"Agrium’s Canadian Phosphate Business (CPB) is comprised of Kapuskasing Phosphate Operations (KPO) in Northern Ontario, Canada’s only operating phosphate mine, and Redwater Phosphate Operations (RPO) in Alberta, which manufactures the fertilizer from KPO’s concentrate.Production from KPO’s South Pit commenced in 2009 and introduced contaminant problems: high aluminium from crandallite and kaolinite clays. These issues caused a drastic decrease in P2O5 recovery and throughput in both plants. KPO attempted to reduce Al clays by means of aggressive desliming. Meanwhile RPO experienced high amounts of dissolved metals in their feed that are detrimental to fertilizer production.This paper covers the mineralogy of the problem, its impact on contaminant separation at KPO, on RPO’s process and on Agrium’s Canadian Phosphate Business as a whole.Potential solutions to the problem are discussed and analysed, including a process change to deslime high aluminium streams more aggressively and high grade ore flotation, which is atypical at KPO. The latter is a demonstration of the value of communication between the concentrator and the client, as KPO accepted a recovery loss and increased production costs in order to increase overall CPB profits. General lessons learned are discussed, followed by a section on ore blending.INTRODUCTIONAlthough the existence of the Kapuskasing phosphate deposit has been known since the 1970s, it’s only since 1999 that Agrium has been operating the Kapuskasing Phosphate Operations (KPO). The mine consists of three major pits (Center, North and South) from which a mining contractor hauls the apatite ore to the Agrium concentrator. The beneficiation plant processes the ore, separating contaminants such as Fe, Mg and Al which are detrimental to its client, Agrium’s Redwater Phosphate Operations (RPO). "Porphyry copper deposits are the most important source of copper and also gold within the orogenic belts. These deposits are characterized by low grade copper ore (0.2% to 1% copper) and host precious metals like gold, silver and platinum. A characterization tool has been developed for complex porphyry type copper-gold deposits with an aim to quantify copper and precious metal deportment. This quantification is a challenging task due to low grades and also due to the presence of both visible and invisible precious metal content in different sulphide and non-sulphide phases. Studies were initiated on various complex ore deposits and also on samples representing various processing streams such as flotation and leach products. This paper presents the development of a systematic approach to diagnostic metallurgy using state-of-the-art optical and automated mineralogy, micro-probe, dynamic SIMS and TOF-SIMS analysis for quantification of invisible and visible precious metals content in various species. The relevance of this characterization to metallurgy will also be briefly discussed in this paper.INTRODUCTIONA novel characterization tool has been developed for double refractory gold ores and complex copper-gold ores using state-of-the-art technology for quantitative gold and copper deportment study. The characterization of these ores is a challenging task due to low copper and gold grades in ores, presence of both primary and secondary copper sulphide phases and variable proportion of visible and invisible gold in different sulphides phases (pyrite, chalcopyrite, chalcocite and bornite) and iron oxide phases (magnetite, hematite and goethite). A study was initiated on various ore deposits and also on samples representing various processing streams of pilot plant batches such as flotation concentrates and tailings. This paper attempts to discuss the deportment characterization methodology through presenting results from investigations on four samples from a flotation circuit viz, Feed, Final concentrate, Cleaner Scavenger Tail and Rougher Tail samples. These four samples represent the key streams for a typical copper-gold flotation flow sheet. The key objective of this investigation was to identify and quantify visible and invisible gold along with understanding the morphology and liberation of gold associated with various sulphides, Fe- Oxides and non-sulphide gangue species. In addition, the aim of this study was also to relate this mineralogical and gold deportment information to metallurgical performance."

"Zinc-iron alloy coatings can be produced by either thermally alloying hot-dipped galvanized steel or by electro deposition. Stelco Inc. produces a thermally alloyed Zn-Fe alloy-coated steel, which is mechanically wiped to remove free zinc.A more extensive use of Zn-Fe alloy-coated steel has been predicted for unexposed autobody and structural part applications, since this material is characterized by good spot weldability and formability, and provides superior corrosion resistance under automotive primers.This investigation has examined the coating composition, corrosion resistance, spot weldability and formability of Stelco's Zn-Fe alloy-coated steel and found its properties to be similar to those of Zn-Fe alloy-coated steel produced by post coating annealing.IntroductionRecently, there has been increased automotive interest in galvanneal, which is characterized by good spot weldability, good paintabilityt and good corrosion resistance when primed. Stelco produces a thermally alloyed zinc-iron coated sheet product similar to galvanneal. However, this product is produced by mechanically wiping the free zinc from the surface of hotdip galvanize to expose the underlying zinc-iron alloy.The surface of Stelco zinc-iron alloy-coated sheet is matte gray and has longitudinal streaks which result from contact with Kevlar wipers during production (Fig. I). This paper describes the coating composition, corrosion resistance, weldability, formability and surface appearance of Stelco zinc iron alloy coatings and, wherever possible, compares these properties to those of galvanneal."

This paper summarizes diamond exploration techniques used in glaciated terrain, focusing on indicator mineral and geochemical methods applied to glacial sediments. Understanding the ice flow history, depositional history, and stratigraphy of glacial sediments are essential to successful sampling, interpretation and follow-up of indicator mineral and geochemical anomalies related to kimberlites. Kimberlite indicator minerals survive glacial transport over long distances and the relative abundance of each mineral in till is a function of the primary mineralogy of individual kimberlites. Indicator mineral distributions observed at a regional scale define the net effect of glacial dispersal, often along different ice flow directions. Local-scale distributions define individual dispersal trains. The medium sand (0.25 to 0.5 mm) fraction of heavy mineral concentrates prepared from glacial sediment samples is best suited for indicator mineral surveys. The application of till geochemistry to diamond exploration is increasing because it is significantly cheaper than indicator mineral analysis and it can be performed quickly. The <0.063 mm (silt+clay) and 0.5 to 2.0 mm (coarse sand) fractions provide the best geochemical contrast between background and kimberlite-rich till. Kimberlite pathfinder elements that provide good contrast include Ni, Cr, Ba, Co, Sr, Rb, Nb, Mg, Ta, Ca, Fe, K, Ti and REE, the relative importance of which will depend on kimberlite composition as well as that of the surrounding bedrock.

"7.1. INTRODUCTIONThis chapter addresses the joint venture and examines a number of general concepts of the joint venture relationship. Chapter 8 looks at some specific concepts related to the provisions of a joint venture agreement, which are equally applicable to a shareholders’ agreement or other contractual relationship. The term “joint venture” is used because the author is a common law solicitor (a matter of convenience for which apologies are offered to civil law readers), but it should be noted that, in many aspects, the legal structure of an entity is irrelevant. It is the relationship of the parties, be they venturers or shareholders, that is important, and the areas of concern are surprisingly similar (except for terminology).The details of the joint venture relationship and agreement could fill several books. Accordingly, this chapter and the next focus on selected topics that appear to have caused problems or confusion or to be the basis for disputes. And remember that, although the following discussion is in the context of a joint venture, many of the comments apply, either directly or indirectly, to virtually any common undertaking and the agreement defining it.For interest’s sake, this chapter starts with a summary of some of the earlier types of agreements and arrangements that have evolved into the joint venture agreement of today in Canada, the philosophy of their format, and the reasons for their demise.7.2. EVOLUTION OF THE CANADIAN JOINT VENTUREThe Early DaysMuch of the opening up of Canada’s north is due to exploration for and development of mines. The early discoverers were relatively free to roam and explore at will and, if they were fortunate enough to find something, they dealt with the appropriate government to acquire exploitation rights. The early interests lay in gold or silver. Workings were small, usually worked by the owner alone or with only a couple of helpers to extract the native gold or silver. If the owner wanted to move on, he could sell his property outright and use his stake to look elsewhere.As logging and mining camps were opened, the development of better roads and railways made access easier. Entrepreneurs saw the opportunity to make money by assembling large parcels of land and working them as a single operation. In order to do this, some owners who were not ready to sell out had to be convinced to do so through more attractive offers"

Gold leaching from a commercial cyanide-amenable gold ore was studied at 25°C using sodium bisulfide-hydrogen sulfide solutions containing elemental sulfur. Gold extraction from the ore using 0.55 M NaSH, 4.1 atm (60 PSI) H2S, 1 g/L S8 and 26% solids by weight was about as good as the best extraction obtained by cyanidation. Maximum extraction was achieved in roughly 48 hours. Sulfur dissolves in the bisulfide solutions to form a mixture of polysulfides. Simple speciation calculations indicate that gold solubility as bisulfide complexes should be roughly ten times higher than in the absence of added zerovalent sulfur. The principal bisulfide complex is believed to be [Au(HS)2]-. Gold dissolution is favoured by increasing HS- concentration and by increasing H25 pressure. Polysulfide complexes of gold are also likely to be formed, and may contribute substantially to gold leaching. Two experiments using pure gold were also performed. Up to 100 mg/L gold was dissolved in 140 hours using 0.55 M NaSH, 1 g/L added elemental sulfur and 6.2 atm H2S.

"Sphalerite flotation in the absence of copper activation at moderately alkaline pH has been observed in laboratory studies. An in-plant test of this observation was conducted at Kidd Creek Mine LTD. using a portable minicell flotation circuit. The results confirm that raising the pH causes sphalerite flotation.The testwork with the minicell circuit is described. The circuit, built around 2, 51 cells donated by the Noranda Technology Centre, was funded by Air Liquide and NSERC. It includes a data acquisition system to monitor continuously dissolved oxygen, pH and Pulp potential.INTRODUCTIONFlotation of sphalerite is normally practised by adding CuSO4 as an activator under alkaline pH. Recently there have been a number of laboratory and plant examples of sphalerite flotation without deliberate addition of cu++ ions (Girczys, 1972; Mukherjee, 1976; McTavish, 1980; Marouf et al., 1986; Mielczarski, 1986; Leroux et al., 1987; Palsson and Forssberg, 1989; Sandoval-Caballero et al., 1990; Zhang et al., 1991).In batch tests, with a sample of Pb/Zn ore from Polaris, Leroux et al. (1987) found that sphalerite became floatable after adjusting pH to 9. 5-11: they ruled out natural floatability or the formation of elemental sulphur on the surface but suspected iron hydroxy compounds were responsible. Sandoval-Caballero (1990) conducted a continuous minicell test at Brunswick Mining and obtained a 44 % Zn recovery and 40.5 % Zn grade concentrate without deliberately adding CuS04 at pH= 10.5. With single mineral studies, Zhang et al. (1991) revealed good sphalerite floatability (over 80% recovery) in pH range 8 to 11 and found that this floatability was related to pH, dissolved oxygen (DO) level and Fe++ species present in the system.To explore further the conditions under which sphalerite can float without addition of CuSO4 , a continuous pilot test using minicells was performed at Falconbridge Ltd., Kidd Creek division. The set-up is briefly described (a more detailed description is given elsewhere in these proceedings) with emphasis on the data acquisition system - dissolved oxygen, pulp potential and pH were monitored continuously. Results of testwork investigating pH, CuS04 addition and gas composition are presented."

"The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimisation of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimisation, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterise cell hydrodynamics, gas dispersion properties, fioth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimisation of the Red Dog flotation circuit.INTRODUCTIONThe traditional methodology for flotation scale-up and plant design is based on the rule-of-thumb with safety factors, dimensionless hydrodynamic group similitude considerations, etc. With the recent trend towards larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-of-thumb and trial-and-error, then the probability of failure would increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimisation of the circuit to meet its metallurgical target. This results in a plant design incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

"Normal sequence of operations to develop a new underground mine is: construct and outfit headframe for shaft sinking, sink shaft, construct and outfit shaft sump, develop shaft station and shaft bottom steel. In an effort to reduce the overall project schedule, an innovative plan was developed to install service shaft steel below station level, prior to the completion of the shaft sinking effort. To better evaluate the construction of this substantial steel tower, a preliminary constructability evaluation was conducted, including the best method of supporting the main tower; from the bottom, middle or top of the tower. The design criteria and plan involved: •,Develop access from existing service shaft, 25 km underground •,Use of materials to maximize strength while minimizing corrosion exposure •,Estimating the location of the shaft centerline •,Over excavating the station and shaft below station to allow future shaft steel repositioning •,Designing the tower steel for modular installation •,Incorporate commissioning considerations, such as suspension of the cheese weights during steel installation •,Provision for covered stair access to shaft bottom •,Enclosed shaft envelope with open panels to allow visibility and ventilation The design approach was innovative and this paper will describe the design principles and challenges encountered while providing insight into the solutions developed and implemented; especially the modular construction and installation methodology. INTRODUCTION In an effort to expand the mining operations, a plan was developed to construct a new service shaft closer to the new mine workings and convert the existing service shaft to a production shaft at the Potash Corporation of Saskatchewan Inc. (PCS now Nutrien) Rocanville Potash mine in southeast Saskatchewan. The new service shaft required a multi roped friction hoist operating a cage / counterweight, rope guided conveyances to support the operational requirements. The service shaft is an integral part of the mining infrastructure as it provides access to the underground workings, transport personnel and materials underground for operation and maintenance of the mine. The shaft also allows for services required for safe operation of the underground mine, power supply, controls, communication, dewatering and fresh water supply."

"Industrial-grade limestone is found in both the Lower Silurian La Vieille Formation and Upper Silurian LaPlante Formation of the Chaleurs Group in northern New Brunswick. Currently, between 150 000 and 200 000 tonnes of limestone are produced per year from the proximal facies of the LaPlante Formation at the Sormany quarry of Elmtree Resources Ltd., located west of Bathurst.The proximal facies of the LaPlante Formation was deposited on the margins of tectonically uplifted Ordovician terranes. This facies comprises stromatoporoidal-algal bindstone intercalated with wackestone, packstone, and floatstone in variable proportions. The distal facies comprises calcareous shale and minor limestone deposited deeper offshore.Folding and faulting related to Middle Devonian Acadian tectonism have caused an increase in the apparent thickness of the limestone sequences, especially adjacent to the regional Rocky Brook-Millstream fault. Structural and stratigraphic observations indicate that some of the limestone bodies in the area have been tectonically displaced from their site of deposition.A variety of prospecting techniques was used to locate new limestone resources, including geological mapping, airborne and ground electromagnetic surveys, and satellite remote sensing. Clastic rock units above and below the LaPlante Formation have distinctive properties that help to trace the intervening limestone along strike. Because of water-saturated glacial cover, thick vegetation, and the small size of targets, airborne geophysical methods did not prove effective in delineating limestone beds, but aeromagnetic surveys helped map the underlying clastic unit. The remote-sensing data and especially high-resolution digital elevation models helped in identification of karst topography related to limestone."

"Exercising control over the physical environment of flotation as a step towards process optimization is the driving force for characterizing gas dispersion in flotation cells, a subject of considerable research and still not fully understood. From an operational standpoint, however, there are just a few variables that can be manipulated to manage gas dispersion on a cell-to-cell basis, the most important being gas rate (superficial gas velocity Jg). Measurements in eight plants demonstrate there is often no strategy for distribution of gas to cells in a bank, i.e., there is no particular Jg profile. Two exercises where Jg profiles were set allowed metallurgical performance to be manipulated and an optimum Jg profile to be selected. To facilitate setting Jg profiles, a multi-unit device based on McGill Jg sensor technology is introduced. Possible directions for gas dispersion management are discussed.INTRODUCTIONThe earliest patents regarding the flotation process ignored the importance of air and in certain cases, steps were taken to eliminate bubbles from the system (Nelson and Smit, 2005). Rickard (1916) described a keen metallurgist who observed better than expected performance and hypothesized that entrained air was enhancing the process. Within a few years of this observation, the basic concept of modern froth flotation was developed whereby air is dispersed into slurry to induce bubble particle contact.As research into flotation advanced, the link between performance and the flow-rate of air entering the cell was established. In the first volume of the International Journal of Mineral Processing, Harris (1974) described the importance of airflow-rate and derived parameters such as the superficial gas velocity (then called the superficial airflow velocity) as being important parameters for cell design and scale-up. Mehrotra and Kapur (1974) presented research suggesting that the rate of flotation was strongly correlated to the aeration rate. McKee et al. (1976) continued to demonstrate the importance of airflow-rate linking it to the entrainment rate of hydrophilic gangue material."

The mineralogy of the feed, concentrates and tailings from the Heath Steele mill in New Brunswick was studied in detail to determine the liberation and recoveries of the major ore minerals, and to characterize the occurrence and distribution of the trace elements. The ore milled during August 1977 contained an average of 4.34 wt % Zn, 1.25 wt % Cu, 1.64 wt % Pb and 90 gr/ton Ag. The main trace elements in the ore are silver, cadmium, indium, cobalt, antimony, bismuth, arsenic, mercury, tin and gold. Silver is carried in solid solution in tetrahedrite-tennantlte, galena, Ag-Sb sulfosalts and Pb-Bi-Sb sulfosalts. Approximately half of the silver is recovered in the lead and copper concentrates and the remainder is lost in the tailings and Zn concentrate. As the major silver-bearing minerals also contain Sb and Bi, recovering silver by ore dressing would involve recovering elements that are troublesome in extraction metallurgy. Cadmium and most of the indium and mercury occur in solid solution in sphalerite and consequently are recovered in the zinc concentrate. Some indium is also recovered in the copper concentrate in a second unidentified indium-bearing mineral. Cobalt and arsenic occur principally in arsenopyrite, cobaltite, a Co-Fe sulfarsenide, pyrite and pyrrhotite, and follow these minerals into the tailings. Recovery of the valuable element cobalt, therefore, would involve recovering the environmentally hazardous element arsenic. Most of the tin and gold report to tailings. The ore was ground to about 80% minus 270 mesh. At this grind, 71 wt % of the sphalerite, 66 wt % of the chalcopyrite and 59 wt % of the galena were liberated. Recoveries of free sphalerite, free chalcopyrite and free galena in the Zn, Cu and Pb concentrates were 85 wt %, 76 wt % and 80 wt %, respectively; recoveries of unliberated sphalerite, unliberated chalcopyrite and unliberated galena in the respective Zn, Cu and Pb concentrates were 48 wt %, 5 wt % and 7 wt %. Some of the unliberated sphalerite and chalcopyrite grains in the tailings are large and would have been liberated at a finer grind.

"INTRODUCTIONTeck-Corona Operating Corporation's David Bell Mine is located 35 Km east of Marathon, Ontario. In conjunction with its 1000 tonne per day gold concentrator, the company operates an effluent treatment plant for the treatment of mill, mine and site effluents prior to environmental discharge. This paper provides a brief overview of treatment strategies and methods, employed to detoxify final effluent.WATER MANAGEMENTThe tailings impoundment basin, located 3 Km south of the plant site, provides storage capacity for all process effluents and site run-off. Basin supernatant (reclaim water) is recirculated to the plant for reuse as process water, in order to minimize fresh water consumption. As site run-off and limited fresh water intake exceed natural losses due to evaporation, reclaim water in excess of process requirements is passed through the effluent treatment (ET) facility to control tailings basin level by providing regulated discharge of environmentally acceptable effluent. (Figure 1)PASSIVE TREATMENTTo reduce treatment costs and burden on the ET facility, reclaim water is fed to the plant to take maximum advantage of natural destruction processes occurring in the tailings basin.These include: volatilizationphotodecompositionbiological oxidation and precipitationstorm water dilutionConcentrator recovery techniques (Figure 2) are directed toward maximizing gold recovery while limiting the addition and extraction of contaminants requiring disposal and eventual treatment.Currently ore ground to 90% -200 mesh is pre-aerated at pH 9.0 with lime for 18 hours prior to 30 hours cyanidation at pH 9.5 with low cyanide ion excess (70 ppm).Pre-aeration passivates cyanicides prior to cyanide contact. This reduces cyanide consumption and the formation of cyanide complexes. In conjunction with recovery requirements low pH is maintained to retard the dissolution of stibnite into its antimony and sulfide components."

"This paper describes the implementation of model-based predictive control (MPC) on a vacuum heat exchange network at Alcan's Jonquière Complex. The plant produces alumina from bauxite ore using the Bayer Process.The MPC system was commissioned in 2000, by Alcan personnel and an Advanced Control Engineer from Matrikon. The application has achieved an uptime of about 97%.The benefits were:• Energy savings : 0.5% - live steam reduction• Reduced variation: standard deviation of key temperatures reduced by 50%• Plant throughput increase: via the automated use of surge tanks• Decreased supervision time: by plant operations• Faster and easier diagnosis of problems and plant constraintsThe benefits were higher than expected with a payback time around 12 months.The purpose of the vacuum heat exchange network is to recover energy from a hot stream (pregnant liquor) by transferring it to a cold stream (spent liquor). The system is very tightly coupled, and the main constraints of the multivariable control system are: • to control the many tank levels involved in the process (8 tanks)• to maximize the temperature of the heated streams (spent liquor)• to prevent cooled streams (pregnant liquor) from cooling to below a minimum temperatureThe system includes 9 manipulated, 14 controlled and 2 feedforward variables.The advanced control implementation runs under an expert system environment and provides added flexibility to the overall control strategy."

Since the start-up of its first Direct Reduction Module in April 1973, S1DBEC has produced over 2 million tons of prereduced iron. During this period, SIDBEC has acquired comprehensive experience in the operation of the direct reduction process and at the same time has learned to recognize the characteristics that the oxide should have to constitute an adequate feed for the process. A comparison is made as to the design and operation of the two direct reduction units now operating at Contrecoeur, Que. A description is given of a method of evaluation of a direct reduction unit, which takes into account the main process variable sand which permits comparison ofthe results on a daily basis. The paper defines the characteristics that the iron oxide and the prereduced iron pellets must have to meet the specific requirements of the direct reduction and the electric arc furnace processes. A simple model makes possible a rapid evaluation of the technical and economic effect related to the use of a given raw material. Finally, the paper outlines the advantages of prereduced iron in the steelmaking process and on the quality of the steel products.

This paper proposes to build on my previous research (Dashwood 2012), which analyzed how and why the norm of sustainable development became institutionalized in the global collaborative corporate social responsibility (CSR) initiatives of major mining companies. Since the late 1990s, the majority of major global mining companies have employed the norm of sustainable development to frame their individual CSR policies and to inform industry collaboration at the global level through the International Council on Mining and Metals (ICMM). This paper proposal seeks to address lingering questions from that research, by developing an explanation for how the normative frame of sustainable development has translated into specific CSR standards adopted by the mining industry. Preliminary findings suggest that, although the global mining industry has reached broad consensus on the meaning of sustainable development in the context of mining, there remains considerable variation between mining companies in terms of which specific global standards they adopt. As members of the ICMM, major mining companies are required to report according to the Global Reporting Initiative (GRI) indicators relevant to mining, and there has been wide-spread up-take of the ISO 14,001 environmental management system standard. However, other global standards, such as the International Finance Corporation (IFC) Performance Standards and the Extractive Industry Transparency Initiative, have not been uniformly adopted by the mining industry. What explains this variation? The paper employs a three-level institutional framework (rational choice institutionalism, historical institutionalism and the ?new? institutionalism in organization theory) to explain the influences on the adoption of CSR standards in the global mining sector. Existing research confirms that institutional context is an important factor in explaining CSR adoption in the mining sector (Dashwood 2012). Are similar forces at work in explaining the variation in adoption of specific CSR standards? A three-level institutional analysis lends itself to uncovering influences both external to mining companies (such as pressures from stakeholders), as well as internal company dynamics (such as managerial discretion). Furthermore, the framework can incorporate dynamics operating at the global level (such as isomorphism), the national level (such as the regulatory regime) and the local level (such as community needs and environmental challenges). The theoretical significance of this framework is that the influences on CSR adoption are more complex than can be explained in a single approach (such as narrow rational choice/cost benefit explanations). On a practical level, insights into how global standards get interpreted and acted upon by individual companies could lead to the development of more appropriate and effective global standards.

"In June 1985, Chinese Society for Rock Mechanics and Engineering (CSRME) was established. During the past 30 years, various major achievements are made in the discipline of rock mechanics and rock engineering field, especially in the last ten years. This paper will discuss the main rock engineering progress in association with China National Science and Technology Awards, “973 Program”, and “Tan Tjongkie Lecture”. The current status of rock engineering in China and some hot problems are summarized. Furthermore, some suggestions are given for addressing those problems. INTRODUCTIONThe modern concept of rock mechanics and engineering was initiated and developed after the Second World War. In this regard, the International Society for Rock Mechanics (ISRM) was established in 1962, subsequently further promotes its development. In June 1985, the Chinese Society for Rock Mechanics and Engineering was established. Various chief scientists, including professors Tan Tjangkie, Pan Jiazheng, Sun Jun, Wang Sijing, Qian Qihu, have made their huge efforts to the development of Rock Mechanics and Engineering in terms of the large-scale rock engineering projects in China.The achievements in the last 30 years significantly promote the development of China in different fields, such as energy, transportation, national defense and other national economy and major infrastructure facilities (Wang et al. 2004; Qian 2010, 2011). In other words, these projects also promoted the science and technology progress in rock mechanics and engineering across the world. Reviewing and analyses of the experiences on those key rock projects are beneficial to its technological development. She and Dong (2013), in view of literature statistical analysis, discussed the status and research progress in rock mechanics field associated with the last 30-year China's developments, including the rock strength and deformation theory, rock fracture and damage mechanics, the constitutive relation of rock dynamics, rock field coupling, rock reinforcement and stability analysis, etc. The challenging issues in rock mechanics were also proposed, which are the main concerns in rock engineering practices, engineering exploration, design, construction and operation."

"Changes have recently been applied to the Sullivan Concentrator lead and zinc circuits to treat fine-grained ores which make-up the majority of ore reserves in the mine. Pilot plant test work conducted in 1990-91 indicated that concentrate grades would be substantially improved by reducing the particle size (P,0) of the lead from 38 to 15 µm and the zinc from 45 to 24 µm.Circuit revisions involved installation of major new equipment including: two GUO kilowatt Vertimills for regrinding, a 4 metre diameter column flotation cell and a 4 metre diameter hyperbaric pressure filter for dewatering. Duties of the existing regrind mills were reassigned.IntroductionThe Sullivan ore body is a massive sulphide deposit consisting of fine grained mixtures of sulphides, sometimes inter-banded with country rock and varying widely in their content of lead, zinc, iron and silicates. Principal economic minerals are marmatite and galena. Iron is mainly present as pyrrhotite (85%), and to a lesser extent as pyrite (15%) .The orebody has been actively mined since 1923, with 1992 ore reserves estimated at 15,800,000 tonnes with an average grade of 4. 7% lead and 7. 9% zinc. Current plans call for treatment of 1,600,000 tonnes/year, (7,000 tonnes per operating day), with flotation feed grades of 5.9% lead, 10.1% zinc, and 22.0% iron."

Cobalt is currently a critical metal because of the increasing number of electrical vehicles forecast for production. Copper and zinc are base metals that are used in many everyday applications, including vehicle production. Eti Bakir Co. Mazidagi Phosphate Plants in the Mazidagi district of Mardin, Turkey is a multi-product facility that produces cobalt, copper, and zinc, as well as fertilizers, from the roaster calcine. Roaster off gas is treated in a sulfuric acid plant (SAP) and the acid itself is utilized in fertilizer production. The comminution circuit, roaster, SAP, and calcine leaching process were developed by Outotec and integrated with the fertilizer production process implemented by Eti Bakir A.Ş. This paper describes the hydrometallurgical calcine leaching process used at the plant, with a focus on the oxidative pressure leaching of the cobalt, zinc, and copper-containing calcine. The cold and hot commissioning phases of the pressure leaching autoclave start-up are discussed together with experiences from the ramp-up period. The production processes of the copper cathode and cobalt and zinc-containing salts are also presented together with some of the plant’s operating parameters. INTRODUCTION The ETI Bakir A.S. fertilizer plant, Turkey, is located in Mardin Province near the border with Syria, (Figure 1). The leaching plant project was started in 2012. The purpose of the plant is to separate the valuable metals from the calcine produced by the pyrite roasters, which are used to produce a SO2 containing gas for the new sulfuric acid plant. Fertilizer production requires sulfuric acid, and for this reason a sulfuric acid plant was built; customer already had access to pyrite concentrate, which is used as the roaster feed. During the engineering phase of the roaster and acid plants it was noticed that the roasted calcine contained considerable amounts of valuable metals like cobalt, copper, and zinc. To recover these metals, a calcine leaching process was developed at the Outotec Research Center in Pori, Finland. The main process connections of the Mazidagi site are shown in Figure 2.
