Zinc-bearing materials containing chlorides and fluorides of alkali metals, such as electric arc furnace dusts, Waelz oxides, galvanising ashes, brass foundry and converter fumes are marginally attractive, both technically and economically, for processing by the Imperial Smelting Process or in a conventional zinc sulphate electrolytic plant. The EZINEX« Process allows the recovery of high purity zinc in cathode form from these materials, together with regeneration of the leach liquor. The process is based on a new electrochemical system which depolarises the anode reaction with reduction of the cell voltage, compared with the traditional sulphate electrolysis method. The electrolyte, based on a chloroammino complex, permits the recovery of other valuable metals present in the zinc bearing materials such as lead, copper and silver. These are recovered as a metallic cement, consequently improving the economics of the process.

The importance of using disc cutters for rock excavation is reflected by their wide application in hard rock cutting machines such as tunnel boring machines and raise borers. The forces involved in the cutting process are those due mainly to thrust and rolling forces and are greater than that required by cutting picks. An interesting feature of cutting with discs is the formation of surface crushing, surface and sub-surface chipping and primary crack formation. Experimental, as well as analytical, work has been carried out to determine the optimum spacing between the disc cutters to control primary crack orientation. Wedge bit indenters were used to simulate disc cutters. The paper concludes by proposing a new approach to rock excavation by hybrid cutting based on controlling the primary crack Orientation.

New Zealand's Land and Income Tax Act 1954 contains unique incentives for companies engaged in mining certain specified minerals or petroleum. Sections 152 and 153 provide for the taxable income of such companies to be based not on profits made but on dividends paid to shareholders. A significant saving in tax results, particularly where profits are not distributed: but the Act attempts to ensure that undistributed profits are used for further mineral exploration and development. To encourage investment in the mining industry, persons taking up shares in a company mining for the specified minerals or petroleum are entitled to a one-third deduction in respect of monies paid on the shares and used by the company for its purposes; and company shareholders may make loans to the company and write-off such loans for tax purposes to an amount of up to half their taxable income. Maximum utilisation of the tax incentives calls for careful consideration as to whether a mining or petroleum company should be financed by way of loan capital or share capital.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The Hunter Valley Coal Chain (HVCC) consists of mining companies, rail operators, rail track owners and terminal operators, together forming the worldÆs largest coal exporting facility. In 2008, the throughput of HVCC was about 92 million tonnes, or more than ten per cent of the worldÆs total trade in coal for that year. The coal export operation generates around $15 billion in annual export income for Australia. As demand has increased significantly in recent years, and is expected to increase further in the future, efficient supply chain management is crucial. The Hunter Valley Coal Chain Coordinator Limited (HVCCC) was founded to enable integrated planning and coordination of the interests of all parties, thus improving the efficiency of the system as a whole. One of the many planning challenges faced by the HVCCC is that of annual maintenance planning. Different supply chain elements, such as trains, railway track, terminal equipment and load points, must undergo regular preventive and corrective maintenance, leading to significant reductions in system capacity (up to 15 per cent). However good alignment of the maintenance tasks can reduce their impact, and the HVCCC undertakes an annual process to ensure the impact of maintenance on the supply chain capacity is as small as possible. This is achieved in an iterative negotiation process between HVCCC and individual service providers. In the past, maintenance schedule optimisation was largely manual, which for the more than 1000 tasks involved is quite labour-intensive.In this paper the authors describe an approach developed at the University of Newcastle in partnership with the HVCCC to automate this schedule optimisation process. We will discuss our experience in applying exact (mixed integer programming) and heuristic techniques from mathematics and computer science to address the problem. This work is anticipated to lead to new decision-support tools for the HVCCCÆs capacity planning team.

Relocation into the Lichtenberg open pit mine of about 110 million m3 of sulfide-bearing and ARD-generating waste rock piled up on the surface is the most important and cost-intensive single surface restoration project conducted by WISMUT GmbH at the former Ronneburg uranium mining site. The waste rock comprises for the most part Palaeozoic shales, limestones and diabases with pyrite contents of up to seven per cent. Waste pile relocation began in 1992 and is scheduled to be completed by 2007. The approach used for relocation has been extensively described elsewhere (Jakubick et al, 1997; Hockley et al, 1997; Chapman et al, 1998; Paul, 2003). Following completion of the backfill that will be up to 60 m above the initial ground level, a dry cover will be placed on top of the backfilled mine wastes. The area to be covered amounts to about 220 ha. Design planning for the final cover placement of which is to begin in 2004 had to be based on a comprehensive cost-benefit analysis over and above compliance with legal requirements. The crucial question to be answered in this respect was to determine û in addition to the expenditure required to ensure reuse, radiation protection and soil protection û the extent to which additional time, effort and money were justified in order to minimise contaminant release from the unsaturated portion of the backfilled pit contributing to total releases into the ground water and possibly achieve savings in long-term operating costs for the on-site water treatment plant. Optimisation was based on contaminant balance modelling for the entire site reproducing dominant physical and geochemical processes. Among the specifics underlying the cover design is that contaminant release from the backfilled open pit must not be considered independently of that from the adjacent flooded underground mine and that a major part of the backfilled open pit will also be submerged. Following weighing of cover-related short- and long-term costs it was found that higher construction costs for the various cover options will not be offset by cost savings in the long-term water treatment. As a consequence of pit flooding, even a costly multiple cover including an impermeable layer will only insignificantly impact on concentrations and loads at ground water spill over points. As a result of comprehensive studies and investigations, a combined cover of cohesive soil material from on-site excavation overlain by a 0.4 m thick storage layer to restore natural soil functions for revegetation was derived and submitted for approval. Together with hydraulic measures, this approach is to meet any requirement in terms of radiology, water protection, stability, erosion protection, and reuse.

A series of conventional dynamic uniaxial compression (CDUC) tests and coupled static-dynamic loading (CSDL) tests were conducted using a split Hopkinson pressure bar (SHPB) system to explore the dynamic mechanical behaviour and fracture characteristics of medium sandstone on a microscale in the laboratory. In the CDUC tests, the dynamic uniaxial compressive strength of the medium sandstone was rate-dependent, while the dynamic elastic modulus was not dependent on the strain rate. Then, we proposed a generalised model to characterise the rate-dependent strength from 17.5 s-1 to 96.8 s-1. In the CSDL tests, with increasing initial pre-static stress, the dynamic elastic modulus and dynamic strength increased nonlinearly at first and then decreased. The results show that two classical mechanical types (ie Class I and Class II) are observed from the dynamic stress-strain responses of the CDUC and CSDL tests. By means of scanning electron microscopy (SEM), the micro difference of post-loading microfracture characteristics in Class I and Class II behaviour was identified. In Class I behaviour, intergranular fracture (IF) usually initiates at or near the grains, most cracks deflected along the grain boundaries, resulting in a sharp angular edge, then coalesces to the main fracture surface that splits the specimen along the direction of stress wave propagation. In contrast, Class II behaviour results from the combined IF and transgranular fracture (TF).

"A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Townsville prospect is situated approximately 4 km north of the Ok Tedi copper-gold mine in Western Province, Papua New Guinea. Drilling in the 1990s delineated a resource of >1 Moz of gold within shallow, skarn breccia-hosted mineralisation associated with quartz-carbonate infill, together with pyrite, chalcopyrite, pyrrhotite, sphalerite, galena, tennantite-tetrahedrite, arsenopyrite, marcasite, and a variety of Au-, Ag- and Bi-telluride minerals. The deepest of these historical holes (TVL034) also intersected copper-gold-silver mineralisation more than 100 m below the gold-rich zone that is associated with calc-silicate skarn breccia. Although copper-gold-silver mineralisation in DDHTVL034 is associated with clinopyroxene-rich skarn, it was also noted that garnet in the skarn breccia became progressively darker in colour with depth, ranging from green at shallow levels to dark red-brown at depth. This indicated that the skarn breccia is zoned, with more proximal garnet skarn at depth possibly indicating an association with porphyry-style copper-gold mineralisation.Based on this skarn zonation model, recent drilling at the Titan prospect, located approximately 500 m south of TVL034, was targeted at potential copper-gold silver mineralisation beneath shallow skarn breccia-hosted gold mineralisation. DDHTVL 081 intersected 46 m at 6.36 g/t Au from 68 m and 80.7 m and 1.67 per cent Cu, 1.27 g/t Au and 20.32 g/t Ag from 184 m. Mechanical damage leads to the increase of effective stress of sediments, and pore closure hinders the discharge of methane gas. Ignoring the influence of mechanical damage leads to an excessive prediction of hydrate gas production. Therefore, a fully coupled model considering mechanical damage-chemical decomposition-gas-water two-phase seepage-temperature was developed in this study, and the model was verified by Masuda experiment. Based on the fully coupled model, the temporal and spatial evolution of the whole process of hydrate decomposition under the influence of three initial absolute permeabilities, three pressure drops and three water saturations were considered. The results showed that: • The gas production rate reached the peak value in a short time after depressurisation, and the peak value increased with the increase of the absolute initial permeability. The larger the initial absolute permeability was, the faster the damage variable reached the peak value. The porosity increased gradually before the damage variable reached its peak, and the gas flowed more easily. • When the pressure drop was low, the hydrate remained stable in solid form. As the pressure drop increased, the hydrate gradually began to decompose. The greater the pressure drop was, the faster the initial decomposition rate of the hydrate was. So the damage variable increased rapidly and the porosity increased continuously, resulting in a large gas production rate at the initial stage of decomposition. • The larger the initial water saturation was, the smaller the effective stress wss, resulting in the slow growth of the damage variable and the small change of porosity.While the gas relative permeability was small, it resulted in a smaller gas production rate, and hydrate decomposition was slower. • The damage variable showed a process of rapid growth first, then slowly increased to the peak, and then gradually decreased to a stable state. When the damage was considered, the hydrate decomposition time to the steady state was longer, and the gas production was about 80.68 per cent of that without considering the damage.

Hindustan Zinc Limited (HZL) is one of the leading base metal producers in India. It operates a two-smelter Complex at Visakhapatnam, Andhra Pradesh. At this zinc-lead smelter zinc is manufactured by the conventional hydrometallurgical route and lead is produced by Blast furnace technology generating residues or wastes which contain substantial quantities of metal values. Disposal of such wastes is a problem in any non-ferrous industry. Both the stringent environmental regulations and the changing industrial scenario emphasise the need for industrial research to find economically viable and environmentally friendly technologies to recover the metal values from these waste materials. The in-house R&D Centre at Vizag Zinc Smelter (VZS) thinking globally re-engineered its activities and major thrust was given for converting waste to valuable metals and metal compounds. Basic analytical chemistry with the hydrometallurgical concepts has been adopted in developing these innovative technologies. In this paper attempts are made to provide a clear history of the different waste raw material, the process developed for each raw material and their superiority of over other parallel work. Most of the processes described here are pilot plant tested and under patenting. The process flowsheet, results obtained and advantages of each process are presented. This paper provides a consolidated approach through which the varied smelter waste materials can be processed with cost effective and eco-friendly innovative technologies. In-house R&D efforts at VZS with its contribution and achievement in converting æwastes into wealthÆ technologies are presented in this paper on the following the major thrust areas:recovery of zinc from liquid effluent; recovery of zinc from effluent treatment plant (ETP) gypsum sludge; production of highly pure electrolytic zinc metal powder from zinc bearing gypsum residue/sludge generated at the effluent treatment plant; hydrometallurgical recovery of copper as copper sulphate solution which can be used for CuSO4.5H2O, copper cathode/copper metal powder from copper-cadmium cement; recovery of manganese, lead and silver from anode mud generated at Zinc Cell House and 4-metal extraction/recovery of manganese, cobalt, copper and nickel from Indian ocean bed manganese nodules; recovery of zinc, lead, silver and sulphur values from silver concentrate residue generated at the froth flotation process; recovery of silver and lead as lead-silver sponge/lead-silver sulphide concentrate from lead bearing residues; recovery of lead, silver and copper from copper matte; recovery of antimony as antimony metal or lead-antimony master alloy from antimony bearing dross; and recovery of nickel and dimethylglyoxime from Ni-DMG complex.

Blasting has been the most frequently used method for rock breakage since black powder was first used to fragment rocks, more than two hundred years ago. This paper is an attempt to reassess standard design techniques used in blasting by providing an alternative approach to blast design. The new approach has been termed asymmetric blasting. Based on providing real time rock recognition through the capacity of measurement while drilling (MWD) techniques, asymmetric blasting is an approach to deal with rock properties as they occur in nature, ie randomly and asymmetrically spatially distributed. It is well accepted that performance of basic mining operations, such as excavation and crushing rely on a broken rock mass which has been pre conditioned by the blast. By pre conditioned we mean well fragmented, sufficiently loose and with adequate muckpile profile. These muckpile characteristics affect loading and hauling (Scott, 1996). The influence of blasting does not end there. Under the Mine to Mill paradigm, blasting has a significant leverage on downstream operations such as crushing and milling . There is a body of evidence that blasting affects mineral liberation (Djordjevic, N, 2001). Thus, the importance of blasting has increased from simply fragmenting and loosing the rock mass, to a broader role that encompasses many aspects of mining, which affects the cost of the end product. A new approach is proposed in this paper which facilitates this trend æto treat non-homogeneous media (rock mass) in a non-homogeneous manner (an asymmetrical pattern) in order to achieve an optimal result (in terms of muck-pile size distribution)Æ. It is postulated there are no logical reasons (besides the current lack of means to infer rock mass properties in the blind zones of the bench and onsite precedents) for drilling a regular blast pattern over a rock mass that is inherently heterogeneous. Real and theoretical examples of such a method are presented.

Drum winders have now been built to attain depths of 3000 m and more in a single lift in accordance with the South African Code of Practice SABS 0294, which was introduced at the time of the last hoisting conference in 2000. Since then, this code has not only been followed for several winders in South Africa but was also followed in deep mines in Canada. Design of winders and their braking systems are described in the paper. Koepe winders are in use for high payloads of up to 50 t and to hoisting depths of around 2100 m. As known, the stress range of the hoisting ropes is the key parameter for rope fatigue. However, as per the SABS Code of Practice 0294, relying on static design is not the answer to the question of where the limits are for Koepe installation. The paper describes factors that are recognised to have influence in rope life and suggests definition of new design criteria for friction winders in order to get viable solutions for high-capacity hoisting from deep mines similar to drum hoisting.

The geology of an area in north-western New South Wales, bounded by the South Australian and Queensland borders, latitude 32° S. and longitude 14° E. is discussed.The area involved includes sixteen 1:250,000 standard military sheets and covers approximately 96,000 sq. miles.The geology of the Willyama Complex is not dealt with but a small area of metasediments previously included in this unit is separated and a possible correlation with Precambrian to the east is suggested. Torrowangee Group sediments are described and the problem of nomenclature using a glacial implication is raised.Nine areas of proven Lower Palaeozoic sediments are considered and their relationship to the boundaries of the Bancannia Trough outlined. It is possible that some exposures not yet substantiated by fossil evidence may prove to be Lower Palaeozoic rather than Precambrian in age.The sediments of the Lachlan Geosyncline in the area of the Cobar massif are described and new concepts on the age and distribution of some of the established stratigraphic units are introduced. The absence of rocks of Middle Silurian age probably indicates the time of a major orogeny in this area.Lithology, thickness, and distribution of the Upper Devonian sediments is considered and some of the more recently found fish plate localities are listed.Mesozoic sediments occur in isolated areas of Lower Jurassic age and in the Great Australian (Artesian) Basin. A four-fold subdivision of sediments of the basin has been possible in some areas but lack of sub-surface information at present, precludes the possibility of correlation with the type sections in Queensland.Units in the Cainozoic are subdivided and a five fold subdivision of the Quaternary, at present being used throughout western New South Wales, is described.

Anodic stripping voltammetry is an analytical technique which has established some popularity for trace analysis of metals because of its sensitivity, selectivity and capability for simultaneous analysis of some elements. The technique can be readily adapted for field use because of its relative simplicity and low power requirements. This paper describes a relatively new instrument, the Portable Digital Voltammeter, developed by CSIRO, which utilises the glassy carbon electrode in a novel cell design and provides parts per billion (ug/L) sensitivity in an instrument which can be field operated. Ten elements, Zn, Cd, Tl, Pb, Cu, Sb, Bi, Hg, As and Au can be routinely analysed. Many of these elements are of interest to the mining industry, and to exploration geochemistry in particular. Case histories where the instrument has been successfully employed for stream and stream sediment analysis of Cu and Pb, for soil surveys of Cu and Au, and for Au in stream sediments and drill chips indicate there are advantages in having on-site data, during Exploration.

A new process has been developed to remove the impurities copper, cadmium, cobalt and nickel from a zinc plant electrolyte by cementation on zinc dust. The process has been tested in the laboratory and in a continuously operated pilot plant. It has been found that cadmium, in the presence of small amounts of antimony in solution, assists the removal of cobalt. Cementation is conducted in two stages: the first stage for removal of copper with a small excess of zinc dust to produce a relatively high grade product, the second stage for removal of cadmium, cobalt and nickel by addition of zinc dust in the presence of anti- mony. The excess zinc and the cadmium present in the second stage cementate can be selective- ly recovered by slow leaching in spent electrolyte. Zinc dust processes in use elsewhere are described and compared with the present system for use in the Risdon circuit.

Roadheaders were introduced to mining and tunnelling in the early-1960s. Since this period their main field of application has been for roadway drivages in coal mines and for mineral production, for instance in coal, rocksalt, potash and gypsum mines. Their main field of application in tunnelling is in softer and partly friable rock formations, a suitable area for non-blasting excavation. However, in longer tunnel sections excavators with high ripping forces have replaced roadheaders in many situations. The main arguments against roadheaders have been and still are:a sharp increase in excavation cost with increasing rock strength and increasing abrasivity; and greater risks in conditions which have not been, or could not be, investigated to a sufficient extent. These arguments have, to a great extent, restricted practical roadheader application in production mining and in a lot of æstandardÆ tunnel projects. To address these limitations, factors which could make roadheaders attractive for such conditions and could overcome existing technological difficulties have been investigated. Extension of the economic field of application in hard rock was found to be the most important and the most effective step forward.

In the past two decades the global metalliferous mineral industry has trended away from pyrometallurgical (pyromet) and towards hydrometallurgical (hydromet) technologies including biometallurgical (biomet) processes. Pyromet, biomet and hydromet technologies have all developed considerably over this period. New projects have been biased or directed by legislation towards supposedly cleaner and greener hydromet and biomet technologies. The environmental cost and energy cost of pyromet production processes for copper and cobalt are compared with comparable hydromet processes using Life Cycle Assessment (LCA). The æreal costÆ of the global warming obsession and negative public perception of pyrometallurgy include greater carbon dioxide emissions and energy consumption per unit, associated with current hydromet technologies. Specific examples for copper and cobalt produced via the different routes are provided. The poor science involved with the global warming hypothesis is discussed. The use of LCA with sensitivity analysis as a decision making tool for mineral processing projects and technology developers is discussed.

Peak Gold Mines (PGM), a member of the Rio Tinto Group, is an underground and open cut gold mining operation located near Cobar, NSW. A multi-phase study was initiated in 2001 in support of developing a dry æmoisture store and releaseÆ cover system design for the PGM tailings dam, which contains potentially acid-forming tailings material. The first phase consisted of characterising the tailings and potential cover material (waste rock from an open cut operation) as well as soil-atmosphere cover design modelling. The second phase involved construction of two cover system field trials on the tailings dam and installation of a variety of field instruments to monitor the hydraulic performance of the test covers during all seasons of the year. Field performance monitoring commenced in April 2002 and will continue for a minimum of two wet-dry climate cycles (third phase), prior to using the field data for calibration and subsequent validation of numerical models developed for the cover system trials (fourth phase). This paper describes the work completed for the first two project phases and also discusses the initial performance of the cover system trials.

The design of the 12 m diameter SAG mill installed at the Cadia Hill Mine in New South Wales followed after two years of extensive laboratory and pilot plant testwork. The testwork showed the Cadia ores to be hard and competent necessitating the use of both a variable speed SAG mill drive and pebble crushing. The grinding power requirements for the SAG mill was based on engineering in-house grinding software, pilot plant data and simulations using JK SimMet software. Surveys of the SAG mill operation during the first four weeks showed the feed size distribution, transfer size and pebble rate to be lower or less than those for which it was designed. To compensate for the lower pebble rate, the SAG ball load was increased. This resulted in the total comminution circuit power being some 0.5 kWh/t higher than predicted. The JK SimMet SAG model has been modified to take account of these variations.
