The Department of Mineral Resources has a statutory responsibility for mine site environmental management and control in New South Wales. The Department is focusing on an environmental management systems (EMS) approach, as a management tool to achieve æbest practiceÆ outcomes both within our own organisation and on mine sites. One of the DepartmentÆs tools is environmental risk assessment and management which incorporates the Mining, Rehabilitation and Environmental Management Process (MREMP). The MREMP was introduced many years ago in order to integrate the activities of key stakeholders who may have a material interest in the mine. The MREMP provides an ideal mechanism by which ædue diligenceÆ requirements and environmental management programs can be integrated into mining operations and lead to a sustainable post-mining land use.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Tifalmin porphyry copper district is located in the Star Mountains roughly 35 km north-east of the Ok Tedi mine. The district is a cluster of temporally and geochemically related porphyry copper deposits and their associated skarns. It covers an area of roughly 10 × 6 km and comprises at least three intrusions (Olgal, Futik and Kum Kom) where drilling has demonstrated the presence of porphyry copper mineralisation, and another three intrusions (Rattatat, Unfin and Pad 48) where porphyry copper mineralisation is strongly suggested by surface investigations and geochemical or geophysical signatures.Copper and gold mineralisation was first discovered in the area in the 1960s as part of the regional exploration program by Kennecott that located Ok Tedi. The mineralisation is associated with poly-phase porphyritic diorites, quartz diorites and tonalites that intrude the Upper Eocene to Middle Miocene Darai limestone and underlying Cretaceous to Eocene Feing Group. Radiometric K-Ar and U-Pb zircon ages cluster between 4 and 2 Ma for both the mineralised and post-mineral intrusions. In addition to porphyry-type mineralisation, variable amounts of calc-silicate and/or magnetite skarn occur near the contact of most of the intrusions. Mineralisation in the Olgal and Futik porphyries occurs as chalcopyrite replacement of mafic minerals and in a stockwork of micro-veinlets. Mineralisation mostly occurs in the intrusions but is also observed in hornfelsed siltstones and sandstones of the Feing Group on the southern margin of the Olgal intrusive body. Quartz veining is uncommon. Secondary magnetite is commonly associated with the highest copper and gold grades. Sericitic alteration is most prominent in the mineralised hornfels. Structurally, the area is dominated by syn- to post-mineralisation thrusting from the north. Geotechnical conditions in the Lochiel Deposit are somewhat unusual, and thus geotechnical and hydrological investigations have assumed a high priority. The cost of mining the deposit has been shown to be very sensitive to geotechnical design parameters, and it is now seen to be of paramount importance to establish a high level of confidence in the design parameters used for mining cost estimation. Geotechnical investigations in the Lochiel Deposit reached a crossroads in 1985, when there appeared to be several quite different and equally attractive routes to follow to establish a satisfactory level of confidence in geotechnical mine design parameters. Three main options were identified, referred to as the No Further Work Route, the Drill and Trench Route, and the Trial Pit Route. The No Further Work Route was ruled out as being technically unsound and as satisfying none of the Electricity Trust of South Australia's (ETSA's) or the State Government's requirements. Development and Validation of Ore Characterisation Test and its Use in Variability Campaigns of Comminution Circuits Impact testing was developed by assessing the fragmentation characteristics of ore samples after controlled impact. Standard methods are, however, limited to relatively large and coarse samples, which thus precludes their use in early stages of projects, as well as where only drill cores are available. The method described in this paper is based on the same concepts of controlled ore breakage, but using relatively smaller samples. It is particularly useful in assessing the variability of ore characteristics in early stages of greenfield projects, as well as in predicting the performance of existing grinding circuits. A validation program was carried out in which a good adherence to the original test results was obtained. The results were used for (a) simulation of a copper comminution circuit as a function of the ore characteristics, and (b) evaluation of sampling protocols used for assessing fragmentation characteristics.

The state of sampling practice in South African minerals industry must be appreciated in the context of the changes that the country has recently lived through. These include the entrepreneurship and investment in local mineral developments, the 'unbundling of mineral assets', the rising foreign control of South Africa's mineral assets, developments in the regulatory environment, and the training that has come to the industry through international experts. In terms of their financial contribution the five most important commodities in the South African mining industry include gold, platinum, non-ferrous metals, ferrous metals, and coal. International Organization for Standardization (ISO) standards form the basis for international trade in two of these commodities and have had a steadying influence on sampling practice over the years. The contribution of the minerals industry to the economic well-being of South Africa and the strong financial links between good sampling practice and minerals marketing, has acted as a driver for improved sampling practice. The state of sampling practice at mining operations of the five main commodities was found to be quite widely divergent with 'pockets of sampling excellence' in each of the commodities. The stages of mineral development at mines for each of the commodities have been described in terms of the sampling sites, sampling mechanisms, and associated problems at different stages of mineral production from exploration, through face sampling, blasthole sampling, and in-mine grade control, ore processing and handling, metallurgical subsampling, process subsampling, and subsampling in the laboratory. In each case the principal errors were identified and their potential impact on value erosion was estimated. In the final analysis it is evident that the greatest problems arise in the early stage of mineral development, and that ferrous metals and coal are particularly susceptible to loss of value through poor sampling practice. Several examples of value lost through poor sampling at the marketing stage that arise from breaching contract specifications, either in terms of grade or sizing, are described. The conclusion is that larger companies with larger ore deposits and greater human, financial, and capital resources are probably more compliant with 'best sampling practice' than smaller companies. Finally the message that equipment suppliers are sending is that business is booming and the awakened awareness of the issues around sampling practice are translating into rands and cents spent on improved sampling equipment.

Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

It is now becoming mandatory in Australia to rehabilitate ponded fine grained coal mine tailings, which may well have been deposited initially with no consideration as to how or whether this could be done nor to the costsinvolved. Of prime importance to the rehabilitation of tailings ponds are the bearing capacity and deformation characteristics of the tailings. Since the tailings are fine grained, time effects will govern the self-weightdeformation of the tailings initially deposited as a slurry and the subsequent deformation of the deposit under the weight imposed by rehabilitation fill. The engineering properties of a particular deposit of ponded tailings havebeen investigated and its response to the placement of fill monitored and analysed.

Today Hudson Bay Mining and SmeltingÆs 777 Project is the largest mining construction project under way in Canada. The project comprises six components: construction of the new 777 zinc-copper mine; construction of the new Chisel North zinc mine that will truck ore out from 600 metres below surface; expansion of the Flin Flon ore concentrator; expansion of the zinc plant to increase throughput by 15 per cent; a spill gas project that will reduce fugitive gas emissions by some 90 per cent; and infrastructure improvements including construction of a new electrical substation. Total investment in The 777 Project is over $US 260 million. Seven years ago, the Flin Flon, Manitoba-based company was fighting for its very existence. How does a company go from down-for-the-count to robust contender in just seven years? Contributing reasons are many, but all have their root in a process HBMS calls æTransformationÆ. It is transformation that has taken HBMS, a very traditional company, through a very non-traditional turnaround (Figure 1).

With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. The nation of Fiji is located the South Pacific on the æRim of FireÆ some four hours flying time from the eastern sea board of Australia. It is a tourist destination situated on the main route from Australia to the Americas. Fiji is a developing country that has had a fewsetbacks but the country has able, happy people that are very resilient. Most importantly, the country is a safe destination for tourists and businesspeople as the local people are friendly, have good ethics, and most speak English. Fiji is a very willing nation, hungry for knowledge and advancement. The Fiji geological setting on the æRim of FireÆ, that runs from New Zealand across the Pacific through Fiji and on to Papua NewGuinea, has many large deposits of gold and copper. Fiji is an exciting destination for mineral explorers with discoveries of gold, silver, manganese, bauxite, iron and copper. Gold was first discovered in 1921 and the first two mines opened in 1935; one of which was Emperor Gold Mining Company (EGM) the other being Mt Kasi. EGM mines gold on the margin of the Tavua caldera, some 85 km north of the Nadi international airport. EGM has operated continuously for close to 70 years, producing approximately 6.9 million ounces of gold and has an underground reserve of 847 600 ounces with a total mineral resource of 12 335 600 tonnes at 10 g/t (as given in the Emperor Mines Limited Annual report 2003). The mineralisation in Fiji is very exciting and it is common to discover spectacular intersections and outcrops, which are typical for this type of epithermal narrow vein mineralisation, but be aware that the orebodies are variable and not easy to understand.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. Early in the life of the works it was realised by the metallurgical staff that a very wide field for investigation lay before them. At the head of these was the late Mr. F. H. Evans, and it was due to his work and suggestions that the question has grown from a mere hypothesis to a commercial undertaking, in so far as these works are concerned. The Hamersley Group in the Pilbara, Western Australia, consist of interlayered banded iron formation (BIF) and shale host rock formations within which a large number of open pit iron ore mines have been established. The slope stability of most of the mining excavations developed within these formations is controlled by the relatively low shear strength of the shale groups and shale bands, which are the weakest rock types. Shale formations range from fresh to highly weathered and are generally highly fissile when fresh, and clayey when weathered. An accurate understanding of the shear strength of these materials across the entire weathering continuum is therefore a key importance for assessing the slope stability of these mines.Historically defect laboratory testing results for the Pilbara mines have been analysed mechanically using direct shear testing (DST) to measure a number of geotechnical characteristics of the rock bedding and defects. This paper sets out the current practice in the industry in terms of the laboratory testing and presents a possible application of hyperspectral data to empirically correlate the shear strength of shale bedding with the relative mineralogy abundance on the bedding surface. This was achieved by creating both hyperspectral and geotechnical data sets for the same samples.In the study the shale samples were separated into three distinct assemblages: iron oxide + kaolinite, iron oxide + white mica + kaolinite, white mica + kaolinite, which had 40, nine and two samples respectively. Analysing these assemblages alongside DST data showed that samples with white mica had reduced non-variable shear strength, whereas samples with iron oxide + kaolinite had an overall higher shear strength but with a greater variance. It is inferred that the reduced shear strength in the white mica samples is due to the sheet (or plate) like structure of the mineral, giving it a weak stress plane. Confidence in the trends observed can be reinforced by expanding the data set in future works. Acid soluble calcium is depleted in drainage sediments from hydrothermal alteration centres in the Coromandel Peninsula. The routine analysis of acid-soluble calcium on drainage samples is an economical and effective technique for outlining hydrothermal alteration centres in volcanic terrains.

Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. Amorphous silica deposits have been identified at Tikitere and Taheke near Rotorua. Two areas at Tikitere have been surface sampled and drilled to establish a resource of amorphous silica in excess of one million tonnes. A pilot plant was established to develop a process to manufacture a high quality super pozzolanic material. This development process took two years before a commercial product was introduced to the construction industry in 1996. The amorphous silica product, marketed as Microsilica 600, is used as a pozzolanic material to produce high quality strong and durable concrete, sprayed tunnel linings, mortars and grouts. Microsilica 600 has been used locally and exported to 11 countries.

Mining operations are continually aiming to reduce operating costs to improve plant profitability. One way in which the Cannington operation sought to achieve this was by increasing the wear life and reducing the energy consumption of their flotation mechanisms. This was made possible using Outotec’s FloatForce mechanism. The FloatForce mechanism has been developed by Outotec over a six year period involving both CFD modelling and rigorous site testing. FloatForce delivers improved air dispersion and cell agitation efficiency; as such it can be operated at lower rotor tip speeds when compared to Outotec’s previous mechanism.Cannington trialled three FloatForce mechanisms in a train of ten OK38 zinc roughers. The mechanisms’ rotational speed was reduced by 10% compared to the previously installed MultiMix mechanisms. The purpose of the trial was to quantify the energy saving and assess whether there was any reduction in plant metallurgical performance.The trial was successful with FloatForce delivering a 17% reduction in power, an improvement in wear and improved recovery. Analysis of pre and post-installation metallurgical accounting data showed the following:The FloatForce installation resulted in a recovery increase of zinc to zinc final concentrate of 0.4 – 4.0%*The FloatForce installation resulted in a recovery increase of lead to zinc final concentrate of 0.0 – 0.3%*There was no statistically significant change in silver recovery to zinc final concentrate that can be attributed to FloatForce**95% confidence interval (CI) using multiple linear regression models.The Cannington operation is now in the process of further optimizing its power consumption and wear savings by changing the remaining OK38 zinc and lead rougher float cells to FloatForce mechanisms.CITATION:Bird, M, Oats, B and Sganzerla, M, 2015. In November, 1975, Aberdare North colliery was sealed at the surface to extinguish an open fire underground.The fire had developed from a spontaneous heating in one of the open goaf areas of the mine.The mine was re-entered with normal ventilation methods following the isolation of the working district containing the fire. The isolation was accomplished by remotely sealing the open roadways with lly ash emplaced through boreholes from the surface. A subsequent re-entry operation similarly closed the roadways close to the fire and enabled the re-opening of the sealed district.Most of the mine and the underground equipment was recovered after clearing of numerous falls and production recommenced on 25th October, 1976.

Laboratory induced polarization measurements were made on representative samples of concentrated sulphide ores from three environments in New South Wales Comparisons were made with the membrane polarization exhibited by an argillaceous sandstone. The sulphide samples showed a strong polarization effect, the magmtude of whIch depended directly on the conductivity of tlIe pore electrolyte.
