WALTER DOUGLAS succeeded his father, Dr. James Douglas, as president of Phelps Dodge in 1916. Before assuming office, the new president had been assayer at Bisbee, superintendent of the Copper Queen, general manager of all the Phelps Dodge mining interests, and altogether had spent a full quarter of a century in various phases of the company's business. Energetic and imaginative, experienced and courageous, he had need of all these qualities before he surrendered the direction of affairs into younger hands, fourteen years later. For the period of his administration was one of sudden ebb apd flow, flush production, drastic curtailment, quick recovery, and near-disaster. In 1917, soon after Walter Douglas became president, Phelps, Dodge & Co., Inc., which had been formed in 1908 as a holding company, went through an internal reorganization for the purpose of simplifying the structure and changing it from a holding company to an operating company. ALL, strangers visiting this district are struck with the peculiar manner in which the pig-iron is graded. There are eleven regular grades, besides which, when gray forge is ordered, one-half of Nos. 1 and 2 Mill are shipped. Occasionally there is another grade Known as Silver Mill, which is made so seldom that I cannot describe it, and have no sample to exhibit. Most of you have found it difficult to grade properly and uniformly under the simpler system which obtains elsewhere, and can consequently readily imagine the increased difficulty with us. Each furnace employs an " expert," and even with this precaution, the system is not conducive, at all times, to amicable relations between buyers and sellers. I am told that it was adopted at the time Southern irons were seeking a market; but it still remains, although the time has come when our iron is sought for and has obtained for itself a place in the markets of the country. I SHOULD like to commence by saying how much I appreciate the honor which the American Institute of Mining and Metallurgical Engineers has done me in inviting me to visit your country, and to deliver this lecture before you. In choosing a subject, and in deciding what to include and what to omit, I have endeavored to discuss as far as possible work carried out recently in Europe with which you may not be unduly familiar. It would be poor return for your hospitality, and a mistaken sort of compliment indeed, if I were to load the lecture with accounts of researches 'carried out in your own country-researches with which you are probably better acquainted than I. Not that I have in any way excluded work done on, this side of the Atlantic from my survey; one would indeed find it difficult to write on this, or on any other branch of science, without mentioning American work. But I have endeavored as far as possible to concentrate on aspects of the case which will, I hope, be comparatively fresh to you, and I feel fairly certain that this will be in accordance with your own wishes. If a strip of iron is heated strongly at one end, the other end remaining cold, there is produced over the heated portion a layer of oxide scale, the thickness of which diminishes steadily with the distance from the hot end. Somewhere in the middle of the strip, the thickness of the oxidized layer will become comparable .to the wave length of light, and over this region the thin films give rise to a series of beautiful interference tints, commonly known as "temper colors." The colors are caused by the fact that two trains of light waves are reflected respectively from the outer and inner surfaces of the oxide film, .and the possibility arises that the "crests" of one series of waves may coincide with the "troughs" of the other, thus diminishing the intensity of the light of some particular wave length. An annual invitational address by an outstanding man in mining, geology, or geophysics who has contributed significantly to the progress of technology in these fields. IN 1954, the first year the award was conferred, Fred Searles, Jr., remarked, "The earlier years are the easiest." In this, the second year, it was easy to choose the outstanding mining engineer. Our conferee this year has been destined to mine. He comes from pioneer stock, and though a son of the American Revolution he is most proud that all four of his grandparents came to the Jordan River Valley of Utah the "first summer," which all Utahns will recognize as 1847. At the time of discovery of high-grade ore in Bingham, his grandfather, Archibald Gardner, had a crew of men getting out saw timber in the area. The first claim staked in Bingham Canyon was named the Jordan, and Bishop Gardner was the colocator of the claim as well as the man to record it. E. D. Gardner was born in West Jordan, Utah, in view of Little Cottonwood Canyon, the site of the Emma Mine. Park City in the Wasatch Mountains a few dozen miles to the east, and Tintic, not much further to the south, were developing their vast ore-bodies throughout his youth. As a boy he was near the present Midvale metallurgical area and could see the Lark and Bingham Canyon mine dumps and imagine the mining activities at Tooele, Ophir, and Mercur just over the nearby Oquirrh Range. He was 11 years old when the first car of copper ore was shipped from Bingham Canyon. It was not surprising that he attended the University of Utah and graduated with an engineer of mines degree. Five years with the Utah Apex in Bingham Canyon as chief engineer and assistant superintendent completed his training for the 44 years of unselfish and lightly rewarded service he was to give the mining industry as a Government engineer. All of us in mining are familiar with the great work he carried on and directed during the genera- tion he supervised the Southwest Experimental Station at Tucson. He has written scores of papers and books. His observations and experiments on drilling and blasting have led to the important improvements in this field during the past quarter century. Whereas those of us who consider ourselves widely informed about underground metal mining methods make hasty trips through a half dozen or dozen mines a year, our conferee has visited them all—not only the metal mines, but also coal and hundreds of nonmetallic mines, in the United States, Canada, Latin America, and overseas. His keen observations and analytical mind have resulted in an encyclopedic knowledge of mining and mines. His improvements in mining technology have been steady and predictable. His elucidation of mining problems to the many young engineers that have come under his guidance have made them grow strong and useful to his industry. When he chooses to stop, his influence will continue to expand and prosper because of the inspiration and dedication he instilled in so many of us. The profits from his ideas have been distributed throughout the mining industry. He has remained a technical man who felt that he could serve the mining industry best as a Government engineer. But he is the staunchest advocate of the belief that the public should gain from his work through private industry. This is not the first recognition E. D. Gardner has received. The Department of the Interior awarded him the coveted Medal for Distinguished Service in October 1949, and he received the Engineering & Mining Journal's Salute in March 1951. His friends who are presenting him the Daniel C. Jackling Award today know this great mining engineer simply as "Ed" Gardner.

Members of the Institute who were present at the Amenia, N. Y., meeting, in October, 1877, will remember their visit to the hematite mines, just west of the village of Amenia, and some of them may perhaps recall the deposit of carbonate ore south of the opening made for the hematite. The smelting of this carbonate during the last few months, has produced an iron that seems worthy of being brought to your notice. A little more than a year ago, at the Wassaie Furnace, Dutchess County, N. Y., we made a few hundred tons of iron from a mixture of two-thirds ram carbonate and one-third Chateaugay ore, hoping that it would be suitable for steel purposes, but as the iron showed phosphorus 0.189 per cent., it, was not offered. This iron looked well and seemed quite strong, and gave good results in malleable castings; but no special tests of strength were made. About February 1st, of this year, we began using two-thirds roasted carbonate, and one-third Chateaugay, and noticing that the iron mas stronger than usual, we had two samples tested, which showed tensile strength of 32,014 and 34,176 pounds per square inch. After our stock of Chateaugay ore was exhausted, me put on one-third ram carbonate with the two-thirds of roasted carbonate, and the first test made of the iron, showed 40,008 pounds per square inch. The three tests given above were made by Mr. A. J. Copp and Mr. E. B. Manning, of the Phoenix Furnace, Millerton, N. Y., on a machine of Riehle Bros., Philadelphia. Since these tests were made, they have broken samples made with all carbonate ore as follows: 39,669, 40,816, 41,882, 42,281, 39,902, and 40,130 pounds per square inch. A test taken from the same bed of iron as the last-mentioned (40,130), was broken by Mr. A. Blass, at Irondale Furnace, showing 40,151 pounds per square inch. A sample broken on the Riehle Bros. machine, at Stevens Institute, under direction of Professor R. H. Thurston, showed 40,000 pounds per square inch. Another sample was broken by Professor Thurston on his torsion machine, and gave torsion 7", and tensile strength of 44,500 pounds. And

THE No. 9 mine of the Wheeling & Lake Erie Coal Mining Co., a subsidiary of M. A. Hanna & Co., at Fairpoint, Ohio, has normally produced about 1000 tons of coal daily for several years, but recently it was converted into an experimental mine to afford means of studying new methods and equipment under consideration for development and mining. Among other projects, the possibility of using a duck-bill, self- loading conveyor in driving entries, with a view of in- creasing the rate of progress where quick development is of importance was studied. Actual operation soon revealed that even though break-throughs are made ,every 60 ft., as required by the state mining laws, the :amount of natural Ventilation reaching the working face was not sufficient to supply the men and that in ,order to obtain a plentiful supply of pure. air and maximum efficiency and to avoid costly interruptions after shots, it was necessary to supply auxiliary ventilation by using Ventube and a Vano fan.

The paper reports the development of a large, slow speed ball mill closed circuited with a hvdro-scillator. This increased grinding efficiency 28 pct over conventional units. AS the title indicates, this is a progress report for the first year of experimental operation of a relatively large diameter, slow speed ball mill with 1-in. balls, with and without various classifiers, and including a hydroscillator. Several years ago the authors came to the conclusion that if any further progress were to be made in our flotation process, an understanding of the chemical and physical reactions and the control thereof, in the grinding circuit, was essential. It may be stated, at this point, that the preparation of a correct feed for the flotation process is still the number one objective of our grinding studies. This progress report deals with grinding "per se," and not with the chemical and physical reactions as the result of grinding. Prior to this time we had taken the naive position, that since grinding had been practiced by the industry for some fifty years or more, it had been well exploited and developed by a host of investigators. Consequently, we had given the matter only superficial attention. At the start of our study, we were aware of the fact that some difference in opinion existed, but we were not prepared for the controversial evidence that developed nor for the extent to which the experts differed in their viewpoints. There seemed nothing else to do but to tour the continent and decide for ourselves what was right and what was wrong, read all the published literature and visit with anyone who had ideas about the matter. This we did over the next few ensuing years. Since our study has met with some measure of success, we report, herewith, these data that ultimately they may be of help to other investigators. In 1944 it became necessary to increase our grinding capacity and at the same time to grind the sulphide portion a little finer. This provided the impetus to put our ideas into effect. As has been previously described, our grinding flowsheet at that time consisted of a 6x12 rod mill, followed by two 5x10 ft, and one 6x12 ft trunnion overflow ball mills, with conventional rake classifiers. Naturally, we first considered all the possibilities of altering or adding to the existing equipment. It became evident that if any appreciable increase in grinding efficiency could be obtained, it would pay to scrap the existing small mills and classifiers and install one big mill with adequate classification. One of the results of the work of the Committee on Precious and Base Metals is that the present Bulletin is as large as some of. the annual volumes of Transactions of the Institute, and we extend our. compliments and thanks to the Committee and express to the members thereof and to. the authors, who have so bounteously given of their time and information, the. sincere gratitude of the Institute. In order to get all these papers printed and distributed to the membership in advance of the meeting, it was necessary to divide the work between two printers. This accounts for the discrepancy in the pagination of the Bulletin; and we also ask the indulgence of our readers in case errors have crept into this preliminary edition during the period of unusual pressure. Program of the Butte Meeting.-The program of the Butte meeting will include six technical sessions for the presentation and discussion of papers and five half-clay visits to mines and metallurgical works. The following program is practically in final form, with slight additions which may be necessary later. Every effort will be made to have papers presented and discussed on scheduled time, so that members who are unable to attend the entire meeting may so plan their trip as to hear and discuss papers in which they are especially interested.

In the year 1874, when the price of pig-iron was still high, that staple product became the subject of discussion in the newspapers and among those philosophers who are determined to know the "reason why" for all things. The object of the inquiry was to find out Why iron did not fall in price as much as some other things had fallen. Indeed, there seemed to be an impression that iron and gold ought to move on nearly parallel lines, for the fact was constantly brought forward that iron then cost twice as much as it did before the war, though gold had returned to within twelve or fifteen per cent. of its former value. After some time the papers, by what seemed to be nearly unanimous consent, reached the conclusion that the maintenance of high prices was the work of the furnace proprietors, who, as the result of their shrewdness, were pocketing enormous profits. No proof was given to support this opinion, and the figures of cost and sale that were produced were of the most general kind, and used in the most vague manner. Visiting the president of the Thomas Iron Company, whose great works at Hokendaqua and Catasauqua, in Pennsylvania, are so well known as the largest and among the best conducted in America, I found him quite willing to meet the vague suspicions of the newspaper wiseacres, by a publication of the figures contained in the furnace-books of his company. These were accordingly given to the world through the Engineering and Mining Journal, and attracted the general attention they so well deserve. Though my own name became connected with these statistics, from the fact that I used them as the basis for the first attempt ever made to calcalate the furnace economy of an American works, I can, without the suspicion of egotism, say that the statistics referred to are the most valuable contribution the literature of American blast-furnace work has yet received, for their interest is independent of personal considerations, and due entirely to the fact that they represent faithfully the details of practice in one of the most prominent American works. They are an exact transcript of the furnace-books, and form a body of accurate information of the greatest value to the metullurgical student. Their importance is shown by the fact that though the theoretical conclusions which I based upon them have been several times attacked, not one of my critics has made the slightest contribution to

TWELVE years ago, a meeting of coal-mine operators, mining engineers, oil and gas operators, Bureau of Mines engineers, geologists and state mine inspectors took place in Pittsburgh, Pa. for the purpose of discussing, and solving if possible, the problems in connection with the drilling of oil and gas wells through or near coal mines and through the future coal reserves. Proposed regulations were drafted and presented at that meeting by 0. P. Hood and A. G. Heggem of the Bureau of Mines.1There was considerable discussion of the various articles, practically all of which appear in Bulletin 65, but unfortunately the interest aroused at that meeting was short lived. Practically none of the important coal-, producing states gave the matter the consideration it should have received at that time. REASONS FOR AGAIN RAISING THE QUESTION Notwithstanding the marked progress in, safety work, coal mines still have an unenviable reputation for mine explosions. Our mining laws have become stricter and the enforcement, especially in Pennsylvania, more sternly carried out, but what good will come from a rigid carrying out of the mining laws if some source of danger exists all around the mines, over which the operators have no control? It is hardly necessary to recite all the cases of natural-gas explosions published in Bulletin 65, but with some of them I am especially familiar. In 1912, while making one of my usual Sunday visits to the Miners' Hospital, at Fairmont, W. Va., my attention was called to a patient in a horribly burned condition. He was swathed in bandages so that no part of his face and hands were visible. He had not then been informed that his two sons, mere boys, had died of the burns they had received in the same accident. This explosion was due to natural gas leaking into a country mine at Peora, Harrison Co., W. Va.

DURING the winter of 1937, the writer visited a West Virginia stone quarry at which the overburden is stripped hydraulically. The quarry is in a bed of limestone, about 200 ft. thick, which outcrops on a hillside above a small river; the quarry face is 175 ft. high. The top of the stone is cut in all directions by erosion channels, which are filled with a tough, red clay. Some of the larger channels are 30 ft. deep and 8 ft. wide. The thickness of the clay overburden ranges from a few inches to 10 ft., the average being estimated as less than 3 feet. The topography of the district is rugged, and the hillside above the quarry face is not suited to the use of the usual mechanical methods of moving dirt. Until hydraulicking was started 10 years ago, the over- burden was dug by hand labor, dumped to the quarry floor and transported to the dump in quarry cars. Cleaning deep channels was a slow and expensive process. When hydraulicking was started, the top of the quarry face was over 200 ft. above the level of the river. The pipe line was carried in a semi- circle around the top of the quarry about 200 ft. from the face and about 50 ft. above it. As there is no adequate supply of water above the quarry, the water must be pumped from the river. As quarrying progressed the pipe line was moved until the discharge points are now over 300 ft. above the river. Water is pumped from the river by a four-stage centrifugal pump having a 5-in. intake and a 4-in. discharge. It is direct-connected to a 200-hp., 2300-volt, 1760-r.p.m. induction motor. At 1760 r.p.m. the rated capacity of the pump is 750 gal. per minute under a head of 600 ft. The pump is installed in a house of frame construction on the river bank, about 10 ft. above normal water level, which also houses the pump for the mill-water supply. Above the pumps are hoisting bays into which the motors are raised whenever the river reaches flood stage. An 8-in. suction line, equipped with a strainer and a foot valve, takes the water from a concrete sump at the edge of the river. The following notes on the Whopper and adjoining mines in the Gunnison district of Colorado mere made in the spring of this year. The time chosen for the author to visit the region was, unfortunately, the most unfavorable of an exceptionably unfavorable year. About the middle of May all the hill slopes, which at this period of the pear are generally covered with pasture, were thickly covered with snow. The unusually large precipitation of this Tear caused loacal mountain torrents at every few hundred feet, which wore away the oft foothills into gulches, gouged great chasms out of the roads, and transformed miles of usually dry soil into dangerous quagmires. Travel was totally interrupted for weeks, except on horseback or afoot, and even then with great difficulty and some danger. The Whopper mine is situated on the Whopper Mountain, about two miles from the headwaters of Rock Creek, and on the right hank of that stream. The Whopper Creek flows into Rock Creek horn the east, and, by a precipitous descent, offers excellent facilities for its utilization as a source of power. This stream, which pours past the picturesque Whopper Cabin about thirty tons of water a minute, has a fall of 100 feet in 400 yards, and is said to be a stream of some size, even at the seasons of the year when drought prevails. The Whopper claim extends down the hill a distance of about 250 feet to its intersection with the Whopper Creek (on the other side of which is a small tunnel on its extension called the "Teller") and over the steep hill northwest to the limits of the claim about 1250 feet. The part of the mountain in which this mine is situated is remarkable for its splendid forest, the spruce, fir, and quaking asp covering the mountain-sides with a green growth of valuable timber. The distance from Gothic City to this mine is about eight miles along the valleys of East River and Rock Creek, and on the divide which separates them. The elevation of Gothic City is given from the engineer's notes as 9500 feet above sea-level, and the mean of several observations with a Beck watch-barometer made the elevation of Whopper Cabin (which is about fifteen feet above the floor of the Whopper upper tunnel) about 1260 feet above Skiles's Cabin in Gothic City. The unusually large precipitation of this year caused local mountain torrents at every few hundred feet, which wore away the soft foothills into gulches, gouged great chasms out of the roads, and transformed miles of usually dry soil into dangerous quagmires. Travel was totally interrupted for weeks, except on horseback or afoot, and even then with great difficulty and some danger. The Whopper mine is situated on the Whopper Mountain, about two miles from the headwaters of Rock Creek, and on the right bank of that stream. The Whopper Creek flows into Rock Creek from the east, and, by a precipitous descent, offers excellent facilities for its utilization as a source of power. This stream, which pours past the picturesque Whopper Cabin .about thirty tons of water a minute, has a fall of 100 feet in 400 yards, and is said to be a stream of some size, even at the seasons of the year when-drought prevails. The Whopper claim extends down the bill a distance of about 250 feet to its intersection with the Whopper Creek (on the other side of which is a small tunnel on its extension called the "Teller ") and over the steep hill northwest to the limits of the claim about 1250 feet. The part of the mountain in which this mine is situated is remarkable for its splendid forest, the spruce, fir, and quaking asp covering the mountain-sides with a green growth of valuable timber. The distance from Gothic City to this mine is about eight miles along the valleys of East River and Rock Creek, and on the divide which separates them. The elevation of Gothic City is given from the engineer's notes as 9500 feet above sea-level, and the mean of several observations with a Beck watch-barometer made the elevation of Whopper Cabin (which is about fifteen feet above the floor of the Whopper upper tunnel) about 1250 feet above Skiles's Cabin in Gothic City. THE method of charging a reverberatory furnace has changed many times since smelting was introduced in this country from the old smelters of Swansea, England. The cause of the latest change at the Garfield plant has been the excessive fineness of the charge due to fine grinding in the concentration of the crude copper ores. The many desirable features of deep-bath smelting as now used at Garfield have been proved. The old method of dropping the charge through holes in the arch (known as center-feed method) causes excessive dusting which makes heavy slag and causes flue-dust losses, also rapid deterioration of the silica brickwork of the furnace through fusion .with the iron oxides from the dust. The purpose of this paper is to describe a gun feeder that was designed to overcome the disadvantages of the older methods of center feeding and still maintain the good features of deep-bath smelting with the hot finer charge. A gun feeder was designed to introduce the finely divided hot calcines under the moving gas stream of the combustion zone and still have them spread in a uniform blanket over the highly heated matte bath. The temperature of the furnace was so great that it was impossible to maintain a stationary feeder, so a movable feeder was designed that could be introduced into the highly heated zone and be withdrawn after the charge had been dropped. It was necessary to protect the nozzle of the gun with a water-cooled coil. Many different types of protected nozzles were tried, such as air jackets, water jackets and heat-resisting steel alloys, but none proved satisfactory.

During the past year (1967-68), there have been many instances of either partial or complete failure of a tunnel-support system. It looks like the art is in a pretty sad state, but as long as we permit the field of tunnel design to remain basically an art, that's about what we can expect. The application of scientific principles to tunnel design involves much more than assigning values to a series of factors in an equation. I am reminded of the case where the engineer calculated that steel ribs with struts were required to support a horseshoe-shaped tunnel in firm ground. The contractor had driven several hundred feet without installing the struts when the engineer visited the job. When he was informed that the struts had been left out, he fled the tunnel in alarm. As one authority has so aptly put it, "There is far too much calculating and too little observing." Initially, one might think of a tunnel support as a structural member, such as a strut or arch which is installed in order to support some definite load. Similarly, a tunnel lining might be considered as a treatment of the interior surface of the tunnel in order to produce desired aesthetic, hydraulic, or architectural results, or to serve a protective function. Actually, many linings, such as a concrete lining, serve a dual purpose and support a load as well as satisfy other requirements. Not too many years ago a tunnel, during the driving or excavating stage, was considered to be either supported or unsupported. In recent years, however, several techniques have been developed, which by helping the tunnel to support itself, permit the elimination of separate structural support. Since these techniques in many cases actually become a substitute for the conventional types of supports and linings, a state-of-the-art review would hardly be complete without including them for consideration. Thus, for the purpose of this discussion, we shall define tunnel supports as any system or technique which effectively maintains the integrity of the tunnel opening.
