A relatively small area in Malaya, about 200 miles long by 40 miles wide, is the most important source of tin in the world. Some tin is recovered in other parts of the peninsula. Of the tin mined, 98 pct is recovered from alluvial deposits. From 1935 to 1941 the average annual world production of tin was 190,000 tons. The average annual production from Malaya during the same period was 62,000 tons or about one third of the total. Other producing countries, in order of importance, were the Netherlands East Indies 34,000 tons, Bolivia 30,000, Belgian Congo, Nigeria, Siam, Burma, China, and a few others with smaller amounts. The serious shortage of tin during the war period was due to the fact that the Japanese were occupying Malaya, Netherlands East Indies, Siam, Burma, and China which, together, formerly were producing 65 pct of the world supply. Because of the importance of tin in the world economy, and because of the fact that little is generally known in this country regarding the methods of recovering the tin in Malaya, it is believed that a short description of the industry, as carried on there, may be of interest to many of the readers. In addition you may be interested in the effect of the Japanese occupation, subsequent recovery of the properties and conditions existing at that time. The Malay Peninsula lies at the southeast tip of Asia. Singapore, a British colony, is situated on a small island at the southern end of the peninsula. It is a city of nearly a million population, an important world port, the site of a large British naval base and of one of the tin smelters. The Federation of Malaya consists of nine states, plus Penang, Malacca, and other small areas formerly part of the Straits Settlements, and it now covers the entire peninsula. The civil administration is controlled by the British. A constitution was adopted recently after reaching agreement with the Malay Sultans of the various states, who retain control of religious matters. The Capital is at Kuala Lumpur, a city of about 200,000 population, 250 miles north of Singapore and about half way to Penang. The country covers an area of 51,000 square miles, an area about equal to that of Florida and about one third that of California. It has a population of about seven million consisting of Malays, Chinese, East Indians, and a relatively small number of Europeans. The principal products are tin and rubber. There are over three million acres of planted rubber. The country is not self-supporting agriculturally as about one third of the necessary food supplies is imported. Rice is the principal food of the Asiatic population and some of the recent unrest is caused by a shortage of rice and the consequent high price. Good highways have been built through the settled part of the country. A railway, Government owned, extends from Singapore northward through the entire peninsula. The climate is tropical but health conditions are good for a tropical country. AGGREGATE With an annual domestic production of over 1.6 billion tons at a value of over $2 billion (see Table 15.1.1), the production of aggregate (crushed rock, sand, and gravel) is a basic industry of utmost economic importance. Because of the role of aggregate materials as essential ingredients of concrete, asphalt surfacing, and plaster, their delivered prices are major factors in determining the cost of construction. The annual domestic production comes from nearly 10,000 plants. About 15% of these plants account for over one-half the production. In a rapidly inflating economy, the average mine sales price of aggregate has remained relatively stable. The actual mine sales prices, however, vary greatly depending on quarrying costs in various parts of the country. Of much more importance in construction costs, however, is the delivered price of aggregate. This varies for each job, depending on the distance from the quarry and resulting transportation costs, as well as the initial cost at the mine. Because of a proliferation of regulations limiting new quarries in the vicinity of the encroaching urban sprawl, the average distance which aggregate must be transported has been increasing rapidly. Although it is impossible to derive an average delivered cost for aggregate, it should be noted that even an increase of only $1 per ton in average delivered cost over the last decade (probably a minimal assumption) would mean an annual cost $1.5 billion higher than ten years ago. In recent years, structural engineering considerations, as well as an increasing use of lightweight concrete blocks, have resulted in a rapidly increasing demand for lightweight concrete and plaster, the essential ingredient of which is lightweight aggregate. Principal lightweight aggregates are: pumice, slag, perlite (thermally expanded hydrous volcanic glass), vermiculite, and expanded shale, formed by the thermal expansion of shale and slate. The United States now has the capacity to expand, annually, over 13 million tons of shale and slate and to expand over 600,000 tons of perlite. In locating a site for aggregate production. the following factors must be considered: (1) tonnage available; (2) quality of aggregate (including local variations); (3) distance from major use areas; (4) transportation costs, including those resulting from present and possible future haulage restrictions; (5) zoning regulations; (6) operating costs, including the cost effects of compliance with local regulations governing blasting, air pollution, water pollution and drainage, noise levels, and operating periods. At one time, locating a suitable site for the production of crushed rock, sand, or gravel, in most areas, was regarded as an extremely simple task. This is an era of " expansion; and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confreres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary, relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. In like manner, the engineer, whose report was, as I have said, formerly confined to the determination of the geological and other cognate features of a mining enterprise, is now expected, not. only to embody information on these subjects in his report, but also to give his opinion whether the property offered for sale in pursuance of such an enterprise is worth the price asked for it. Experimental data are presented showing the influence of size consist and firing rate upon the performance of bituminous coal-fired, single-retort, industrial underfeed stokers. Size segregation, degradation, and distributor data are also included. The conclusion is reached that size consist of the fuel as fired, is a critical factor in its performance on this class of equipment.

Significant strides were made in the year 1948 leading to further recognition of the place of magnesium as a common commercial metal, rather than as just a premium aircraft material. One of the factors contributing to this recognition was the price stability and, in many cases, price reduction of magnesium products in 1948. In contrast to most other metals, manufacturing advances in magnesium outweighed the effects of increased labor and other costs. At the present time, many magnesium extrusions, die castings, and permanent mold castings can be purchased as cheaply as their aluminum counterparts in these forums, though competitive prices for sheet still await the inauguration of a modern tandem rolling mill for magnesium, such as has already been demonstrated.

AN early appreciation by the management that Climax ore presented a challenging problem of economic concentration was responsible for the establishment, in June 1926, of an ore-testing department at the experimental plant of the Colorado School of Mines at Golden, some ninety miles from Climax. An engineering office was later organized in the same community for the design of all ore-treatment units erected at Climax during the period of rapid growth. Work of the ore-testing and design staffs was effectively co-ordinated under a common head. The primary reason for having the ore-testing and plant design departments in Golden, was to place these activities under the able supervision of A. J. Weinig, consultant for the Climax Molybdenum Co., and director of the experimental plant. A secondary consideration was the availability of excellent facilities for research in ore dressing in a highly favorable environment. Concentration of molybdenite by flotation from an ore of simple mineral composition does not appear, superficially, to present a serious problem in ore dressing but experience belies this apparent simplicity. The Federal Bureau of Mines has developed a process for removing SO2 from stack gases. The process comprises absorption of SO2 in an. aqueous solution of sodium citrate, citric acid, and sodium thiosulfate, followed by reaction of the absorbed SO2 with H2S to precipitate sulfur and regenerate the citrate solution for recycle. A pilot plant was operated at The Bunker Hill Co. lead smelter in Kellogg, Idaho, to assess the feasibility of using the process for flue gas desulfurization. Nominal capacity of the pilot plant, which treated .tail gas from the lead smelter sintering furnace, was 1699 standard meters cubed per hour (15 degrees celsius) of 0.3- to 0.7-percent-SO2 gas yielding about 272 net kilograms of sulfur per day. The pilot plant was operated for about 4500 hours and produced more than 45 net tonnes of sulfur. The operation demonstrated that (1) more than 95 percent of the SO2 could be removed from the lead smelter sintering furnace tail gases, (2) regeneration of the citrate solution with H2S and precipitation of sulfur in conventional stirred vessels was readily controlled and highly efficient, (3) the precipitated sulfur could be continuously recovered as a 99.5-percent-pure product by kerosine flotation and melting, and (4) the 77- to 79-percent-H2S gas used for sulfur precipitation could be readily produced from pilot plant product sulfur, natural gas, and steam. Projected operating costs, including capital charges, for a citrate plant, installed at a 118 000-tonne-per-year lead smelter and treating 49 271 standard meters cubed per hour of lead smelter sintering furnace tail gas, are estimated to be $384 per tonne of sulfur.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.

It has been established' that vanadium exhibits a ductile to brittle transition temperature which increases with increasing hydrogen content. Optical microscopic examination at room temperature revealed no evidence of hydride precipitate in fractured specimens containing 100 ppm H, but hydrides were present in samples with 800 ppm H. More recently2 the strain rate and temperature dependences of the ductility drop in vanadium containing 6 ppm H were reported. It was argued that the ductile-brittle transition, while dependent on the presence of hydrogen, probably could not be explained by the precipitation of hydride. The bases of the argument were that 6 ppm H would not produce sufficient hydride to alter the ductility to the extent observed and no visual evidence of hydride was obtained. However, the data were not sufficient in these investigations 1,2 to define accurately the ductile-brittle transition temperature. Also, no information was available concerning the terminal solubility of hydrogen in vanadium at the low concentrations employed. westlake 3 has studied the electrical resistivity of vanadium at several hydrogen concentrations. In a previous paper, ozone was shown to remove residual xanthates in flotation pulp solutions as well as to destroy the xanthate coating on bulk copper-nickel sulfide concentrates before differential flotation (Iwasaki and Malicsi, 1985). The oxidation and decom- position mechanisms of xanthate solutions in the presence of commonly used oxidants such as oxygen, chlorine, hypochlorite, bromine, iodine, and hydrogen peroxide at different pH levels have been reported in the past (Rao, 1971). Most of these studies have been restricted to xanthate solutions of pH less than 10. Very few references are available on xanthate decomposition in highly alkaline (pH > 12) solutions (Jones and Woodcock, 1983; Philipp and Fichte, 1960; Tipman and Leja, 1975). No systematic study of xanthate oxidation by ozone has been reported, although its use in flotation has been recognized of late (Allegrini et al., IWO; Ishii et al., 1970; Matsubara et al., 1978). To improve the efficiency of ozone use in flotation, it is essential to understand the mechanisms involved in the decomposition of xanthates with ozone, more specifically, to establish the stoichiometry and decomposition rate. In the present work, a preliminary attempt was made to investigate the effect of pH on xanthate decomposition, and probable mechanisms of xanthate oxidation with ozone.

DOES it pay to do really good work? Quite likely the practical millman will answer that it does not. The preparation of ores for market is primarily a business enterprise, and by and large the individual operator does not bother his head about squandering our national resources or making easier the job of the smelterman. Having accepted such ore as he may get fro111 the mine, his job is to make the best possible showing with his mill fro111 the standpoint of financial return. His success is measured in dollars and cents, and he has no rightful reason to expect more than scant acknowledgment of any other achievements from the stock- holders of his company who in the last analysis are his employers.

D. A. Dahlstrom—Mr. Falconer has done an admirable job of proving the adaptability of the cyclone to the beneficiation of a very difficult size range in the preparation of coal. The addition of the cyclone to other coarser size methods makes it economically feasible for the coal operator to rigorously control his marketed products at a high and uniform quality level down to the 48 and 100-mesh size. Furthermore, it should be pointed out that by utilizing the cyclone as a deslimer or classifier the —3 200-mesh fraction, usually containing large percentages of undesirable material, can also be quickly and cheaply removed from the clean coal. Advantages of such a step are several: (1) Reduction of ash content, especially where clays and slimes are serious. (2) lower moisture content of the final coal. (3) easier mechanical and thermal de-watering of the fine coal due to higher cake and bed permeabilities. The author has indicated that adjustable control means should be installed on the cyclone operating on a heavy-media slurry. This also holds true for the cyclone acting as classifier, deslimer or preliminary dewatering agent and is worthy of special emphasis. Such controls, while not necessarily automatic, must be simple, rapidly adjustable, and require a minimum of attention. Three methods available to the operator are (1) throttling valve on the feed line, (2) back pressure valve on the overflow, and (3) adjustable diameter underflow nozzles. The first two, while fulfilling the specifications, suffer the disadvantage of restricting capacity if severe throttling is necessary. The third method has little effect on capacity and easily maintains an underflow of correct moisture content. Several designs are possible, but two find the widest application. The first was developed by Robert Piros of The Truax-Traer Coal Co. and uses a simple casting containing two holders for underflow nozzles which can be rotated about an axis parallel to the cyclone centerline. These holders retain the underflow nozzle flush with the conical section walls. When a change in nozzle diameter is required, the new size is placed in the spare holder and rotated into place. A second design utilizes a soft rubber cylindrical tube which is compressed or released from three sides, causing the inner diameter of the tube to decrease or increase. NATURAL resources become a source of wealth as they are exploited and made available to the people in usable form. Experience has taught us that Nature does not readily give up her treasures, but the ingenuity of man in the field of techologic progress is required to find and efficiently exploit these resources. History has also demonstrated that with advancing technologic knowledge the. world has become progressively richer in its resources. Those that could not be commercially exploited are now being turned to beneficial use. Through expanding technology and the use of substitutes and synthetics, availability of the world's sources of natural wealth is today many times that of a hundred or a thousand years ago. And so it is with petroleum. Technology is also the great multiplier of our petroleum resources. Through improvements in the art of finding, drilling, and producing, our ability to meet rapidly increasing demands over the last quarter century has been maintained. On the other hand, had our

My first paper, read at the Cobalt Meeting of the Institute,' July, 1907, dealt with the behavior of a small Wilfley table when collceiltrating galena from quartz, the table being fed with natural products, with sized products, and with classified products. Since galena, having a specific gravity of 7.5, is among the heaviest minerals ordinarily concentrated by Wilfley table, it was desirable that a similar set of tests upon a mineral of lighter weight should be made. Chalcopyrite, of a specific gravity of 4, would have been the best mineral for this purpose, on account of its great importance as an economic mineral, but in carrying out the test I was obliged to content myself with a cupriferous pyrite, the specific gravity of which was 4.68 and the content in copper 8.80 per cent. Through the kindness of H. 0. Cummins, this material was obtained from Shasta, Cal., in very pure, clean, homogeneous condition. It was broken by rolls to 2 mm. in size, taking care to make a minimum of slimes. The quartz used to mix with it was pure, white, New England quartz, broken in the same way to the same size. In studying the accompanying tables, it should be borne in mind that the material concentrated was of low copper-content, and in many cases the quantity fed to the machine was 1 kg. or less. As a consequence of the smallness of the quantity treated it was very difficult to adjust the table and get it in condition to do its best work before the feed became exhausted, and for this reason many results were obtained which appear irregular.

This paper reviews practices used In the selection and sizing of belt conveyors and stacker systems commonly used in crushing and grinding plant facilities. Historical and modern methods of sizing this equipment are presented. The new methods Include: 1) probability theory applications for establishing component reliability, 2) "Monte Carlo" simulation techniques used in evaluating alternative system designs and in establishing service factors and corresponding availability Indices of each system, 3) quantifying the system and component operating characteristics using computer assisted modeling tools simulating rigid body and elasto-mechanic behavior for starting and stopping large and/or complex belt conveyors.
