"The Otjikoto mining and milling complex is 90% owned by B2Gold Corporation, and began commercial operation on February 28, 2015. The milling circuit operates at a throughput 3.3 million tonnes per annum, with an average reserve gold grade of 1.28 g/t. The ore is high in Gravity Recoverable Gold (GRG), which varies between 73-91%, depending on ore type. Overall gold recovery since start-up is 98.2%, with about 63.5 % coming from the gravity circuit as doré. 2016 cash operating costs, and all in sustaining cost (“AISC”) were $361 and $604 per ounce, respectively.During design, three ore types were tested for GRG content, and based on the high GRG value of all three ore types, the decision was made to treat the full ball mill circulating load by gravity. Once operating, the gravity circuit performance was characterized by performing a detailed gravity audit, which included the ore, cyclone classification, Knelson concentrators, and the Consep Acacia intensive leach system. The deeper ores contain significant pyrrhotite, and this created some unusual challenges that had to be overcome. This paper presents the gravity circuit design process, the circuit commissioning, and the audit results and ongoing improvements.IntroductionHeadquartered in Vancouver, Canada, B2Gold Corp. was founded in 2007. Currently, B2Gold has five operating mines, and numerous exploration projects in various countries, including Nicaragua, the Philippines, Namibia, Mali and Burkina Faso. It is situated approximately 300 kilometers north of Windhoek, the country’s capital, within the Province of Otjozondjupa. THE paper consists of four sections: (1) a discussion of early work; (2) presentation of the results of a chemical investigation of Falcon-bridge nickel-copper blast-furnace matte; (3) application of the results of this investigation to mattes in general; and ( 4) a summary of conclusions. All general discussion will be confined to the fundamental system of ferrous-cuprous sulphides (FeS-Cu2S). Nickel-, lead-, and zinc-bearing mattes will be treated as minor varieties of the parent system. DISCUSSION OF EARLY INVESTIGATIONS Matte investigations may be divided into three classes: first, those treating the sulphides as alloys-theoretical studies of the system FeS-Cu2S, such as those of Hofman (ll)t or Carpenter and Hayward (2); second, chemical research on mattes made under smelter conditions, such as that carried out by Hawley (3) or Avetision ( 4); third, combinations of the . above, such as the investigations of Gibb and Philp (5) or Fulton and Goodner (6). Much research in the first of these classes, including determinations of . freezing points and of data for structure-composition diagrams of the system FeS-Cu2S, was carried out in the period 1890-1910. LeChatelier and Ziegler (1, 13) proved that FeS, when heated alone above its melting point, dissociated in part, and Friedrich ( quoted by Fulton, 6) showed the same for Cu2S. The reactions may be expressed by the following equations: [xFeS yFe + yS (volatilized)+ (x -y)FeS xCu2S )'Cu+ yS ( vohtilized) + (x -)')Cu,S ] Sulphur is lost by volatilization, leaving a melt of metallic iron plus ferrous sulphide in the one case, and of metallic copper plus cuprous sulphide in the other. If the mixed sulphides are heated far above their melting points, there results either an iron-rich matte containing Fe-FeS-Cu2S or a copper-rich matte containing FeS-Cu2S3-Cu, depending on the relative amounts of each sulphide in the mixture.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

Newmont Ghana Gold Limited's Ahafo Operation has matured from its project ramp up stage into steady state operations after three years of operation. Management focus has shifted from addressing construction and commissioning problems to optimization and improvement. This focus change has coincided with the introduction by Newmont of a Continuous Improvement (CI) program across the company which provided a project management methodology that can be used in the execution of smaller scale projects. This paper focuses on the application of CI principles at the Ahafo Plant through the discussion of several case studies that demonstrate how these principles are applied.

Risk management has taken on renewed vigor since the economic crisis of the late 2000s. The resources of governments, individuals, and corporations are being stretched to a point where only the most promising projects move forward. Risk management is a crucial part of the decision making process, yet it remains a broad term that includes disciplines from engineering to finance. A collaborative effort will be necessary to ensure that the most auspicious and appropriate projects are the ones moving forward. Risk management can be quantified to an extent by comparing the likelihood of an instance with the result of consequence of the instance occurring. In this manner it is possible to assign risk factors to instances and ultimately, begin to associate monetary value to the instance. Carbon sequestration is an emerging field that has a number of unique challenges. Risk management and mitigation must be an integral part of the overall picture. This begins with the planning and design phase, continues through implementation and production, site closure, and does not cease until termination of liability. The ability of carbon sequestration projects to successfully assess, mitigate, and recover from leaks will be a decisive characteristic of overall success. The costs of mitigation and failure will need to be analyzed on a test level, but will still need to be reliable enough to extrapolate to a commercial level operation. This paper will build a risk management profile based on case studies and field tests in Tennessee and Virginia. These tests are scheduled to commence in late 2013 and consist of small-scale injection tests in unconventional storage reservoirs with an emphasis on enhanced coalbed methane (ECBM) recovery and enhanced gas recovery. The ultimate goal will be to provide a clear and concise direction to move carbon sequestration from the test phase to commercial scale. While it is necessary from a risk management perspective to analyze all risk points, the scope of this paper will focus on pre-injection risk assessment for carbon dioxide (CO2) leakage potential. Despite the differences between the two tests, CBM compared to shale among other differences, a framework for analysis and mitigation can be developed pertaining to leakage risk. The probability of each type of failure will be assessed and analyzed, and plans to mitigate or reduce these risks will be reviewed.

"As open-pit operations expanded at Pine Point, hydraulic aquifer evaluation was undertaken to establish the criteria necessary for the design of a feasible dewatering system.The extreme climate of this northern location dictated that the ore zone under extraction be rendered as dry as possible to minimize freezing effects. The design and implementation of such a system necessitated detailed hydraulic evaluation, and the problems that occurred are typical of those inherent in open-pit mining operations in northern areas.The paper describes the problem solution as approached from a mine engineering point of view, with particular reference to the practical aspects of operation and installation. The hydrological analysis used is simple and readily applicable to most open-pit dewatering problems."

The La Ronge. Kisseynew, Glennie Lake and Flin Flon domains. the main focu for gold exploration in the southeast part of the Saskatchewan Shield, were subject to continental glacial ice advances from the northeast during the Quaternary. Based on forty-four auger hole along with surficial mapping, the general Quaternary stratigraphy in this area is observed to be composed of a lower till unit , an overlying stratified unit of glaciofluvial sand and gravel and/or a glaciolacustrine silt-clay unit. an upper till. and an upper tratified unit. The lower till is commonly found throughout the geological domains except where it has been eroded in glaciofluvial or fluvial channels. Glacial Lake Agassiz fo rmerly covered most of these prospective domains. The lacustrine deposits associated with the lake impede surficial geochemical surveys including soil. lake sediment. and biogeochemical surveys. The approximate extent of clay cover can be predicted from beach elevations. For instance. in the Waddy Lake area. clay i not known to occur above about 1,400 feet (425 m) elevation. Exploration techniques are hampered by clay in at least one third of the volcanic belt. Thi s influence is indicated by the fact that nearly all gold prospect found to date are located above 1,400 feet (425 m) while the area of clay cover is vi rtually unexplored. The upper till i related to a minor ice readvance. This till is the medium often sampled during soil surveys in the area . lts value as a geochemical ampling medium is dependent on the extent of erosional contact with bedrock highs on the lower till. Those areas which are relatively free of lacustrine and fluvial deposits are those where surface geochemical methods work best. In the Waddy Lake volcanic belt approximately 25-50% of the area may be suitable for surficial surveys. The area of the Star Lake prospect occurs above the 1,500 foot (460 m) elevation and was not covered by Lake Agas iz. The effectivene of till sampling as a surface sampling medium was tested in those areas above the clay level. Till orientat ion surveys were carried out at the Star Lake property and the Tower Lake prospect (Waddy Lake area) within the La Ronge Domain . Gold grain counts and analy es of heavy mineral concent rate from 7 kg surface ti ll samples were used to delineate dispersion trains down-ice from mineralization. In addition, the clay fraction and a 30 g (-80 mesh) subsample from the same till sample, were analyzed for gold . "Crystal phase of copper-containing slag regulation by the slag viscosity, cooling speed and cooling method, where the slag viscosity is related to the temperature and alkalinity. According to the mineralogy properties of a copper-containing slag, experiments of crystal phase regulation and flotation were conducted. When the copper-containing slag that adding a small amount of calcium oxide was cooled slowly at a rate of 3°C/min and about 1050°C n a cinder inclusion system, the viscosity of slag can be remained under 0.25 Pa·S and more than ??% of copper particles that the grain size is larger than 20 ?m in slag. The whole flow of flotation experiment was carried out to recover copper from the copper-containing slag with crystal phase regulating and the copper concentrate grade was ?????%, the recovery efficiency of copper was 94.18%.INTRODUCTIONChina's annual output of copper slag is more than 6 million tons, the current total has reached 80 million tons. It is equivalent to 640 thousand tons of copper metal with the copper grade of 0.82%. Most of the smelting slag were storage. It is not only occupy the land and pollute the environment, but also make a huge waste of resource (Alp, Deveci, & Süngün, 2008; Carranza, Iglesias, Mazuelos, Romero, & Forcat, 2009; Gorai, & Jana, 2003), therefore, it is good way to achieve copper slag resources by the effective recovery of valuable component from copper smelting slag, which is an important measure of the current process of copper smelting slag and implement the central authorities to vigorously develop the circular economy, improve the recycling of resources, increase copper production of intensive development (Zhou, et al., 1994; Zhang, Zhang, & Wang, 2005). Currently, researches on comprehensive utilization of the coppercontaining slag made a much progress (Wei, 2004; Liu, Gai, Yang, Sui, Li, & Fu, 2008; Liu & Zhu, 2008; Zhang, 2010; Sun, Chen, & Tang, 2012; Qin, Wang, Ren, Wei, Peng, & Gu, 2012). Flotation is one of the most effective method to recover the copper from smelting slag, which has the features of low cost and high efficiency (Song & Liu, 2001; Zhang, Wang, & Li, 2012). But the copper particles in the copper smelting slag distribution is very uneven, and the thickness of the material is very serious. The copper content in the micro level is higher, the size of copper sulfide ore is less than 0.043 mm, which leads to the difficulty of the monomer dissociation (Tossavainen, Engstrom, Yang, Menad, Lidstrom, Larsson, & Bjorkman, 2007; Moustakas, Mavropoulos, Katsou, Haralambous, & Loizidou, 2012). In this study, according the process mineralogy of a smelting copper slag, the crystal of smelting copper slag was optimized by controlling the temperature, alkalinity, cooling rate and cooling method, which makes the fine copper mineral particles in the copper slag crystal further, and can be used to meet the particle size requirements of flotation, thereby enhancing the flotation of copper."

"Melt quality is crucial for both continuous and shape casting of light alloys and in order to improve it, removal of excessive inclusions, accumulated impurities and unwanted gases becomes necessary. To address this problem, a new multi-purpose high shear liquid metal treatment technology, based on intensive melt shearing by a rotor/stator unit, has been developed. The device ensures achieving uniform temperature and chemical composition and an efficient dispersion of gas and solid phases in the melt with minimal disturbance of melt surface, and can be used, among other things, for de-gassing and de-ironing of Al-alloy melts. Efficient degassing is achieved by dispersing each argon bubble into many small ones, which significantly increases the overall surface area of the bubbles and the time they remain in the melt capturing hydrogen before reaching the surface. This allows using much lower inert gas flow and mixing times than conventional rotary degassing. When applied to Al-alloy scrap, with accumulated iron, the high shear melt treatment speeds up the nucleation and growth of primary Fe-rich intermetallic particles, allowing a faster removal rate. Therefore it reduces processing times, increasing recycling productivity, and facilitates full metal circulation of secondary Al-alloys.INTRODUCTION Aluminium and magnesium alloys are widely considered in various industrial sectors for the purpose of weight saving (Polmear, 1995). In particular, they are used in the automotive sector, where components are mostly manufactured by high pressure die casting (HPDC) because of its simplicity and relatively low cost, but efficiency and mechanical properties are quite low compared with other processes. To date, the main focus to overcome this problem has been for improving the HPDC machinery (Dahle, 2001) but little attention has been paid to the opportunities of controlling the nature and quality of the molten metal supplied to the die. In this way, liquid metal treatment, which involves a variety of physical and/or chemical processing methods to improve melt quality prior casting, is crucial for both continuous and shape casting products."

"Economics of wear in mining industry and methods by which wear cost may be reduced will be discussed.IntroductionCanada loses more than $5 billion annually due to friction and wear (Table 1). It is estimated that about $1.3 billion, or about 25% of the losses, could be saved through better application of existing technology (Table 2). It should be noted that the costs given in Table 1 and 2 refer to 1986. The losses due to friction and wear and the savings would be much higher in 1996. Tribology combines the many branches and specialties in science and technology concerned with understanding and combatting friction and wear. Specifically, tribology is concerned with the design and manufacture of sliding and rolling bearings, piston rings, gears, cutting tools and other devices in which surfaces interact, in sliding or other relative motion. Tribology is concerned with the correct use of materials for interacting solid surfaces, with the interaction of the surfaces with the lubricants, with the chemistry, physics and use of lubricants. It is concerned with the reduction of friction and wear and the avoidance of associated failures in machinery. Similar tribological components such as bearings are used in different technologies and similar tribological problems such as abrasive wear occur in different industries. Thus, tribology is in itself a generic science and technology, concerned with the generation and dissemination of knowledge on friction, wear and lubrication, and the application of the knowledge, to a wide range of industrial products and equipment, from ploughs to space equipment, from prosthesis to engines, from washing machines to railways, from computers to power stations, from paper mills to mines. Shore Gold Inc. (Shore) is presently designing a diamond processing plant for the Star and the Orion South kimberlite deposits in the Fort à la Corne (FalC) area in central Saskatchewan. The first step in the plant is diamond liberation and occurs in the comminution section. Diamond liberation is the process of breaking up the kimberlite rock, as gently as possible so as not to damage the diamonds. Autogenous grinding mills (AG mills) use a combination of impact crushing, abrasion and attrition to break up the kimberlite. The forces that occur during the actions of abrasion and attrition cause the kimberlites to break up preferentially along lines of weaknesses which offers a ?diamond friendly? method of comminution. Hard competent kimberlite is commonly found in the diatreme zone as well as the root zone of the volcanic pipe and is the source of kimberlite for most of the Southern African diamond mines. Softer kimberlite is typically found in and around the crater area of a volcanic pipe and it is this kimberlite that makes up the majority of kimberlite for both the Star and Orion South deposits. These softer kimberlites can be readily broken up using abrasion and attrition imparted by AG mills. In order for Shore to benefit from the softer kimberlite found in the Star - Orion South diamond project, two large (10.97 m diameter x 7.10 m long) AG mills were designed for the comminution section based on extensive test work and simulations by Metso Minerals (Metso).

THE basis on which the modern metallurgical industry is operated is the endeavour to attain maximum return in purchasing power for the least expenditure of energy. This has always been the general objective of the industry, as of all industries. In recent years, however, it has received a new emphasis. Today, as never before, increased attention is being directed to the detailed study of plant operations and the application of scientific knowledge and of business principles in order to achieve the maximum efficiency. This new emphasis is the result in large part of the new problems and conditions with which the industry has been confronted, chief among which are the following: (l) Development of new ore-bodies and the treatment of complex ores. (2) Necessity of achieving a greater degree of purity in some of the metals in order to meet the newly discovered demands for some of the industrial metals. (3) Discovery of new markets for many of the metals, either in pure form or in the form of alloys. ( 4) Change in values, absolute or relative, of some of the important metals. (5) Increasing scale of investment in expensive plant and equipment, which makes imperative most efficient utilization if total unit costs are to be kept to a minimum. (6) Increasing scale of operations in some important branches of the industry, which also makes essential maximum efficiency in organization, administration, and operation. The success with which the metallurgical industry has met the problems created by these changing conditions has been due primarily to the following factors: (1) Results of research and experimental work carried on by universities, government laboratories, and many private corporations in the industry itself. (2) Closet study of every detail of plant operation, both from the technological and from the economic point of view, with the object of increasing plant efficiency. (3) Interchange of information and experience amongst the operating companies. It is only by the concerted efforts of numerous investigators and experimenters that the underlying fundamentals of plant operations can be learned. The exchange of results permits their easy assembly and correlation with maximum benefit to the whole industry. Unnecessary duplication of research and experimental work is avoided and the industry as a whole is able to reap the fruits of this work with the maximum of-speed and efficiency. (4) Advances made in recent years in so-called 'scientific management' in industry as a whole and the application of the principles learned to the metallurgical industry. A review of the modern trends in extractive non-ferrous metallurgical processes illustrates the afore-mentioned new conditions and problems, and gives some idea of the methods by which they have been and are being surmounted.

"IntroductionA STUDY of the trace elements in the ash •of coals from nine seams in the Sydney coalfield, Nova Scotia, was undertaken at the suggestion of Dr. W. A. Bell, Geological Survey of Canada, as a part of a larger study of these and other Nova Scotia coals being made by the Geological Survey and the Nova Scotia Department of Mines under the direction of Dr. P. A. Hacquebard.The main purpose of this investigation has been to •determine if a knowledge of the trace element distribution might be of assistance in the recognition of individual seams, the distinction of which is not always easy or positive in folded and faulted strata by ordinary stratigraphic and structural means.The study has been so conducted as to afford information on the variation of trace elements in individual petrographic intervals or divisions in each of the seams examined, intervals determined by Dr. Hacquebard on the basis of their banded ingredients, vitrain, clarain, durain, fusain, etc, as observed under the microscope in polished sections. The results, as well, indicate the trace element composition of the coals of the area as a whole, and quantitative data for fifteen elements are given, along with concentrations of thirteen other elements, stated in terms of intensity ratios. Data on distribution of germanium, though considered here along with other elements, are dealt with elsewhere*."

Abstract A simplified method of fatigue testing full-dimension, as-rolled, non-machined, mining drill rods is very desirable to the mining and steel industries in the classification of steels available on the market, through the evaluation of their fatigue limits and endurance strength. In this paper one such simplified method is presented and analysed. The preliminary results show many advantages of this method, such as simplicity and constancy of loading. The type of loading applied more or less simulates the working conditions of the outside fibres of the mining drill rods. Additional advantages of this method are the possibility of testing under dry and wet conditions, its quietness, and its ease of operation. Specially designed adaptors and specially applied techniques of fixing and preparation of samples make possible the breaking of a quarter-octagon hollow drill rod in a free length of uniform section in a rotating beam machine. At first glance this seems to be difficult to achieve. In the first preliminary test three different lots of steel were used. S-N curves under dry conditions were determined. These curves permit of the classification of the drill rods on the basis of the fatigue limit and endurance strength of the outside fibres of the metal, which is dependent to a greater or lesser extent on the effect of surface decarburization, surface imperfections, and special surface treatments. The average slope of the S.N curve in the damaging zone, and the fatigue limit in equal tension-compression rotating bending, were determined for SAE 1080, chromium-molybdenum and nickel-chromium-molybdenum mining drill rods. INTRODUCTION The fatigue limit and the endurance strength of mining drill rod steels are of interest to both the mining and the steel industries. These industries are greatly interested in lowering the cost of mining by reducing the consumption of these steels per ton of ore exploited.

"Crush pillars are designed to be in a crushed state whilst being formed at the mining face. The residual stress state of these failed pillars provides a local support function in mining stopes and is used in the majority of the intermediate depth South African platinum mines. On mines utilising crush pillars, the pillar dimensions are selected to achieve a width to height ratio of approximately two. This is not achieved in most cases as a result of practical mining problems and poor pillar-cutting discipline. Furthermore, pillar dimensions are seldom adjusted to compensate for the various factors governing crush pillar behaviour. The pillars should, however, be in a crushed state whilst being formed or whilst still in close proximity to the mining face to prevent potential damaging seismicity.An underground investigation was conducted into the behaviour of the crush pillars in a trial site on the Merensky Reef at Lonmin Plc. The aim of this investigation was to examine the mechanism of pillar crushing and the related rock mass behaviour. The underground test results and pillar behaviour are compared to a limit equilibrium model to investigate if the model provides a useful approximation of the behaviour of the crush pillars. This paper details some of the preliminary findings.INTRODUCTIONOn most mining operations, the design of crush pillars is based on trial and error. As the pillar strength is unknown, the pillar sizes are adjusted to obtain the correct behaviour. Crush pillar dimensions are generally selected to give a width to height ratio (w:h) of approximately 2:1, (Ryder and Jager, 2002). Several factors affect the behaviour of the crush pillars and in many cases satisfactory pillar crushing is not achieved. This results in a seismic hazard in many of the mines using crush pillars. If pillar crushing is not initiated whilst the pillar is being formed at the mining face, as the mining face advances and the pillars move to the back area of a stope, some pillars may burst while oversized pillars may punch into the footwall. If pillars are designed in such a way that they are fractured during cutting by the face abutment stresses so that the pillars will already have yielded and reached their residual strength, further compression of the pillars will be associated with an increase in load and stability will be ensured, (Ozbay and Roberts, 1988). The stiffness of the strata must therefore be greater than the post-peak stiffness of the pillar (Figure 1) or violent pillar failure and hanging wall instability will occur. The pillar design should be aimed at determining pillar dimensions for which the post-peak curve of the pillar is as flat as possible."

The Corefco ammonia leach nickel refinery treats Ni-Co mixed sulphides from the high-pressure acid leaching of Moa Bay nickel laterite. Due to the low iron content of the feed, the ammonia leach process generates a leach residue with ~10% Ni+Co. Since commissioning a leach residue pressure filtration circuit in 2002, this residue has been stockpiled, dried, and sold commercially. For several years, the residue was sold to nickel smelters overseas. In 2014, re-processing of the residue in the high-pressure acid leach was tested. Lab test work was completed showing excellent extraction of the contained nickel and cobalt, and additional beneficial effects in the high-pressure acid leach circuit. A plant test in Moa confirmed the results, and preparation for shipment of the valuable leach residue for re-processing has begun. This paper outlines the test work and results, and some commercial considerations.

"Arsenic contained in minerals sulphides such as enargite and tennantite can represent not only a significant penalty element in base metals production, but also a disadvantage to the environment through producing the toxic emissions to the atmosphere. The achieving separation of arsenic bearing minerals either at an early stage in floatation or from the floatation concentration is significantly beneficial to the economic. However, there was no feasible commercial method of separation at the flotation stage because of its similar flotation properties with many other copper sulphides. In this work, the selective floatation of enargite from copper sulphide concentrate containing maily covllite, chalcoctie, bornite and enargite was investigated. A low arsenic concentrate with As 0.2%, Cu 22% and a high arsenic bulk concentrate with As 7.65%,Cu 33.65% were obtained. It was indicated that Ca(ClO)2 is the effective depressor and the optimum floatation condition was obtained. Most enargite could be floated at pH 11 and controlling the pulp potential at 290 mV SHE. Furthermore, the arsenic removal from the high arsenic bulk concentrate by hydrometallurgy methods was study. The results showed that the reaction temperature and the concentrations of NaOH were the most important variables affecting the rate of arsenic removal. A low arsenic concentrate with As 0.24%, Cu 37.80% was obtained in the optimum leaching condition.INTRODUCTIONArsenic is mainly produced as a by-product of base metals smelting, in particular copper concentrate. China has imposed an upper limit of 0.50% arsenic for concentrates entering (Long et al., 2012). Arsenic amount of copper concentrate within 0.40% has also been imposed in China, and above which will be introduced about 50 RMB penalties per ton for each 0.10% increasing by smelters now. Therefore, it is necessary to remove arsenic from the copper concentrate.In copper concentrate, arsenic is mainly in the form of arsenopyrite (FeAsS), enargite (Cu3AsS4) or tennantite (Cu12As4S13). There are two types of arsenic in the separation of copper and arsenic: arsenopyrite and arsenic bearing copper mineral. It is easier to separate arsenopyrite from the copper sulphide by flotation in comparsion with the separation of enargite or tennantite from non-arsenic copper minerals (Pineda et al., 2015). The main difficulty in the separation of arsenic copper mineral from non-arsenic copper sulphides is their extremely similar floatability, which depends on the fact that tennantite and enargite contain high copper content (Pineda et al., 2015)."

The merit of reduction-in-area as a criterion of quality in metals is shown to lie in its influence on breaking stress, but the virtue of elongation is not easy to find. In order to assess the value of elongation, either as a measure of quality or as a guide to design, it will be necessary to separate the overall de-formation occurring in tension tests from the localized deformation associated with localized reduction in area. The obstacles to a successful solution of this problem have been shown to be more formidable than is generally appreciated, and a new solution to the problem has been suggested. This solution involves a de-vice by which an electric circuit is broken when the particular value of strain is reached that is to be taken as the point of separation between general and localized deformation. The report presents results from a number of tests on both low-carbon and alloy steels. "This presentation will provide an overview and understanding of Mine Safety and Health Administration (MSHA) and Ontario Regulations for Mines and Mining Plants. It includes discussions on the history and practical development of the standards and an overview of engineering best practices from a construction, maintenance and operational viewpoint. INTRODUCTION Ontario is one of the safest mining jurisdictions in the world and has some of the most comprehensive regulations for the construction, operation and maintenance of a mine. In the USA, several operators have adopted some or all of the practices prescribed by the Ontario Regulations as an internal procedure. Experience has demonstrated that these plants are indicating less unplanned downtime and fewer issues with MSHA inspectors in their hoist plants. HISTORY AND THE REGULATIONS Both Canada and the USA have had some form of laws governing the operation of mines since the late 1890s. The paths of legislation have run in reasonably parallel lines, continually improving the health and safety conditions in the mining industry. Ontario Mine Health and Safety In the 1970s the accident rates in mining were higher than any other industrial sector; this prompted a Royal Commission on the Health and Safety of Workers in Mines (the Ham Report). The recommendations of this report, published in 1976, generated several changes in the regulations regarding worker safety in mines. Following the release of the Ham report, the Occupational Health and Safety Act (OHS) was passed by the Legislature in 1978. The Act is a set of comprehensive laws governing almost all Ontario workplaces, and it replaced separate laws governing different industrial sectors. OHS is enforced by the Ministry of Labour (MOL), and this discussion will focus specifically on Ontario’s Occupational Health and Safety Act, R.R.O. 1990, Regulation 854, Mines and Mining Plants, Part X Mine Hoisting Plant (Ontario Regulations). USA Mine Health and Safety A coal mine explosion in West Virginia and medical studies on occupational disease led to the 1969 Federal Coal Mine Health and Safety Act (Coal Act). The Coal Act was the most comprehensive and stringent Federal legislation governing the mining industry to date. The Mining Enforcement and Safety Administration (MESA) was formed, following the 1973 Act, as a new departmental agency to assume the enforcement of safety and health in mines. The Federal Mine Safety and Health Act of 1977 (Mine Act) transferred enforcement responsibilities from the Department of the Interior to the Department of Labor and named the new agency the Mine Safety and Health Administration (MSHA). This agency enforces the Code of Federal Regulations (CFR), and this discussion refers to CFR Title 30 Mineral Resources, Chapter I Mine Safety and Health Administration, Department of Labor, Subchapter K—Metal and Non-metal Mine Safety and Health (MSHA)."
