In the context of this session on "Practical Placer Mining," a projection of the present into the future first assumes that there is a future for Placers. The second assumption is that there is the combination of adequate reserves and a willing, mining investment source to finance placers. This paper will point out the opportunities on both assumptions, illustrating my positive position on the future of gold placers. In order to focus this paper more effectively, I have chosen GOLD as the subject mineral. However, it is recognized that much of the technology for exploring and mining gold placers has been applied to other alluvial deposits; including platinum, diamond, tin, and various industrial minerals (which are often referred to as "placers" though this contradicts historical definitions). Over the past 10 years I have presented several papers on the general subject of placers, most of which are listed under References. These have included topics such as exploration, evaluation, small-scale gold placer mining and decision-making, mining and processing equipment designs, and dredge-mining operations. In an attempt to identify the more promising, undeveloped placer potentials in the world I have usually mentioned the USSR and China but qualified them as being either inaccessible, or, politically difficult to obtain. However, with recent developments in the USSR, the obstacles appear to be somewhat diminished.

As part of a research program to develop a coal-handleability index that would predict the ease with which a coal would flow through a handling system, an apparatus was developed to directly measure the unconfined Yield strength and bulk density of consolidated-coal samples. The new test apparatus provides a fast and simple method for determining the strength and compressibility parameters that are associated with the handling characteristics of crushed coal. Comparative tests were conducted using a low-stress triaxial-test apparatus. To check the accuracy of the new method, four coals with a variety of moisture contents and gradations were tested using the new method. These tests indicate that the new test device yields valid results. Further, the speed and ease of operation of the new device makes it suitable for quality control and quality assurance in plants.

According to the American Coal Ash Association, 105 million tons of coal combustion products (CCP) were produced by the power generating utilities in 1997. Of that total, 1.68 million tons were used in mining applications (ACAA, 1997). Results have ranged from the environmentally beneficial to neutral and, in some cases, detrimental. Twenty years ago coal ashes: bottom and fly ashes constituted nearly all CCPs. With the shift to new emission control technologies at power plants, however, large volumes of new products are being generated. Many do not lend themselves to traditional ash applications such as cement formulation. Many CCP disposal sites are not documented with reliable pre and post application monitoring. In this report we discuss types of CCP, their relevant characteristics and the mining environment. We have attempted to identify a range of documented applications and to draw conclusions about their environmental effects including benefits and adverse impacts.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multi-gaussian (MG) approach relies on a grade multi-variate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar--and accurate--estimates for recoverable reserves.

Coal refuse slurries stored in tailings impoundments can potentially lead to environmental concerns such as effluent seepage, property devaluation, and in extreme cases, dam failures. Pressure filtration offers an opportunity to reduce the impoundment requirements by providing significantly drier solids. A full-factorial design was used to study the effects of temperature and pH on dewatering a refuse slurry obtained from a coal preparation facility in Pennsylvania, USA. The experimental results indicated a strong effect of temperature on cake moisture as the cake moisture after about 2800 s was 22% at 43 °C and only 36% at 10 °C for tests conducted at pH 3. ANOVA results confirmed the statistical significance of pH, temperature, and their interaction effect. Also, the results showed no significant differences between the tests conducted near neutral and alkaline pH values at low and ambient temperatures. On the other hand, Tukey’s test indicated higher reductions in cake moisture at higher temperatures for lower pH values. This study affirms the need to monitor and control the pressure filtration process as throughput could significantly vary with changes in temperature and slurry conditions.

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.

"Several copper projects exclusively utilizing in-situ recovery methods are currently under development in Arizona. Favorable conditions for In-Situ Copper Recovery (ISCR) include a saturated orebody, fracture hosted mineralization, hydraulic conductivity sufficient to effectively inject and recover solutions using wells, and a relatively flat background hydraulic gradient. Safe operation of an ISCR project requires that the operator have the ability to induce and maintain localized hydraulic gradients, thereby controlling the movement of injected and recovered solutions. Benefits of ISCR include reduced initial capital, and a greatly reduced environmental footprint. THE ISCR METHOD EXPLAINED The method chosen to extract a mineral from a deposit is driven by characteristics such as its size, grade and depth of burial. Large lower grade deposits that require significant excavation to access using surface methods are potential candidates for in-situ recovery. ISCR may also be ideal for smaller deposits due to the lower initial capital. However, regardless of the size of the deposit, certain hydrogeologic conditions must be present for ISCR to be successful. In-situ recovery methods do not require excavations of rock from the surface or underground, resulting in a dramatic reduction in surface disturbance when compared to conventional mining. With the ISCR method, what is visible above ground is the processing plant, well heads, piping, process solution impoundments and evaporation ponds. There are no waste rock piles, tailings impoundments, leach pads, or impacts associated with blasting and hauling. Other benefits include reduced initial capital, reduced dust and noise, and lower water use. Early testing of the in-situ copper recovery method by Occidental on the Van Dyke deposit east of Phoenix and by Kennecott at Safford Arizona in the 1970s produced encouraging results, but the permitting regime for a large-scale operation was not yet in place. Additional testing and commercial application of in-situ copper recovery techniques have expanded since the 1980s, most commonly in conjunction with open pit or underground mining operations. For example, several operations in Arizona (San Manuel, Miami East and Tohono) have used in-situ techniques to extract additional copper following conventional mining from parts of the deposits adjacent to open pits or underground workings. Where the rock has been broken up by conventional methods, the method is called “in-place” leaching. The US government has also been involved in assessing in-situ techniques. For example, joint research was conducted by the US Bureau of Mines and industry on the Santa Cruz deposit in Arizona; and both federal and state agencies have been involved to establish the comprehensive permitting regime that exists today. Currently there are several projects in Arizona being evaluated as stand-alone ISCR operations."

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. In many parts of the world deep level mining relies heavily on the use of refrigeration for providing safe thermal underground conditions. The trend in South Africa in recent years has been to locate the refrigeration plants on surface and to use these plants to chill water that is then distributed throughout the mine. The surface cooling installation normally consists of a pre-cooling tower in which water is first chilled before it is sent to one or more refrigeration plants for further cooling. Presently, the majority of these refrigeration plants use CFC refrigerants; however, to conform with the Montreal Protocol, these plants will have to be replaced or converted for use with alternative refrigerants. The optimum design criteria for installations using the new generation of refrigerants will be affected by their characteristics and are likely to be different from those currently in use. In light of these developments the industry is examining a number of alternative systems for future installations including water vapour refrigeration. Factors that affect the decision on the type of refrigeration system to be used in mine installations are reviewed. INTRODUCTION Gold mining has been carried out in South Africa for over 100 years and most of the reserves close to surface have been mined out; this has led to mining taking place at greater depths, approaching 4000 m below surface. One of the consequences of operating at these greater depths is that it is necessary to install refrigeration plants to cool the ventilation air so as to provide safe and healthy working conditions. With the current low precious metal prices there is pressure on mines to cut costs and in recent years there has been considerable effort devoted to the design of more cost effective and efficient refrigeration plants and cooling systems. In the last 10 years there have been many studies into the use of ice for specific applications (Eschenburg et al., 1986; Hemp, 1988 and Ramsden and Lloyd, 1992) and at present there are three ice making plants in operation on South African mines, each of which produces ice in different processes. In addition, detailed design studies have been carried out on the "split ammonia system" (Napier and Patterson, 1992). In this refrigeration system the evaporator is located underground close to where the cooling is needed, whilst the condenser and heat rejection system is on surface. As far as refrigeration plants are concerned the trend has been to move away from standard package units to custom built refrigeration installations. This has given the design engineer greater flexibility in the choice of key components for refrigeration installations. For example both screw and centrifugal compressors are used, the heat exchangers for the evaporators and condensers may be either plate or shell and tube, and in a number of installations evaporative condensers are used. In addition, the following refrigerants are in use, R12, R22 and ammonia. The acceptance of the Montreal Protocol and its amendments by the South African government will restrict the use of CFC refrigerants and it will be necessary to re-evaluate various refrigeration systems, including those that do not use conventional refrigerants, such as air cycle and water vapour systems, for new surface installations. Although new systems and refrigerants are being developed, only the following refrigeration installations will be compared in this paper: - a refrigeration system using R134a which has properties similar to R12 - refrigeration system using R22 or a new alternative refrigerant with very similar properties - an ammonia refrigeration system - a water vapour refrigeration system The benefits of new cooling systems are not discussed in detail, since they are largely mine specific and outside the scope of the present paper. Since the optimum design for an air cycle system (del Castillo, 1988) is dependent on the mine layout, this system is also not included.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

"Replacing the aging roadway access to the iconic Golden Gate Bridge, thereby ensuring traffic safety and robustness in case of seismic occurrences, provided an opportunity for major design improvements as well as the development of a parkway that would include the construction of four new tunnels. With an eye to the future, the Doyle Drive replacement project aimed to meet the highest standards for environmental stewardship beyond regulatory requirements. Understanding that lighting equipment is the tunnel‘s subsystem that uses the most energy, the operator was looking for a sustainable solution to light the tunnels. An Intelligent Lighting Control System (ILCS), designed specifically for road tunnels, was acquired to individually control the almost 2000 luminaires lighting the four tunnels. This paper will show the results in terms of energy and operational savings generated over the nine months of operation between the commissioning and the conference in April 2016. INTRODUCTION Electrical & mechanical (E&M) equipment represents an average of 10 % of a tunnel total construction cost. Once the civil infrastructure completed, E&M equipment drives the main part of the expense during a tunnel useful life. Table 1 below describes the impact of various types of energy consumption and their cost impact in tunnels of less than 500 m. It is clear that lighting is the sub-system that requires the most energy. A good lighting strategy is the key to reducing energy consumption due to lighting and a viable solution that will bring important savings in tunnel operations.With a price of $0.14/kWh in California and a planned increase between 3% and 6% per year during the period 2013-2040, the tunnel operators could not afford to overlit the tunnels—particularly when they have to operate it for the next 30 years. However, they also need to maintain the right lighting level to ensure driver safety all the time. The Presidio Parkway project includes the Battery tunnels, which are 240 m (790 feet) and 230 m (750 feet) in length, and the Main Post tunnels, which are 280 m (920 feet) and 315 m (1030 feet) in length."

The Lower Olentangy Tunnel project includes 47,000 cubic yards of planned ground improvement for earth pressure balance machine (EPBM) tunneling (5.2 km) and microtunneling (335 m) in glacial soils. Jet grouting started in late 2021 and will continue through 2023 to complete operations at 5 shafts, 14 safe havens, 5 watermain ground improvement zones, and a river crossing. Typical jet grout columns are installed at depths between 15–24 meters. Discrete soil-cement blocks range from 267–8,900 cubic yards in volume. This paper discusses the methodology, testing, and technical considerations associated with jet grouting operations in glacial overburden across an urban environment.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. The consumption of grinding media forms a significant part of the operating cost of a mineral processing plant. An estimated half billion pounds of steel in the USA and over one billion pounds in the world are consumed each year in wet grinding alone. However, there is some conjecture as to the interacting roles of abrasion and corrosion. In order to provide a more complete picture of the conjoint action of abrasion and corrosion, marked ball tests were conducted on different grinding ball compositions in a laboratory ball mill and the metal losses were measured on varying the conditions, i.e., pH, PO2, in wet grinding a Cu-Ni gabbroic rock and compared with taconite grinding. Ball wear rates ere discussed with respect to ball composition and microstructure and the varying conditions used in the grinding tests.

The White Cliffs diatomite deposit occurs in a lacustrine facies of the Quiburis Formation, an Upper Miocene to Pliocene basin-fill sediment of the lower San Pedro Valley. On-going geo-logic mapping has defined an 2.5-3.0 m (8-10 ft) thick ore zone near the mill site, several marker beds, a NNW-trending high-angle normal fault, and a NW-trending syncline. The diatomite has an average loose-weight dry bulk density of 130 kg/m3 (8 lbs/ft3) and is presently marketed outside Arizona for asphalt filler. Current development is projected to yield 3500 mt (4000 st) of finished product, with an estimated 91,000 mt (100,000 st) of finished product obtain-able from several other nearby sites.

A pilot plant investigation of a semi-autogenous mill - ball mill circuit is described. The plant was operated with minus eight-inch diabase as feed material to the semi-autogenous mill. The semi-autogenous mill recycle screen underflow was put to a ball mill in closed circuit with a cyclone. An operating Work Index of 13.3 to 14.9 was obtained with the pilot ball mill. This Index is substantially in agreement with the scalped feed laboratory Work Index for 15.3 for recycle screen underflow. The Bond Index of the diabase was 15.8. Thus, one may use the scalped feed laboratory Work Index to size semi-autogenous grinding plant ball mills.

Many longwall operators experience difficulty complying with the federal regulation limiting average dust exposure. Others are currently in compliance, but the dust exposure limit keeps then from increasing their production. Spray water is a major means of dust control. Excess water can cause problems in the transportation system and the cleaning plant, and reduces the Btu value of the run of mine coal. Thus, the dust exposure reduction per unit of water sprayed must be maximized. This paper discusses underground tests recently completed as part of a Bureau of Mines research program to determine the effects of variations in spray water flow rate, pressure, proportioning and spray orientation on longwall shearers.

Since start-up in 1985 the Cannon Mine has produced and shipped a 170 g Au/tonne (5 oz Au/ton) flotation concentrate to various smelters for gold and silver recovery. Several processed have been investigated to economically produce dore' at the mine site from the refractory concentrate. This paper describes recent laboratory and pilot scale test work utilized in the process design and engineering feasibility study of a 73 tonne/day (80 ton/day) pressure oxidation and CIL facility. The designed pressure oxidation circuit utilizes a series of vertical autoclave units operating at 170°C (338"F) and 1.4 MPa (200 psig). Projected operating costs are discussed.
