The figures herein presented show that during the year 1938 drilling in the Texas Gulf Coast continued at a slightly lower rate than during 1937. In 1938 there were 21 new oil fields added to the Texas Gulf Coast; also numerous extensions and new sands in old fields. This report for 1938 cannot be compared with the report for 1937 in Volume 127 of the Transactions, because the area covered by this report is less than that covered last year. The cross-hatched area on Fig. 1 shows the limits of this report. Of the new fields, Cordele, in Jackson County, Eureka Heights and Fairbanks, in Harris County, Francitas, in Jackson County, LaRosa, in Refugio County, and League City, in Galveston County, have the greatest promise of prolific production. The 1938 production for the Gulf Coast area was 92,530,467 bbl. as compared to 94,019,355 bbl. for the same area in 1937. This shows a decrease of 1,488,888 bbl. during 1938, regardless of the increase due to the 21 new oil fields. This decrease was caused mainly by the Saturday and Sunday shutdowns (68 days during 1938) and by cut in allowables. The 68 shut-down days amount to approximately 18.6 per cent of the 365 days possible for production. The decrease in the 1938 production amounted to approximately 1.58 per cent. Therefore there was actually a potential increase in the year's production. During the past year, 1637 wells were completed as oil wells, 68 as gas wells and approximately 461 dry holes, as compared to 1672 oil wells, 83 gas wells and 448 dry holes in 1937 on the Texas Gulf Coast. Total wells drilled were 2166 in 1938 and 2203 in 1937. Condensate. sands in old fields and new fields are continuing to increase in importance from the standpoint of retrograde condensation and pressure maintenance. The following fields had major extensions during the year 1938 from the standpoint of increased areas of old sands and new deeper sands:

Russia produced over one-half of the world's petroleum in 1901. It dropped to a low figure in 1920 during the reorganization of the new government. Since then it has had a remarkable growth under the constant demands from the Central Bureau at Moscow. The five-year plan called for the development of all industries, many of which had permitted their equipment to gat out of repair or become obsolete, so that when the magic wand of authority demanded that they double, triple or quadruple their former production they looked to the oil industry for aid. This plan made necessary the building of new factories, dams and power stations; the developing of mines and agriculture, and in many places the building of cities and railroads. Exports were the solution and petroleum was the logical one to carry the load of development of the more backward industries. It had a ready market and fields located advantageously for transportation, which was cheap, and there was sufficient oil to meet the market demands at that time, as domestic consumption was not great. PRODUTION IN RUSSIA tant product of exchange. This accounts for the rapid development of the old fields, the search for new ones and the building of refineries and transportation facilities. Fig. 1 shows the advance in production since 1925. There has been a. steady increase since 1920, and with the improved drilling equipment and improved methods it will increase as long as the now proved fields continue to produce new wells. The fields of Baku and Grozny have yielded 95 per cent of this production. THE cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may he charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting clown of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will he had from new wells in after years, etc.

It is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recognized. H. L. Moore,' in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law.

In 1930 the late Dr. Reinhardt Thiessen set up a method of microscopic analysis and type classification of coal that has since been followed as standard practice in the coal-petrography laboratory of the Bureau of Mines. Thiessen's terminology which designated the constituent parts of coal in terms of botanical origin was introduced in 1920.1 The technique, however, of preparing a completely representative series of thin sections from a column sample of coal for use in making quantitative determinations of coal components with a microscope was developed about 10 years later by Thiessen and coworkers G. C. Sprunk and H. J. O'Donnell.2 Complete thin-section analyses subsequently have been made of 126 column samples of various ranks and types of American coals. The data and information were assembled from these thin-section studies and published in a large number of reports dealing chiefly with investigations of the coking and hydrogena-tion properties of certain American coals. In the years following adoption of Thies-sen's method, a considerable amount of work was done in collecting column samples of many coals, making routine thin-section analyses of these, interpreting the results, and finding practical application for the information in other fields of coal research. The many reports and papers covering the work in coal petrography, however, offer very little discussion that can be considered as critical appraisal of the technique. Criticism outside the Bureau most often has voiced questioning opinions concerning the accuracy of the method used of measuring coal components microscopically and classifying the coal into arbitrary types on the basis of the quantitative determinations. The principal purpose of this paper is to discuss in some detail and present data showing the results of certain investigative work done in the petrography laboratory on the accuracy of the Bureau's method of microscopic measurement of components in coal thin sections. Data from microscopic analyses on file made by G. C. Sprunk and H. J. O'Donnell were freely used in the investigation, and a table of columnar analyses from an unpublished manuscript by Sprunk is included in this paper for reference. In the course of the experimental work a method was developed for measuring in-strumentally with a planimeter the components shown in micrographs of selected thin sections. Measuring coal components with a planimeter furnished useful information for studying the accuracy of microscopically measuring the same components in thin sections. The mechanism of activation of ZnS by metal ions and the subsequent flotation induced by xanthate has been considered as a surface redox reaction. By ultraviolet (UV) irradiation of ZnS suspensions, the normally inert ZnS is caused to react with xanthate in the absence of activator. By similar UV irradiation, the rate of adsorption-exchange of activator ions at the ZnS-H2O interface is also increased. Mechanisms of these reactions are proposed and compared to current electrochemical and semiconducting models of sulfide flotation.

The suggestions of the members of the Institute are very much desired by-the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early ill October. The members are, therefore, -asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. INTRODUCTION The surface processes involved in preparing ores for flotation and for operations depending on their flocculation/dispersion characteristics * vary widely in agitation dependence. Most of the reagents used for these purposes are added to grinding circuits, pump sumps, launders, or directly to flotation cells with the turbulent flow conditions usually adequate both for mixing reagents and for surface reactions without special conditioners. However, some reagent systems do require specific control of agitation intensities and reaction times, the more important of these being the following: 1. Activation of ZnS with CuSO4. With the usual conditions pH about 10, with collector added with the CuSO4, Cu 2+ is almost completely precipitated as basic compounds and as collector salt. As a result the levels of reagent in solution are extremely low which probably accounts for the need for separate conditioning. The agitation intensities are at about the 0.01 HP/ton level.** 2. In a paper read at the Lake Superior meeting, August, 1580, an account was given of the successful use of Rendrock. and Monaky powder upon a .scaffold- and salamander in the furnace. On April 5th, 1881,' the same trouble called for like treatment, which, though not so immediately successful, was on the whole more instructive than the first trial, and points, I trust, to a reasonably sure remedy for all such difficulties. Up to December 4th, 1880, foundry and mill iron were made from Old Bed and Sew Bed magnetite, and Kearney red hematite, when a return was made to Bessemer iron, from an inferior quality of New Bed ore as compared with that used during first blast. January lath, 1881, New Bed, Chateangay, and East-shaft, a newly-opened Bessemer deposit of Messrs. Witherbee, Sherman $ Co., were first used, and continued up to February 13th, on a fuel charge of 80 per cent. anthracite and 20 per cent. coke, the product on the three ores being about 10 tons more per day than on New Bed alone. From this time until March 11th all coal was used, and New Bed, Chateaugay, and East-shaft ores, up to February 224 and from that date Chateaugay and New Bed, the product falling off 9,8, tons per day as a result of not using coke. It is fair, however, to state that the furnace was not in good condition during this period, being over-burdened, and the New Bed ore was, temporarily, uncommonly poor, for reasons of no particular interest here.
