The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

Good morning and thank you for the opportunity to address this yearÆs New Zealand Minerals Conference.   As you have already heard from the Associate Minister of Energy, the Government believes that the minerals industry is an important part of our economy. In particular, our coal and lignite resources have the potential to play an important role in New ZealandÆs energy sector as both a primary fuel and as a means to produce electricity.   The Government has taken a keen interest in the primary fuel sector given the declining reserves of natural gas sector. The energy sector is a key driver of economic growth and it is therefore critical that we have a reliable supply of primary fuel as part of the energy mix.   In a global sense, New Zealand is like many other countries regarding the need to secure energy for the future. Natural gas will be a key bridging fuel in the transition from an energy market based on fossil fuels to one based on renewables over the next century.   However, natural gas as a solution to this energy transition has some pragmatic limitations for New Zealand. There is uncertainty as to when new domestic reserves of gas can be discovered and developed. And the alternative of imported LNG poses a number of costs and risks to the economy.   New ZealandÆs coal resources are vast-estimated to be enough to last hundreds of years at the current rate of extraction. The main question is can extraction be increased and sustained to meet the demand of domestic power producers and at the same time meet commitments to lucrative international markets?   At this point it is appropriate for me to place coal into context with Governments overarching policy objectives for energy. The Government has stated objectives for the energy sector emphasising energy efficiency and an increased focus of renewable energy, while still ensuring security of supply and certainty as to energy costs and risk. Coal certainly can make a contribution to these objectives going forward.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

A new national-scale geochemical survey is under way inAustralia with the aim to provide energy and mineral explorers with state-of-the-art precompetitive data and information about the continentÆs potential resources. This low-density geochemical survey will provide a national geochemical data layer using consistent sampling medium and sampling, preparation and analytical methods. Large-scale geochemical patterns thus revealed are expected to point to new areas of exploration potential. The project is funded under the Onshore Energy Security Program. It is hoped that this new national geoscience dataset will help make Australia a more attractive destination for energy and mineral exploration investments. Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.

Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

Twelve years ago, Jeffrey Mining Machinery Division of Dresser Industries Inc. developed the 120H HELIMINER. This machine was the world's first fixed-drum continuous miner and soon became the standard among manufacturers of continuous miners throughout the mining machinery industry. This paper will first outline a brief history of continuous miner development, then discuss significant parameters which are essential to a successful continuous miner design, and finally describe a number of specific applications of Jeffrey continuous miners in a variety of materials, such as coal, potash, iron ore, and trona, around the world.

Samples weighing 0·5 g are fused with potassium hydrogen sulphate, leached with 4 ml. of 4 M nitric acid and diluted to 10 ml. with water. An aliquot of the clear solution is treated with EDTA, adjusted with ammonia to give a pH value between 5 and 6 treated with cyanide, ammonia, and sodium diethyldithiocarbamate then bismuth diethyldithiocarbamate is extracted with chloroform and the yellow colour is compared visually with a standard series. Alternatively, the bismuth complex may be filtered on a "Millipore" filter and subjected to x-ray fluorescence spectrometry.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

My topic for today is the Crown Minerals of the future. New work initiatives are underway and the organisational structure is being overhauled. These are not insignificant changes and in this paper briefly summarises these proposals. These new work initiatives and changes to the organisational structure will have implications for the industry as a whole and also for the way individual clients interact with Crown Minerals.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. At 9.45 pm on Thursday, 12 July 1962 glass began to flow in an endless stream from a massive melting tank in a new Whangarei factory and a vital new industry was born û right on schedule. It wasn't good glass. It was ridged. It cracked. It rippled. It obstinately refused to emerge upstairs in the cutting room in one solid continuous sheet. But all through the night, drawing speeds were adjusted, temperatures changed. And on Friday morning, at 8:30, it finally came through as sheet û not perfect as yet, but sheet glass all the same. The rest is only a matter of time. Unfortunately, the buoyant enthusiasm displayed by the founders of the sheet glass industry in New Zealand, and the technical expertise of their European consultants, failed to bring the glass quality up to commercially acceptable standards and within six months, the company was in receivership. Taking over the role of producing New Zealand's sheet glass requirements, New Zealand Window Glass Company was formed as a partnership between two companies with long experience in sheet glass manufacture û Pilkington Brothers (NZ) Limited and Australian Consolidated Industries Limited. This paper sets out to identify the raw material requirements and controls necessary for the successful manufacture of sheet glass, and the availability and supply of suitable materials for use at Whangarei.

Strong research support is needed in parallel with the process of innovation and commercialisation, in building a deeper understanding of the underpinning physicochemical and hydrodynamic forces that deliver the separations, in achieving improvements, in the deployment of a new technology, and in expanding the innovation platform to create new IP. External investment beyond the research, derived from the genuine value proposition of transformational change, funds the pathway for traversing the so-called Valley of Death.

A reappraisal of the stratigraphy, new regional kinematic analysis and thermobarometric data allow a new interpretation of the metamorphic zoning and tectonic structure of the Upper Eocene high-pressure metamorphic core complex of northernNew Caledonia allow a three steps evolution to be proposed: 1. subduction and understacking of previously thinned continental crust elements; 2. subduction blocking due to the crustal thickening; and 3. crustal thinning and extensional detachment during the diapir-like uplift and unroofing of the eclogitic core. Steps 2 and 3 may be partly contemporaneous. Such a model accounts for the thermobarometric and radiochronologic data, and also for the weakness of substratum deformation during the emplacement of the ophiolitic nappe

Gas drainage has been practiced for many years mainly for safety reasons in various countries in Europe, in the U.S.A., the U.K. and Japan. Legislation has been developed to control the production, transport- ation and utilisation of methane and associated gases. Gas drainage is now being carried out at some Australian Collieries, but as this is a new venture little specific legislation is available. This paper briefly describes the drainage methods and legislation applied overseas, gives a brief history of gas drainage in N.S.W. and indicates the deficiencies of the present legislation. It outlines the approach to new legislation which will deal comprehensively with gas drainage operations and utilisation in New South Wales.
