This paper documents the planning process, including underground measurements, modeling, permitting, and construction of the new fan installation.

Indian coals, which are of Gondwana origin, contain high amounts of mineral matter, wherein the extraneous material was intimately mixed in the coal matrix during the formation stage, causing a high level of impurity in the run-of-mine (ROM) material. These coals possess difficult to very difficult washability characteristics. Beneficiation of high-ash non-coking coals of India has become the prerequisite for improving the overall economics and efficiency of power generation. The use of dry cleaning systems in India for beneficiation of non-coking coals has gaining renewed interest recently. The benefit of the dry beneficiation process is to exploit the given resources while providing a more reliable and consistent quality fuel with a low operating cost. M/S Allmineral has introduced a technique for the dry beneficiation of coal, which is being tried in India for the treatment of high-ash non-coking coals. The first commercial air jig of 50 t/hr capacity was installed and commissioned to beneficiate high-ash coals of 40 x 5 mm feed with an ash content of 40%; a clean coal product of 33% ash was produced and is being used for a sponge iron plant.

To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

Procedures for the determination of the operating point that results when a fan is connected to a mine and placed in operation have been a source of confusion for decades. A variety of techniques has been proposed, often to the detriment of the practicing ventilation engineer trying to apply the techniques to the multitudinous mine/fan matching problems encountered in the engineering of mine ventilation systems. This paper proposes some different assumptions and definitions that simplify the solution of problems in determining the operating point. As a result, a set of procedures is provided for determining the operating point of a mine/fan system when the outlet areas of the mine and fan are known. To establish a major simplification in the development of procedures for the determination of the operating point for a mine/fan combination, the authors suggest that the mine pressures be redefined and then used in such a manner that the conservation of energy is ensured. This provides the basis for the recommendation that the fan operating point be determined using the fan total pressure and the system total pressure characteristics. This procedure can be applied to fans in the blower, booster, and exhaust positions equally well and to both single-fan and multiple-fan networks. Another advantage is that the method is applicable to fans with or without an evase.

The existing regrind circuit at the Climax Operations uses sodium cyanide and Nokes reagent to reject pyrite, copper, and lead minerals. Laboratory flotation studies were performed using feed to flotation following first-stage regrinding. The effects of conditioning time, pH, and the concentration of depressants such as Nokes reagent and sodium cyanide on the rejection of pyrite, lead, and copper minerals were investigated. The metallurgical results indicate that, in the presence of depressants, the rejection of copper is strongly dependent on the pH. Preliminary mill testing confirmed the finding. The rejection of impurities is also dependent on conditioning time. The recovery of molybdenite is independent of the variables investigated.

The development of flotation machines since the first industrial use of the process can be divided into three stages. The first, up to about 1930, was marked by diversity in the means for contacting floatable mineral with the air/ water interface and for generating the interface, as well as in cell design. By 1927 Taggart (1) could list 170 patents covering flotation cells, and he mentioned dozens which were or had been in operation. He divided cells into eight categories according to design, type of separating interface, and where in the cell and how separation took place. These were: (1) Film or skin flotation with wet or dry oiling of surfaces; (2) pulp body process with bubbles generated chemically by pressure reduction, by vacuum or by boiling; (3) agitation-froth processes involving local supersaturation with air; (4) bubble column; (5) pneumatic; (6) cascade; (7) subaeration; and (8) combination and miscellaneous types and processes. Most widely used then were the agitation-froth, sub- aeration, pneumatic types. By 1943 a significant reduction in categories had occurred to the two main divisions of mechanical and pneumatic cells according to whether agitation and aeration were (a) by an impeller with or without compressed air, or (b) by compressed air alone. Cells at that time were still relatively small; the Morenci Concentrator completed in 1942 used 432 1.7m3 (60 cu ft) Fagergrens for roughing 45,000 and later up to 55,000 t/d.

Between 1996 and 1999, a high-performance Robbins TBM [235-282] excavated a 5 mile long, 23´2? wide, and ~700´ deep tunnel through the subsurface of southwestern Queens. Low penetration rates (~6´/hr [actual] vs. ~9´/hr [anticipated])resulted from changed rock mass conditions mostly attributable to high-grade metamorphism of the rocks. Over a three-year period, as-built circumferential geologic mapping (scale 1?=10´) and digital imagery of the tunnel, fracture and fault analysis, structural, lithologic, and petrographic studies have shown that the rocks of the Queens Tunnel consist of orthogneiss of mesocratic, leucocratic, and mafic composition. These metaigneous rocks developed coarse-grained fabrics during Grenvillian (~1.0 Ga) granulite facies metamorphism, and retained their nearly anhydrous, poorly foliated character during subsequent high-grade Ordoviciande formation. Lacking a penetrative foliation, the coarse granoblastic rock texture and extraordinary garnet content (up to 50% in some zones) together proved animpediment to efficient chip production and resulted in bimodal production of blocks and excessive fines. TBM excavation of the Queens Tunnel was also hindered by geological conditions that included unexpected lithology and rock fabric orientation, a zone of crosscutting hypabyssal rhyodacite dikes, and unanticipated extent of brittle faults. The dikes and brittle faults produced blocky ground conditions and a collapsing face condition that produced cutter damage and decreased utilization. Such fundamental textural, mineralogic, and lithologic control over hard-rock TBM penetration can be predicted by careful pre-bid geological analysis. To determine the causes of lower than anticipated TBM performance, a detailed investigation was carried out that included analysis of operational data from the TBM data logger and an extensive laboratory test program on cores retrieved from tunnel walls. Integrated laboratory testing included punch, point load, tensile strength, Cerchar abrasivity, and linear cutting tests, independent petrographic analysis and machine performance analysis. These allied investigations have provided quantification that the rock mass exhibited an unusually high degree of toughness and rock directional properties and established geological causes for decreased TBM penetration rates.

The 1.1 Ga Midcontinent rift of North America has many similarities to the geology of the Voisey's Bay region in Labrador and the geology of the Noril'sk region in Siberia. These similarities include the hosting of large volumes of sulfur- undersaturated and trace-element-enriched basalt, having igneous centers characterized by crustal contamination, being characterized by metal depletions in some mafic units (an indication of prior sulfide segregation) and having known occurrences of Ni-Cu sulfide mineralization. These similarities along with new geophysical data and refined models for Ni-Cu sulfide deposits suggest that the Midcontinent rift probably contains undiscovered Cu-Ni [±] PGE sulfide deposits, some of which could be the size and grade of a Voisey's Bay or Noril'sk deposit. In particular, intrusions and related feeder systems that occur in northern Michigan and Wisconsin, as well as to the southwest along the rift margin, deserve serious examination.

PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. Using the concept of effective chain length for the substituted species, an index of hydrophobicity (I) has been defined. It is hoped that such an index will allow one to choose surfactants for particular purposes in a less arbitrary fashion than heretofore.

As part of its program to minimize mineral and metal needs, the Federal Bureau of Mines conducted investigations to determine the feasibility of producing foundry-sand-grade olivine concentrates from low-grade sources. Using a Bureau-patented attrition-grinding technique, concentrates meeting Steel Founder's Society of America (SFSA) specifications for loss on ignition (LOI) were prepared. Studies showed that green strengths and tensile strengths of the attrition-ground olivine were equivalent or superior to those of commercial materials. Metal-casting studies showed that molds of attrition-ground olivine produced better surface finishes. The improved surface finishes were attributed in part to increased grain sphericity.

An investigation was undertaken for a ground water discharge plan for the Chino mining complex near Hurley, New Mexico. Operations which impact ground water include dump leaching, storage reservoirs, and tailings seepage. The investigation included both hydrogeological data collection and laboratory analysis. A conceptual understanding of surface water and ground water was then developed. Surface water and ground water models were used to match existing conditions and predict the impact of operational modifications. The study concluded that runoff and resulting leach reservoir overflows were primarily responsible for the ground water degradation. Tailings seepage represents a smaller part of the impact.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. In many underground mines the excavated ore is produced during the blasting process. Drilling machines that are used to drill the blastholes, where later the explosives will be mounted, are crucial for this task. In order to optimize the currently used techniques, great emphasis is placed on increasing the efficiency and safety of blasthole drilling operations. The natural consequence is the development of monitoring systems and algorithms for processing operational and historical data. In this article, we present the result of the analysis of drilling data carried out as part of the IlluMINEation project. The paper proposes an algorithm for work cycle detection for drilling machines, together with the estimation of general operating parameters and diagnosing the drilling process on the basis of long-term data. Based on the available data, selected components of the drilling cycles have been indicated. Several approaches based on the parameters of the defined cycles are proposed. These approaches can be used in the future to create a full-fledged system for examining the effectiveness and safety of mining drilling rigs.

A review of the history of boosters is given with examples of the prominent types that have been made commercially. The performance and design features of protected core boosters are discussed in detail. A new gel booster is discussed with its advantages to the mining industry. Booster size, hole configuration, performance and safety aspects are reviewed. Important features of boostering in above ground and underground blasting are related to an economic analysis. This presentation will cover different types of boosters commonly used in mining. However, for the purpose of this paper a few terms need to be defined to clarify the action of different parts of a priming system. Booster* - "Any unit of explosive or blasting agent to be used in a charged hole for the purpose of perpetuating or intensifying the initial detonation". Primer* - "A unit, package or cartridge' of explosives containing a detonator or detonating cord which is used to transmit detonation to other explosives or blasting agents". Detonator - A device for initiating a detonation from a flame or a small electric current, the former being represented by a fuse cap and the latter an electric blasting cap.

With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

The acidophilic and chemolithotrophic Thiobacillus ferrooxidans bacteria grown in the presence of soluble ferrous ions and solid substrates (sulfur, pyrite and chalcopyrite) as their energy source have been used in the investigations. The cell surfaces are characterised by zeta-potential, contact angle, FT-IR and FT-Raman studies. The adsorption isotherms of the cells on pyrite and chalcopyrite indicate that the adsorption begins on pyrite at a much lower equilibrium cell population than on chalcopyrite. The isotherms tend to level off at a cell adsorption density corresponding to a horizontal monolayer coverage when the geometrical dimensions of the cells are considered. In the presence of cells, the xanthate flotation of pyrite completely depressed, whereas chalcopyrite flotation is unaffected. The results suggest that chalcopyrite can be selectively floated from pyrite, also at a neutral pH region, in the presence of T. ferrooxidans cells.

"This work presents a method for the precipitation of cobalt sulfate by alcohols, specifically ethanol and methanol. The effect of the initial concentration of cobalt, the volumetric ratio of alcohol to cobalt sulfate solution, the addition of sulfuric acid and ammonia, and the effects of common ions on the precipitation percentage were investigated. The performances of ethanol and methanol were compared in terms of the precipitation percentage of cobalt sulfate, and explanations for different performances are offered. In the sulfate-based solution, the alcohol was shown to displace water ligands from the first coordination sphere of the cobalt(II) cations, which led to the precipitation of the cobalt ions as cobalt sulfate heptahydrate. SEM analysis revealed that the particle sizes of the powders produced by this method are smaller than those of commercially available cobalt sulfate. The scientific literature contains no data on the solubility of cobalt sulfate in ethanol. In this study, the solubility product constant (Ksp) for cobalt sulfate was experimentally calculated to be approximately 1.15 x 10-5.IntroductionCobalt sulfate, which is one of the most important compounds of cobalt, is used in the electroplating and electrochemical industries. The addition of cobalt sulfate to nickel-plating baths makes the treated metals brighter, harder, smoother and more ductile (Armstrong et al., 1988). It is also used as a desiccant for lithographic inks, varnishes, paints and linoleum, as well as in storage batteries, e.g., nickel-cadmium (Ni-Cd) and lithium-ion (Li-ion) rechargeable batteries (Kang et al., 2010). Cobalt sulfate is employed as a coloring agent in ceramics, enamels and glazes to prevent discoloration and as a copigment for the decoration of porcelain. In addition, cobalt sulfate has been used in animal feeds as a mineral supplement (Budavari et al., 1996; Kirk and Othmer, 1999).In the past, brewers used cobalt sulfate to prolong the life of beer foam (Kesteloot et al., 1968). Ranchers have dosed livestock with cobalt sulfate or used fertilizer enriched with this mineral to ensure that their animals obtained sufficient amounts of the trace mineral, which is essential to the production of vitamin B12. Cobalt sulfate has also been used in veterinary medication to prevent and treat cobalt deficiency in ruminants, which causes a reduction in feed intake and body weight, accompanied by emaciation, anemia and debility.Cobalt sulfate is a water-soluble bivalent cobalt salt. Cobalt sulfate heptahydrate dehydrates entirely at 420° C, and the dehydrated salt forms red monoclinic crystals."

Incorporation of a 2,727 mtpd, $5.7 million flotation circuit into the Mclaughlin flowsheet was completed in November 1991. This capital addition reduced overall operating costs and improved the gold recovery of the low grade refractory reserves over that expected for direct cyanidation. In addition, flotation provided a means to generate a sulfide concentrate which is utilized to supplement feed to the pressure oxidation circuit.

Small-scale flotation tests have been conducted to examine the effect of froth stability on the column flotation of finely pulverized coal. The results of this study demonstrate that the upgrading of coal in a column flotation cell can be significantly improved when froth stability is properly controlled through the manipulation of appropriate operating variables. Several important correlations have been established from the test data. These relationships should prove useful for the design and ore ration of column flotation cells for fine coal processing.
