Many hundreds of publications have appeared during the past 78 years that treat the subject of hydrogen in iron and steel.l05 but conclusions regarding the functions of hydrogen in causing some important defects in steel are still unsatisfactory to many; and other hydrogen-caused phenomena yet remain to be identified with this gas. W. L. Saunders, New York, N. Y.:—Mr. Parker's paper, though entitled Conservation of Coal, might also be called the Conservation of Life in the Coal-Mines of the United States. No subject is of greater importance to mining-men at the present time than information from experts as to how to save coal and how to save human lives in mines. That the casualties in the coal-mines should exceed 3,000 in the year 1907 is simply appalling, and that 1,000 men should have been killed in a single year through explosions alone, and that so good an authority as Mr. Parker should say that " a prolific cause " is an "improperly-prepared blast" or "the failure on the part of the miner to undercut his coal," points to the importance of activity not only among mining engineers but also, through experts, by the legislatures of the respective States. THE history, geology, ore deposits and current mining operations of the Huitzuco district have been described by C. W. Vaupell1 and the current mill operations by David Segura.2 This paper completes the story of Huitzuco with a description of the reduction of the flotation concentrates. The predominant ore mineral in the Huitzuco deposit is livingstonite, a rare, mercury-antimony sulphide (HgS.2Sb2S3). Other associated minerals include cinnabar, stibnite and elemental sulphur. The gangue is largely limestone and gypsum. Former operators mined a selected grade of ore, from which the mercury was recovered by an expensive, inefficient operation. A consid-erable tonnage of rejects and fills, carrying mercury and antimony, was left in the mine. In order to recover both mercury and antimony from these fills and also from newly developed ore, a combination method has been developed, by means of which the livingstonite is concentrated by flotation and the flotation concentrates subsequently reduced to metallic mercury and antimony. An essential part of the flotation treatment, as developed by Segura, is the use of copper sulphate as an activating agent. A typical analysis of concentrates now being produced at the property is as follows: Hg, 7.73 per cent; Sb, 26.40; Fe, 1.20; S, 29.68; CaO, 11.50; MgO, 7.25; Si02, 1.63; A1203, 0.65.

The idea of using water-only cyclones to scalp clean coal from the feed to other devices has recently been gaining in popularity.l,2,6 An indication of this popularity is that water- only cyclone scalping is already employed in a few commercial plants. Water-only cyclones scalp the feed to a heavy media vessel in the Warwick plant,3 to Deister tables in the Rowland plant,4 and to a heavy media cyclone circuit in the Amherst Coal Company's McGregor plant.5 Despite this trend, we found surprisingly little information in the literature on the performance of water-only cyclone scalping. Therefore, we undertook a study of its technical merits, limiting our investigation to a water-only cyclone scalper in conjunction with heavy-media cyclones. We felt this to be a reasonable combination of equipment, since both processes operate well on the same size coal. First, we developed simple mathematical relationships revealing general characteristics of the system. Next, we compared the clean coal yield and quality obtainable by the system on four different coals with that obtainable by heavy-media cyclone circuit alone and water-only cyclones middlings recirculation circuit alone. This was done by using computer program to simulate the operation of the three systems. Finally, we considered the effect that implementation of the system would have on a typical preparation plant circuit.

CERRO'S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. ONE of the major problems of management is how to restore in some measure the personal relation-ship between employer and employed which, in the days of small concerns, meant better morale among employees. The complexity of industry today, the heterogeneous mass. of workers employed, many .of them new to this country and to its institutions, the inability of those whose task it is to get out production to spend much time on the problems of labor-all these and many other factors serve to make of great impor-tance the question of how to establish more satisfactory mutual good will. While there is no such thing as a sure cure for labor troubles, in spite of the fact that charlatans have been selling alleged cures to guileless employers, study and experience have brought to light methods of approach to the problems confronting management in its relation to labor that are well worth consideration. Labor problems must be approached with common sense and an open mind. Facts must be the basis of action. So it is with the question of morale in industry. What makes or breaks morale? What are the forces behind the actions of men? What is there in one man that makes him act differently from another man under similar circumstances? How are men affected by the actions of others in their own group or by the actions of those under whose supervision they work? These are questions that must be carefully studied if we are, to get at the bottom of industrial unrest. It is an easy thing to say that good will can be created by "treating men right." That involves so many things and points of view that it will hardly serve as a full answer to our problem; but it is a good starting point if we mean by right treatment the payment of wages consistent with the well being of the worker and his family as members of the community, and if we also mean the provision of sanitary, wholesome working conditions and a working schedule that does not overtax the worker physically, and mutuality-a give and take relationship. With this as a basis we can go a step farther and see what else can be done to promote better relations between management and the workers.

RECOVERY of selenium and tellurium at Copper Cliff by the Ontario Refining Co. has been previously described by the writer.1 During 1935 a new building was erected to house this operation and description of the new plant and process form the subject of this paper. The building, of modern steel and tile construction, covers an area of 5900 sq. ft. with a volume of approximately 165,000 cu. ft. The large monitored center bay is flanked by two smaller outside bays, one of which is devoted to the tellurium section. All equipment, ceilings and upper walls, are treated with aluminum paint, giving good illumination and facilitating good housekeeping, essential from a health standpoint in handling material of this nature. EQUIPMENT Layout and type of equipment conforms to the requirements of the process as described below. In the selenium section, storage tanks, neutralizing tanks and precipitators are of steel construction, lead-lined and. arranged for gravity flow (Fig. 1). The neutralizing tanks are equipped with water-cooled lead coils for controlling solution temperature, agitation being accomplished with compressed air. The precipitators are provided with mechanical agitators, and sulphur dioxide is introduced into the solution through 3-in. lead pipes leading from a manifold attached to the cover of the precipitator. Each precipitator has internal cooling coils and an air-jet exhauster to carry off fumes. Neutralized solutions are filtered in a 29-plate wooden filter press using heavy cotton duck as a filter medium, forced feed being maintained by a Welmet centrifugal pump. Dilute solutions are concentrated by evaporation in a vacuum evaporator, constructed of cast hard lead. Heat is supplied by an outside steam chest operating under 15 lb. steam pressure. The solution is circulated through the steam chest by a pump of antimonial lead at a rate approximating 400 cu. ft. per min. The evaporator is evacuated by a water-jet condenser that creates a vacuum of 26 in. of mercury under normal operating conditions. The capacity of the vessel is 60 cu. ft. and the rate of evaporation 25 cu. ft. per hour.

During the last decade, since most smelters have included Cottrell plants as standard equipment for the removal of dust from furnace gases, it has become apparent that smeltermen have had a new problem slowly developing. This problem has manifested itself in accelerated destruction of, or serious injury to, the masonry of flues and chimneys. The masonry either spalls, if the material is of low strength, or acquires large major cracks, either of which conditions attains such proportions that renewals or reinforcing become necessary to maintain the structure in satisfactory condition. This paper describes the failure of a large modern brick chimney to such an extent that its safety was vitally impaired; the investigation of its condition; the methods of restoring satisfactory strength to the structure; and the installation of an acidproof lining. Plant History The Clarkdale smelter of the United Verde Copper Co., which was put in operation in 1915, was primarily a blast-furnace plant. The smelter at Jerome had utilized blast furnaces exclusively, and in the design of the new (1915) plant, blast-furnace smelting evidently was considered of major importance, the smelting equipment consisting of four blast furnaces 48 in. by 26 ft. 8 in. and three reverberatories, each 19 by 101 ft. The latter, supplemented by roasters, were intended mainly for handling dust and fine ore resulting from the crushing operations. The original roasting equipment consisted of six six-hearth Wedge roasters, six more being added in 1917. All gases from blast furnaces, reverberatories, roasters and converters were conducted by means of suitable flues and dust chambers to one central chimney. This chimney, 30 ft. inside diameter by 400 ft. high, is a self-supporting steel structure, lined with 4-in. brick supported on steel shelf angles, riveted to the shell, spaced about 15 ft. vertically. The bricks were of local manufacture, not particularly hard-burned, and were laid in ordinary cement-fireclay-sand mortar. No record is available to indicate that any particular effort was made to secure an acidproof mortar. ANY discussion of State-supported schools of mining and A metallurgy needs to be prefaced by a definition, since the first school to offer a mining curriculum, the Pennsylvania Polytechnic College, was established by a grant from the State. But, so far as can be determined, it received no further State support. It would be tiresome to go into precise details,. and it will be enough to stipulate that by State schools are meant those which derive their main financial support from regular appropriations made by a State legislature. The University of Michigan was the first of these to offer a mineral industry curriculum; its story, as well as those of Wisconsin and Illinois, has been related in the preceding chapter.* Arranging the others in chronological order involves making a decision as to what weight to attach to plans for giving instruction, as contrasted with its , effective initiation. This may appropriately be illustrated by the history of mineral industry education in California. California Among those who came to California in 1849 and the following years were many New Englanders who had a keen interest in education. Some of them, mostly Congregationalists and Presbyterians, sought to establish a school of higher education around San Francisco Bay and eventually succeeded in opening the "Scientific and Classical School at Contra Costa' in Oakland, at Broadway and 5th St., on June 20, 1853. This prospered so well that it was chartered by the State as the "College of California" on April, 13, 1855. Before World War II we proudly considered that we were the nation of all the world most richly endowed in mineral resources. We knew it was no accident that those countries abundantly supplied with mineral resources became the great manufacturing nations, and the politically and militarily strong ones; and that our own great industrial cities sprang up where coal and iron met. We all reallized, especially we of the mining profession, that the energy of fuels and the solidity of metals spelled industrial growth and in turn industrial might and that other nations came to regard mineral self-sufficiency as one of the chief goalsof economic nationalism.

LABOR. conditions have finally caused rock-drilling machines to supplant hand drillers in the Japanese mining industry, and have encouraged this study. During a period of three years 25,000 tests were made on 67 different American, Japanese, and European rock drills, using, respectively, the Paynter testing machine, and drilling in granite and limestone. Recorded were: air consumption, speed of rotation, torque of rotation, foot-pounds of striking energy, air pressures, input horsepowers, and speed of rock penetration. The author expresses his views on the interrelation of these factors and offers theoretical support, as well, by formulas based upon the mechanics of impact. He discusses the different designs of the valves, cylinders, piston hammers and rotation devices involved in the different types of rock drills, with respect to their merits and defects and offers conclusions about the factors that should be considered in the new design of a superior rock drill. The author's mathematical demonstrations and arguments for a value of "best feed clearance" of the drill bit from the rock are based upon the hand-operated screw-fed type of hammer drill. Automatic feeds have not been considered in this paper except for the tests on one drifter with air feed, 10 air-feed stopers, and some hand-held blockholers. The following classes of drills, with one of each model, size, or type, were tested: 23 heavy drifters, 34 light drifters and hand-held drills, and 10 stopers. A FEW years ago, the writer encountered a, problem that, at first, seemed to be due to peculiar conditions affecting grain growth. Large cups made from heavy metal failed in the first drawing operation in the process of making seamless tubes. The metal, as cast, appeared to be sound and strong; it rolled successfully and withstood the first cupping operation, but on the first draw it failed, with a crystalline fracture. The failure appeared in the slightly worked part of the bottom of the cup, and microscopic examination revealed exceptionally large grains. Knowing the general conditions governing recrystallization of brass, which were later published by Matthewson and Phillips, an investigation was outlined with the idea of including various conditions under which new grains might form, and which would include the effect that a previous anneal might have upon the anneal following. These conditions were produced by annealing specimens of brass at five different temperatures, indenting them with a 10-inn. ball under four different pressures, and then reannealing at each of the five temperatures five specimens each of which had been annealed at one of the five temperatures.
