The purpose of Volume II of this study is to provide a general plan for the pilot testing of two materials which could be used to tag explosives for both pre- and postdetonation identification and of tracing techniques which would thereby aid the investigator of an unauthorized bombing or explosion in being able to determine the source and/or user of the explosives. Volume I described the planning factors by which the tagging of explosives could be implemented on a National basis. 1.2 BACKGROUND Tagging explosives at the time of manufacture with a taggant material that could survive detonation, be recovered, and provide an investigative lead has been seriously studied for several years. This concept has gained widespread support among many law enforcement groups because of the scant clues that can presently be found among bombing residue.

The U.S. Department of Interior, Bureau of Mines has evaluated the potential resource and annual availability of cobalt from 27 deposits or districts in 11 market-economy countries. More than 95 pct of primary cobalt production from market-economy countries, mainly byproduct output from copper and nickel operations, was analyzed. Approximately 1,200,000 mt of cobalt is potentially recoverable at the demonstrated resource level. Very large additional resources exist, especially in laterite deposits, but are at the inferred level. The producing operations evaluated in this study are expected to produce about 19,000 mt of cobalt in 1989, significantly less than the available capacity of about 31,000 mt. More than 14,000 mt per year of cobalt is produced from copper-cobalt deposits in Zaire and Zambia, of which 11,000 mt can be produced at a copper price of $O.60jlb or less with a O-pct discounted cash-flow rate of return (DCFROR). Approximately 4,400 mt of cobalt is produced annually from nickel-cobalt deposits in six countries, of which about 1,800 mt (in Canada and Brazil) could be produced at a nickel price of $1.50jlb or less at a D-pct DCFROR. Approximately 200 mt per year of cobalt is produced from a cobalt mine in Morocco. Most of the evaluated nonproducing operations and prospects that could potentially produce cobalt as a principal product or byproduct would require a total cost (including a 15 pct-DCFROR) significantly exceeding January, 1989 market prices of the principal commodities. Principal-commodity dependence, transportation routes, cobalt toxicity, and other issues that could affect the availability of cobalt are addressed herein.

The Federal Bureau of Mines has studied the locations and general features of 90 pegmatites found in north-central New Mexico. The dominant valuable product of the pegmatites is muscovite, both sheet and scrap. However, the Harding pegmatite in Taos County is mined only for beryl. Many attempts have been made to recover scrap mica on a large scale by mechanical beneficiation of pegmatite, but the operations heretofore have been short-lived. The Globe mine and the Apache mine, both near Petaca in Rio Arriba County, have been the most important sources of sheet mica in New Mexico. Recognition of the growing need for some of the minerals derived from pegmatites led the Bureau of Mines to investigate the occurrences of pegmatite.

Under a cooperative agreement, the Bureau of Mines, Magma Copper Co., and ASARCO, Inc., tested backfilled ground support systems at t.wo elevations in Magma's San Manuel, AZ, mine. The tests were mainly for guidance in designing the loading crosscuts of the new ASARCO Sacaton underground mine. Two-piece, wide-flange steel sets for 8-by 8-ft (2.44-by 2.44-m) and 11-by II-ft (3.36-by 3.36-m) openings were designed. Set spacing was 3 ft (0.91 m) and 5 ft (1.52 m), respectively. After erection, the sets were lagged with various test materials. The void between the lining and the ground was backfilled with sand and pea gravel. Instruments measuring strain (used to determine changes in stress) were placed beneath the sets and in the backfill. Results indicate the backfilled sets in the smaller drift (2315 grizzly level, panels 6 and 7) of 8-by 8-ft (2.44-by 2.44-m) cross section are a viable permanent support system, lower in cost than the standard formed concrete. Results are inconclusive in 2615 grizzly level, panels 5 and 6, where wide-flange steel sets were used with 5-ft (1.52-m) long concrete gob lagging of T-design.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Com¬mittee of the Coordinating Research Council (CFC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further re¬ports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of l941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. The present report presents analytical data for 3,011 samples, representing the products of 113 companies. Most of the samples represented in this report were obtained during July and August 1946. As in previous surveys the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 1,585 samples, 311 items, and 99 -brands; premium-price, 1,422 samples, 280 items, and 94 brands; third-grade, 4 samples, 4 items, and 4 brands. Changes in the 1978 quantity and value of the sales of various natural abrasives, compared with the data for 1977, were of a mixed nature. Output of tripoli-type materials and garnet increased in both tonnage and value. Emery production also increased. But special silica stone product sales decreased in both tonnage and value, and the reported quantity and value of sales of manufactured abrasive material also decreased for 1978. In 1979 output of tripoli-type materials and special silica stone products decreased in both tonnage and value when compared with the previous year. The tonnage and value of sales of garnet and manufactured abrasives increased when compared to 1978 data.

This study was a part of two programs: The first, to develop and evaluate high-temperature refractories; the second, to investigate reaction-rate kinetics and phase equilibria in the sinter step of the lime-soda process for the recovery of alumina. High-temperature X-ray diffractometer techniques are to be used extensively in both programs. This paper summarizes developments in the field of high-temperature X-ray diffractometers through 1959, evaluates various furnace designs, and describes briefly the X-ray diffraction facilities of the Federal Bureau of Mines. A more detailed description of the equipment and its calibration is planned in a future paper on thermal expansion and phase inversion of rare-earth oxides.

ALABAMA'S mineral industry continued to expand. This was a record year for many commodities, with expansion in almost all industries. New records were established for the production of native asphalt, fixe clay, miscellaneous clay, kaolin, bentonite, lime, scrap mica, salt, sand and gravel, crushed limestone, crushed marble, and tale. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 87 percent of the total value of production, compared with 86 percent in 1963. The iron ore industry continued to decline. This was the first year in which consumption of imported iron ore exceeded the consumption of domestic iron ore. The coal industry recovered from the slump caused by the abandonment of red iron ore mining by United States Steel Corp., and production expanded 17 percent, for the best year in coal mining since 1948. During the year, the one-billionth ton of coal was mined within the State.

This paper is one of a series being prepared by the United States Bureau of Mines describing cloy reining, crushing, and grinding methods and costs at various operations throughout the United States. These Toners are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production casts. Although the publication of total production cants might not be advisable in sore instances, yet a knowledge of operating costs is essential to the technical discussion end study of the methods employed. The attention of the reader is specifically coiled to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals specifically with the methods employed by the Clay City Fire Co., Uhrichsville, Tuscarawas County, Ohio.

This user's manual covers a set of 5 computer codes which were generated during development of a simulation of deep ocean mining operational economics. Table 1.1 provides a summary of these codes, and a more thorough description of each follows, In addition to the descriptions in this user's manual, internal documentation is provided throughout each code, except for the very simple ones, for ease of understanding or possible modification. The two major codes are MINER, which performs the deep ocean mining system operational simulation, and MSWEEP, which calculates the sweep and feed efficiencies for a set of collector paths generated by MINER. The standard operating procedure is to input the system and operating parameters to MINER, which computes a set of collector paths automatically and stores the information in the fife PATH.DAT. MSWEEP subsequently retrieves the collector path data in PATH.DAT, and uses it to calculate sweep and feed efficiency. Separating MINER and MSWEEP allows parmetric execution of MSWEEP without recomputing the collector paths with MINER. PIPEST, RESP, and OBSTCL are special-purpose codes described in more detail in the following documentation.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

This Bureau of Mines report is a study of the organizational framework of the ferrous scrap industry, of the products produced, and of the factors affecting the consumption of ferrous scrap by the steel industry. Consumption data from 27 major iron and steel firms in the States of Illinois, Indiana, Iowa, Michigan, Minnesota, and Wisconsin during the period between 1957 to 1962 were grouped by type of iron and steel furnace production facilities to determine consumption pattern for various grades of scrap in comparison to ingot production, hot metal consumption, and home scrap generation. Grades of scrap affected by changes in scrap consumption were determined, and the pattern that emerged was analyzed. Correlation of scrap demand and its effects on scrap prices based on price of scrap receipts of No. 1 heavy melting scrap and No. 2 bundles in the Chicago area for the years 1957 through 1962 indicated that demand trends do not always affect the price of scrap, Past and present technological advancements in steelmaking processes are discussed, and their effects on the scrap industry are analyzed.

"One of the outstanding problems confronting automotive engineers in attempting to construct motors of greater economy is that of eliminating the ""knock"" from the operation of the engine. Recent investigations of this detonation or knock in internal-combustion engines, especially of the high-compression type, have demonstrated that it can be eliminated or reduced by decreasing the reaction velocity of combustion by adding small quantities of certain compounds to the gasoline, This makes it possible to use engines of a higher compression ratio, thereby greatly increasing the mileage per gallon of gasoline consumed. The savings in fuel reserves from increasing the proportion of crude oil marketable as motor fuel and in permitting the designing of more efficient engines are obvious.Ethyl gasoline, one of the widely used anti-knock fuels, is ordinary motor gasoline to which has been added 3 c.c. of tetraethyl lead and 2 c.c. of a halogen carrier, as ethylene dibromide or trichiorethylene, or approximately 0.06 per cent of the lead compound and 0.04 per cent of ethylene dibromide by volume. Ethyl gasoline should not be confused with ethyl fluid, which is a mixture of concentrated tetraethyl lead and ethylene dibromide in the prowler proportions for mixing with gasoline, but is not a motor fuel and is not sold to the public. Also tetraethyl lead is not a motor fuel, and likewise is act sold to the public."

One of the first things that is done after an ore has been received is to look at it under the microscope. Microscopic examination serves as an important complement to chemical analysis in interpreting the percentage composition in terms of minerals. If it has been found difficult to treat an ore, the reasons for this action and indicated methods to overcome the difficulties may be ascertained by testing with a microscope. For example, failures in selective flotation have been traced to intimate mineral association and changes in mineral surfaces through incipient oxidation. The importance of surface stains or tarnishes and the presence of adhering slime particles have been found to be responsible for the difficulty experienced in the treatment of certain gold ores.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specificetiona that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, end that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3/ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered 1s a check on the practical results obtained in burning the coal.

This Bureau of Mines publication contains routine analyses and related source data for 495 natural gas samples from 21 States and three foreign countries. Of this total, 376 samples were collected during calendar year 1968. The remaining 119 analyses are of samples collected during previous years, but releases granting permission to publish the results Here not received until 1968. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917 and in late 1965 was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Ten previous publications have presented results of 8,165 gas analyses made by the Bureau of Hines Helium Activity prior to 1968. "INTRODUCTION For many years protective grounding of electrical equipment has been advocated as a means of safeguarding equipment against damage and of minimizing shock hazards to persons. Several codes are in effect covering in considerable detail the items to be observed in obtaining effective grounding in and about industrial plants. Although the coal-mining industry does not have a comprehensive code of its own covering the grounding of electrical installations, a number of States and individual coal-mining companies have issued codes, standards, or rules that include certain requirements with reference to grounding. As early as 1916, 4/ and again more recently, 5/ the Bureau of Mines recommended grounding, particularly as a means of preventing shock to men working on or around electrical equipment.It is common knowledge among electrical engineers of public utility and mining companies that connecting a wire from the frame of a machine to a rod or pipe driven into the earth does not necessarily assure desired protection of surface equipment. In fact, it has often been found necessary to use several interconnected rods and to treat the surrounding earth with salt or other chemicals before the connection to earth would have sufficiently low resistance to give satisfactory results. Even these expedients have not produced the desired results in some localities. It has also been found that ground connections initially having a low resistance may attain high resistance during some seasons of the year. In spite of such difficulties with surface equipment, it has sometimes been assumed that a mining machine resting on the floor in a coal mine is grounded by virtue of its contact with that floor. It has also been assumed by persons endeavoring to comply with grounding requirements that a peg or rod driven into the mine floor would provide a sufficiently low-resistance contact with the earth to be satisfactory as an electrode for connecting the grounding wire from frames of equipment. That both assumptions may be wholly untrustworthy has been proved by the authors in actual tests with underground machinery."
