THE war has forced the principal industrial nations of the' world into the strait jacket of a closely controlled economy; taxes have been heaped upon all enterprises in order to maintain the armed forces and to deprive the people of the ability to bid for goods now unavailable. These restrictions, controls, and taxes are unlikely to disappear entirely after the war has been won, for debts will remain to be paid with a long period of difficult readjustment. Although the new economy will doubtless offer plentiful opportunities for the advantageous use of capital, no investor can ignore the favorable conditions offered by industry in Latin America, where taxes are relatively low and the restrictions on free enterprise comparatively mild. OpeRations on the Texas Gulf Coast during 1936 increased materially over 1935. A number of new fields were discovered and a few of the older fields were extended, both by the discovery of deeper pay sands and by lateral expansion of the known producing horizons. Twenty-seven new fields have been discovered, of which 25 are oil fields and the others are gas fields that have every indication of becoming oil-producing areas. Amelia, Anahuac, Bay City, North Pettus, Placedo, Pickett Ridge and Tomoconnor have had major extensions. Production for 1936 amounted to 91,224,844 bbl., an increase of 21,627,033 bbl., or 31 per cent, over the 1935 production of 69,597,811 bbl. The number of producing wells at the end of 1936 was 6727, as compared with 4851 at the end of 1935. Proration has continued in force, thus decreasing the rate of depletion and the number of abandonments normally expected. New Fields A brief discussion of the new fields follows, in addition to Tables 1 and 2, which contain the general data on these fields. Aransas (McCampbell).-Buckingham and McCampbell No. 1 McCampbell was drilled to 7501 ft., then plugged back to 6560 ft. and completed in the Marginulina for a 100-bbl. flowing well on July 18. Bee County.—The Voss field, discovered by Swiger and Devonian's No. 1 Voss, and the Holzmark field, discovered by Miller and Donzis on the Holzmark farm, are both of the same type structurally and are caused by folding against a fault, one field being on one side of a fault and the other on the opposite side of the same fault. Brooks County.—-Standard Oil Company of Texas Garcia No. 1, the discovery well in the Alta Mew field, and Dick Young's Singer No. 1, the discovery well of Alta Verde, appear to indicate small fields. Garcia No. 1 was drilled to 8022 ft. and plugged back to 2485 ft., at which depth the well made 189 barrels. The fundamental problem concerning the fracture of both crystalline and noncrystalline solids is the divergence between the actua1 and the theorcticallY computed fracture stresses; the stress required for fracture, computed from the forces between atoms, is many times that actually observed with commcrcinlly available materials. Computatiolls have been made,,2 indicating that the theoretical fracture stress should be from 100 to 1000 times that actually observed. There are other incidental problems that have arisen, perhaps the most importallt of which is the problem of size effect often observed in the measurement of the fracture stress of non-metallic solids, such as glass. Another effect conccrns the relation between deformation and the stress required for fracture, Experiments recently made with pearlitic steels indicate that the tensile fracture stress increases with increasing tensile deformation and decreases with increasing prior com-pressive deformation, This marked ani-sotropy of the effect of deformation on the fracture stress is in contrast with the essential isotropy of the flow stress. Early experiments on rock salt crystals by Joffe, et al.3 have illustrated the effect of tensile strain in increasing the tensile stress required for fracture. A consistent theory must be constructed that will explain not only the divergence, of the measured fracture stress from the theoretical value, the size effect, and the ergence of deformation; but will also explain and predict the effects of combined stress, of temperature, of strain rate, and of metallurgical structure. With respect to this last variable, it has now been relatively well established that the carbide particle is the clement of structure controlling the fracture of steels. In steels carbide particles vary in shape from plates to spheroids. It has been found that not only docs the magnitude Of the Fracture stress depend upon the size and shape of these particles. but also its dcpendencc upon strain is affected by changes in 'hap' an' size Or the particles. The precipitate resulting from the age hardening Of duralumin also modifies the fracture stress of this alloy. Nonmetallic inclusions greatly lower the fracture stress of all metals. The magnitude of the lowering depends 0' the size and shape of the included particles. In glass, the major source of the low fracture stress has been fairly conclusively demonstrate' by Griffith4 '0 arise from real flaws or cracks present in the material. He showed that the stress concentration at the end of a defect was of suficient magnitude to raise the stress at this location to a value comparable with the theoretical strength Of the material. If the cracks were reduced in size, Griffith showed that the observed fracture slrength the by virtue Of the decrease in stress concentration. He also pointed out that cracks disposed perpendicularly to the applied tensile stress would be more effective in lowering the fracture

RECOVERY and profits in the mining business do not go hand in hand. Some part of an orebody can usually be recovered at a lower cost per ton than the whole orebody or a higher proportion of it. Similarly, the total of the profits that may be made from mining an orebody is in itself not a true measure of the value of the business. The yardstick for money value should be present worth, and this is particularly so for purposes of com-parison. A simple example, well within the bounds of practicability, illustrates these points: Assume a mine to have known ore reserves of 4,000,000 tons. The ore is of uniform grade but is so situated that 1,000,000 tons could be mined more cheaply than the remainder. Present operations are on the basis of complete recovery of the ores. Output is 100,000 tons per year at a profit of $1 per ton. It is estimated that the 1,000,000 tons of readily accessible ore could be mined at the same production rate but at a profit of $2 per ton. For an output of 100,000 tons each year at a profit of $1.00 per ton, the mine will have a life of 40 years; will produce $4,000,000 of total profit, and, at Hoskold rates of 8 and 4 per cent, will have a present value of $1,104,690. If only the easy one-quarter of the ore is considered, with an output of 100,000 tons each year, at a profit of $2.00 per ton, that part of the mine will have a life of 10 years, will produce total profits of $2,000,000, and at rates of 8 and 4 per cent will have a present value of $1,224,800. . Under conditions such as these, then, one-quarter of the reserve ore promptly mined is worth some 10 per cent more than the entire reserve would be on an average basis extending over the longer period. Assume further that one-half, or 2,000,000 tons, of the reserves could be promptly mined at the same yearly rate of 100,000 tons at a profit of $1.50 per ton. Then this part of the mine would have a life of 20 years, would produce total profits of $3,000,000, and would have a present value of $1,320,630; approximately 20 per cent greater than for the whole ore-body on an average basis for the longer period.

THE total annual energy production from coal, petroleum, natural gas and water power has been increasing at a fairly constant rate during the thirty years ending in 1930. But since 1913 the demand for the competitors of coal has increased at a rate faster than that for coal. During the last twenty years, the curve of coal production has had a generally horizontal trend; in fact, the 1930 production of coal was six per cent less than that of 1913. Economists attribute this loss of demand to greater efficiency in coal utilization and to displacement of coal by oil and natural gas. These two factors are about equally responsible, and it is evident that research has been intimately concerned with both. About sixty per cent of the bituminous coal mined in the United States in 1929 was used for generating steam, either in stationary or locomotive boilers. A decade ago seventy per cent or more was used for this purpose. This change is due largely to tremendous advances in fuel economy.

The alloys formed by the addition of nickel to iron by conventional metallurgical procedures show physical properties that differ widely from those of the individual metals. The effect of alloying on the mechanical properties is most pronounced in alloys containing between 15 and 25 per cent nickel. The tensile strength of an alloy containing, for example, 20 per cent nickel and 80 per cent iron (with 0.06 per cent carbon), in an annealed condition, is above 150,000 lb. per sq. in.$ owing to a martensitic type of transformation, as compared with about 50,000 lb. per sq. in. for pure iron in the same condition. The object of this work was to determine whether the same beneficial alloying effect coulcl be obtained in alloys of iron and nickel prepared by powder metallurgy technique. Procedure Bars and pellets for tension and compression tests, respectively, were made. Two groups of specimens were prepared: (I) by cold-pressing the powders and sintering; (2) by cold-pressing the powders, sintering, repressing and resintering. Raw Materials Nickel powder supplied by Metals Disintegrating Co., marked MD-151, was used. A typical analysis of this powder was as follows: sulphur, 0.040 per cent; copper, 0.18; iron, 0.23; manganese, 0.002; magnesium, o.oo15; lead, 0.035; tin> 0.025; silicon, 0.08; chromium, 0.008. Electrolytic iron powder supplied by Plastic Metals Inc. was used. A repre-sentative chemical analysis for impurities other than gases, supplied by the vendor, gave the following results: carbon, 0.005 per cent; manganese, 0.002; silicon, 0.003; phosphorus, 0.001; sulphur, 0.004; nickel, 0.008. The fractions from these powders passing a 325-mesh sieve were reduced in hydrogen at 600°C. for one hour, to clean the sur-faces of the particles. The reduced pow-ders, slightly caked, were ground in a mortar and screened again through a 325-mesh sieve. Mixing The proper proportions of the powders were mixed overnight on rolls, in glass jars fitted with iron-wire baffles to break aggregates of particles that might form. Pressing All specimens were compacted on hy-draulic presses. The pellets were com-pacted in a cylindrical die, 34-in. diameter. The ratio of thickness to the diameter of the pellets was maintained as nearly as possible at 0.9, as specified for standard short compression pieces. The tensile bars were made by compacting 30 grams of powder. Their shape is shown in Fig. I. The compacting pressures for the pellets and the tensile bars were:

In directing attention to the newly-opened zinc-ore region in Southwestern New Mexico, I adopt a suggestion made at the Engi neering Congress last summer in Chicago by Prof. Le Neve Foster, who commended the indication of the geographical position of a district under description by means of an outline-map. Such a map is the more important in this instance, inasmuch as the region to be described is remote and little known even in the United States. The response of beryl to sulfonate flotation was examined. The dependence of flotation recovery on sulfonate concentration, pH, and the absence or presence of various ions is also demonstrated. The response of quartz and feldspar to sulfonate flotation at various values of pH is given to. show the conditions necessary for selective separation. Finally, beryl was successfully concentrated from a natural ore using a technique devised from experimental observations on systems of pure minerals. With the possible exception of quartz, the flotation characteristics of silicate minerals are rather poorly understood. This is due in part to the com- plexity of the mineral systems themselves and in part to an insufficient amount of flotation data. The complexity of the systems arises from the wide range of chemical composition that the silicate minerals can assume. This is reflected in the variability of such physical properties as hardness and cleavage. Although the chemical composition of silicate minerals can vary considerably, a general grouping can be accomplished conveniently on the basis of the assemblage of SiO4 tetrahedra in all the silicates. That is, it has been shown that six basic groups can be obtained, depending on the arrangement of oxygen sharing between adjacent silicon atoms (or substituted aluminum). When all four oxygen atoms are shared, a framework structure such as quartz or feldspar is obtained. When three oxygens are shared, infinite sheets are obtained as in the micas and clays. When two oxygen atoms of the tetrahedra are shared, infinite chains are obtained, such as those in

Sections and Student Societies, and Mining and Metallurgy. To these reports members are referred for further details. Finances.-Income for the year was the largest since 1930, the figure being $189,394, an increase of $18,803 compared with income for 1936, exclusive of a special Rocky Mountain Fund appropriation of $2500 in that year for visits to western schools and Local Sections. Major items of increase were: $8,000 from current dues and arrears; $7,700 from advertising in MINING AND METALLURGY and the two periodical "Technologies"; and $4,800 from sales of TECHNICAL PUBLICATIONS (pamphlets) and TRANSACTIONS volumes for both current and former years. Initiation fees and clues from new members declined $2,300, principally because of the larger 'proportion of Junior Members to Members among the new enrollments. Junior Members pay no initiation fee and dues are $10 compared with $15 for Members.

This paper reports the theoretical and experimental results of an analysis of ore pass drawdown as a problem in soil plasticity. The method of analysis developed appears to be a promising technique of investigating the mechanics of fragmented materials. A reconstructed plasticity theory brings experiment and theory into reasonable agreement, and hence may provide the foundation needed for rational ore pass design. The gravity-induced movement of broken rock through ore passes is an economical method of transporting fragmented materials through large vertical distances in underground mines, provided the ore pass is well designed. Unfortunately, the design procedures now followed do not very often result in ore passes that function properly. On the one hand, the huge accumulation of empirical data pertaining to the movement of materials in gravel bunkers, storage bins, deep grain silos and other structures that have features in common with ore passes remains uncorrelated. On the other hand, there is a dearth of experimental data substantiating theoretical models of material behavior. Consequently, reliable generalizations encompassing the broad spectrum of problems involved have not been forthcoming. AS an initial step towards improving the situation, a detailed case study of two-dimensional ore pass drawdown was made. The mechanics of the process were analyzed theoretically as a problem in soil plasticity and tested experimentally through observations of a laboratory ore pass model. THEORY Taylor1 defines a soil as a "mass commonly considered to consist of a network or skeleton of solid particles, enclosing voids of varying size." Broken rock in an ore pass is such a material. In plasticity theory this material is replaced by an idealized substance that deforms elastically up to some state of stress at which slip or yield occurs,2 For com-pressive states of stress, the Mohr-Coulomb criterion is a satisfactory yield condition. After the yield point is reached, the ideal soil deforms in accordance with the concept of plastic potential.4 Under plane strain conditions the governing equations separate into a system of stress equations and a system of velocity equations.' Only stress variables appear in the stress system. The velocity system, however, contains a stress variable. The two systems are, therefore, coupled. Both systems are hyperbolic, and each has two real, distinct families of characteristic curves that coincide according to the classical theory of ideal soil plasticity. The

With the gradual depletion of the natural-gas pools of the Kansas district, together with the uncertainty of further cheap fuel developments, some of the western zinc companies turned to the coal fields, attracted by their permanency and the success of the Matthiessen & Hegeler Co. and the lllinois Zinc Co. Being then confronted with the problem of using a relatively high-priced fuel, although the ultimate supply was very great, the fuel economies of the kilns and furnaces became of far more importance, and the more modern equipments, as a result, embodied distinct gaias in this phase of the business. In addition, there have been some pronounced advances in the actual making of gas from these coals. Increased efficiency in gas making has contributed its hare to lowering costs and those plants located in the higher priced fuel districts have probably been obliged to study these economies somewhat more closely. Naturally, many beneficial changes have resulted in both practice and apparatus in these sections. On certain western coals, for instance, the actual saving in fuel consumption has been 50 per cent. By this is meant that, where about 1.75 tons were burned to smelt 1 ton of oxidized ore, 0.7 to 0.9 ton is now required. While comparisons by T. R. Ingalls1 of fuel economies in smelting in this country and Germany before the war may, in general, be correct, they do not appear to do justice to the more progressive American practice. It is doubtful whether German plants were substantially bettering these fuel ratios. Data furnished by Bender and Frams do not afford records averaging less than 0.9 ton coal per ton ore on materials from 40 per cent. to 50 per cent. zinc. Fuels As producer fuel, Illinois, Indiana, and Kansas coah offer a wide range of material, although varying much in their amenability to gasscation. ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may serve to clear our vision with regard to our own metal production. One can not examine the literature of national metal production without being impressed that the countries of continental Europe, especially Germany and Austria, have shown greater interest and devoted more time to research into the record of metal production than Great

THE area in which spodumene-bearing pegmatites occur extends from Gaffney, S. C., in a northerly direction to Lincolnton, N. C., a distance of about 16 miles. The zone averages 2 miles in width. Interest in this area was first aroused by the discovery of small amounts of cassiterite in the pegmatites and in greissen which occurs on the walls of some of the pegmatites. Attempts were made from 1880 into the 1920's to mine and concentrate cassiterite, but there were no successful operations. In 1935 L. M. Williams became interested in the area and began prospecting by trenching and sinking several small shafts. He gradually gained control of a considerable acreage south of the city of Kings Mountain, N. C. Mr. Williams states that he produced some ore from a shaft which he shipped to the Maywood Chemical Co. in the late 1930's. In 1937 G. H. Chambers of the Foote Mineral Co. visited the area and examined several properties, but the lithium market was too small to support the necessary concentrating plant.

SINCE my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7,000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection-and visit each working

ONE of the interesting questions in the understanding of the reaction of iron with oxygen is the kinetics and the mechanism of the crystal structure changes occurring in the formation and breakdown of the oxide film. In a recent work' the electron diffraction method was applied to the study of the solid phase reactions occurring internally in the oxide film on iron above 570°C and under vacuum conditions. The higher oxides which form under oxidizing conditions are reduced internally by the diffusion of iron into the oxide leaving the bulk of the oxide FeO (wüstite). This paper will ask and consider three questions. These are: (1) What is the nature of the depressed transformation temperature for the Fe3O4 + Fe ? 4Fe0 reaction in very thin oxide films?; (2) What is the mechanism of the forward transformation of Fe3O4 to FeO at or near 570°C?; and (3) What is the nature and mechanism of the slow reverse transformation of FeO to Fe3O4 and Fe below 570°C?. The composition of the oxide as well as its electrical, magnetic, mechanical, and chemical properties depends upon the kinetics of these reactions. Literature Survey The composition of the oxide film on pure iron at temperatures up to 570°C has been studied extensively by the electron diffraction method. Nelson,' Jackson and Quarrell,3 and Gulbransen and Hick-man4 have shown that Fe3O4 and a-Fe2O8 are formed in the temperature range of 225" to 570°C, while y-Fe,O, is most likely formed below 225°C for long oxidation times. In very thin films FeO (wüstite) is found to form at temperatures as low as 400°C, and its existence depends essentially upon the extent of initial oxidation. FeO is not found in the formation of thick films below 570°C. On the other hand X-ray5 and micrographic8 studies show that Fe3O4 may exist as the main com-ponent in thick films up to 650°C, well above the equilibrium temperature for the reaction Fe3O4 + Fe ? 4FeO. The kinetics of the forward and reverse trans-formations of the reaction Fe3O4 + Fe ? 4FeO have not been studied in oxide films. However, analysis of the data of Gulbransen and Hickman4 on the heat-ing and cooling of iron oxide films of known thick-nesses in high vacua shows that the forward reac-tion proceeds rapidly even for a 4000 A film at temperatures of 575" to 600°C. The reverse reaction or decomposition of wüstite (FeO) occurs at tem-peratures below 450°C. Thus, there appears to be a slow process in the decomposition which is in marked contrast to the rapid forward reaction. The decomposition of a bulk sample of FeO free from the metal has been studied extensively by Chaudron, Benard and coworkers using the micro-graphic, X-ray diffraction, and thermomagnetic methods. Chaudron7,8 first observed that the de-composition of FeO (wüstite) below 570°C occurs by the reaction 4FeO ? Fe3O4 + Fe. Later work by Chaudron and Forestier5 showed that the rate of de-

The late J. P. Sparrow, chief operating engineer of the New York Edison CO., carried out a series of practical tests on condenser tubes of several copper alloys and reported on the results to the Association of Edison Illuminating Companies at its meeting in September, 1913. In the preparation of these tubes the senior author had the pleasure of cooperating. Copper-zinc alloys in the proportions of 60-40,70-30,80-20, 90-10, and Admiralty metal, which is in effect 70-30 with 1 per cent. of tin, were tried. Monel metal and several copper-nickel alloys, and 8, 5, and 3 per cent. aluminum bronze were also tried. At the time of this report, the aluminum bronze had been in service for 4 1/2 years and seemed to be giving especially good results but later it began to fail and showed no substantial improvement over Admiralty metal. Monel metal was unsatisfactory and the nickel alloys apparently did not give better service than the Admiralty alloy. Previous to the publication of the report, and after considerable discussion, it was agreed that a test where tubes of different kinds could be under laboratory observation would be advisable, so the apparatus described here was set up in The American Brass Co.'s Waterbury Laboratory. This was fitted with tubes of copper, brass, bronze, nickel silver, cupro-nickel and other alloys, and the test started on Oct. 11, 1912. Salt water from East River, New York harbor, was barrelled and transported to the laboratory for the test. A fresh supply, completely replacing the water in service, was obtained at the end of each six months period. Plan of Procedure In general, the procedure was to inspect the tubes at short intervals and to remove those that had begun to leak.
