Indonesia has the largest coal reserves in the south-east Asian region. According to estimates from the World Energy Confer- ence, it has reserves of 18 billion mt lignite, 4.4 billion mt sub-bituminous coal and 774 million mt bituminous coal (Wyllie,1988). In recent years, substitution of coal for oil in power plants has been the goal of the Indonesian government since proven deposits of coal are about five times as large as national hydrocarbon reserves and most of Indonesia's power stations are still oil fired. Recently a coal fired power plant has been built in Java Barat, which will have a full capacity of about 3000 MW. It is intended to supply coal for this power plant from Bukit Asam mining area (South Sumatra). Coals from Bukit Asam - which are of the lignite or brown coal type - usually contain considerable moisture . It should be noted that reference to moisture in coal pertains to the total moisture content. This is comprised of what is commonly termed as equilibrium moisture and surface moisture. Surface moisture typically affects combustion process as well as pulveriser performance since it possibly influences the relative ease with which coal may be ground. In practice, the surface moisture produces agglomeration of the fines in the pulverising zone and reduces pulveriser drying capacity because of the inability to remove the fines as quickly as they are produced. This agglomeration has also the same effect as coarse coal during the combustion process because the surface area available for the chemical reaction is reduced, hence the combustion efficiency is also reduced. The influence of the moisture of some coals on their grindability (Hardgrove Grindability Index) has been previously correlated by several authors; some of them will be mentioned later. Those correlations, however, could not be immediately applied to any coal since it is still believed that there are other factors which influence the grindability of the coal, such as type and rank of the coal. The relationship between coal moisture content and its grindability has been investigated by Ellmann and Belter (1955). It was found that, for North Dakota lignites, the grindability varied as the moisture content changed. In Britain, Fitton, Hughes and Hurley (1957) stated that, for Bilsthorpe coal, over a wide range of free moisture content (from air-dried to about 30 per cent moisture), the Hardgrove Grindability Index (HGI) remains virtually unchanged. In addition to that, it was suggested that it would be slightly advantageous to dry the coal below its air-dried moisture content (at temperature ¦ 100¦C) to increase the ease with which coal could be ground, especially for low-volatile coal and high-volatile non-caking coal. Furthermore, it was also concluded that a broad relationship appeared between coal rank and Grindability.

The mining industry worldwide relies upon the identification of resources that can be economically developed and operated. Access to land is paramount through all stages of the exploration, development, operation and rehabilitation stages. Clear rights to use of land for the purposes of mining must be available and protected throughout the life of the project. Stable and enduring criteria for mining of the resource, once identified, are required to attract exploration and development expenditure. The purpose of this paper is to investigate the varying approaches to granting access to land for use for exploration and mining development, including the processes by which a project is approved by community and government and the time scale for such approval. The paper concentrates on the legal issues arising throughout this process. The law is stated as at September 1997.

The processes most likely to be adopted for beneficiating ores or concentrator streams containing a large proportion of particles finer than 10 um are froth flotation, selective flocculation, wet magnetic separation and selective leaching. Flotation will be made more efficient for very fine particles if ways can be found to selectively flocculate the valuable mineral beforehand (floc-flotation), to produce smaller bubbles and to reduce entrainment of ultrafine gangue. Schemes for selective flocculation have proved difficult to implement because of the delicate balance between surface forces (electrostatic, dispersion, hydrophobic) and hydrodynamic forces, that determines flocculation, and the changes which occur to particle surfaces through hydrolysis, oxidation-reduction and cross-contamination between minerals in aqueous suspensions. The search for a better understanding of selective adsorption of flotation collectors and flocculants continues and will be particularly important for the practical success of selective flocculation and selective magnetic coating.

There are a number a stages in a project at which an audit must, or should, be undertaken. An independent audit may be necessary for the comfort of directors and/or financiers before the major finance is committed, but an internal pre-development audit is the opportunity for the management team to take stock of the project and reaffirm their confidence and commitment. Maxims for project success are given and a check list for pre-development audits is presented. The need of mid-development audits may arise and their brief will depend on the circumstances arising. A game theory approach to decision-making is demonstrated in which the alternative of fast-tracking a development is considered. At the conclusion of the project, before the team is disbanded, a post-development audit should be made. Valuable learning can come from this process which could give important guidelines for future projects and a check list is presented.

This paper focuses on measures of the economic significance of mineral exploitation and processing activities, such as beneficiation, refining and smelting. Empirical measures are suggested to quantify the relevance of the degree processing within a nation's mineral industry. The most useful, based on the input-output econometric framework, are used to establish the magnitude of links between the mineral industry and its satellite activities and for the appraisal of large, non-marginal projects. The input-output impact analysis is refined to allow for country specific behaviour and synthetic indices for the appraisal of investments in the mineral sector are developed. These indices are further improved with the introduction of shadow prices to incorporate socio-economic issues. They are useful to direct mineral policy decisions and several investments towards the most promising objectives for national goals. Finally traditional methods for the appraisal of small scale, marginal, mineral projects are assessed where local impact and regional development issues are more relevant than national ones.

The imperative to operate sustainably requires all equipment and processes to operate at their maximum possible efficiency. Achieving this ideal state requires a thorough understanding, not only of the process itself, but also of the tools available to design and assess potential improvements. This paper presents a case where the widely employed Discrete Element Method (DEM) toolset proved insufficient to model problematic material flow during the process of optimising wet screening performance. A Smoothed Particle Hydrodynamics (SPH) model was found to more accurately replicate the flow characteristics of the physical system. Site observations identified biased loading of the screen decks to cause inefficiencies in the wet screening of an iron ore processing circuit. Two numerical modelling approaches were pursued with the aim to select the most suitable one and continue the optimisation process based on that selected model. Selection criteria were established, based on the minimum requirements of being able to replicate the problem, including the main flow dynamics deemed to cause the issue. The DEM model was found to over-simplify the slurry flow dynamics within the scrubber and no laterally biased flow was introduced by the scrubber’s rotation to the otherwise symmetric system. Since DEM was not able to accurately replicate the existing problem, it was deemed an unsuitable method to assess the effect of any changes to the system. The second approach consisted of a SPH model. This model was deemed to map the flow within the scrubber with sufficient accuracy to address the problem, as it produced biased screen loading comparable to that reported from site. Changes to the wet chute, delivering material from the scrubber to the screen, aimed to neutralise the non-centrality introduced via the scrubber, were then successfully designed and assessed using the SPH model.

This paper critically reviews the role of institutional research contractors (eg universities and the CSIRO) in the delivery of effective research, development and demonstration outcomes in mineral and coal processing to the Australian mineral industry. The criteria by which such R&D is justified, and the problems of quantifying the benefits of such research, are considered. Third-party funding mechanisms such as NERDDP and AMIRA are reviewed in the context of the difficulty of setting national research priorities. Some case studies are presented which illustrate both the problems and the advantages of institutional research for industry. The transfer of research outcomes to industry is identified as a significant problem which limits the effectiveness of all institutional research. Other topics reviewed include research management, the relationship between industrial companies and their research contractors, and the real costs of research. The paper offers suggestions for the ingredients needed for a successful industry-institution relationship, based on the Australian experience. It is concluded that the Australian model for this relationship is a very effective one, although there is still room for improvement.

Groundwater issues for the mining industry are many and varied. When the depth of mining is below the water table/potentiometric surface, a groundwater æsinkÆ is created which alters the local groundwater flow regime resulting in minewater inflows. Assessment of mine dewatering, mine water balance and wastewater disposal requirements are central to the effective management of water in a mining operation. Each of these issues has a significant groundwater component. Other groundwater issues for mining operations include: water supply, aquifer storage and recovery, the impact on other groundwater users in respect of groundwater levels, bore yields and water quality, and the development of an effective groundwater monitoring network for early detection of impacts and to satisfy regulatory requirements. This paper outlines the techniques involved in assessing groundwater issues for project feasibility, during operation and post closure, and provides an overview of several mine dewatering and water disposal methods. The practical assessment of groundwater issues for the mining industry is illustrated with several case studies of mining projects in Australia, SE Asia and the subcontinent. These are projects to which the author has contributed during a career as a geologist/hydrogeologist spanning more than 25 years.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. However the ash, particularly in the smaller fractions, was found to be higher due to the previously mentioned friable nature of contaminant material. Following evaluation of this additional information, the proposed washery design was reconsidered. Three basic process schemes were examined. 1. A jig with two-stage heavy medium cyclones and spirals for treatment of three different size ranges. 2. A heavy medium vessel, two-stage heavy medium cyclones and spirals for the different size fractions. 3. A jig for initial treatment of the total feed (that is all sizes) with single-stage heavy medium cyclones and spirals for rewashing of the intermediate and smaller size Fractions.

The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Reverberatory smelting.4. Converting.5. Refining.6. Casting.CHARGE MAKE-UPA system of proportioning bins is provided for preparing the feed mixture for the roasters, Sulphide concentrate containing 24% copper wiil be delivered by belt conveyor from the filter plant to the smelter storage patio. This is a large roofed concrete floor that provides a maximum storage capacity of 8,000 tons of concentrate. Eight proportioning bins located below but adjacent to the south end of the patio will be used for actual charge make-up from which concentrate, ore and flux will be proportioned to the feed belt and conveyed to the roaster feed hoppers. Australia has an extremely large total hot dry rock (HDR) resource above a depth of 5 km, equivalent to 7500 times its present annual energy consumption, of which 80 per cent underlies the Great Artesian Basin. The resources most likely to be exploited first are those residing in homogeneous granitic bodies beneath sedimentary basins containing insulating rocks such as shales and coal measures. In the Sydney Basin south of Muswellbrook, an area of high geothermal gradient corresponds to a gravity low thought to be a buried granite body at a temperature of possibly 250¦C. This locality is suspected to have the ideal geological characteristics for Australia's first hot rock test facility. Australia's high HDR potential is possibly unique in the world, in that the potential sites satisfy four independent, geological conditions, each considered as favourable for the creation of a resource, and for the ease of extracting that resource. They are: ò Higher crustal heat generating capacity than that of normal continental crust. ò Much of the Australian continent is covered by sedimentary basins which contain a high proportion of shales and coal measures that have low thermal conductivities, thus providing an insulating blanket for the heat being generated beneath. ò The sedimentary basins are in many places underlain by large untectonised granitic bodies that are not only a major contributor to heat generation, but also ideally suited to the establishment of HDR reservoirs. ò The crustal shortening stress field that is found in the majority of the Australian continental crust results in a vertical minimum principal stress orientation which should result in the development of favourably oriented horizontal stimulation cells necessary for maximising an HDR resource.

As mining undoubtedly influences the natural environment future challenges of copper ore mining are minimisation of land use in area and duration, proper land rehabilitation as well as tailings management. One possible solution to avoid these negative impacts could be the application of underground mining with backfilling tailings compounds. This approach would definitely increase the production cost. Against this background the project analyses the influence of an æecologically satisfyingÆ copper ore mining on world market prize and demand as well as on the environment. In the project 261 copper ore mines accounting for 98 per cent of world copper production have been examined. After modelling a backfill plant, analyses of applied backfill techniques were conducted. Afterwards a method of cost estimation was developed and then the backfill plant model was applied in three case studies. The results were transferred into scenarios. The work closes with a short discussion and gives an outlook to forthcoming research. The results presented in this work have been generated within the Collaborative Research Center (CRC) 525 entitled æResource-orientated view of metallic raw material flowsÆ. This interdisciplinary project was established at Aachen University of Technology (Germany) in 1997 and is funded by the Deutsche Forschungsgemeinschaft (DFG). The long-term goal of this research program is the identification of options for the resource-sensitive supply and processing of metallic raw materials. In order to address the sustainable development challenges facing the metals and minerals industry an integrated resource management system is to be developed and tested for important metallic raw materials. Case studies for aluminium and copper are being conducted by the CRC 525 in order to provide useful and efficient tools for decision makers over the entire life cycle of these materials.

Magnetic Separators have a wide application in dry separation processes, frequently in conjunction with High Tension Separation. Dry processes can frequently be superior to established processes in more commonplace mineral associations. A system of dynamics is postulated and the forces operating ar'e examined, together with a method of evaluating the effect of operating variables. Practical applications of these theories to obtain optimum results on an individual separator, and various separations using a laboratoryroll type separator are described.Practical Flowsheets are of two main types, the first consisting of a series of scalping operations, the second for rougher, cleaner, and scavenger operations with middling recirculation. Some common separation problems with certain mineral associations illustrate the need for different approaches for different mineral associations. A table of mineral separation characteristics is appended, from which amenability may be tentatively estimated.INTRODUCTIONMagnetic separators are widely used, either alone or in conjunction with other wet and dry concentration devices, for the upgrading of a variety of minerals. The high standards of efficiency attainable in dry mills, together with reduced operating and labour costs, are slowly becoming apparent in a wide variety of plants. The combination of wet and dry concentration plant familiar in beach sand mining is finding application for such processes as upgrading a crushed chromite product, and production of clean scheelite,cassiterite, and other concentrates. Other dry beneficiation processes (such as the high tension beneficiation of iron ore, and the benefiGiation of asbestos) avoid the use of wet processes completely.Dry separation processes are likely to be applied more widely as their possibilities become more generally known.

Preliminary project evaluation is relevant to the evaluation process of the decision makers (or executives) prior to making the critical business choices. Important to the assessment is an integrated sensitivity, scenario and risk analysis at every stage of a mining project. This should include the evaluation of different options taking into account uncertainties. Construction of interactive financial computer models where each element is functionally integrated into a fully integrated life-cycle allows rapid and automatic study of the sensitivity of each element through changes in the value of an input. The scenario analysis is the effect of changing more than one input at a time, organised through scenarios in a decision tree. Risk analysis is an integrated analysis of the effect of all uncertainties of the parameters, using Monte Carlo simulation. Key to the asset decisions process is that the decision maker is provided with the essential integrated decision information. We have clustered this information into several scenario groups. Within each group, two levels of uncertain information are distinguished: discrete scenarios critical for the decisions; and remaining uncertainty within the scenario (risk analysis) which can be modelled by continuous probability density functions (pdfÆs). For an asset, the relevant scenarios in each group and the associated continuous pdfÆs need to be defined. When the scenario groups and associated pdfÆs have been defined for the asset, the decision process can be started by structuring the different scenario groups in a Scenario Tree. A Scenario Tree contains decision and end nodes. Each end node corresponds to a completely defined mine project or asset model. The calculations for each end node result in a set of stochastic realisations for the reserves, production forecast, cash flow, and profitability indicators (NPV, IRR, DPR). Thus, a deterministic and fully probabilistic multi-commodity analysis tool is provided to investigate the sensitivity and robustness of decisions.

The amount of copper production by flash smelting process occupies about 17% (equivalent to 1.4 million t/year) of total free world production. In Japan, 650,000 tons of copper is produced annually by flash smelting. This is 65% of the gross copper production of Japan. To reinforce pollution control, promote energy saving, and enhance production efficiency by increasing the size of furnaces, conventional blast furnaces and reverberatory furnaces are being replaced with the flash smelters worldwide. The Ashio Smelter started copper production in 1884 and developed in association with the Ashio mine. In those days, the Ashio smelter produced copper by using the blast furnace process designed for the high-grade ore from the copper mine. At that time, this process was specialized in Japan. In 1956, for the first time in Japan, the Ashio Smelter introduced the flash smelting process developed by Outokumpu Oy of Finland (it is suitable for treating the copper concentrate, producing sulfuric acid and improving production efficiency). The flash furnace in Ashio, the first ever in Japan, had a capacity of 230 t/day for copper concentrate and was operated up to 1962. During this period, various operational troubles were solved, and further improvements were made; and, in 1962, a Furukawa-type flash smelting furnace was completed in Ashio. This improved version of a flash furnace had a capacity of 450 t/day. There was one flash furnace and one waste heat boiler, which were arranged in a unique pattern for that time. This furnace may be said to be the prototype of the present flash smelting process in the world.

The Hunter Valley Coal Chain Coordinator (HVCCC) Limited is the primary planning organisation responsible for the export of coal through the Port of Newcastle, Australia. HVCCC stakeholders include producers (mining companies), rail track owners, above rail operators, and terminal operators. The HVCCC is tasked with coordinating the activities of all the corresponding parts of the coal export supply chain so as to maximise the system efficiency. The HVCCC also has a forward looking planning role: with demand for coal expected to double in the next decade, strategic capacity planning is a core activity for the HVCCC. Optimisation and simulation models are key aids in such activity. They are used to suggest and evaluate infrastructure expansions and operating policy changes. These models require input data in the form of shipping stems, which are arrival streams of ships at the port, together with their cargo types and composition, and date and time of arrival.Although everyone is familiar with the expression ægarbage in equals garbage outÆ, relatively little research is dedicated to the issues surrounding input data generation. In this research we seek to redress this, and have developed a method for generating high quality shipping data. Shipping stems used as input should be realistic, reflecting key characteristics of historical patterns. They should accurately represent future demand scenarios. Yet they should also have controllable parameters that can be used to test what-if scenarios, such as are required by the HVCCC to answer questions about future infrastructure or operational plans.Here we review our process for achieving this, and give a case study analysing the effects of different shipping stems on the performance of the coal chain, as measured by a capacity assessment tool. The latter is an optimisation model that takes shipping stem and infrastructure data as input, and calculates key supply chain performance metrics. The potential benefits of alternative demand management strategies are analysed by measuring the performance of the coal chain given different shipping stems obtained via the stem generatorÆs controllable parameters.

A metallurgical balance drawn around a mineral processing plant or smelter must involve all process streams crossing the plant boundary. Modern sampling theory, as formulated by Gy, and sound statistical method can be used to determine the uncertainties in the observed assays for the set of balance analytes and in the mass flow rates of the process streams for the balance period. These uncertainties can then be used together with the material balance equations to arrive at adjusted component mass flows that satisfy the material balances exactly. To determine whether or not the data is consistent with the level of uncertainty in the data and with the material balance equations, a goodness of fit test is applied. This goodness of fit criterion is the principal tool to quantify the quality of the material balances. The mathematical structure of the statistical material balance problem poses a number of challenges. For example, while the variances of the adjusted component mass flows do not vanish, the variances of the sums of the adjusted component mass flows about each balance node do vanish, simply because the balancing computation demands that the balances close exactly. Even though it can be shown that the variances of the adjusted component mass flows are always lower than the estimates for the corresponding unadjusted component flows, it is still not possible to construct a confidence interval on the component mass flow into (and out of) a balance node using the adjusted component flows. On the face of it, such a confidence interval is exactly what is most desired from the balance calculations. The problem arises because the balance problem is a data adjustment rather than a parameter estimation problem. It is possible, however, to calculate the recovery of a component to a product stream and determine a confidence interval for the recovery value. It is also possible to calculate an uncertainty in the mass flow of any balance species in any process stream, before and after balancing.

Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". Several methods exist for calculating mineral solubilities. The ion-association model, commonly used in programs such as WATEQ (Truesdell and Jones, 1974) and later deriv- atives such as MINTEQ, assume the formation of complex ions such as MgSO4(0), CaCl+, which are described by formation constants. This paper summarises the performance of the gold exploration industry in the Western World since 1970, with particular emphasis on the period 1985 - 2003. It identifies the number and size of major (ie >1 million ounce) primary gold discoveries made over this period by location and type of company. Estimates are also made of the likely contribution from smaller discoveries down to 0.1 million ounces. It also assesses the overall trend in the percentage of grassroot discoveries that are converted into mines, and the time taken to get them into production. By comparing the discovery data against total exploration expenditures it is possible to determine the average unit cost of finding a major gold deposit. It is significant to note that the average unit cost per discovery and per ounce of resource has tripled over the last 30 years. An attempt is made to determine the overall economic value generated by the industry. This is based on a detailed analysis of the rates of return and the Net Present Values (NPVs) of 109 major gold projects. After including an adjustment for discoveries not modelled, the NPVs are compared against the total amount of money spent on exploration to determine the value-to-cost ratio for the industry. Based on historical spot gold prices and tax rules, it is found that the return on investment for gold exploration in the Western World over the period 1985 - 2003 was around five per cent real after-tax. The returns achieved in the US and Australia was significantly higher than that for Canada. The returns also appear to have declined in recent years. With regard to the relative performance of junior versus major companies, the paper estimates that the junior sector accounted for 30 - 40 per cent of the total exploration expenditure, and were was associated with 34 per cent of the total number of major deposits, 27 per cent of the contained ounces and 25 per cent of the economic value found.
