In use, blasting powder is exploded by a spark from fuse, electric squib or miner’s squib, or by a primer of some high explosive, the last being employed only in heavy charges on open work. In mining, and sometimes in light charges on open work, blasting powder is made into cartridges by means of a paper tube or cylinder sealed at one end, which is known as the Du Pont tamping bag. Sometimes the paper cylinder is made by the miner by coiling a section of heavy paper, known as blasting paper, around a wooden pin, called a cartridge pin, and securing it with what is called blasting soap. The removal of the pin leaves a cylindrical cartridge open at one end, into which the powder is poured and the top folded and sealed with blasting soap.

"Over the past 30 years, the Nordic countries have developed similar practices for estimating damage caused by rock blasting vibrations. However, over the last few years the risk of damage has sometimes been estimated by using international values, which have created unnecessary costs, since they are too conservative. This paper gives a proposal for Finnish blast vibration standards and a calculation model for the extent of the zones for building inspection, risk analysis, and vibration measurements. The international conclusion is that particle velocity is the best descriptor for limiting damage potential for structures. Over 900 000 vibration data recordings from 52971 blasts were collected for this paper during 1970-1989. They show that the most practical description is the vertical component of the peak particle velocity. As rock is a nonhomogeneous medium, it is hard to predict the need and scope of risk analyses, building inspection, and vibration measurements. As a large number of blasts were monitored for the recording of the peak particle velocity in several locations in Finland, and the data combined, it is possible to establish safe scaled distances for the calculation of the need and scope of risk analyses, building inspections, and vibration measurements."

Optimal Fragmentation in Block Caving is difficult to achieve as it is generally defined by the rock mass itself and the way in which the cave is initiated. The lower portion of the cave has even less chance as the material has little time for self comminution. Blast Preconditioning of the Block Cave is designed to engineer the lower section of the rock mass to produce material of a suitable size to assist in the initial cave propagation and improve initial drawbell productivity. At Cadia East a plan was developed to drill 150-metre long, vertical up-holes from the undercut level and blast them fully confined to produce fractures in the rock mass. The blast itself was a simple undertaking. However, in the year preceding the first production blast, all aspects of the process were designed, tested and refined across multiple trials. As this type of challenging application had not previously been encountered in Australia there were many unique situations to address. Products and systems had to be developed and adapted to overcome these challenges. These included: Formulating and manufacturing an explosive that is robust and of a high VoD; designing and manufacturing easy to use electronic initiation systems; and, designing pumping systems to combat high head pressures to allow for successful and safe loading of the holes. Close collaboration with the customer ensured that the trials culminated in successfully blasting a hole containing almost 3.3t of explosive. These trials have since led to the blasting of four holes instantaneously, which contain almost 13t of explosive. This paper describes the various components of the system, the challenges and the final result.

The annual consumption of electric blasting caps in the United States approaches 100,000,000, so, over the last eleven to twelve years about one billion have been used. The author has made hazard assessment measurements in connection with proposed electric blasting operations in many places: under a giant, operating electrical generating station, under some of the highest voltage power lines in the country, and around many large electrical distribution substations. Electric blasting was safely conducted in all instances. Measurements of stray current, and of pickup under high voltage power lines are easily made, but it was always a more complex chore to make a good radio frequency hazard assessment "close in" to a high power RF transmitting source.

During June and July 1999 a United States Antarctic Program (USAP) team of three commercial divers and one blaster successMy removed an underwater rock obstruction which interfered with safe docking practices of research vessels that call at Palmer Station - the USAP research facility located on Anvers Island, Palmer Peninsula Area, Antarctica. Ordinarily, such a project might be considered routine. However, certain aspects of the project, particularly those dealing with logistics in a remote corner of the earth, sat3eguards for marine biota, and working underwater in the dark of the austral winter, conspired to make this project interesting. Even more challenging was ensuring the protection of the existing pier - a deeply corroded sheet pile structure backfilled with loose gravel and rock - which lay less than 50 feet away from the target obstruction, not to mention uncertainties at the outset as to the nature of the rock mass forming that obstruction.

To preface these remarks, it is not intended that this paper be a criticism of anyone or any organization involved in drafting the current regulations, for it appears that everyone involved in the process has made an extreme effort to be safe. We wish to show that in this case by making huge safety margins, we have created an unsafe condition in another area. That is by creating vast safety margins in the area of mobile transmitter intensity versus distance scales we have caused a severe handicap in the use of the mobile transmitter in securing blasting areas. The use of these mobile transmitters, which are absolutely essential in clearing areas where there are woods, mountains, or urban structures is virtually eliminated because of the safety factors prescribed in the regulations. We wish to show that these mobile transmitter safety factors are much too great, and can be traded off to increase the margin of safety in the ability to clear blasting areas.

AEL has been developing electronic detonators continuously since 1986. It launched its first system for opencast mining in 1993, and now has two distinct product lines. The path has not been without great difficulty, but the determination to persevere was always buoyed by the strong encouragement of customers who experienced the transformed blasting results, as well as a clear vision of the enormous intrinsic value of the concept. The path of growth to dominant global supplier is traced through the separate application channels of coal stripping, quarrying, massive mining, opencast mining and narrow reef mining, to the first allelectronic detonator demolition blast in June 2001. Reasons for the slow coming to market of this highly desirable concept, which often coincide with reasons for the demise of various other systems, include the difficulty of safely mating electronics and explosives in a low cost environment; the extreme difficulties of achieving proper connection under mining conditions; the rapid rate of evolution of the technology, and the safety concerns raised by various accidents and incidents along the way. ED.s are now established as the way forward and are set to displace other systems in all serious applications. There is place for both programmable and pre-set delay systems.

This paper begins with a summary of the development of the sheathed explosive charge from it's conception by the Bureau of Mines in 1981 through the evaluation of its safety, culminating in revisions to the Code of Federal Regulations (CFR), Title 30, Parts 15 and 75 which provide for its approval as a permissible explosive and safe use in underground coal mines. In 1989, Austin Powder Company decided to market a sheathed charge and proceeded to develop a commercial version which they call the Rock*Buster. The Rock*Buster was tested by the Bureau of Mines and subsequently approved as a permissible sheathed explosive unit by the Mine Safety and Health Administration (MSHA). Marketing of the Rock*Buster began in the Spring of 1990. In May 1990, the Rock*Buster was first used in an underground coal mine, Jim Walter Resources' (JWR) No. 4 Mine in Brookwood, AL. Trials with Austin's units were impressive. Representatives from MSHA, the State of Alabama, JWR, the United Mine Workers, and other local mining companies observed the charge break large boulders on the surface. Later, the charges were used underground to break large rocks from a roof fall that were obstructing ventilation. During its first week on the job, the Rock*Buster reduced the downtime experienced on JWR's longwall sections by quickly taking care of problem roof falls which halt operations.

Accidents associated with the storage of explosives prompted regulating the locations of such storage at least as early as 1719, when an act was passed in Great Britain. During the following years various refinements to the regulations were made, but a major explosion in 1864 in which there was destruction and loss of life as far away as 10 miles, led to the landmark Explosives Act of 1875. This act certainly had influence on regulators in the United States: when Massachusetts established an explosives distance/weight table in 1904 they referred to the prior British work. Later, Colonel Dunn of The American Railway Association convened a conference of explosives manufacturers to discuss safe storage. From this conference the American Table of Distances was established in December, 1910.

In the construction field and to a lesser degree in mining, flagman are often necessary to move traffic and or pedestrians through work zones. Everyone readily recognizes that they are essential for the safety of the general public and the employees on the job. What is not often considered is the safety of the flagmen themselves. Actually, let’s call these employees “flaggers” recognizing the fact that there are as many women as men doing this job. The first problem we need to overcome is the misperception that flagging is a low skill function that can be done by any untrained employee. The reality is that the flagger works in a very hazardous position with serious responsibility for the safety of his fellow employees and the public at large. And to do this job properly re q u i re s that the flagger receive sufficient training before being sent out to the highway. It is also necessary to convince the flagger of the value and importance of their job in order to motivate them to do a professional job.testing, documentation of both, and accurate re c o rdkeeping are key aspects of HM126F. Of course, training and documentation requirements will vary depending on the type of operation involved, and there may be some differences in the application of requirements depending on your jursdiction. Nonetheless, failure to train and properly document such training can result in heavy fines and/or penalties.

Demolition projects involving explosives may incorporate cutting charges to sever columns in collaboration with kicker charges that “move” the columns out of alignment. Traditional kicker charges often involve the use of dynamite secured to the column above the cutting charge. Nitroglycerine, the main component of dynamite, causes medical problems and can be a hazard to workers on site. Dynamite can also cause fragmentation of the column and structures, resulting in potential injuries to people or leading to the possibility of cutoffs in neighboring charges. This study investigates the use of water-cased kicker charges to reduce the amount of dynamite in demolition. Water charges, traditional charges, and detonating cord charges were placed on hanging steel columns and analyzed for the fragmentation of the column and velocity of the column. A W 10 X 22 beam was hung in an underground limestone test area and allowed to swing freely acting as a severed column. Charges were attached to the bottom of the column with tape and initiated using electric detonators. Explosive charges of dynamite or detonating cord were placed in the center of a water container or directly on the column for use as the kicker charge. Tests were recorded with high-speed video and velocity was calculated using Phantom Camera Control software. Velocity and time were then used to calculate force, kinetic energy, impulse, and pressure exerted by the explosive on the column. The water charge transferred energy to the column over a larger area with no direct contact of explosive and the column. Water charges moved the column faster and with more power than traditional charges. After preliminary tests, water charges were also used as the primary kicker charges in a full-scale demolition project as a case study using 118 charges. The kicker charges successfully moved building members without creating fragmentation while using less dynamite than traditional kicker charges. Due to the success, multiple full-scale projects are being designed using water charges to show success and repeatability.

Surface mine blasting was recently investigated as a potential source of high concentrations of stray gases found in nearby residences of western Pennsylvania. In one incident carbon monoxide was detected in a home and in the other, high concentrations of carbon dioxide were found in a home. Both carbon monoxide and carbon dioxide are by-products of blasting. However, other potential sources of these gases may also exist in a residential setting. In each case, gas chromatography (GC) and carbon isotopic analyses were used to define atmospheric concentrations inside the homes, and to determine the source of a stray gas. Molecular and isotopic analyses provide geochemical evidence as to the origin and source of the stray gas. This paper discusses elements of a stray gas investigation and the analyses necessary to identify the source of a stray gas.

In June of 1998, the DeBruce Grain Elevator was devastated by an accidental explosion caused by the unintentional ignition of grain dust. The DeBruce grain elevator was the largest ‘single head-house’ grain elevator in the nation. It was comprised of 450 cylindrical grain silos, 30 feet in diameter by 120 feet tall, with a centrally located headhouse. Immediately after the explosion, rescue operations were started for seven missing workers. The Federal Emergency Management Agency (FEMA) had taken over operations of the site by day two. On day three FEMA contacted the Washington DC office of the Department of Energy for explosive expertise, who in turn contacted explosives experts at Sandia National Laboratories (SNL) and Los Alamos National Laboratories (LANL). FEMA was looking for guidance in making the decision to downgrade their operation from a rescue to a recovery operation. Based on some chemical equilibrium calculations, and basic explosive engineering techniques, the SNL/LANL team was able to provide the necessary input to allow the decision to be made for the operational downgrade. At this point, only one worker remained un-recovered.

Reactive grounds (presence of FeS2, CuFeS2) can create hazards in a mine; misfires to premature deflagration or detonation of loaded blast holes. This occurs because some minerals can react to ANFObased explosives. Due to a high potential event that occurred in The Mine in 2013, The Mine and the Explosive Provider (“The Company”) are conducting a soil characterization of the areas containing reactive sulfides. This study was planned along with The Mine and it is being developed by a multidisciplinary team.

The continuous automatization and digitalization of the different stages involved in any underground construction bring new possibilities to optimize the operation. One of the most important requirements for the development of these projects consist of a proper rock mass characterization for optimizing the stages of the drilling, blasting and support cycle. In the last few years the road to digitalization has gone through data science and big data, showing the importance of data gathered to describe the geological and geotechnical environment that surrounds the operations. Since rock characteristics have an important influence in the drilling response, the technological advances in the sensorization of drilling machinery such as the Measurement While Drilling system (MWD) allow to gather the necessary amount of information to be applied in data science processes to evaluate changes in the rock mass with higher resolution than conventional methods. In this paper, Machine Learning techniques have been used to combine data monitored from the drill rigwith scanner profiles of the excavated sections to develop an automatic geotechnical rock mass characterization model able to estimate potential zones of over- or under-break of the remaining rock mass in underground blasting. By comparison of scanner profiles of the excavated sections with the blasthole positions, an Excavated Mean Distance (EMD) between the contour blastholes and the excavated profile has been obtained, which may be considered as damage measure. Considering blasting factors as constant, the model combines the rotary, percussive, hydraulic flushing and the rate of advance of the drilling, and the confinement of the rock mass by depth, to detect zones with different rock properties. This provide an early information of the rock mass condition around the blastholes and the prediction of expected overbreak generated after blasting, being possible to design more efficient bastings, in which each borehole is filled with the right and necessary explosive charge. The analysis comprises data from 57 blasts (around 1700 contour blastholes) and more than 4000 excavated sections.

Mining operations at a Wyoming coal mine were progressing to within 300 feet (91 meters) of a high pressure natural gas pipeline. Vibration levels from cast blasting were at a point at which standard designs would exceed permitted limits and could potentially damage the pipeline. Without a confident vibration model, mining would be unable to continue in the pit rendering an entire cut of otherwise mineable coal sterile. To safely blast in the area, linear superposition seedwave analysis techniques were attempted to be used to create a model that could accurately predict the vibration at the pipeline. Four signature holes were fired individually. The four signature waveforms were monitored at eight discrete locations to create thirty-two vibration data points. Two of the monitors were equipped with triggers enabling the calculation of p-wave velocity.
