The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

Froth flotation is the most widely-used method of separating fine coal, especially coal with coking properties. However, froth flotation is not efficient for treating ultrafine coal and coarse coal particles. Our previous fundamental test results demonstrated that cavitation-generated nanobubbles can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubble on the flotation performances of different particle size fractions of coal was investigated using a bank of 10-liter flotation cells, a specially designed 50 mm inside diameter column and a 152 mm inside diameter column. It was found that nanobubbles that were either directly formed on or subsequently attached to the surface of coal particles during coal froth flotation process improved flotation efficiency. The use of nanobubble in a bank of mechanical cells flotation and column flotation significantly increased the flotation recovery at a given product grade. Nanobubbles increased the flotation rate constants of different coal particle sizes. The presence of nanobubbles in flotation slurry could extend the lower and the upper particle size limits for effective coal flotation.

Resource estimation for the West Leeville deposit is prepared using a conventional explicit approach. The geologic model is developed using interpretive methods based on visual logging. Grade shells are then prepared at low and high grade cutoffs. The low grade shell includes material of interest (Au > 0.010opt), while the high grade shell is developed slightly below the economic cutoff grade for mining. Grade estimates are made within these boundaries. This paper documents a conditional simulation study to evaluate the uncertainty contributed by both the grade shells and grade estimates. Multiple realizations are generated for the grade shells and the grades. The full combinatorial of realizations are merged to assess the uncertainty and the relative contribution of the grade shell and grades.

This paper presents the results of a comprehensive pre-production pile testing programme for the US$ 800 million 1400MW Coal-Fired Jimah Power Plant Project in Negeri Sembilan, Malaysia. The testing programme included high-strain dynamic testing and fully instrumented static axial and lateral load testing of driven prestressed concrete piles and bored cast-in-place piles. A highlight of the testing programme was the pioneering use of the Global Strain Extensometer (GloStrExt) Method, a deformation monitoring system that uses advanced pneumatically- or hydraulically-anchored extensometers and a novel analytical technique to monitor loads and displacements down the shaft and at the toe of driven prestressed concrete piles. The experience with the testing programme for the Jimah Project also demonstrates the possibility of achieving notable breakthroughs, not only in the monitoring, evaluation and reporting of pile foundation behaviour dynamics but also in our understanding of the mechanisms that underpin such behaviour. These significant gains are undeniably a direct result of the committed and co-operative relationship among the project owner, design/builder, specialist piling subcontractors, pile suppliers and pile instrumentation and testing specialists.

"In early 1988 the decision was made by Noranda Minerals Inc. to install pressure filters at the GECO mill to replace the vacuum disk filters and bunker-C fired rotary kiln dryers. Two filters were installed, one for copper concentrate and one for zinc concentrate. Completion of the project was scheduled for the third quarter of 1989. The filters were made operational in October 1989. Some work remains to be done yet on loadout conveyors for total project completion. Capital expenditures for the project have been approximately $2,700,000 to date. The paper describes the selection criteria for the filter, the installation, startup and associated problems.1. INTRODUCTIONThe filter model chosen for the project was the Verti-Press model VP-50-6(7) (Figures1 ,2 and 3) by Filtra Systems of Farmington Michigan, USA. The decision to purchase the Filtra Systems filter was based on gaining familiarity with a different, mechanically simpler pressure filter than the Larox design and to a lesser extent a necessity for repairs to the the disc filter, rotary kiln dryer system used at the GECO operation for its' copper and zinc concentrates. The fact that it is manufactured in North America was an important consideration. The same basic principles of pressure filtration as the Larox machine are used but the implementation is quite different and somewhat simplified with some interesting innovations. 2 filters were installed to allow direct and immediate comparison of the same machine on both fine and coarse materials. Copper concentrate is reground for cleaning on the flotation circuit while zinc is not. Screen analysis of composited samples of concentrates for 1988 indicated that expected copper concentrate would be approximately 66% minus 400 mesh and zinc 50% minus 400 mesh (Tables 1 & 2).The filter is composed of six horizontal chamber module layered vertically and held together in a frame by 1 O large bolts; torqued down to 4000 ft-lbs. 6 individual belts are used; each with its own drive system. The belts themselves are of a 3 piece design with a filter cloth portion, a support belt and a rubberized intermediate portion. They are held together with steel clipper lacings. A basic description (1) of the filter operation is as follows. ""The horizontal filler chamber is closed by hydraulically pressurizing seals across each end of the filter chamber to 200 psi. The feed pump then pumps slurry into the filter chamber. Suspended solids are retained on the filter belt and the filtered solution drains into a lower drip tray and flows from the filter by gravity. At the end of the filtration or feed cycle, a rubber diaphragm in the filter chamber is pressurized hydraulically to 100 psi pressure. This removes all free liquid from the filter chamber and the filter cake. After the diaphragms are retracted the filter cake is blown with compressed air to remove any residual cake moisture. The seals are then retracted and the belt is advanced to discharge the filter cakes. During the cake discharge the belts are washed with a spray header located at the drive end of the filter. The belt assemblies move one (1) complete revolution during the cake discharge cycle. The cycle automatically repeats until the filter is shut down by the operator."

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the 'AMIRA P754-Metal Accounting and Reconciliation' project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called `the propagation of error'.

The last 25 years have seen rapid expansion in the use of helical screw pile foundations and tiebacks for new and retrofit construction of buildings and earth retention structures. An estimated $100 million was spent in 2002 on helical foundations and tiebacks in the United States alone. While design information is available in the literature, information regarding quality control, inspection and performance monitoring is lacking. Recognition of at least one manufacturer's helical foundation material by the Uniform Building Code, Standard Building Code, and BOCA (all three codes now combined into the ICC International Building Code) has given added urgency to the dissemination of reliable and practical quality control, inspection and performance monitoring procedures. This paper describes a set of such procedures that have been followed for 17 years by engineers experienced in the industry who have directly installed or been involved in the installation of over 140,000 helical foundations and tiebacks in divers soil conditions for various types of structures, including earth retention structures. Topics covered include design responsibility, building code listings and requirements, manufacturer ISO certification, manufacturing process, material and installation specifications, installation contractor certification, field placement, installation procedures, field inspection, building code inspection and performance monitoring. The paper concludes with a step by step example of practical quality control, inspection and performance monitoring procedures on a typical helical foundation project.

This paper describes highlights of the Placer Dome MiniMole project - the development and testing of a robotic machine for mining narrow ore veins. A prototype hydraulically controlled robotic machine was built and tested. The machine provided a platform for testing numerous cutters in the field. Other cutters, e.g. undercutting devices, were tested in the lab. Extensive analyses were done on specific energies and cutter penetration. Three sets of quarry trials were done, then the machine was tested in an underground mine. Rock UCS values varied from 180 MPa to 230 MPa. The paper includes lessons learned and recommendations based on the project findings.

Lime is used extensively in the various industries. The National Lime Association in an excellent and recent bulletin lists 23 important in- dustries in which lime plays a vital role; and it thereby justifies the statement that "Lime is one of the most versatile and widely used reagents in the chemical and industrial world." There is, however, one application of this "universal" reagent which has not been mentioned. It is the use of lime in the flotation of ores. An appreciable percentage of the lime produc- tion is consumed by ore-dressing plants. The uses of lime throughout all the industries are more or less re- lated, but "lime" is a broad term; the varieties of lime are more mumerous than the limestones from which it is made, and its use involves a complicated technique. The interrelated application and growing importance of lime in flotation warrant this additional publication on the various "limes," with emphasis on those uses related to the function of lime in flotation. ཁྐྲ་ Lime in water treatment, cyaniding, and amalgamating will be men- tioned, after which its use in flotation will be taken up. This compendium was prepared by the Mississippi Valley Experiment Station of the United States Bureau of Mines and the Missouri School of Mines and Metallurgy, Rolla, Mo.

"Experiments were performed with plant feeds with a continuous 1,8 m3 cell at Pyhasalmi mine with Cu flotation feed in order to test the applicability of the bubble surface area flux as an indicator of the flotation rate constant. It was found that bubble surface area flux could not predict the rate constants of coarse Cu containing fractions. In the middle size fraction, the correlation coefficient in the rate coefficient estimation was higher but not statistically significant. Only the fine fraction showed a linear relationship with a moderate correlation coefficient.The bubble surface area flux was shown not to be a function of the impeller velocity above a threshold value. The flux was an almost linear function of the superficial gas rate enabling to use the superficial gas rate instead of flux if the operation of an existing cell is to be estimated.INTRODUCTIONBubble area flux seems to offer a simple way of modeling flotation. It relates the flotation rate constant with the bubble surface area flux by a simple linear equation. Due to this, there has been a considerable interest in using the bubble area flux for flotation computations. It has even caused claims that a cell producing a high bubble surface area flux automatically produces a high rate constant and therefore a high recovery.This paper discusses some of the assumptions of the relationship and gives some plant results during two sampling campaigns.The bubble surface area flux s b is describing the area of bubbles available for flotation in a cell per unit area. This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.

The first principle one usually learns about blasting is that competence in this field is best gained by experience in making blasts rather than by reading a book or by listening to a lecture. The reason for this is that there are a large number of variables affecting blasting results and not all of these can be accounted for by a few rules or a few sets of equations. Construction contracts in the USA contain the clause "Value Engineering" ? an interesting and curious clause allowing contractor initiated design changes. Misleading is the interpretation of value engineering implying cost saving and sharing with the owner, and curious is the timing, just before beginning of actual construction. It is not surprising that such a clause would simply be ignored, because it involves change, often major design changes in very short time; and change is feared, moreover, it is vehemently resisted by all parties, owner, designer, contractor. The problem in the USA may lie in the divergence and separation of the two entities: Designer/Engineer and Builder/Contractor, assigned to the "one" engineering project. The priorities and incentives of these two groups are very different. The Engineer spends years, even decades, in design and prepares contract drawings often without a deep understanding of construction methods. Worse, with all the time available to him and in our era of tremendous advances in computational methods and speed, the designer turns in plans that are inexcusably exaggerated code-based design with excessive safety factors. As to the Contractor, he builds, often without appreciation of design principles or regard for design engineers. Redesign to apply a new technology or optimization of an inferior design just before construction becomes unthinkable. It is not surprising that adverse and hostile relationship between the designer and the contractor is a norm with extended disputes and claims, not to mention the cost these entail. Surprisingly, "Value Engineering" was successfully implemented in record speed on several very large projects in the metropolitan New York area. The process of change was unconventional, painful, and even comical. Four case studies are presented: two Design/Build: the 1.2 billion dollars Hudson-Bergen Light Rail Transit System in New Jersey and the 90 million dollars MTA Bus Depot in Manhattan, and two Conventional Design/Bid/Build: the 90 million dollars Queens Boulevard Bridge and the 150 million dollars Long Island Expressway.

Near-field blast vibration response of restrained pipelines either buried or exposed was studied during rock excavations at sensitive locations for Stage-II (4x500 MW) commissioning work in a super thermal powerplant of the National Thermal Power Corporation Ltd. (NTPC) of India. The existing running plant of capacity 1000 MW has many important installations including pipelines of varying diameters. These pipelines were very close to the blasting locations (mostly within 12m). Blast optimization and consequent monitoring of vibrations were carried out simultaneously for more than 250 experimental blasts conducted by the authors. This paper emphasized, particularly, on the safety of pipelines and their responses due to repeated blasting impacts. A few guidelines supported by theoretical derivations are provided for futuristic research.

A series of small scale tests, have been performed to establish the effect of powder factor and initiation timing on the grindability of rocks. The blasts were performed in high quality granite blocks, which were cut from stone prepared by dimensional stone quarry operations. Three different types of granite, Barre, Stanstead and Laurentian, were tested. The charge consisted of detonating cord placed in five holes with water as a coupling medium, or concentrated charges of equal mass of high exolosive, fully stemmed or air decked. Powder factor was varied from 0.39 to 1.17 kg/m3. Charges were detonated simultaneously or with a small delay and in some experiments, detonation waves collided in the middle of each borehole. All fragments were collected and screened, and drop weight impact tests were performed on selected size fractions, using different levels of impact energy, to calculate the resistance of the rock to impact breakage. The work index of some of the blasted samples was measured using standard Bond mill grindability tests. The experiments generally showed increased softening of the rock with powder factor, manifested by the increasing initial slope of the relationship between t10 and impact energy. The rate of change of the initial slope decreased with increasing powder factor. Changes in the work index were small and consistent in trend with the results of the single fragment impact characterization tests. Charge configuration, timing as well as in-hole collisions of detonation waves affected the initial fragmentation but had little effect on the impact breakage of the samples.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. Colloidal interactions play a critical role in mineral processing, including grinding, physical separation (particularly flotation), dewatering, and tailings management. Despite great energy input in comminution to liberate valuables from gangues, heterocoagulation between valuables and gangues would prevent the separation of valuables from gangues. On the other hand, selective coagulation/flocculation to increase the size of desired fine particles could enhance physical separation and dewatering, while dispersion is needed for fine grinding. To control the state of colloidal dispersions by creating favorable conditions, it is of paramount importance to study colloidal interactions in a relevant system and understand underlying mechanisms. This review summarizes recent advances in developing the-state-of-the-art techniques and novel methods of measuring colloidal forces, including atomic force microscope, surface force apparatus, zeta potential distribution measurement, quartz crystal microbalance with dissipation, and our recently developed integrated dynamic force apparatus. The basic principle of each technique was introduced first, followed by a summary of critical information derived for the relevant mineral processing systems. Finally, the pros and cons of each technique were discussed to emphasize the use of complementary techniques that assist in solving fundamental problems in mineral processing.
