The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. DeGrussa Copper Mine, resource status 10.2 Mt at 5.7 per cent Cu, 2.1 g/t Au (Sandfire Resources, 2013), commenced concentrate production through its 1.5 Mt/a conventional copper flotation processing plant in September 2012. Geometallurgical assessment during the feasibility study identified potential process-critical ore factors that required further investigation to determine potential impact on processing. Ore characterisation and metallurgical processing performance test work of ore types ensued and subsequently, the first quantitative DeGrussa geometallurgy model was born. Now one year into steady state production, the geometallurgical program has evolved significantly from its infancy and provides valuable insight into ore characterisation and behaviour in the processing plant. New and more cost-effective methods of haulage and hoisting will be needed to develop the underground mines of the future. A review of the development of technology since the 1950s shows that once mechanised equipment became available it took 25 years for appropriate mining methods to be developed and the equipment made reliable, then a further 25 years to reach todayÆs level of automation and reliability. Suggestions are made about possible areas for ongoing research with the observation that there is little research worldwide into disruptive technologies. A call is made for better organisation and presentation of the opportunities and potential benefits of new underground mining technologies.

With the rapid increase and development of high-speed trains (HSTs), the problems such as train-induced ground vibration and its dynamic effects on nearby structures have become a major environmental concern in urban areas. Ground-born vibrations produced by high-speed trains pose a great challenge for engineers to build structures in such areas that is applicable for residents. In order to study the effect of train-induced ground vibration on nearby buildings, an advanced three-dimensional finite element model for train-induced ground vibrations has been developed using PLAXIS 3D Ultimate. The results of the in situ measurements which was previously carried out by the authors were used to validate the numerical model. The field test for ground vibration due to the passage of a high-speed train was carried out on the Istanbul-Ankara high-speed railway in Turkey with a train speed of 250 km/h. An in-depth analysis was achieved to investigate the effect of different soil properties on the train-induced ground vibrations by using the verified model. According to the result of the vibration analysis, the relative vibration response curves in all directions (x, y, z) for different soil conditions were obtained comparatively. The obtained results of the vibration analysis are discussed in order to figure out some useful conclusions.

Premier Diamond Mine is planning a new, mechanised, block cave, with a production level approximately 1000 m below surface. A high degree of tunnel damage is expected, due to stress and the relatively low in situ strength of kimberlite. An evaluation of the timing of tunnel excavation, tunnel size and spacing has been carried out to define critical parameters for planning layouts and development schedules. Extensive use has been made of three-dimensional FLAC3D numerical models, calibrated against known rock mass behaviour at 650 m depth, to examine the influence of undercut advance on production level excavations. These were able to represent the effect of stress rotation on tunnels during undercut advance and the effect of an inclined undercut. The analysis has provided guidelines that are possibly applicable to any deep block cave layout. The choice of drawpoint layout is of considerably less significance than the proportion of ground extracted on the production level elevation prior to advancing the undercut. The analysis shows that damage to production development will be potentially severe if it is all excavated prior to advancing the undercut, or is mined directly beneath the undercut face. The development of the main production tunnels alone ahead of the undercut may be feasible, but no breakaways should be put in as they appear to trigger a rapid increase in the severity of damage. The optimal sequence is when all production tunnels are developed at least 10 m in plan behind the undercut, where the induced peak field stress is less than 20 MPa and a maximum support pressure of 100 to 500 kN/m2 is require to contain movement. The assessment showed that the conditions are not significantly improved by increasing drawpoint spacing from 15 m to 18 m. The vertical spacing between the undercut and production level beneath is investigated. Provided production level development is carried out beneath the undercut, there would appear to be little benefit in increasing the vertical spacing between the undercut and production level beyond the current 15 m to 18 m.

Rehabilitation of tailings impoundments is one of the most challenging aspects in mine closure, as not only does the potential for producing leachate pose a challenge to the rehabilitation designer, but also other aspects such as stability and settlement must be considered. The water balance of a tailings impoundment is unique in the sense that it usually hosts a pond that in turn causes a phreatic surface in the impoundment. The position of the phreatic surface defines the saturated and unsaturated zones in the impoundment, which of course varies spatially and temporally. Predictive modelling for this hydrologic system becomes difficult, as numerical models capable of analysing the combined saturated/unsaturated zones are not adequately refined to accurately solve the flux boundary problem for infiltration at the surface of the tailings. This paper describes the development of a flux boundary model that enabled accurate modelling of the unsaturated zone in the tailings impoundment at Kidston Gold Mine, Queensland, Australia. The technique made it possible to accurately predict the spatial variation of infiltration to the tailings as a result of the presence of the phreatic table. The conceptual model defines the boundaries for the Kidston tailings dam, based on a generalised cross-section through the dam. Firstly the shape of the top boundary is described as a function of the particle size of the tailings associated with particle segregation that occurs due to the hydraulic placement of tailings. This function was rigorously tested using in situ infiltration tests and laboratory materials testing. Defining the bottom boundary of the section, ie the phreatic level was done by physically monitoring the phreatic level with 42 piezometers strategically located on the tailings dam. Analysis of this data led to the fixing of this bottom boundary through the introduction of a function that mimicked the shape of the phreatic level. The material properties of the surface layer, specifically the saturated permeability that would govern the infiltration/exfiltration rates of moisture through the top boundary layer were defined on the basis of extensive field and laboratory material testing. A function for the saturated permeability was developed on the principles of particle segregation. Finally a procedure is described for the application of the new conceptual model for the evaluation of the spatial infiltration to a tailings surface using the rigorous one dimensional surface flux boundary code SoilCover. The solution of the calculation described above was then used as the top boundary condition in conventional three dimensional saturated/ unsaturated flow codes, and verified against measured seepage rates from the tailings impoundment under drains. It was concluded that the developed spatial flux function was in deed a most rigorous representation of reality. Although the methodology presented here was applied to the Kidston tailings impoundment only, the authors believe that the principles are directly transferable to any tailings impoundment that has a varying phreatic zone thickness due to the presence of a pond. The mathematical equations describing the typical cross-section would be site specific, but the approach and ultimate solution methodology would be directly transferable.

Following a period or small-scale activity a joint venture was formed between Ceramco Limited of New Zealand and Georgia Kaolin Company of USA. The initial concept was to process clays for the paper industry but it soon, became apparent that insufficient markets were attainable for the grades of china clay that could be produced for an economic unit. Ceramco Limited acquired the Georgia Kaolin interest in 1975 and proceeded to search for a market, of markets, that would: 1. utilise the unique properties of the product, and 2. enable a viable operation to be created. This paper describes the mineral deposits, the process, the properties of the product, and the marketing methods of New Zealand China Clays.

Tin mining has taken place in the New England region of New South Wales since 1872. Until fairly recent times there was little pro- vision made for environmental protection. Mining methods,which included ground sluicing and open cutting,had considerable environmental impact. Much of the topsoil was lost and there is little vegetation on the infertile and at times toxic, subsoil. Thus much of the lands disturbed by mining have not been stabilised and are eroding, causing extensive pollution of adjacent watercourses. There are more than 1500ha of abandoned tin mine sites in the New England, representing one of the worst rehabilitation problems in New South Wales and reflecting poorly on the mining industry as a whole. Recent tin mining operations incorporate progressive rehabilitation in their mining cycle. Topsoil is stockpiled and later respread. This topsoil contains a seed source, facilitating revegetation and thus stabilisation. The tin mining industry, under considerable cost pressures at present, is seeking a cost- effective revegetation technique. Most of the mines in the New England are situated in a forest environment. Trials have been conducted in the past using exotic pasture species with limited success due to the characteristics of the subsoil. Other revege- tation trials have used pine or eucalypt tree species. The cost of these techniques is a major disadvantage. Certain acacias species were observed colonising disturbed tin mining areas on very infertile subsoils. Acacias have a number of characteristics indicating a possible applic- ations in mine rehabilitation programmes.

The classic description of Project Finance as "the reliance by lenders on the cashflow of a project, supported by the assets of the project with no recourse to the project sponsor's corporate balance sheet" has, like most other terms in the finance industry, evolved through recent usage. The area now under most scrutiny is the sharing of risks between parties either most able to take them or prepared to accept payment for them. Creativity in, and flexibility of financing structures have enabled project lending to continue under a dramatically different economic outlook. The diminishing competitiveness of the Australian producers in a global market place of uncertain commodity prices has discouraged the advancement of many large scale resource projects. The majority of new project financings has been designed to assist the relatively small company promote and develop its first projects. New trends- are emerging in four areas: sources of capital; borrowing structure; financing instruments (securitisation); and risk underpinning. As project financing becomes more widely used, the range of interested financiers grows. New initiatives contribute to its development and evolution with a view to increase effectiveness to the sponsor of any new venture.

A full-length paper was not prepared for this presentation.The Middle Palaeozoic Gurvansaikhan Belt (Southern Mongolia) of the Central Asian Orogenic Belt is one of Central Asia’s most significant emerging porphyry copper provinces. The belt has become the focus of extensive exploration for porphyry copper-gold deposits over the last decade following the discovery of the giant Oyu Tolgoi porphyry copper-gold deposit. The Gurvansaikhan Belt is known to host porphyry deposits of Late Devonian (~370 Ma) and Early Carboniferous (~320 Ma) age. The characteristics of Early Carboniferous porphyry systems are poorly known compared to their older counterparts, despite their probable abundance and potential economic significance. Exploration within the Kharmagtai porphyry breccia complex has identified multiple cogenetic gold-copper-porphyry centres and late-stage mineralised magmatic-hydrothermal tourmaline breccias emplacement within a composite high-K calc-alkaline quartz monzodiorite intrusive complex. Early porphyry alteration and mineralisation at Kharmagtai are zoned around vertically attenuated early- and inter-mineral quartz monzodiorite dykes and stocks and comprises a complex sequence of calc-potassic, potassic and propylitic assemblages. Hematite dusting is a common alteration product that gives intrusions and the host rocks a distinctive pink-orange colour. Several of the systems have bornite-rich cores, where mineralisation is characterised by high gold grades (0.7 to >5 g/t Au) that zone outward to chalcopyrite-rich and then outer pyritic halos. Early stockwork mineralisation is overprinted by magmatic-hydrothermal tourmaline breccias. High-grade magmatic-hydrothermal tourmaline breccias form part of a major copper-gold mineralised breccia system with significant exploration potential. The Early Carboniferous porphyry copper-gold systems of the Gurvansaikhan Belt represent a substantial exploration challenge in an area of increasing exploration maturity. This paper summarises the characteristics of the Kharmagtai porphyry system that have helped to define the Early Carboniferous porphyry province of the Gurvansaikhan Belt and discusses implications for future exploration.CITATION:Stewart, A L and Baatar, M, 2015. Wiluna Mining Corporation are progressively re-entering the old Wiluna underground mining complex. The existing underground was abandoned in 2013 by previous owners and left to flood with water levels reaching above the East Pit portal and Happy Jack Pit portal and up to 300 m below surface in the Bulletin underground. Re-entering the mine commenced in 2017 with dewatering of the Bulletin decline. The underground development had been previously supported with friction bolts, with weld mesh in places. Until mid-2021 rehabilitation requirements were based on an external visual inspection of the installed ground support scheme. However, several incidents involving falls of ground due to corroded bolts have occurred during this time, showing that this approach was inadequate. The challenge the operation faced was should the entire decline be rehabilitated, the implication being not only a large rehabilitation cost but also the impact of severe delays to the mining schedule. The question was asked can the operation better understand the level of corrosion damage and potentially optimise rehabilitation requirements. A proposal to use a systematic approach to assess corrosion by environmental condition mapping, visual external corrosion assessment, and internal corrosion assessment via borehole camera inspections was provided and accepted by Wiluna Mining Corporation. The objective of this work was to produce a three-dimensional map showing the degree of corrosion on the reinforcement systems in the capital infrastructure, this would then be used to risk assess and prioritise rehabilitation requirements. This paper summarises the approach, methodology and results that provided the Wiluna mine planning team with information to enable planning of resources and budget to justify priorities of rehabilitation.

In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

The present practices in electro-refining of copper are shown to be the result of piecemeal and gradual improvements and innovations as metallurgists responded to changing cost pressures and the availability of new technology.Major changes were inhibited by capital cost restraints and a reluctance to build unproven ideas into new plants.It is suggested that the level of technology available today, combined with the greatest cost pressures the industry has known, call for fundamental re-appraisal and a questioning of widely accepted conventional practices.Examples of the industry reaction to changing pressures are given, and directions for future developments are suggested.

Conventional smelting reactor systems were designed to recover only one main element from their feedstocks. They did not possess sufficient flexibility to allow optimisation of co-production of multiple values from a complex feed.New reactors such as Sirosmelt and Top Blown Rotary Converters are providing new possibilities for making separation between components and this is of great significance for the complex feeds which are becoming prevalent in the metal extraction industry.Process routes using chemical procedures which take advantage of the flexibility of these reactors will be discussed in relation to a number of possible feedstocks.

Closure options under consideration at some sites include backfilling mined-out pits with waste rock. Backfill may include mineralised and non-mineralised waste rock. Following groundwater rebound, flow-through conditions may develop in the pit post-closure. The backfill located in the saturated zone below the water table may release solutes under such conditions. It is therefore important to understand the potential impacts that backfilled pits could have on postclosure groundwater quality.Geochemical characterisation programs are the foundation for assessing the potential chemistry of water that has contacted mined wastes. Such programs must be designed to obtain data relevant to the closure options under consideration. An experienced and reliable knowledge of fire fighting procedures is necessary for mine emergency situations. Since experts in this area are scarce the technology of expert systems lends itself as a suitable component in the decision making process. This paper describes an expert system that is being developed for this purpose. The expert system. RESCUE. is a knowledge-based computer programme which incorporates the judgement, experience, rules of thumb. mine environmental conditions as well as human intuitions in the mine rescue operation. RESCUE makes decisions such as whether or not the affected area should be sealed.' whether or not rescuemen should be withdrawn, and which fire fighting agent is most appropriate for the situation. The IF..... THEN rules written in the VP-EXPERT shell contains antecedents and conclusions based on environmental as well as other conditions prevailing in the mine. For example, the CO/Oz deficiency ratio indicates the progress of heating; explosibility trends are given by varying flammable gases C CH4,H2,CO) in relation to oxygen concentration, and barometric pressure falls may affect explosibility by increasing CH4 content in workings. The interaction of such numeric-based rules with others rules reflecting the experience and judgement of the experts assist the system to arrive at its conclusions and subsequent course of action.

Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.The evaluation of magnetite deposits involves specialised approaches to sample preparation, sample analysis and resource estimation. The sampling protocol for magnetite deposits will typically include the use of Davis Tube analysis. The Davis Tube is a mini-pilot plant that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.During resource modelling, the mass magnetic recoveries and concentrate grades may be estimated directly or assigned to a block model using regressions with other chemical constituents. For estimation, the concentrate grades are weighted to account for the different mass magnetic recoveries of each sample and the impact of these differences on the concentrate estimates.

In primary copper smelters, the received copper concentrate and other materials contain a certain amount of moisture, ranging from six to 14 per cent. Moisture in wet concentrate has a negative effect on the performance of the smelting furnaces when it is fed directly to the furnaces, namely increasing the energy consumption and the off-gas flow. There are several drying technologies available for drying copper concentrate, varying from direct heated rotary dryers and flash dryers to indirect heated steam dryers. Application of steam dryers has changed the drying process for copper smelters. Produced from a waste heat boiler, steam as heating medium enables plant-wide heat utilisation. Fossil fuel used from outside sources to remove water is no longer required and the combustion chamber is not required. In addition special attention has been paid to overcome the known problems of pollution emissions, excessive wear, clogging and frequent maintenance. The Kumera steam dryer is featured with many advantages based on principal improvements in reducing tube element wear and increasing drying efficiency. Thus, it has been considered as the first choice for those smelters where steam is available.

Enterprise Mine at Mount Isa is to expand ore production from the current 1.4 to 3.5 mtpa by mining the 3500 Orebody, from which production is scheduled to start in February 1998 making this the deepest underground mine in Australia with its lowest mining horizon at nearly 1.6 km below surface. The following fill requirements were defined for the 3500 Orebody during the feasibility study: a minimum filling rate of 250 m3/h, a curing time of 28 days, and minimum free fill water. This paper mainly describes the investigation of high density and paste fills for the 3500 Orebody. The investigation covered all the key issues relating to fill option selection, including design criteria, material supply and demand assessment, drainage modelling, tailing dewatering method, mix design and a pump loop test. Results of the investigation indicate that both high density fill and paste fill are technically feasible. The investigation has led to the selection of a blended tailing paste for the 3500 Orebody as the paste option has significant advantages over high density fill in stope filling rates and fill reticulation. The blended tailing for paste fill is finer than Isa deslimed tailing but coarser than full plant tailing. The paste fill selected has minimum binder and tailing dewatering requirements while a relatively high filling rate is achieved.
