In 2014, Arrium completed an optimisation program on its magnetite concentrator, enabling a reduction in the overall cost base of producing concentrate through an increased ability to treat a wider range of ore types, previously considered waste. The development was the culmination of four years of work, conducted in house by Arrium’s mining development group. The overall intent of the plant design focused on improving the concentrator’s ability to treat a wider range of magnetite ore types. Metallurgical analysis of these feed ore groups outlined a need for more grinding power if production quality was to be maintained and throughput increased. As such, a tertiary grinding circuit was designed which, alongside the rectification of key operational bottlenecks, would allow the plant to continue to produce concentrate at the required specification and rate. The technology chosen for the tertiary grinding application was the XT IsaMillTM, which is known for efficient fine grinding when compared to conventional ball milling. The transfer sizes between the existing comminution circuits were coarsened, allowed for the treatment of different ores at the required rates. The optimisation project was successfully completed in February 2014 after a three month commissioning phase. Over the past few years developments in heavy minerals processing have concentrated on the mineral separation portion of the business. The best example of this would include new developments in rare-earth magnetic separators and associated flowsheet modifications. Except for some minor modifications in spirals, the æwetÆ side of the separation business has lagged behind the ædryÆ side. Basic concentrator design has not changed in 20 years. Recent pilot trials by Outokumpu Technology have shown the benefits of a new gravity flowsheet that combines density separation and spiral concentration on a variety of heavy mineral deposits. This concept is already well utilised within the iron ore industry. The synergistic combination of these two technologies allows smaller, simpler, and controllable gravity concentrators to be built while providing equivalent or better grade and recoveries of valuable heavy mineral. This is contrasted to the all spiral flowsheet characterised by the diminishing returns of multiple stages of spirals and associated recirculating loads. Examples of the flowsheets and associated benefits will be presented from a variety of cases.

Poor standards of electrical installation and maintenance continue to contribute to electrical related fatalities and injury risk in the mining industry. Electrical isolation has the potential to initiate major unwanted events (MUEs) and as such requires thorough analysis to demonstrate adequate management. There have been 719 incidents related to accidental contact with electricity over the past five years in the Queensland mining industry (Queensland Government DME, 2012a, 2012b) with the last fatality being recorded in 1997 (MESA, 2012).A project funded by the Australian Coal Association Research Program (ACARP) has developed a form of a safety case using the four-layered æCoal Mine Safety Regime (CMSR)Æ approach. The CMSR is transparent and robust as it includes full site risk assessment and special issues risk assessment to be demonstrated as part of the process.The practical application of the CMSR has been demonstrated using a longwall mining case study site, where a unique 11 kV armoured face conveyor (AFC) is in operation. The case study has involved progressive application of the requirements of each layer of the CMSR (see Figure 1) to high voltage (HV) electrical isolation related issues. The project has specifically concentrated on understanding and analysing two high priority MUEs, electric shock and unplanned movement of equipment, through Layer 1 analysis. These two MUEs are an important part of the project as they have demonstrated the steps that may be taken to satisfy the risk management processes at Layer 1 of the CMSR and have contributed to resolving issues at the other three layers of the CMSR.The analysis of HV electrical isolation has been used as an exemplar to demonstrate the CMSR process and its practical application. The CMSR is applicable to major/principal hazards management as identified by the New South Wales and Queensland jurisdictions.This paper provides an overview of the development of a form of safety case using the CMSR and introduces the case study application for HV electrical isolation risk management at underground coal mines focusing on the major unwanted event of electric shock.This project provides the mining industry with a documented, publicly accessible, form of safety case using the CMSR approach for the first time.CITATION:Kizil, G V, Griffiths, D, Bye, A and Joy, J, 2012. Dry separation of iron ore fines and other heavy minerals has previously been achieved using one of two main approaches. The first is an inclined table with an upward airflow via small holes to help form an autogenous dense medium. The second is based on fluidised beds comprising a dense medium formed by fine particles suspended in an upward flow of air. In either case, vibration can be introduced. This paper describes recent findings using a novel system referred to as the Sink-Hole Fluidiser, which utilises elements of both these two former approaches. This device consists of a conventional gas-fluidised bed of fine medium with a 1 mm aperture mesh located at the surface. This mesh contains relatively large holes that act as sink-holes. The fluidised media flows upwards through the sink-holes and then falls back into the fluidised bed via the fine apertures in the mesh. The particles being separated, which are much larger than the fine media, pass over these sink-holes, where they either sink or float. The sink-holes offer a more precise balance of forces, applied on a single particle basis, resulting in robust density separation.Experiments have been performed using 2.0–4.0 mm tracer particles of density varying from 2.4 to 4.8 relative densities (RD) separated in a 200 mm diameter Sink-Hole Fluidiser with a single 13 mm diameter centrally-located sink-hole. In this preliminary semi-batch work, it was found that the Sink-Hole Fluidiser was able to achieve sharp separations (Ep as low as 0.20). Rail, port and shipping charges represent 30 to 50 per cent of landed costs for Australian coal mines selling to Asia. This proportion is higher for sales to Europe, yet it is in Europe where Australian producers are aiming for increased market share. The landed cost of coal to the international customer is the key parameter which determines market competitiveness. The objective of this study is to examine Australian export coal competitiveness in terms of transport distance. The approach used examines world coking coal and steaming coal production and the transport distances between major exporting regions and importing countries. Reference is made to the importance of land transport costs and a comparative approach for emphasising the relative magnitude of this factor is developed. Models developed are examined in terms of Australia's exports and a conclusion is reached that a reduction in rail freight costs would be an effective measure for improving the competitiveness of Australia's coal industry.

The achievement of high availability of the Grey River Gold Mining Limited's alluvial gold dredge is a tortuous task which will rely upon the dedication of all staff employed at Grey River Gold Mining Limited (GRGML). The persistent adoption of new technology and better operating procedures, combined with a strong commitment to preventative and predictive maintenance, is necessary. The Grey River Gold Mining Limited alluvial gold dredge is operating in a relatively low grade alluvial gold deposit and hence relies on a high throughput of ore to be profitable. To achieve the required high material throughput the dredge incorporates an overburden removal system which operates simultaneously with a conventional bucketline system.   The overburden system incorporates a cutter wheel and suction pump configuration which is dedicated to removing the low grade (5 mg gold/m3 gravel) overburden. The bucketline conveys the richer grade payzone gravels (up to 890 mg/m3 gravel) to the recovery plant mounted onboard the dredge. The horizon for the overburden system approximates 15 m and the payzone terminates at the interface of the old man rock and the alluvial gravels at a variable depth averaging 22 m.   From a mechanical engineering perspective the dredge is a machine comprised of two materials handling systems which are controlled by Operations Staff and electronic process control systems.   The availability of such a materials handling system is a function of four variables: 1. The environment that the machine operates in. 2. The ability of the people operating the machine. 3. The design of the mechanisms, the configuration that they are grouped in and the effectiveness of the process control systems which control the mechanisms. 4. The procedures utilised to predict the performance of the machines and the skill of staff to analyse that data and carry out effective maintenance.

The Mogalakwena North Concentrator of Anglo Platinum Operations was built with the capability to allow for future projected expansion. Several research groups, currently working with Anglo American on collaborative research over a range of projects, were brought in to review the existing operation, with a view to releasing some specific bottlenecks and providing specialist design input to the potential plant expansion.Based on a thorough review of the high pressure grinding rolls (HPGR) and crushing circuit, a wide range of de-bottlenecking opportunities were identified. This was followed by a series of surveys to provide performance measurements and to model the circuit in detail. From this effort a full simulation of the plant has been developed, including updated models of the HPGR, crusher, bins and screens. These models have been implemented in the researchersÆ Model Development Kit (MDK) version of JKSimMet, and in a prototype dynamic simulator based on the Matlab Simulink software.The observations, measurements and simulations have provided guidance and quantified the benefits of some proposed circuit modifications. Based on these findings a number of upgrades are being planned, with the aim of ensuring full utilisation of the installed equipment. In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

Hazards in underground mines are concomitant with the mining of mineral deposits and have their source in a minerÆs work environment. The authors of the paper have undertaken a trial classification of these hazards into three groups, depending on the sphere of their occurrence:lithosphere, ie rock mass, atmosphere, ie air in mine workings, and technosphere, ie machines, equipment and facilities in mine workings. The lithosphere creates such hazards as bumps, rock outbursts, the atmosphere is a factor causing fires, methane explosions and climatic hazards, whereas accidents concomitant with an operation of machines and equipment occur in the technosphere. Assuming that the number of accidents in the mining industry, concomitant with hazards, reflects the degree of safety, it has been shown, that in Poland they are under control to a large extent.

Waihi Gold Mining Company Limited, a wholly owned subsidiary of Normandy Mining Limited, operates the Martha gold mine, located in the township of Waihi, New Zealand. The operation, an unincorporated joint venture, comprises Normandy Mining Limited (67.070/0) and Otter Gold Mines (32.94%). Since gold was first discovered at Waihi in 1878, it has formed a key part of the region's economy. In 1909 the Waihi mine was described in a report to Parliament as æthe most important gold mine in Australasia and one of the greatest in the world.Æ That was a record year for production, with 416,813 tons of ore mined and some 1,120 men employed. Today the mine produces up to 1,250,000 tonnes of ore annually, and the project employs some 234 men and women. In 1999 the value of the gold and silver produced ($59 million) made up 47% of Waihi's estimated GDP. Waihi Gold has made significant contributions to the Waihi economy, community and the Hauraki region as a whole. Since the mine was re-opened in 1987, thousands of local people have benefited from the mine. In 1999, consents were granted allowing an extension to the mine life (the Extended Project) and this will result in a further seven years of economic benefits resulting from mining activity. The Company has undertaken extensive consultation throughout project planning, construction, operations and rehabilitation. Ongoing liaison and involvement with all community sectors, including Tangata Whenua and Iwi, local residents, recreational groups and schools remains an integral part of the operation. Throughout the life of the modern Martha Mine, the Company has actively supported the local community in the form of donations, sponsorships, the provision of amenities, and by participating in community events. A well established environmental team exists at the site. Environmental and community performance is measured by an independent five-assessment process, and the Company is committed to achieving excellence through ongoing improvement programmes and staff awareness. When the mine is closed, the open pit area will be transformed into a recreational lake, and the tailings storage facilities will be rehabilitated to become a combination of wetlands, grassed areas and ponds. Resources will be provided by the Mine to ensure the rehabilitated site remains in a safe and self-sustaining, stable condition in perpetuity. The mine is regarded as a showcase on a world standard of how a modem mining operation can successfully coexist with the nearby community.

Two adjacent open pits in Mali hosted by deeply weathered saprolitic materials were mined consecutively over the course of approximately 12 months. During excavation, both pits experienced significant displacement and tension cracking as the result of deeper than expected depth of weathering coupled with relatively steep slope angles and significant groundwater. In response, geotechnical and operations teams overcame numerous monitoring challenges with prisms and radar to develop a simple and effective monitoring system coupled to a Trigger Action Response Plan (TARP) which enabled continued safe operations while reducing ore loss. Observations of previous slope performance of these two pits allowed for greater confidence in empirical failure runout calculations that was used to specify the standoff widths for the exclusion zones in the pit. Back analysis of the slope as-built performance after the first indications of slope distress was also conducted. The back analysis was used to confirm rock mass parameters for modelling while being utilised as a reality check for the stability analysis. The stability analysis indicated that leaving a large step-out or buttress would not prevent the displacement, resulting in some ore being sacrificed to ensure the safety of personnel. Key learnings from this experience highlight the importance of: • up-to-date geological interpretation of the depth of weathering • ensuring slope design guidance is reviewed and updated as latest information (ie geology and monitoring) is received • having multiple complementary slope monitoring methods to ensure redundancy • ensuring visual observations and as-built performance are utilised as a reality check to provide greater confidence in stability analysis and design guidance.

At the Orieco mine quartz veins carrying sulphides were localized in parts of an extensive fault zone in the Mathinna Beds during late Middle Palaeozoic mineralization.These deposits were subsequently exposed, and oxidation of the sulphides by percolating groundwaters resulted in the formation of gossans at the surface, and replacement close to the permanent water table of the more soluble sulphides by copper sulphides (chalcocite, coveIlite). A restricted zone containing copper oxides (cuprite, tenorite), copper carbonates (malachite, azurite), iron arsenates (scorodite, pharmacosiderite) and possibly rare copper sulphates occurred above the water table.The renewed oxidation of these deposits following mine development has been facilitated by the ready circulation of air and water combined with the formation of large free surfaces ideal for evaporation of aqueous solutions. Under these new conditions of high initial sulphate concentration, low pH, and relatively high Eh, the previously formed mineral assemblage is unstable and numerous Cu (Fe,Zn)-sulphates and Fe (Cu,Pb)-arsenates are presently forming in fractures in the fault zone and on the adit and stope surfaces for some considerable distance from the Sulphide-rich ore shoots. The observed spatial sequence of the major sulphates with respect to the sulphide-rich zones (Le. chalcanthite-antleritebrochantite and langite) is consistent with decreasing sulphate concentration and increasing pH away from the oxidizing sulphides.

In this compressed process, environmental issues are difficult to control with respect to the optimisation of operational environmental performance. This paper presents a standard mine development process with specific focus on environmental issues, and contrasts this against Rio TintoÆs recent fast track experiences on the Hail Creek project (Australia), the Baranj project (India) and the Gokwe North project (Zimbabwe).

There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.
