Native asphalt was produced in 1982 by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries, Inc., Uvalde County, Tex. Historically, gilsonite, a solidified hydrocarbon found only in Utah and Colorado, had been mined by American Gilsonite Co. and by Ziegler Chemical and Mineral Corp. from properties near Bonanza, Uintah County, Utah. During 1982, Hydrocarbon Mining Co., a subsidiary of the Oberon Oil Co., entered into a joint venture with Miocene Resources Inc. of Novato, Calif, to form Hydrocarbon Resources Co. for the purpose of mining gilsonite about 50 miles south of Vernal, Uintah County, Utah. Under the agreement, Hydrocarbon Mining contributed gilsonite-bearing properties held by lease or sublease as well as mining equipment to the venture. The property contained leases totaling 760 acres with probable reserves of 268,000 tons of gilsonite. Miocene Resources provided the partnership with a minimum of $200,000 to develop two of the leases and were to be responsible for management of the mining operations.2

Most State enacting bodies have deemed it necessary to specify a maximum speed at which men may be hoisted or lowered in mine shafts. Since most mine cages are not closed in, as are passenger elevators in office buildings, and since, ordinarily, neither the starting tin g nor stopping of the cage is as general as that of these elevators, such regulations are all the more necessary for the comfort and safety of the men. It is also quite generally recognized that it is dangerous to over-crowd cages. Hence, a number of States have limited the number of men that may be on cage at one time.

This report describes the results of a program to design, procure, install, and evaluate a multi-channel underground telephone system of modern design in the Sunshine Silver Mine near Wallace, Idaho. Although the evaluation portion of the program was deleted, this report contains a cost benefit analysis for such a system using estimates of operational data for the Sunshine Mine. The results show a centrally switched telephone system of conventional design with ruggedized phone enclosures and special environmentally sealed dial pads to be the most economical.

Laboratory performance of mercury filled current limiting devices (CLD) used for high speed switching of DC circuits (600 volts and below, up to 1000 amperes) using a system involving a parallel connected vacuum switch with CLD and an additional series connected vacuum switch was verified in USBM Contract #HO 357079. This report details analytical work and field experimental tests to predict and control voltage surges associated with the high switching speed associated with the switching system. It also details tests conducted to demonstrate the fault current limiting ability of the CLD. Problems associated with designing a fault current limiting system are discussed.

This report describes a program of research to evaluate methanometry in coal mines. The program commenced by conducting an extensive state-of-the-art survey. Details of the survey are presented which includes a rating of various types of instruments that can be used to detect and record methane gas. Laboratory test data, on mine instruments tested are presented together with results from a computerized statistical analysts.

The COALSTAR Project, which operated from November 1981 to December 1982, was a research and development project aimed at providing a reliable and inexpensive means of monitoring various waste site conditions via the GOES satellite system. The GOES system provides data transfer from unattended isolated sites where neither power nor telephone lines exist. The reliability and resolution of the data received while using the satellite link were excellent; however, the site instrumentation gave considerable trouble. The disastrous failure of a large coal waste embankment in 1972 led the Bureau of Mines to undertake a comprehensive program to reduce the likelihood of such an occurence again. Part of this program involved the installation of instruments to monitor the stability of a specially-selected embankment operated by Armco Incorporated near Montcoal, West Virginia. Initially, the instruments were monitored by normal telephone lines and used normal commercial power from the local utility. The project described here was initiated to replace this monitoring system with an unmanned, solar-powered data collection system which transmitted data via satellite to a central computer facility. The satellite data network is the National Earth Satellite Service of the National Oceanic and Atmospheric Administration.

The manufacture of lime is one of the oldest industries. Plants are distributed widely and furnish an essential raw material for numerous industries. The use of lime by the building trades, in agriculture, and in hundreds of manufacturing and chemical processes has created demands for a large production and has necessitated exhaustive research on methods of manufacture and uses. The bibliography of lime is an extensive one, but for the most part each publication has dealt with only certain operations. The purpose of this paper is to present a general picture of the industry as a whole. The abundant literature has been abstracted and quoted freely, and the National Lime Association has rendered valuable assistance in furnishing data for certain sections. Publications containing more detailed information on the various branches of the industry are referred to in the footnotes and in the bibliography.

Instability of rock slopes often occurs in the form of excessive movement of bodies that are bounded by discontinuities. The well known limit equilibrium analysis for wedges and blocks suffer, however, from procedural simplifications and from the basic deficiency of limit eguilibrium analysis--the rigid body assumption. Thus, stability analysis for 2-and 3-plane wedges with a wide range of additional features regarding failure modes and external forces have been developed. The deficiency, due to the rigid body assumption, was corrected by an approach that includes the effects or the in-situ stress field and of the stiffness of discontinuities. The final step in making limit equilibrium approaches more valid was achieved with the method of artificial supports which makes it possible to identify among all possible failure modes the critical one and to determine the corresponding factor of safety. The analytical development includes the creation of appropriate computer codes and routines for programmable pocket calculators.

Despite the extensive use of fluorphlogopite, investigators do not agree as to its exact melting temperature. Data on other fluormicas and on related fluorsilicate systems are largely nonexistent. A knowledge of the melting temperature is necessary for the effective synthesis and use of fluorphlogo¬pite or other fluormicas. The increasing use of two- and three-mica systems to yield polycrystalline ceramics has made more urgent the need for melting temperature information concerning these other fluormicas. This report is part of a program by the Bureau of Mines to synthesize large-size or large-crystal fluorphlogopite and develop a usable reconstituted fluormica sheet. The melting temperature of fluorphlogopite, K2Mg6A12Si6020F4, was found to be 1,383° ±2° C. This temperature was found by studying single crystals of fluorphlogopite, heating behavior of glass of fluorphlogopite composition, and the actual crystallization of fluorphlogopite from a melt that had been heated above 1,430° C. The formation of forsterite or norbergite was directly proportional to the loss of volatiles during the experimentation. Many trials revealed that the only reliable seal was a thick platinum sheet with welded seams. If no volatiles were lost, neither norbergite nor forsterite were formed; fluormica was then the only product. Excellently formed crystals of forsterite with an optical sign different from ordinary forsterite were obtained during the single crystal melting experiments. These crystals resulted from a slow loss of volatiles. A congruent melting of fluorphlogopite is indicated by the data of this report; however, incongruency within a small temperature range is not precluded. A more refined method using phase equilibria-quench methods would be necessary to settle the question absolutely.

The 53 countries that constituted Africa in 1991 accounted for a significant portion of total world output of a number of mineral commodities. However, total output for the continent declined for many major mineral commodities produced compared with that of 1990. Also, Africa's share of total world output of these commodities generally declined. (See tables 1 and 2.) The most conspicuous declines were for cobalt and copper owing to mining and metal processing difficulties experienced by the world's two largest cobalt producers, Zaire and Zambia. Phosphate rock output declined primarily owing to a sharp fall in production from Morocco, also a leading world producer. Morocco's state corporation for phosphate production experienced marketing problems, leading to the decline.

Preliminary safe distances for blasting wiring from typical electromagnetic sources are presented. The distances are for underground coal mines and electromagnetic sources in the frequency range below 10 MHz. The distances are based on measurements performed at 3 locations in each of 3 coal mines. The measurement apparatus, measurement procedure, measurement results and the rationale used in the calculation of the safe distances are all described. The safe distances presented are dependent on the measurement results and their interpretation. More measurements are clearly necessary to establish the validity of the suggested distances.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

Six underground coal mine shuttle cars (three high seam and three low seam) were used to assess visibility using the concept of visual attention locations (VALs) and an improved human eye reference measurement instrument (HERMI Mark II). Each machine was assessed in the inby and outby direction of travel with no canopy and with the canopy in its highest, and lowest position. In addition, the illumination level at each VAL was determined. Results showed that the most important variable determining visibility was operator eye position. When this variable is controlled, the addition of a canopy has no effect on visibility. Further, with eye position controlled, there is no difference in visibility between high and low seam machines. The visibility and illumination assessments found blind spots in the operator's field of view located on the opposite side of the car from the operator and ahead of the machine. Suggestions for reducing the blind spots were made. The report also included a procedure manual for using HERMI and the system of VALs to assess visibility from underground shuttle cars, continuous miners, and scoops.

Demonstrate the technical feasibility of using nontraditional, low-rank, coal-based fuels and new coal-based technologies for mineral and metallurgical applications. Approach A cooperative research effort was initiated between the Bureau of Mines, U.S. Department of Energy and the minerals industry to extend the application of the fixed-bed gasification process to low-rank Western coals. The research effort enabled cooperators to gain operating experience in the use of hot, raw producer gas for iron ore pellet induration and other high-temperature mineral processes. Researchers were able to gather data regarding the fundamental engineering aspects of the fixed-bed process and gas cleanup for a wide range of solid fuel properties. Applying Fixed-Bed Gasification As a prerequisite to gathering the data needed for the study, the Bureau of Mines designed and installed, at one of its laboratories, a 6.5-ft-diam. single stage, fixed-bed, air-blown atmospheric pressure gasifier. The gasifier was coupled with a hot, raw gas combustion system and iron ore pellet in. duration kiln. The gasifier is rated at 1.5 ton/h capacity of bituminous coal.

Results are presented of a census of the machines used in surface coal mines in the United States. The numbers of each machine type and model reported to be in use are tabulated for large and small mines in the Eastern, Central, and Western regions. Also tabulated are the average daily usage times of the major machine categories and the numbers of machines that have acoustical and other cabs. Projections of the total numbers of primary production machines are given. It is found that heavy tracked dozers and wheeled front end loaders constitute the most prevalent machine types, and that generally a very few models of machines made by one or two manufacturers constitute a major fraction of the population in each machine category. About 70 percent of all machines are reported to have some kind of cab, and about half of these are reported to be acoustical gabs; it is noted that acoustical cabs generally came into significant use since about the early 1970's. It is observed that the percentage-wise mixes of equipment types used in the various categories of mines differ significantly for only a few types of machines, notably for heavy dozers and loaders, and for haulers, highway trucks, and internal-combustion engine-powered shovels and draglines.

The following tables summarize data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in these tables is what is termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For copper, gold, lead, silver, tin, and zinc, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal. The values shown are in current dollars, with no adjustments made to compensate for changes in the purchasing power of the dollar.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Carbonyl sulfide (COS) was decomposed to sulfur and CO in a silent electrical discharge. A threshold of about 4 kv at 60 Hz was required to dissociate the gas in a laboratory ozonizer at 790 torr with electrode gaps between 1 and 5.5 mm. Above the threshold value, the reaction rate increased with increasing voltage with helium or nitrogen diluent. With the latter diluent, higher voltages had to be applied to obtain the same yield in the 4-to 12-kv range. The COS decomposition rate increased with COS concentration, but a saturation value was reached at about 10 pct COS. The reaction rate decreased at low linear gas velocities as obtained at lower gas flows, larger electrode gaps, or larger reactor volumes. Increasing gas temperature also decreased the decomposition rate. The presence of solid adsorbents such as quartz wool, bauxite, or charcoal had no significant effect on the reaction rate. The addition of S02 did not affect the COS decomposition rate, but small amounts of water decreased the reaction rate. Over 50 pct of the COS was decomposed at room temperature and atmospheric pressure in a l7-kv ozonizer using a gas containing 0.9 pct COS in helium flowing at a rate of 0.3 liter/min. The average current was less than 5 ma. This method has possible application in eliminating the toxic air pollutant, COS, which is generated in petroleum refineries and in processes involving reactions between sulfurous and carbonaceous materials. Carbon monoxide that is formed can be further oxidized to CO2 after the collection of elemental sulfur.

The wetting of coal dust by aqueous solutions of surface active agents (surfactants) has been studied. Selected for study were thirty coals and typical surfactants selected from the typical classes of anionic, non ionic and cationics. Of these three classes the practical use of cationics in aqueous solutions has been eliminated due to the inherent negative Zeta potential charge of the representative coals studied. The wetting of the coals has been examined by column flow, contact angle, and settling rate measurements. Results indicated that both anionic and nonionic surfactants are to be considered viable for use; low critical micelle concentration values are also preferred for the surfactants. Study of native waters showed substantial variation in properties, i.e., pH, calcium ion concentration, and conductance. pH variations were also noted to affect the effectiveness of selected surfactants. Combinations of nonionic and anionic surfactants have, in certain instances, produced synergistic enhancement in the coal wetting superior to the effectiveness of each surfactant alone.

Mineral nodules from the ocean floor represent a vast potential source of manganese, nickel, cobalt, and copper. Process development studies to devise methods for recovering these metals were conducted by the Bureau of Mines using two types of nodules--relatively low-grade calcareous nodules from the Atlantic Ocean and higher grade siliceous nodules from the Pacific Ocean. Ammoniacal carbonate leaching of reduced nodules appeared to have the best potential for processing the calcareous nodules, but the method proved to be impractical for recovering manganese. Extraction of 90 percent or better of the nickel, cobalt, and copper showed the technique to be attractive for recovery of these metals. The siliceous nodules appeared amenable to a process that starts with either a sulfur dioxide leach or a sulfation roast followed by a water leach to dissolve the soluble sulfates.
