ABSTRACT Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage organizations to work together, executing such risk assessments comes with challenges. This paper focuses on one trona mine’s experience in the development and implementation of a field level risk assessment program to help its entire organization understand and manage risk to an acceptable level. Through a transformational process of ongoing support and communication, Solvay Green River fostered a culture of trust and safety grounded in risk assessment, safety interactions, and hazard correction. The application of consistent risk assessment (RA) tools was critical to create a participatory workforce that not only talks about safety, but actively identifies energies that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s process of RA implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks. As discussed, consistent efforts to establish a participatory risk management program are worth the initial struggle to ultimately reduce incidents. INTRODUCTION Work-related health and safety (H&S) incidents often account for lost days on the job, contributing to organizational/financial and personal/social burdens [1-2]. Accompanying research demonstrates that risk and ambiguity around risk contribute to almost every decision that individuals make throughout the day [3-4]. In response, understanding individual attitudes toward risk has been unquestionably linked to predicting H&S behavior [5]. Although an obvious need exists to identify more comprehensive methods to assess and mitigate potential hazards, some argue that risk management is not given adequate attention in occupational H&S [6]. Additionally, research suggests that a current lack of knowledge, skills, and motivation are primary barriers to mitigating workplace risks [3-6]. Therefore, enhancing knowledge and awareness around risk-based decisions, including individuals’ abilities to understand, measure, and assign levels of risk to determine an appropriate response, is increasingly important in hazardous environments to predict and prevent incidents. This paper focuses on tailored approaches to field level risk assessment (FLRA), measurement, and common barriers to participating in such activities. The authors use a trona mine in Green River, Wyoming, as a case study to illustrate how the organization overcame widespread and site-specific challenges to implement a proactive risk management program. By discussing the mine’s tailored FLRA program, this case study contributes to the literature by first, providing examples of critical components that need to be in place to ensure successful risk management and second, context for continuous quality improvement that can foster a higher level of trust and empowerment on site."

Sensors are everywhere in the mining industry, with sensor information being used to monitor and operate processes. Therefore, when sensor information is wrong, economic losses can occur. Unfortunately, sensor errors are usually not detected till they become large. This is problematic as most calibrate their sensors no more than once a year (Beamex, n.d.). Using principles of data mining, where all relevant information is tapped to glean hidden information, Pothina [8] designed an algorithm to detect errors in temperature sensors in gold stripping circuit in Pogo mine, Alaska. This paper continued his work by analyzing the behavior of the algorithm on baseline data and testing the algorithm in new data and under more rigorous conditions. It also made a change to the algorithm. The modified algorithm performed very well in the new data. It also worked well under the new error conditions. Three types of errors were seeded, a fixed additive error (+ 2%), a fixed subtractive error (− 2%), and a noisy, normally distributed error, with a mean value of + 2%. Artificially seeded errors were detected within about 20 gold stripping cycles. Inherent bias in operation impacted algorithm performance by increasing the number of cycles needed to detect errors. This paper reinforced Pothina’s [8] conclusion that when data mining approach is used, sensor errors can be detected even when they are pretty low. Significant economic losses can thus be minimized.

With all of the unknowns associated with tunnel construction, how does a contractor choose a roadheader? This paper presents a review of several models of roadheaders being used in today?s tunnel projects. The features of different models of roadheaders are presented and compared. Roadheader size and cutter power generally determine which roadheader is best for a particular job. We will also present a model for matching features of the roadheader to the anticipated ground conditions such that the most efficient machine is selected for the project.

In order to evaluate the relationships between weathering and durability and strength of rock samples from the Goathill North rock pile at the Molycorp Questa mine, NM, we conducted slake durability and point load tests. Slake durability index (ID2) values ranged from 84 to 98%. Point load strength index (Is50) averaged for all rock units ranged from 1.1 to 5.7 MPa. Results show a slight positive trend between ID2 and paste pH. Two populations of data are distinguishable when ID2 is plotted versus the percentages of chlorite, illite and internal friction angle. In general, Is50 values increase toward the interior of the rock pile. Preliminary conclusions indicate that the durability and strength of the rock pile material generally increase toward the interior of the rock pile. Pre-rock pile alteration and post-rock pile weathering history have affected the durability of the GHN rock pile samples.

The opportunity to make a close study of the available geologic data existing along the line of the California Aqueduct crossing of the Garlock fault in the Tehachapi Mountains was brought about first by my involvement in the prebid examinations, and later with contractors' claim cases. The California Aqueduct crosses through the western end of the Tehachapi Mountains and cuts across the Garlock fault zone at a location about 9 miles east from its junction with the San Andreas fault zone. This is about 65 miles northwest of Los Angeles and 38 miles southeast of Bakersfield (Fig. 1) (1). This map was published after the tunnels were started and shows the corrected geology. At the crossing the fault has north and south branches which extend northeastward for about 22 miles before converging. In the vicinity immediately east of the tunnel line the north branch of the fault starts to converge toward the west. After crossing the line it passes under the upper plate of the apparent easterly extension of the Pastoria thrust fault, so the actual junction with the south branch is obscured. The aqueduct design called for the expected active slip zone of the north Garlock fault branch to be crossed by the 2,800 foot long Pastoria siphon, which connects with the north portal of Tehachapi Tunnel No. 3. The tunnel would extend through the western end of Genghus Ridge which lies between the north branch and the main south Garlock fault zone in Beartrap Canyon. Here again the

A series of full scale laboratory linear rock cutting tests was carried out with a long bladed single disc cutter (292 mm diameter, 11mm wide constant cross-section blade) on dry and water saturated sandstone blocks using a linear rock cutting machine (LRCM). The muck collected from the cutting tests has been analyzed to establish a link with the specific energy (SE) of the operation. Coarseness index (CI), a non dimensional parameter, has been found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n is observed between SE and CI with very high CI usually corresponding with the lowest values of SE. The power n of the relationship for both dry and saturated rock tests is much less than the values found in the previous studies using constant cross section disc cutters and is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI is found to be lower for saturated rock than for dry rock, at the same time saturated rock cutting is found to be less energy intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate discounting the effect of discontinuities in the rock mass.

The design/optimization of the pump and cyclones to maximize grinding circuit efficiency first requires a concise understanding of, and clearly defined specifications for, desired grinding circuit performance. Subsequently, the pump and cyclone performances that provide the desired grinding circuit performance can be defined. Once the performance requirements of each process unit are determined, selection of physical equipment parameters that will deliver those performances can be carried out. The Functional Performance Equation shows that there are two distinct efficiencies in closed circuit ball milling. One of these, ?Circuit Classification System Efficiency? (CSE), is the fraction of ?coarse? material inside the ball mill upon which grinding energy is deliberately expended, versus the remaining fraction of ?fines? or finished size material inside the mill, upon which grinding energy is wasted (on over-grinding). The role of the pump and cyclones is to maximize CSE, which is the desired grinding circuit performance. The obtainable, target CSE for any given circuit can be estimated, for example by referring to a plant data base of CSE?s. Design/optimization guidelines then allow us to specify the pump and cyclone performances that will achieve the target CSE. This paper outlines the step-by-step, systematic method of pump and cyclone selection which maximizes CSE. Numerous examples of its successful application are provided.

Under a DOE-funded project, four advanced flotation technologies (the Jameson cell, the Outokumpu HG Tank Cell, an open column and a packed column) were evaluated at the benchscale to identify the technology or combination of technologies that best improved fine coal recovery and reduced processing costs. The results indicated that two-stage application of the Jameson and packed column cells provided the optimal performance. Subsequently, proof-of-concept scale testing was conducted at the Cyprus Emerald Coal Preparation Plant. The results confirmed that levelized production costs were lower using two-stage cleaning with the Jameson cell followed by the packed column.

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

The Turin metro alluvium soil is mainly made of large boulders, cobbles and gravel , few sand and almost no fines. This grain size curve is out of the range of application for EPB and Slurry TBMs. In order to bore 5 of the total 7,5 kms of Line 1 tunnel, two specially designed Lovat EPB TBMs were utilised in combination with a systematic non structural pre-grouting of a small volume rectangular slab just above the tunnel section. The same pre-grouting was not however applicable for lack of access on surface in some sections of the remaining 2,5 km of tunnel that had to be bored below important buildings/structures, with under ground water pressure up to 1,5 bar, with curves radius of 180 m only. For these more critical sections it was necessary to study and implement a new technical solution and improve the capacity of the TBM to work efficiently in EPB mode even in this unsuitable ground and overall conditions. After months of studies the selected and adopted solution has been to inject inside the cutterhead chamber, in addition to the almost standard foams & polymers additive mixes, a suspension of limestone powders. This with the scope of compensating the lack of fines of the natural ground with rock powders.

This paper describes the overall delivery of the tunneling for the Mass Rapid Transit Authority of Thailand’s Chaloem Ratchamongkhon Line in Bangkok and the constraints provided by the alignment. Eight earth pressure balance tunnel boring machines were employed under two major civil works contracts to drive approximately33 kilometers of tunnel in soft saturated ground beneath the crowded streets of Bangkok. Responsibility within the contract for building damage provided an inherent control for ground movement arising form tunneling when the right of way was narrower than the influence zone. These limits affect the earth pressure balance requirements and permissible ground loss. The methods adopted to limit ground movements and deal with the various obstacles to tunneling influenced the design and operation of the machines. The challenges provided by the need to tunnel through numerous lines of piled foundations of canal bridges and overpasses crossing the alignment are described.

A study(1) on the sulfuric acid extraction of alumina from some Pennsylvania ferruginous clays indicated that the published electrolytic method(2)(3) seems to be more efficient than the known chemical methods (4-9) for removing iron from the leach liquor. The main disadvantages of the chemical methods are the consumption of excessive amounts of reagents and/or the precipitation of prohibitive amounts of aluminum. In the electrolytic method, iron is deposited on the mercury cathode, while aluminum is not and remains in solution. This method, however, had been handicapped by the lack of an effective and economical way to purify the contaminated mercury cathode.(7)(l0). Described herein is a scheme for cleaning the mercury cathode, and for recycling the clean mercury back into the electrolytic cell. Armed with such an apparatus, the effects of applied potential, temperature, and operation time on the electrolytic separation of iron from aluminum sulfate solutions were determined. For the sake of comparing results, a term, removability, was coined to represent the percentage of iron amalgamated per unit height of electrolyte (cm.), per unit surface area of cathode (cm.2), per unit of operation time (second).

Mining has one of the highest annual average fatality rates among major US industries. Health and safety dangers have been inherent to mining since the early days of picks and shovels. Even though miners’ health and safety has improved over the years, mining is still one of the most dangerous occupations. Mining was traditionally a low tech industry. It is now driven by competitive pressures to go high-tech by using programmable electronics (PE) for machine control, atmospheric monitoring and material processing. The industry’s experience with the functional safety of PE is limited compared with other industries. Thus, PE is an emerging technology for mining that can potentially create or worsen hazards.

Last month's engineering fundamentals article discussed some general considerations of underground mine ventilation. This month's article takes a look at auxiliary ventilation-brattice, fans, and ducting-in underground mines. The need for good, efficient auxiliary ventilation increases as mines get deeper and move farther from ventilation shafts. New mining methods and equipment resulted in faster work area advances, liberating more dust, gas, and heat. As a result, worker health and safety requirements in the face area have become more stringent. For all these reasons the safety and efficiency of any underground mine depends heavily on its auxiliary ventilation. The purpose of such ventilation is to supply sufficient quantities of clean air to the face of the drift and to maintain air quality within desired limits until expelled from the mine.

The purpose of this project is to convey sanitary sewage from an existing pump station to a new waste water treatment plant. This paper will discuss the design and construction aspects of the project. The scope includes construction of three main shafts ranging from 34 to 100 feet in diameter at depths of 200 to 230 feet and 21,000feet of tunnel. Shaft construction consisted of slurry wall excavations keyed into claystone and limestone at depths ranging from 114 to 130 feet, followed by rock excavation utilizing drill and blast methods. The tunnel is being excavated in the Warsaw and Salem shale and limestone formations utilizing a 12'-6" diameter Wirth hard rock TBM.

Gangue-cemented paste backfill (GCPB), is a well-established green mining technology and significantly improves the recovery rate of mineral resources, prevents mine dynamic disasters, reduces surface subsidence, and consumes a considerable amount of solid waste. The addition of an early strength agent as an additive in cement-based materials provides several security, technical, and economic advantages. In this study, the early strength agent on the early age (3, 7 and 28 days) strength of GCPB is evaluated experimentally. The GCPB specimens have an initial sodium sulfate early strength agent concentration of 0%, 1%, 2%, 3%, and 4%, and the obtained samples were analyzed by testing for uniaxial compressive strength (UCS) and scanning electron microscopy (SEM). The test results show that the UCS of the GCPB specimens with sodium sulfate is much higher than that of the blank specimens. When cured for 3 days and 7 days, the strength of GCPB with 2% sodium sulfate increased the most, by 131% and 116% respectively. When cured for 28 days, the strength of GCPB with 1% sodium sulfate increased by 135%. Scanning electron microscopy (SEM) results showed that the GCPB with 1% and 2% sodium sulfate had better internal structure compactness, thicker acicular crystals, and more flocs. As a kind of early strength agent, sodium sulfate can react with calcium hydroxide to generate calcium dihydrate sulfate and then react with calcium aluminate; the hydration product (C3A) quickly generates calcium sulfoaluminate hydrate (AFt) needle-shaped crystals, forming an early skeleton and improving the early strength.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. Continued market pressure on the US coal industry was the overriding factor affecting developments in underground mining in 1986. An oversupply of coal in the spot market kept prices low throughout the year and caused a number of operations to close their doors. Operators stepped up their efforts to improve productivity at existing operations. They made technology advances and improved their relations with employees. A continuing market-related development during 1986 was the divesting of coal properties and operations by major oil companies, which were faced with economic pressures in both the oil and coal industries. Further increases in contract mining production resulted as some larger operators were unable to compete in a tough economic environment. Longwall mining is still seen by many as the technology that will provide the necessary productivity to remain cost-effective. But the number of active faces in the US declined in 1986, as reserves were depleted and economics forced some closures. At the first Longwall USA meeting in June, much attention was placed on improved technology, as electro-hydraulic controls for roof supports gained acceptance. Other recent developments include shearer initiation of roof supports, automatic horizon control for shearer drums, and collection and storage of machine data for predicting maintenance requirements. The government and academic communities continued their research on dust control at longwall faces. Jankowski, Kissel, and Daniel, (October 1986, Mining Engineering), gave an overview of progress in longwall dust control. And Mukherjee, Singh and Jayarman (November 1986, Mining Engineering), recommended design guidelines for improving water spray systems for dust control. Surface subsidence Increasing attention is being given to surface subsidence. This is primarily because of longwall mining and the Surface Mining Control and Reclamation Act. Improved methods of prediction of surface subsidence, especially computerized methods, are being continually developed. Mining engineering faculty at major universities such as Virginia are helping develop public policy and regulations concerning subsidence. As part of this effort, Unrug and Johnson identified major subsidence areas of Western Kentucky. Peng and Chen (February 1986, Mining Engineering), gave an overview of history and research of surface subsidence. And Elifrits and Aughenbaugh, (February 1986, Mining Engineering), discussed effects of moisture variations and overburden on subsidence. This research culminated in a Symposium on Surface Subsi¬dence at the SME 1986 Fall Meeting in St. Louis and the 2nd Workshop on Surface Subsidence at West Virginia University. Ground control in coal mining continued to be an item of major research interest. Some 30 papers were presented at the 5th International Conference on Ground Control in Mining at West Virginia University. And six sessions were related to coal mining at the 27th US Symposium on Rock Mechanics at the University of Alabama. At the 4th Annual Workshop, Generic Mineral Technology Center, Mine Systems Design and Ground Control emphasized efforts of the participating universities to improve ground control. Peng and Chiang summarized results of studying support capacity and roof behavior with longwall shield supports. And Unrug, Johnson, and Nandy analyzed the process of deterioration of shale roof in a case study of a room-and-pillar coal mine. The importance of geologic conditions in determining mining productivity is receiving increased attention in coal mine design in the US. Mullenex related, through case studies, the benefits to be derived through analyzing the depositional system of coalbeds as an integral part of mine design. Improved technology in this area was related by Lloyd, Semborski, and Stolarczyk. They discussed a case study of using radio imaging to indicate coal-seam discontinuities in advance of mining. Improved coal mining technology in general is being researched more heavily, to help improve US coal competitiveness. However, much of this research and development process has yet to be widely implemented. Equipment manufacturers are devoting more resources to development of continuous-haulage systems, mobile roof-supports, mine-monitoring systems, and predictive-maintenance systems using computers to extract machine data.

This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.
