Those involved in managing risk today are asking various questions: why is it so frustrating to discuss æriskÆ with communities? why do consultative processes around æriskÆ get more and more complex? where is all this going to end? These questions will be addressed by examining how our understanding of risk has changed from one based on biophysical hazard to a broader view that includes social and cultural factors. There is evidence to suggest that we are living in a ærisk societyÆ, where the goal of æsafetyÆ has replaced that of equality in a class based society. The global mining industry operates within this complex and politicised environment. The very meaning of ædevelopmentÆ has broadened from the narrow economic vision to include the social and environmental factors which make up æSustainable DevelopmentÆ. Corporate accountability now extends beyond traditional shareholders to wide groups of stakeholders. The mining industry is developing responses which look beyond traditional technocratic methods. At the industry level these responses have included the recent Mining Minerals and Sustainable Development global and regional reports It has proven challenging and difficult to operationalise these new understandings at the company level and it is time to look at the bigger picture.

Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

A trend towards mining more complex and economically marginal orebodies, often combined with increasingly tight product specifications, increases the number of variables which need to be considered in production scheduling. Linear programming incorporating integer constraints can be used to create production schedules which are practical as well as mathematically optimum. Factors which can be taken into account include variability in product stockpiles, targets for head or product grades, production of different material types, production from different areas, production targets for loaders, and dependencies between mining blocks. For each schedule an appropriate objective for optimisation must be chosen. Examples of objectives are: to minimise or maximise grade variation; to minimise waste movement; and to minimise movement by front end loaders. A staged approach to the implementation of computer systems based on linear programming optimisation is Proposed.

Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

This paper reviews some of the factors thought to control the formation of supergene gold in the Pacific and its Rim. Discussion of these should lead to reassessment of the economic potential of many areas. In several parts of the world many gold-bearing veins display rich gold values only in the oxidized zone, whereas beneath the present (or ancient) watertable the unaltered vein commonly holds only sub-economic refractory low grade sulphides or arsenides. In the Eastern Highlands of Australia some of the most spectacular concentrations of - gold have been found at shallow depths. For example, Harper (1918) describes the Canton mine in New South Wales which was stoped over a length of 180 metres from the 45 metre level to the surface. The reef yielded gold at 300 g/t in the upper levels, but became gradually poorer at depth. Present geologists of N.S.W. Geol. Survey, G.R. Mcllveen and B.P.J. Stevens, believe that many similar Australian enrichments were formed between the surface and its ancient water table level during the extended period of weathering in the Eocene or pre-Eocene. They concede, however, that further supergene movement of gold may have occurred since the early Tertiary. Large quantities of Mesozoic supergene gold of extreme fineness (Au 99.7%, Cu +òFe 0.3%; Leibius 1885) was found at Mt. Morgan near the Tropic of Capricorn in Queensland. Lower Jurassic sediments cover part of the gossan in a small depression caused by oxidation and collapse of the Main Pipe, thus showing that the supergene gold is pre-Lower Jurassic (Cornelius, 1968). Because the Lower Jurassic landscape around Mt. Morgan was mature with a surface slope of less than 10 (Playford and Cornelius, 1967), erosion would have been very slow. Moreover, once all sulphides had been removed from the ore body the Lower Jurassic environment would have reverted from highly acid to alkaline as it is at present. Accordingly, gold, goethite and 1. In one of North AmericaÆs largest mines, which contains more than six active coal-producing faces, mine controllers must meet the complex challenge of adhering to the mine plan while also ensuring customer quality. Fleet management systems (FMS) provide many different avenues to control production flows, from the faces to the various pit crushers. Nonetheless, mine controllers must balance a variety of factors such as unplanned downs, differing customer demands, their own daily key performance indicators (KPIs) related to equipment utilisation, among others. Deviating from the short-term mine plan is the most common means of balancing the other factors, since adherence to the plan is traditionally only measured during the weekly variance meeting with engineering staff. However, such deviation may be one of the most costly responses, as long-term scheduling issues may arise such as multi-face dead-heading or insufficient stripping. This paper focuses on the development of a system for real-time adherence to mine plan within a control room environment. This system is part of a larger blending-focused, multi-million dollar project with elements of a centralised remote control room, developed at the University of ArizonaÆs Mining Information Systems and Operations Management (MISOM) Mine Control Center (MC2). The mine plan (MPL) component of the overall blending system integrates both historical and real-time FMS data with mine plan requirements directly sourced from original systems (no additional input required). The measures, displayed largely as graphs, have tools to help controllers manage the production to facilitate adherence to the plan. Some measures are designed to motivate crews to perform by inciting competition between crews, softened through a study of the controller culture. The MPL component was deployed at the mine, and the before and after deployment adherence was measured. This paper discusses the technical development of the new tool, its deployment, and an ethnography (study of culture) to understand controller motivation.

Late-Archean banded iron formation (BIF)-hosted deposits in the Yilgarn Craton of Western Australia are less well understood compared to the larger Paleoproterozoic, Superior-type BIFhosted deposits of the Hamersley Province. The Weld Range greenstone belt, in the Murchison Domain of the Yilgarn Craton, hosts two Archean, high-grade deposits, Madoonga (68 Mt resource at 57.7 wt per cent Fe) and Beebyn (62 Mt resource at 59.6 wt per cent Fe, ASX announcement 2008). Five main types of high-grade (>55 wt per cent Fe) iron mineralisation at Weld Range each display characteristic grades, tonnage, and contaminant levels, which affect exploration strategies and beneficiation methods:1. ‘Residual’ ore formed as a result of two generations of hypogene alteration of BIF. The first alteration phase replaced silica-rich bands with siderite and/or Fe-rich dolomite; the second phase involved the removal of carbonate gangue minerals and the concentration of residual Fe oxide-rich bands in the BIF via volume reduction. The product is a high-grade, high-tonnage Fe orebody, with minor contaminants.2. Magnetite-bearing shear and fault zones cut BIF along lithological contacts. These zones of secondary magnetite formed as a result of the addition of hypogene magnetite via the circulation of Fe-rich, hypogene hydrothermal fluids through BIF. This type of mineralisation produces narrow (low-tonnage), high-grade magnetite-rich ore zones with high levels of contaminants (eg SiO2, Al2O3) due to the difficulty in mining these zones.3. Specular haematite ± quartz-bearing shear and fault zones cut residual orebodies and magnetite bearing structures. They share similar characteristics to magnetite-bearing structures.4. Goethite-haematite supergene ore zones are controlled by brittle faults that cut BIF. These faults promoted the flow of supergene fluids through BIF and resulted in large ore zones with variable Fe grades and contaminants.5. Detrital deposits comprise transported BIF fragments and are intensely goethite-haematite supergene-altered. These orebodies are locally extensive, with moderate Fe grades.

Recent trends in flotation technology are briefly reviewed. These show that considerable development has been made as the operators, suppliers and technologists have responded to the challenges of the industry. Most of these advances have been based on empirical and phenomenological methods. There is a considerable opportunity to make further advances through a more fundamental, scientific approach. Some of this work is discussed and, although progress is being made on this front, industrial uptake has been somewhat slow. A number of specific issues facing the industry are discussed.

The Golden Blocks Goldfield is located in the Slaty Creek area,North West Nelson, about 20 km west of Collingwood. Alluvial gold was discovered in Slaty Creek in 1861. Gold was mined from quartz veins up to 1.5 m thick at nine mines from the 1890s until the closure of the Aorangi Mine in 1911. Total production from the Golden Blocks Goldfield is estimated at 46 000 ounces of gold. The Aorangi Mine was the largest mine, with a recorded production of 27 978 ounces of gold at an average grade of 36 g/t. Quartz veins containing gold and sparse sulphide mineralisation occur in a slightly metamorphosed, complexly deformed over-turned sequence of Lower Ordovician sandstones and shales. Primary gold mineralisation is associated with intensely deformed zones that occur near or at carbonaceous shale and sandstone contacts. Some eighty-five percent of all gold production (39 000 ounces) came from four mines confined to the stratigraphically lowest, most widespread shale unit. The quartz veins exhibit textures consistent with a hydraulic fracturing mode of vein formation with fissure infill vein types predominating over replacement textures. Stylolites of carbonaceous material and recrystallization features within the veins suggest multiple phases of deformation. The lack of wall rock alteration, and low primary fluid inclusion temperatures of 200¦ - 265¦ indicate that the ore fluids were associated with a low temperature epithermal system. A model consistent with similar mineralisation styles observed in Ordovician sediments from Pacific Rim occurrences is presented. The high grades (up to 100 g/t) mined from the upper levels of several mines suggests supergene enrichment processes associated with the Upper Cretaceous weathering surface. The Golden Blocks Goldfield has had no modern exploration. The most recent exploration was undertaken in the early 1980s. There are known acid intrusives in the area, with potential for the application of new models of intrusive-related gold mineralisation.

Before I begin this paper, I thought that it would be important to start with a brief background on myself. This will give some insight into where I am coming from with some of the ideas presented in the body of the paper. I studied mining engineering at the University of New South Wales, graduating with Honours in 1999. When I finished university I was offered a job with PricewaterhouseCoopers in Sydney, working in the Energy and Mining Group of the Audit practice; which I accepted. I have been working at PricewaterhouseCoopers now since January 1999, completing an accounting conversion course at the University of Technology Sydney along the way. I am currently beginning my Professional Year for Chartered Accountant qualification. During my later years at university, continuing on through the start of my working career, I have been involved with the Sydney Branch of The AusIMM; firstly, as a student representative and, now, as the Young Professional Representative. Therefore, you can probably see that I will have very different young professional experiences than some of my peers who have been working on mining sites. The purpose of this paper is to examine the challenges that face graduates who are entering the industry and what solutions are used to ensure that this entrance is as smooth as possible. A challenge has then been made to the industry and The Institute in the form of further observations on ways that this entrance may be improved and the development of graduates to be more effective. In preparing this paper I have discussed various graduate experiences with some of my colleagues in order to see what some of the challenges they, themselves, face now and, also, going forward. I also discussed with them what they see as solutions to these challenges, drawing on some of my own experiences in a different company environment.

Mines in the future deliver a paradigm shift in the way mining, material handling and processing are performed, unlocking significant value through production efficiency, flexibility and lower costs and enabling substantial safety and environmental benefits (V Schweikart). Mines in the future are highly productive, with low production costs and are significantly safer. They operate with a skeleton crew and use intelligent systems that fuse information from field instrumentation and other sources to generate the most efficient operating environment. Automated systems are seamlessly integrated across the mine and across the corporate enterprise. Geological models, long-term and short-term plans create optimised production schedules, suitably generated by the mine simulator. Production schedules are shared with the operations management system for deployment mainly by remotely operated and autonomous equipment. As the schedule is implemented, information is collected and shared with various plans, schedules, models and optimisation programs. This production environment is managed in real time from a æCentral Operations CentreÆ and it is visible across the business providing fast and accurate information about productivity, machine condition and environmental conditions. Central Operations Centres also house teams of subject matter experts that monitor and manage the mines and are able to communicate directly with the skeleton crew in the field. Constraints across the production line are displayed and managed appropriately from this location to maximise throughput. Maintenance is interactive and predictive. Reliability specialists in Central Operations Centres monitor the status of machinery and equipment and adjust maintenance plans and strategies to suit. Mining businesses rely heavily on knowledge workers û people with considerable knowledge and learning û and by manual workers. This new knowledge workforce is a team of associates rather than of bosses and subordinates. Field experts become leaders with tremendous autonomy regarding their work. The former line hierarchy becomes a support structure, intervening only in extreme emergencies; instead of giving orders, they are now removing barriers, expediting resources, conducting studies and acting as consultants.

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.

Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

Supergene lateritic iron ores are uncommon when compared with the vast tonnages of BIF-hosted microplaty haematite ores of the world or with the dominant supergene mimetic martite-goethite ores of the Hamersleys. In Australia and to a lesser extent in India and South America, mimetic replacement of gangue minerals by iron hydroxyoxides is a major factor in forming supergene iron ore from banded iron-formation (BIF) and results in the superb preservation of all of the original BIF features. This includes primary banding down to the finest inclusions, as a result of pseudomorphing of the BIF gangue at depth by goethite. The enrichment as a whole is an absolute accumulation of Fe at depth, dissolved from the surface BIF, and a removal of the gangue elements without loss of the original BIF mineral textures. Thus the ores grow upward to meet the downward destruction of the surface BIF by erosion. By contrast the supergene lateritic ores including the 'blue dust ores' are residual ores resulting from the relative accumulation of Fe. In the supergene lateritic ores derived from BIF, removal of the gangue is accompanied by repetitive solution and reprecipitation by secondary haematite and goethite. The final product of lateritisation of BIF and BIF-derived ores is typically complex, due to successive overprinting of earlier stages of alteration during the process, and because of the different precursors. This progressive lateritic modification tends to produce a varied surface complex including massive, vermiform, and botryoidal, or nodular aluminous/siliceous goethite and haematite, variously known as ferricrete, duricrust, canga, or 'hydrated zone hardcap'. The significant difference in these ores to the supergene mimetic martite-goethite ores is that they grow downward, with the total destruction of any of the parent BIF or BIF-ore textures.

Operational grinding mills emit significant acoustic emissions which are a consequence of the dynamic environment prevailing inside them. From a technical perspective, the noise presents an opportunity to determine some details of the processes occurring inside the mills. The noise generated is not random and can be attributed to a range of events that occur inside these mills, consequently non-contact acoustic determinations of in-mill behaviour provide powerful insights into the operation of primary comminution tumbling mills. To enable a logically coherent picture to be formed of the processes inside a mill, arrays of microphones have been used. This approach allows a clearer picture of the in-mill behaviour of the charge to be accessed. In contrast to single microphone approaches, usually located near the expected charge toe position, an array of microphones allows much more useful information to be obtained from grinding mill noise.This paper will discuss and present data obtained from microphone arrays positioned at the toe and shoulder locations of a mill, and how this information can then be used for the optimisation of grinding mills in real-time.CITATION:Pax, R A, 2012. Compact and field portable infrared spectrometers have been increasingly used over the past few years by an exploration industry constantly searching for a technological edge and the ability to more accurately and rapidly assess project areas. In particular, this technology allows large amounts of data to be rapidly collected on-site and sample mineralogy, mineral crystallinity and mineral composition to be quickly assessed. In recent years, short wave infrared (SWIR) reflectance spectroscopy has proved useful in a wide range of geological environments and at various stages of exploration programs, from grass roots reconnaissance through drilling programs and resource evaluation. Unfortunately these data have frequently been analysed and interpreted in isolation using time consuming data analysis techniques removed from the realities of a fast moving exploration industry. This paper presents new analysis techniques which allow these data to be efficiently integrated in the exploration program. Although SWIR data contain a wealth of mineral information it is impractical to use this information in its raw form. A more effective approach involves the extraction of key characteristics of these data (ie mineralogy, mineral composition and crystallinity) as numerical values, and the integration of this ædigital mineralogyÆ with more conventional exploration datasets (eg geochemistry, coordinate data, etc). This paper demonstrates that the integrated analysis of sound geological observations, geochemical, spatial and spectral data can quickly lead to a greater understanding of the nature and distribution of target mineralisation. As a first step, software driven pattern matching routines enable the identification of the major clay mineral species in a series of samples (eg kaolinite, montmorillonite and sericite). This allows the major alteration facies and their spatial distribution to be identified. Quantification of diagnostic absorption feature characteristics then allows more accurate determinations of mineralogy to be made (eg mineral composition and crystallinity). Examples of the application of SWIR analysis for alteration mapping from selected porphyry and epithermal systems from around the Pacific Rim are discussed. The data presented are derived from a variety of locations and sample types including drill core, ridge and spur rock chip samples, soil samples and geochemical pulps. In these large alteration systems, the spectral data can be used to describe and map the distribution of various alteration facies as many of these are characterised by clay and phyllosilicate mineral assemblages and are detected by SWIR analysis (eg smectite, chlorite, biotite, illite, muscovite, kaolinite, dickite, pyrophyllite, alunite, etc). In addition, the ability to evaluate even subtle trends in mineral crystallinity and composition is often vital in these systems when looking for vectors towards higher temperature parts of the system. In addition to detailed evaluation of mineralogy, the integration of digital mineralogy data with geochemical data leads to the ability to describe not only geochemically anomalous intersections or regions but also to recognise associations between subtle changes in mineralogy and target mineralisation. This is often important because understanding these mineralogical associations can lead to more accurate targeting and rapid assessment of the project.

Distal rhyolitic tephras from the Taupo Volcanic Zone are widespread in the Auckland urban region. Some are primary air fall or flow deposits but most are reworked. Their presence indicates potential hazard for the Auckland urban region from future eruptions of central North Island volcanoes and associated secondary effects. Geotechnical problems occur as a result of weathering of the tephras yielding sensitive materials.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.
