INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

In terms of their hydrogeology, most open pit mines can be divided into three categories. There are mines that occur above the water table, mines that extend below the water table in high permeability rocks and mines that extend below the water table in low permeability, tight formations. Mines that occur above the water table do not experience major ground water seepage. It may some- times be necessary to construct in-pit trenches and sumps to remove water from precipitation. But dewatering or enhanced drainage measures are typically not required. Open pits that extend below the water table in high permeability rocks find it cost-effective to pump from dewatering wells. This is done to lower the water table below the working pit floors, creating dry or depressurized conditions in advance of mining. If the rocks in the mining area are homogenous, complete drainage of the entire mining area may be achievable by pumping from wells. In this case, it is not necessary to consider drain- age enhancement. However, there are many open pits and excava- [ ] tions that can lower the water table using conventional wells, but for which drainage enhancement is also an integral part of the dewatering system. The Sleeper Mine in Nevada is an example of this. Hydraulic layering at Sleeper has prevented downward drainage of water as the main water table is lowered. In addition, there are many mines that have areas of low permeability wall rocks that do not freely drain as the surrounding water table is lowered. Ground water seepage also creates difficulties in mines that occur below the water table but for which lowering of the water table using conventional wells is not feasible because of the overall low permeability of the rocks. The volumes of water involved may be small. However, it is necessary to deal with all of the water inside the pit as mining proceeds. It is not possible to dissipate pore pressures in the wall rocks in advance of excavation.

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

Geology and weather effects produce natural ground movements that may be misinterpreted as mine subsidence. Weather, local geology and vegetation clearly influence the elevation of the ground surface through frost action and changes in groundwater levels and soil moisture content. Common practices of monument and benchmark design and placement do not address the problem of natural ground movements. Monuments can be designed to minimize some natural ground movements. Differential displacements can be reduced by knowledgeable placement of benchmarks and monuments which are of similar design and construction. Commonly, the threshold values of movement for the determination of mine-induced subsidence are dependent on the closure errors (accuracy) of individual surveys. Accuracy is more than the amount of closure error; it should include the range of elevation changes (error band) determined for each monument over a period of time before it is disturbed by mining. Multiple baseline surveys of the entire monitoring system, conducted before the onset of subsidence, should be used to establish subsidence detection limits.

In the UK a high proportion of land-won sand and gravel is extracted from sub-alluvial gravels and river terrace gravels located within river valleys. However, extraction from deposits of this type is increasingly proving to be less acceptable. Quarries within river valleys often have a high visual impact and the cumulative impact of these operations in close proximity to each other can be high (figure 1). River valley operations are almost always restored to open water. Whilst these may be attractive for nature conservation and provide leisure activities, they can also have a serious impact on the natural hydrology of the flood plain. Wet restoration of quarries located close to airports or airfields can also lead to concerns regarding increased risk of bird strike on aircraft. The Civil Aviation Authority recently suggested that an exclusion zone of 13 km be applied around all airports and airfields to reduce the potential for bird strikes on aircraft. This action is likely to have a serious impact on the availability of potential sand and gravel extraction sites in river valleys.

Air quantity is the primary parameter governing the working condition of a mine fan. In order to improve the fan performance and efficiency, reduce its energy consumption, and guarantee mine safety, it is very important to obtain an accurate value. However, generally speaking, the fan ducting or drift on surface is very short in distance and contains sharp bends. The air quantity of the mine is so concentrated in this way that the air velocity becomes very high, and the airflow, either in the fan drift before the fan impeller or at the downstream diffuser, is very turbulent. Therefore, no anemometer is satisfactory because there is too much difference between the measured value and the actual value of air quantity at the mine fan.

The mining industry of the World, and particularly of the United States, has made a complete reversal from underground to surface mining methods since the turn of the 20th Century. This has occurred even as average ore grades were decreasing and strip ratios rising. In the early 1900's there were over 100 underground mines producing from the three iron ranges of Minnesota -- today there are hone. Practically all of our coal prior to 1930 was mined underground; today over one-third is from surface operations and that percentage is increasing. Although world mining has hot changed to surface techniques as rapidly as has the U. S. Industry, the shift is escalating and will approach our figures shortly. A comparison of World and U. S. production figures are shown in Table 1, taken from the AIME Surface Mining volume, and the trend rates for the U. S. are depicted in Fig. 1.

Capital resource budgeting is the means by which managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components. The accuracy and reliability of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm. The present paper will explore tools for forecasting the spot market price of a commodity, silver, to demonstrate the difficulty and uncertainty involved in forecasting the future. The commodity price is only one of a number of components of the cash flow equation. Each component has a unique and uncertain future and must be individually analyzed and forecast to arrive at a robust cash flow model.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text. ?

"INTRODUCTION The vision for a “Mine Escape Vehicle” (MEV) is to provide capabilities to better enable underground travel to allow miners to escape to safety in the event of a major mine emergency such as a fire or explosion. Enhanced transportation and survival capability such as a MEV may have minimized or eliminated the loss of life associated with several of the mine disasters that occurred in 2006, which together resulted in the deaths of 19 miners. Although the most desirable response in an emergency is for the miners exit the mine, if escape proved to be impossible, the miners could use the vehicle to proceed to an underground point of refuge to await rescue. Under a NIOSH contract issued in April 2008, Raytheon developed a conceptual vehicle design including (1) the capacity to provide life support functions for a number of miners, (2) operate in a reduced oxygen atmosphere with little or no visibility, and (3) travel at speeds faster than miners could walk out of the mine. The proposed MEV concept envisioned modification of a personnel carrier (a.k.a. a “mantrip”) that would be used every day during normal mine operations, not a specialized vehicle reserved only for or dedicated solely to escape. The MEV concept also included escape aids that are detachable from the vehicle in the event that the vehicle must be abandoned on the way out of the mine and the dismounted miners had to proceed on foot. To advance MEV development, NIOSH awarded a second contract in 2010 to Raytheon to build, test, and evaluate the performance of a proof-of-concept MEV that culminated in a 7-month performance evaluation of vehicle in an Eastern Kentucky coal mine (Figure 1). User feedback and lessons learned from the proof-of-concept vehicle evaluation provided support for the general MEV approach, guidance related to the practicality of MEV capabilities, and indication of specific technology shortcomings for this application."

Serpentinite minerals are available in large quantities from asbestos mining activity. The granular or fibrous serpentite, at temperatures greater than 700°C, will recrystalize into olivine, forsterite and enstatite. These minerals have been used and studied for decades and are environmentally safe. The thermal process changes the composition and properties of the original mineral. Therefore, the substitution of the original mineral cannot simply be made and the applications for these new synthetic minerals need to be redeveloped. The two original mineral forms allow a wide range of new synthetic raw materials which can be adjusted to specific applications or custom needs.

Research on roof bolting has developed significant information with respect to the functions that can be performed by properly installed bolts and the methods that can be used to ensure that effective installation has been achieved. The present paper brings together results that are pertinent to the design of a bolting system for reinforcing horizontally stratified mine roof with vertical bolts. The design approach is based on the use of bolts to decrease the maximum bending stress within an arbitrary sequence of roof strata (such as shown by figure 1) in which the only loads are the weights of the individual beds. The use of rock bolts to achieve other objectives, such as to stabilize a fractured rock mass on the periphery of a mine opening (3), is excluded from consideration herein.

"The construction of the three connecting tunnels between the east side and the west side of station C13, adjacent to the Vistula river, has a long and complex history, as they cross beneath one of Warsaw’s main road arteries (Wislostrada). After the attempt to excavate the first tunnel, the face of the tunnel collapsed on the night of August 13, 2012, and a volume of about 10,000 cubic meters of liquid mass (water, silty soil and sand) entered and flooded the west side of the station, which was filled with more than seven meters of material. Fortunately, the workers managed to escape, but machines and equipment were lost. This is the story of how the tunnels were completed, by adopting soil improvement, jet grouting, GRP bars, ground freezing and a careful choice of work steps. INTRODUCTION The Centrum Nauki Kopernik station on Line II of the Warsaw Underground is located alongside to the Vistula river (Figure 1). This station hereinafter is referred to as station C13.The station consist of three parts: the east and west part, and three connecting tunnels 40 meters in length with a large cross section (170 m2).. It includes the rails along the sides and the platform along the centre. The reason for the underground connection of two shafts with a tunnel is due to the presence of a road tunnel (Wislostrada, hereinafter called WS), which must be underpassed by the new metro line (Figure 2).The existing tunnel (Wislostrada) was built many years before, between diaphragm walls, and some foundation structures interfere with the underground tunnel. The challenge was to build the connectors without stopping the traffic of vehicles along the highway above. All works took place in very difficult geological and groundwater conditions due to the presence of Vistula alluvial deposits with poor mechanical characteristics. The soil profile consists of relatively loose sands on top, and silts overlying high plasticity Pliocene clays highly disturbed by the effects of the repeated over-sliding of glacial moraine deposits."

At the beginning of the previous chapter, variation in the types of room-and-pillar stopes were briefly identified so that the reader could begin to understand the extensive application of this mining system. These same variations will be reviewed and elaborated upon in this chapter while discussing the methods by which the material is extracted. FULL-FACE SLICING BY DRILLING AND BLASTING When the entire mineralized thickness is taken in one pass of mining, it is known as full-face slicing. There is no mineral of economic value intentionally left either in the floor or the back. Theoretically, there is no limit as to how high the face could be in a single pass. But there are practical limitations to equipment size, pillar stability, and control of local loose slabs on the face, roof, and pillars that dictate current practices. The range of face height of the 15 typical room- and-pillar mines covered in Table 8 (Sec. 1, Subsec. 7) from the Dravo report, 1974 was 1.7 m (5.5 ft) to 9.8 m (32.1 ft), the average being 5.2 m (17.1 ft). In the Gaspe copper mine, Murduchville, Que., the drill jumbos were constructed with an extendable tower for full-face mining up to 15.2 m (49.9 ft) if necessary. However, a more common practice at that mine is to take the ore in multiple slices (Hall, 1959). In many metal mines the normal practice when starting stoping is to drive a single development drift into the ore zone a distance that will allow at least four or five rooms to be opened on each side of the initial drift. Since this opening will probably serve as the main haulage drift, it should be kept as straight and as level as possible. As to the other criteria for the stope developments, it might be well at this point for the mine planner to review the remarks presented earlier (Sec. 1, Subsec. 7) on drifts, entries, and crosscuts for production. After the initial drift is driven, it should be slabbed to the full room width if it is not that wide already. Next, the future pillars should be marked on the ribs and the rooms driven between them. If the ore extends beyond the length of the initial drift and is to be mined in the normal sequence of mining, care should be taken in a random room-and-pillar system to see that the extension of the initial roadway remains straight. If pillar "spotting" is left to the shift foreman or to the miners, they probably will not realize the importance of maintaining a uniform pillar line next to the roadway, and of keeping the line straight. Invariably, a pillar will end up in the middle of the future drift extension resulting in a "dogleg" in a possible main haul- age road. While this error is not catastrophic, too much weaving in and out of pillars will certainly slow down future production haulage and needlessly increase costs. Face or Breast Drilling and Blasting Practices To drill and blast the initial advances into the rock, usually some form of cut pattern must be used. In room-and-pillar mining, when a pattern is drilled in a face and that face is the only exposed surface to which all of the rock must be broken, the pattern is known as a "face round" or "swing." The face to which the rock must be broken is referred to as a "free face." Thus the most common way to advance a room into virgin rock with only one free face is by drilling swings. If, after breaking around a pillar, taking down back, or taking up bottom, there is a second (or third) face exposed, a group of holes drilled nearly parallel to a free face and breaking to it is known as a "slab round" or "slabbing." In some mining districts it is also known as "slashing." Obviously, because two faces exposed offer less resistance to fragmentation than a single face, slabbing requires less drilling and fewer explosives than required to break the same tonnage with the same degree of fragmentation with swings. For the past few years Caro's acid has been used for the treatment of cyanide containing slurry effluents, providing a feasible alter­ naive to other slurry treatment processes including !NCO SO2 / Arr and ferrous sulfate. Presently, mines using Caro's acid gen­erate their own Caro's acid onsite making a relatively low quali­ty product. It was at this point where we, at Degussa Corporation, decided to focus our efforts on engineering a Caro's acid genera­tor capable of cost effectively producing a high quality Caro's acid solution, thus reducing operating costs significantly. Caro's acid or peroxymonosulfuric acid is not a new chem­ical nor is it new to Degussa. The product was named after Heinrich Caro (1834-1910), a German chemist who first described its synthesis and its oxidizing properties in 1898. Degussa has been producing the potassium salt of Caro's acid as the triple salt, 2KHSO5 - 2KHSO4 - K2SO4, called Caroat®, for over 30 years. Caroat® is used for household and denture cleansers, as a bleaching agent in dish washing detergents, in printed circuit board etching and for cyanide destruction in the plating industry. From our experience in producing Caroat® Degussa developed its new Caro's acid based DegOX™ technology for the treat­ment of cyanide containing effluents from gold and silver mines.

From 1968 to 1975, most work in surface modification of inorganic materials involved silane coupling agents. A silane coupling agent can be described simply as an oganosilicon chemical having a general formula RSi-X3 wherein the R group is attached to a silicon in a thermally and hydrolytically stable manner, and X is a hydrolyzable group usually having an alkoxy functionality. About 1975, Kenrich Petrochemicals brought into the market place titanate coupling agents. Titanate coupling agents usually consist of one alkoxy group and three functional groups attached to a central titanium atom. Zircoaluminates became available in about 1982. A computerized cost model has been developed to simulate the technical and economic effects of strip mine blasting in the vicinity of structures. Current surface mining regulations restrict the allowable level of production blasting as a function of this distance. Blast design modifications,' therefore must be employed when blasting in the vicinity of homes to ensure compliance with federal and state regulations specifying limits to the seismic effects generated from a blast. The blasting level allowed. is computed by the charge weight of explosives per delay from the following scaled distance formula: [ ] where W is the charge weight per delay, in kilograms (pounds), D is the distance factor corresponding to the regulatory limit of peak particle velocity to which a structure may be subjected to. Current regulations specify 2.54 cm (1.0 in.) per second corresponding to a SD factor of 27 (60) (Federal Register, 1977).

Comminution of various materials can be achieved in grinding equipment by nipping, impact, attrition, or a combination of these actions. Pna mills also known as edgerunners, chasers, and mullers-are classified as a nipping machine. The essential features of this type of grinding machine are rollers or mullers that turn on a horizontal axis while rating on the bed of material in the pan. Ploughs are used to direct the unground material to the center of the pan. Grinding may be accomplished wet or dry. Aritres, Chilean mills, and Huntington mills are types of pan mills. Ring roll and ring Ml mills, another type of nipping machine, were developed for grinding smaller particles of intermediate hardness to product sizes of about 100 pm. They were designed to attempt to reduce the cost of similar size reduction in ball mills and have been widely used to pulverize coal for power-plant facilities. Impact Machines Grinding machines that can be classified as impact mills include: hammer, cage, centrifugal, vibratory, pin, and stamp mills. The distinctive feature of an impact mill is that it has a fast-moving part that transfers some of its kinetic energy to the material particles by direct contact so that internal stresses are created in the particles. The Reitz Disintegrator is an example of an impact mill. It has rigidly mounted hammers attached to a vertical shaft that rotates in close proximity to horizontally mounted screens. The use of controlled recirculation can be dated back to the early 1930s. Although this method has been applied in many mines since then, a generalized comprehensive network analysis is still lacking. This paper presents a unique approach in which the ventilation network with a controlled district recirculation is divided into two subsystems: a main subsystem and a recirculation subsystem. The subsystems are analyzed individually and the results and their relationships are then integrated into discussions of the total ventilation system. The analysis of the recirculation subsystem is facilitated by introducing a non-dimensional parameter A, which represents the ratio of the air quantity for the working face to that for the subsystem. As a result, fan and regulator pressures and air power for various recirculation arrangements can be effectively expressed as a function of A and the subsystem air quantity. Numerical examples are included.
