan having relatively high pressure potential, net, sprays, and metering equipment. To date, foam generators have been constructed by the Bureau, by at least one operating coal company, and by one manufacturer of safety equipment. A number of units from the latter supplier have been adopted by coal-mining companies as an integral part in their firefighting installations.

The effect of comparatively low concentrations of carbon monoxide for short periods and under normal air conditions.of temperature and humidity , with the subject at rest , was studied by Dr. Yandell Henderson and his co -workers . In making recommendations to the New York and New Jersey tunnel commissions * he advised that , if the New York New Jersey vehicular tunnel be so ventilated that persons passing through the tunnel would be exposed to not more than 4 parts of carbon monoxide in 10,000 parts of air for not longer than 45 minutes , they would experience no ill effects . supplementary experiments , carried out by us in connection with our studies at the Bureau of Mines experiment station at Pittsburgh, substantiated this advice . ** In continuing our studies on low concentrations of carbon monoxide , we made a few experiments in a gas chamber where the conditions could be accurately controlled . The factors investigatel were : ( 1 ) The effect of long exposure in low concentrations of carbon monoxide ; ( 2 ) The effect of strenuous exercise ; ( 3 ) The effect of high temperature and humidity in low concentrations of ccarbon Lonoxide .

The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

Background: The National Institute for Occupational Safety and Health (NIOSH) recently investigated ignition incidents resulting from drilling holes into sealed and filled plow frame sections. A farmer and farm worker were seriously burned in two separate incidents that occurred in the same county in New York under similar conditions. They had just penetrated sealed sections of their plow frames with electric drills when a roar of escaping gas at high pressure was heard, and the victims were thrown back by the gas jet and engulfed in flames. The flames were quickly extinguished ,but the victims suffered burns. NIOSH experts were asked to help find the cause of these hazardous incidents.

Horizontal displacements and ground strains induced by mine subsidence are significant information needed for calculating damage and developing precautions against subsidence effects on surface structures. To devise a simple method for determining the surface horizonal displacements and strains simultaneously with the subsidence prediction, the U.S. Bureau of Mines examined the significance of the tilt number, which is the proportionality constant in the relationship between the horizontal displacement and the slope of the subsidence profile. The ratio of the tilt number to the critical radius of the subsidence trough is identical to the ratio of the maximum possible horizontal displacement to the full subsidence, which is found to be constant in most European coalfields. If this ratio is known for a particular minesite in the United States, then horizontal displacement and ground strains can be readily obtained from the primary subsidence data.

In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.

This paper presents one of a series of digests of foreign mining legislation and curt decisions that is being prepared in advance of a. general report relative to the rights of American citizens to explore for minerals and own and operate mines in various foreign countries. This interpretation of the mining legislation of Madagascar was prepared from the best information (in French) available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it dill be referred through the courtesy of the Department of State. INTRODUCTION The basic mining law of Madagascar is the decree of 1923, signed at Rambouillet by the President of France on July 19, and published in the Journal Official de Madagascar et Dependances. It has been modified by a number of subsequent laves and regulations, generally of minor importance.

Objective To reduce equipment operator exposure to respirable dust in enclosed cabs by examining the effectiveness of retrofitting air pressurization and filtration systems on existing cabs. Background Many types of heavy equipment are used in mining, construction, and agriculture. Most have enclosed cabs to protect the equipment operator from excessive dust and noise exposure. When the equipment is new, controls are normally implemented into the cab to keep these exposures at acceptable levels. However, as this equipment becomes older, many components of the enclosure deteriorate, such as gaskets and seals. This causes the effectiveness of the enclosed cab to be greatly reduced. Once this occurs, the equipment operator's dust exposure can increase to hazardous levels. In surface mining operations, elevated exposures to crystalline silica have caused an excessive incidence of silicosis. Approach A cooperative research study with a mining operation and a cab filtration company was conducted to evaluate the effectiveness of retrofitting an older surface drill with two controls to lower the drill operator's respirable dust exposure. These two controls were: (1) A good air filtering and pressurization system to ensure that clean air was delivered into the enclosed cab. Ideally, the incoming air filter should be 99% efficient in removing particles with an aero- dynamic diameter of 0.3 pm or greater from the airflow. (2) Sufficiently sealing the cab to develop a positive static pres- sure and ensure that dust was not leaking into the cab. This was done by plugging all holes and cracks and maintaining good gaskets and seals. To prevent wind from forcing contaminated air through holes in the cab, the cab's static pressure must be greater than the wind's velocity pressure. During the course of this research, it was found that a floor heater fan used in the drill during the winter months greatly increased the operator’s Respirable dust exposure. Problem Identification Four days of background dust levels were measured as a baseline for this research. These baseline measurements were taken in May 2000 when air temperatures ranged from 60° to 70° F. When this was completed, the two controls were implemented. The first control was to install an improved air filtering and pressurization system on the enclosed cab. This was composed of a two-stage prefilter, a blower, then the respirator-medium secondary filter. Since the secondary filter was on the positive side of the fan, all air delivered into the enclosed cab had to pass through this secondary filter. After the filtering system was installed, the cab was pressurized to a static pressure of0.01 inches of water (w.g.), which is still very minimal. The second control was to seal the cab. New door gaskets were installed, and all cracks and holes in the shell of the enclosure were plugged. This increased the cab pressurization to approximately 0.1 inches w.g.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. APD plots at 12 frequencies from 10 kHz to 32 mHz of magnetic field strength 2. R. The mineral value in the ores from the Mother Lode mining districts of California is almost entirely gold, Although many mines have produced extremely high-grade ore the usual mill grade averages approximately $7.00 gold per ton. Fully 80 per cent of the gold has been and is now being recovered by amalgamation. Various methods have been introduced to recover the gold that was not obtained by the amalgamation processes. They include vari¬ous kinds of gravity concentration which in some cases were followed by chlorination or cyanidation. The usual practice includes only stamp battery, plate-amalgamation, and vanner concentration. In the very early practice the tails were run to waste through the main drainage streams of the different mining districts. During later years very large storage dumps have been impounded. These old tails, together with those being saved from present mills, furnish the problem discussed in this article. The clean sand portion of these mill tails is amenable to the usual cyanidation. The slime portion contains the major amount of the gold lost, but it also contains 1-1/2 to 3 per cent carbon, which precludes direct cyanidation of this part of these low-grade waste tails. The black carbonaceous slime portion is the particular problem considered in this report.

"We have reported previously that crushing or grinding crystalline silica results in the generation of silica-based radicals on the particulate surface and that these radicals can generate hydroxyl radicals in aqueous solution. Data in the present study indicate that freshly ground silica is more cytotoxic and is a more potent activator of alveolar macrophages than comparably sized aged silica. That is, compared to aged silica, fresh silica is 4.2-fold more potent in decreasing the membrane integrity of macro· phages; is 50% more potent in activating hydrogen peroxide secretion by macro· phages; and is 4.frfold more potent in stimulating cellular chemiluminescence. Prosil 28, an organosilane material, is an effective coating agent for fresh silica. It decreases the cytotoxicity of fresh silica by as much as 78% and decreases the ability of fresh silica to induce chemiluminescence from alveolar macrophages by 58%. The data suggest that surface radicals associated with freshly cleaved dust may be an important factor in the induction of pulmonary disease. Furthermore, treating dust with coating agents may substantially decrease toxicity. INTRODUCTIONThe U.S. Department of Labor estimates that over 1.25 million American workers may be exposed to crystalline silica and that nearly 60,000 may be at risk of developing some degree of occupational lung disease (Parkes, 1982; Peters, 1986). Occupations of concern include miners, stone quarry workers, sand and gravel workers, sandblasters, foundry workers, and glass workers. Acute silicosis is characterized by inflammation, alveolar lipoproteinosis, and the rapid development of respiratory disability (Banks, 1986). In contrast, chronic silicosis develops 20-40 yr after initial exposure and is characterized by the appearance of concentric hyalinized nodular lesions and the progressive development of dyspnea (Parkes, 1982; Ziskind et al., 1976)."

A mineral purvey of 40,000 acres of the 42,213-acre Little Humboldt River Wilderness Study Area was conducted by the U.S. Bureau of Mines in 1985 at the request of the U.S. Bureau of Land Management. There are no identified mineral resources but anomalous gold, silver, mercury, and arsenic concentrations were found. The study area is located in Elko County, NV, in the Owyhee Upland geomorphic subprovince. It is underlain by mid- to late-Miocene-age rhyolite, basalt, tuff, vitric ash, and tuffaceous siltstone. On the south side and partly within the study area, a mining company recently (January 1986) located 125 contiguous claims over an area of hydrothermally-altered volcanic rocks that have anomalous surface concentrations of gold, mercury, arsenic, and silver. Anomalous gold-silver concentrations in altered rocks were encountered at several other widely scattered localities in the study area. These elevated metal concentrations and associated hydrothermal alteration indicate gold resources may be present in the study area. A 20-ft-thick bed of diatomaceous earth, which contains 60 to 85 percent diatoms, crops out 0.3 mi north of the study area. Elsewhere, three samples of altered volcanic tuff taken within the study area contain from 46 to 70 percent zeolite (clinoptilolite). The diatomaceous earth and zeolite sampled are not of sufficient quality to compete with materials presently being marketed. There has been no mineral production from the study area, but a caved adit, about 25 ft long, and six prospect pits were found.

During cyanidation of mercury-bearing gold-silver ores, significant amounts of mercury are extracted. The presence of mercury decreases. gold loading and increases mercury stripping time on activated carbon, complicates fire refining of the gold cathodes, and creates a potential health hazard. Addition of calcium sulfide (CaS) to the cyanide leach slurry precipitates the solubilized mercury but also some silver. The Bureau of Mines investigated silver loss during CaS precipitation of mercury. Addition of 0.1 lb CaS per short ton ore to a mercury-bearing gold-silver ore precipitated both mercury and silver. However, if copper was added with CaS, or if the ore contained copper, much of the sil-ver loss was prevented. Addition of 235 ppm Cu with 0.1 lb/st CaS, prior to carbon-in-pulp adsorption, resulted in 89-to 97-pct, 80-to 91-pct, and O-pct adsorption of the solubilized gold, silver, and mer-cury, respectively, on the activated carbon.
