"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. Steel props are a type of standing support utilized in coal mines to support mine roof. In addition to the vertical roof loading, sometimes the steel props are subjected to lateral loading of spalled ribs. To enhance the safety of mine workers, the performance characteristics of the steel prop was studied under different scenarios of vertical and lateral loadings. Quik Stik props were used for use in this study. A uniaxial compression loading test was conducted for the Quik Stik prop assembly (inner and outer tubes, ball bearings, collar) to investigate the loading mechanism of the prop. Rupture tests were conducted for the inner and outer steel tubes of the Quik Stik props to estimate the yielding strength of the steel tubes. Nine Quik Stik props of 8-ft high were tested using the Mine Roof Simulator (MRS) at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh research facility. Three props were tested under vertical loading to measure the vertical loading capacity of the props. Six props were tested under lateral loadings with low and high roof-to-floor convergences to measure the lateral loading capacity and the retained vertical loading capacity of the props during lateral loading. Vertical loading tests showed that the tested props could be classified as yieldable supports with a stable load capacity of about 110 kips to 140 kips. Lateral loading tests showed that the vertical load capacities of the tested props were diminished because of applying lateral loads, and the props behaved as nonyielding supports with a maximum lateral load capacity of about 8.5 kips to 9.5 kips at stable lateral displacement up to 3 inches.

"Fluctuation in market price of mineral products has enforced mining companies to cut down their operating costs. One useful way of reducing operating costs in mining operations is to make optimal operational decisions, incorporating efficient mining fleet management systems (FMS). Over the last 50 years, several types of FMS have been developed and introduced in the mining systems around the world. However, there are two major shortcomings in existing systems. Firstly, none of the existing systems consider effects of the short-term plan on dynamic truck assignment. Secondly, most of the existing FMSs make decisions in a way that optimize a specific objective while ignoring others. Herein, we propose a multi stage and multi objective FMS that deals with aforementioned shortcomings of the currently available systems. The developed FMS, in its upper stage, links semi-dynamic operational decision making process to the short-term production plan by simultaneously assigning shovels to mining faces and allocating trucks to the shovels by implementing its first multi objective decision making model. Then in its second stage, in a real time dynamic decision making process, it assigns trucks to shovels and corresponding destinations by optimizing its second multi objective decision making model. The developed fleet management system has been verified using an Iron ore case study and the results are presented in this paper. INTRODUCTION Open pit mining method is the most common method to mine mineral from the earth. Based on Wetherelt and van der Wielen (2011) there exist 2500 open pit metal mines that are categorized as industrial scale mines. Over all of those, the amount of material handled using truck and shovel material handling system is more than the amount handled by all other systems together (Humphrey & Wagner, 2011).It has been proven by several studies that more than 50 percent of operating cost in a truck and shovel based open pit mining operation is accounted for material handling (Moradi Afrapoli & Askari-Nasab, 2017, Alarie & Gamache, 2002, Ahangaran et al., 2012). Thus, introducing even 1 to 2 percent cut in its material handling cost saves huge amount of money for the stakeholders. Over the last 50 years, two major areas have been identified to cut this cost. On one hand mining industries have been implementing equipment with higher production capacities, and on the other hand, researchers have been developing operations research techniques to make dynamic decisions as close to optimal as possible to deduct operational costs in truck and shovel based mining operations."

As Assistant Director for Program Support for the Office of Surface Mining Reclamation and Enforcement (OSM), a bureau of the U.S. Department of the Interior, I am responsible for the regulatory and abandoned mine land programs under the Surface Mining Control and Reclamation Act of 1977, which governs the environmental impacts of coal mining. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.

Foreign and domestic companies find the mineral potential of this country's stern public lands, its capital markets, political stability, and "open-door" policy attractive for hard mineral exploration. Traditionally, exploration in the US has been geographically based and responsibility oriented at the district level. The 1970s brought a decentralized approach to exploration as major non-metal companies began to diversify into hard minerals. The emphasis was on capital intensive metal and energy projects involving bulk-tonnages. The recent economic downturn in metals has caused many of the new participants to withdraw from the mineral scene. The surviving companies have shifted their emphasis toward medium scale precious metal projects having high operating margins and rapid return on equity. Exploration expenditures in the United States are now principally focused on gold and silver to the exclusion of practically all other commodities. In the search for precious metals companies have scaled back their exploration efforts and have began to apply new approaches to target selection. The search is being assisted by rapidly evolving conceptual models. The change in orientation has led to numerous new discoveries. The finds are essentially "rediscoveries" that c,-re previously uneconomic. The majority are low-grade surface deposits that have involved low discovery costs and short lead times for development by low-cost mining and beneficiation methods. The emphasis on gold to the exclusion of all other commodities raises questions regarding the direction of exploration in the US for the rest of the 80s.

Wet autogenous grinding is utilized in three iron ore concentrating plants operated by The Cleveland-Cliffs Iron Company (CCI). This paper will trace some of the development in converting from the use of metal grinding mill liners to the use of rubber and will update the current performance of rubber liners in these applications. The Cleveland-Cliffs Iron Company is a natural resources firm with major interests in iron ore mining and processing and oil and gas contract drilling. The company also has interests in oil shale, uranium, forest products, and Great Lakes shipping.

The Highland Uranium Operations of Exxon Company, U.S.A. is a large uranium mining and processing complex situated in the Powder River Basin of East-central Wyoming. Surface mining and chemical processing of a large relatively low-grade ore body began in late 1972. An underground mine was later developed and began production in November of 1977. Figure 1 shows the location of our operations. During the planning stages of the project, it was recognized that hiring and retaining quality employees would be a significant problem. Other operations in similarly isolated locations were experiencing high turnover rates and were forced to employ inexperienced and poorly trained operators. In an attempt to attract employees, many of the companies provided mobile home or bunk- house facilities, but these costly peripheral ventures did not prove to be noticeably successful.

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

The Robbins Mobile Miner demonstrates the successful combination of hard rock excavation technology and the latest electronic control technology. The mobile miner, a partial face hard rock tunneling machine, features a fully integrated control system relying on a Programmable Logic Controller (PLC). This PLC controls all functions: tramming, steering, boom swing, cutting depth, conveyor operation, air scrubbers, hopper loading and unloading, etc. The machine is fully instrumented allowing the PLC to monitor the results of all commands on a continuous basis, to record data, to evaluate developing problems, or to shut the machine down if necessary. The paper describes the development of the Robbins - Pasminco automated mobile miner and early testing at Pasminco Mining's Broken Hill Southern Operations, New South Wales, Australia.

Automation technology has many facets, some well tested and proven, some yet to be put to the acid test of economic reality. In this paper, we will limit our purview to the former. Consider, if you will, an automated handling system combining high-speed conveyors and automatic devices on-line which not only provide signals for routing and sorting, but also format those signals for the production of manufacturing, inventory, shipping and billing paperwork. This is not futuristic, but practical and a realistic accomplishment. Therefore, the following discussions will address today's challenges not with tomorrow's solutions, but rather, with an established technology which is playing an increasingly prominent role in materials handling systems. Until recently, relatively modest importance has been attached to the timeliness of information feedback from the production or assembly line, warehouse or distribution center. Thus, initial applications of automatic identification equipment focused almost exclusively upon the control of materials flow - that is, routing, sorting, etc. However, these systems have performed successfully and quietly established an enviable track record as reliable materials control tools.

The pumice and pumicite review arrived too late for the June issue. Estimated domestic production of pumice and pumicite in 1992 was up compared with 1991, according to US Bureau of Mines statistics. The Bureau estimate of domestic production of 400 kt (440,000 st) for 1991 turned out to be 401 kt (442,000 st) of actual production, the lowest since 1989. In 1992, the estimated the value of pumice and pumicite sold or used in the United States was $11.6 million, up only $200,000 from the 1991 value. There was an increase in the mine, or mill, average price from the five-year low of $11.44/t ($10.37/st) in 1986 to $26.42/t ($23.96/st) in 1992. Estimated tonnage produced in 1992 was 439 kt (484,000 st). Apparent domestic consumption was 642 kt (707,000 st), up 135 kt (149,000 st) from 1991. Imports for consumption were estimated to be 215 kt (237,000 st) last year. Domestic production supplied 68% of the demand in 1992, with net imports supplying the remaining 32%. This compares with domestic production sup¬plying 53% and net imports supplying 47% of the apparent consumption in 1988. Exports were about 900 t/a (1000 stpy) for the period 1984 to 1988. In 1989, exports rose sevenfold to 7 kt (7700 st) and to 20 kt (22,000 st) in 1990. The Bureau of Mines reported that the amount of pumice and pumicite exported in 1992 was 12 kt (13,200 st). It is assumed that these exports were from the Pacific Coast because imports, mainly from Greece, continued to be a market factor on the East Coast and the Gulf Coast States in the United States.

The Office of Coal Research has been supporting the development of processes for producing synthetic pipeline gas from coal since 1964. .Some of this work has also been jointly supported by the American Gas Association. The work has progressed through laboratory investigation, to bench scale, to pilot plant. It was far from a crash program, generally being fund-limited.. As of one year ago, we had reached the following position: 1. The Institute of Gas Technology HYGAS. process pilot plant in Chicago, Illinois, was in the process of being finally completed. This plant is designed to produce about 1,500,000 cubic feet of pipeline-quality gas per day from 75 tons of coal. 2. The Consolidation Coal Company, CO2 Acceptor Process pilot plant in Rapid City, South Dakota, was well._ on its way to completion. This plant, designed primarily for lignite and subbituminous coals, has about one-half the design capacity of the HYGAS plant. Additionally, the initial construction did not provide for cleanup and methanation; only the preliminary synthesis gas is produced. 3. The Bituminous Coal Research, Inca, BI-GAS pilot plant was in a preliminary design stage. A site had been selected near Homer City, Pennsylvania, to build this plant, planned to consume 120 tons of coal per day. Meanwhile, as you are all well aware, a natural gas shortage was developing in this country. Much has been published about it, so I will not. bother you with further details. In Colombia, more than 15 regions and around 100 municipalities develop gold mining at different scales, and these operations generate mining waste composed of processing fluids and crushed rock with metals and high silica content. Cement production requires clinker, gypsum and other corrective additives. Clinker results from the partial fusion of some minerals including silica. In this study is proposed to evaluate the effect of the use of mining tailings sands from gold mining in the manufacture of clinker. The proposed methodology will allow the characterization of the sands to manufacture a cement specimen and measure its physical and fire properties

Martin County Coal Corporation's operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company's Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

A system of models which simulate surface coal mining operations has been developed for use in mine planning and economic evaluations. Micromodels simulate individual mine operations for equipment selection and mine planning. Macromodels simulate all operations in the complete mine for economic evaluation of reserves. A cash flow analysis model makes a complete discounted cash flow analysis to deter-mine a required coal sales price or return on investment for evaluation of any mining project.

The properties, origin and industrial uses of kaolin clay are briefly reviewed. The general waterwashed beneficiation process is described. Yost aspects of filtration and solids-liquid separation as practiced in the kaolin industry are mentioned along with devices that are currently in the developmental stage. The paper focuses heavily on the well known art of rotary vacuum filtration, including general construction and operating details. Devices under investigation that might be used to mechanically or electrically dewater clay slurries to higher cake solids levels than can be achieved with rotary vacuum filters are described briefly.

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. Autogenous grinding, broadly defined as the self-comminution of ore in a cylindrical tumbling mill without using auxiliary grinding media, was first applied in the early thirties in the so-called Hadsel mills (Figure 1) mainly used in gold mines on the U.S. West Coast. A number of these mills were built in sizes of 20 to 24 ft. in diameter and five-six feet in length but were later abandoned because of operating and maintenance problems. Further development of autogenous grinding led to the Hardinge wet grinding mill (Figure 2), the Aerofall dry grinding mill and others. A tabulation of all known autogenous and semi-autogenous installations around the world was sent recently to the authors by Hr. G. J. Kushner of the Koppers Mineral Processing Division. In the size range of 24 to 32-ft. in diameter, it lists a total of thirty mills used in the processing of copper ores. An additional 120 units are listed in the same size range for the processing of iron ores and other minerals. The largest mills in existence are 36-ft. dia X 15-ft. long mills in Minnesota, powered by 12,000 hp. motors and used in taconite beneficiation. It is indicative of the phenomenal growth of this technology that none of the above one hundred and fifty mills was in operation prior to 1964.

In many instances, the actual production from a longwall face does not equal the planned capacity. General problem areas which have been identified include face length and panel depth, face area and gate entry roof support, face conveyor and shearer wear, outby haulage system failures, number of entries in longwall gate development and longwall move time. The performance of a longwall face is totally dependent on the interaction of these and many other factors. To explore fully these interactions, a systems analysis of longwalls has been performed. In this paper, the systems approach, the factors considered in the analysis, and the results of the analysis are presented.
